Directed by Ric Roman Waugh, known for his work on "Greenland," the film is produced under the banners Black Bear, Punch Palace Pictures, CineMachine, and Stampede Ventures.

According to a report by The Hollywood Reporter, "Shelter" features not only Statham but also stars Bodhi Rae, Naomi Ackie, and Bill Nighy. The story centers on a reclusive man residing in a remote seaside house. His life takes an unexpected turn when he rescues a young girl from drowning during a fierce storm, setting off a chain reaction that brings violence to his doorstep, forcing him to reckon with his past choices.
