Uttar Pradesh Chief Minister Yogi Adityanath on Thursday directed that deaths caused by "Chinese manja" (kite string) be treated under the category of murder and ordered the strictest possible action against those found guilty.
The directive comes after a motorcyclist died allegedly after his throat was slit by a kite string in Lucknow's Bazarkhala area on Wednesday, and a sharp rise in similar incidents in the state capital.
In a post on X, the Chief Minister&rsquo;s Office said that Adityanath has taken serious note of fatalities linked to "Chinese manja" and instructed authorities to initiate stringent action against its manufacture, sale and use across the state.
"Taking cognisance of accidents caused by Chinese manja, the chief minister has directed strict enforcement against it and ordered a statewide campaign along with a high-level review. The deaths due to this should be treated under the category of murder," the post said.

Adityanath asserted that the Uttar Pradesh government is fully committed to the safety of public life. In another recent incident, metro services were disrupted after a kite string fell on a high-tension line, forcing trains to halt mid-route.
On Wednesday afternoon, Syed Shoaib, 34, a resident of Sitee Bihar in Dubagga, died allegedly after his throat was slit by a Chinese manja on the Haiderganj overbridge in the Bazarkhala area, police said. Shoaib, a medical representative, was travelling by motorcycle from the Mill area towards Haiderganj.
According to the police, a kite string hanging in the air suddenly got entangled around Shoaib&rsquo;s neck. The string was so sharp and strong that it severed a major vein. As he struggled in pain to remove it, his motorcycle went out of control and overturned, causing him to fall onto the road.
Bystanders rushed him to the trauma centre in an e-rickshaw, but doctors declared him dead due to excessive blood loss, police said.

Uttar Pradesh Chief Minister Yogi Adityanath has directed the Housing and Urban Planning Department to implement a new 'One-Time Settlement Scheme' for the speedy resolution of long-pending residential and commercial allotment cases.
Chairing a departmental review meeting, the chief minister said delays in settlement of dues and disputes not only hamper the progress of housing schemes but also cause unnecessary hardship to citizens, an official statement said here on Wednesday.
The government's objective is to put in place a mechanism that ensures swift, transparent and practical resolution for all stakeholders, the statement said.
Adityanath said pending payments and disputed allotments in various state housing schemes slow down the pace of development and impact revenue generation.
He stressed the need for a solution-oriented system that provides relief to genuine allottees while ensuring the department receives its legitimate dues.
Referring to the One-Time Settlement Scheme introduced in 2020, the statement said a large number of cases were resolved under OTS-2020, but many allottees could not make final payments due to the COVID-19 pandemic.
Detailed data on default cases across residential and commercial complexes in the state was presented during the meeting.
The chief minister directed that OTS-2026 be made more practical and beneficial, with suitable rebates for allottees opting for lump-sum payment, along with the option of paying dues in instalments.
He said the scheme must remain people-centric, offering clear and simple choices to every genuine allottee.
Adityanath also emphasised that every application under the scheme should be disposed of within a fixed time-frame.
The new scheme, he said, would provide relief to thousands of allottees while also augmenting the department's revenue.
The chief minister further instructed officials to ensure wide publicity of the scheme so that all eligible beneficiaries are informed.
He said the entire process should be online, transparent and user-friendly, enabling maximum participation and ease of access, the statement added.

During the interaction, a Lucknow-based woman, Seema, told the chief minister that she had been rendered homeless after being allegedly driven out by her husband and in-laws following the death of her father-in-law.
Accompanied by her two young daughters, she said she was facing acute financial hardship and sought the chief minister's intervention to enable her to live in her matrimonial home.
Taking cognisance of the complaint, Adityanath directed the Lucknow Police Commissioner to take immediate and appropriate action in the matter, according to an official statement.
Seema also sought financial assistance for the upbringing of her children. The chief minister assured her that her grievance would be addressed and justice ensured.
The Janata Darshan saw an emotional moment when the chief minister interacted with two-year-old Ananya, one of Seema's daughters.
Adityanath distributed chocolates to children who had accompanied their parents and encouraged them to study well. When he asked Ananya for her chocolate, the child innocently offered it back to him, evoking an emotional response from those present, the statement said.
Several other complaints related to the police, electricity department and requests for financial assistance were also raised during the programme. The chief minister instructed officials to examine each case carefully and ensure a time-bound resolution of genuine grievances.
Applicants seeking financial assistance for medical treatment were asked to submit estimates from hospitals.
Adityanath said the state government stands with the people in times of need and is committed to resolving their legitimate problems, the statement added.&nbsp;

Taking to social media platforms, the CM shared a post saying the state government has significantly strengthened cybercrime prevention mechanisms, with cybercrime police stations now functional in all 75 districts.
In a post on X, Adityanath said that before 2017, the state had only two cybercrime police stations, but dedicated cyber units have since been established across all districts, along with cyber help desks at every police station.
The chief minister cautioned people against cyber frauds, particularly scams using misleading terms such as "digital arrest" to intimidate victims and extort money.

"There is no provision called 'digital arrest' in any law. Police or any government agency does not arrest people through video calls, WhatsApp or social media, nor do they demand money," he said.
Adityanath also urged people to be careful while using social media, warning that photos, videos and location details shared publicly are often misused by criminals to gather personal information.
He advised citizens not to share personal details or OTPs with anyone and said victims of cybercrime should immediately report the matter on the national cyber helpline number 1930.
"The sooner the police are informed, the higher the chances of recovery," he said, calling upon people to spread awareness, especially among senior citizens.
The CM's appeal comes amid rising cases of cyber fraud and several instances wherein people were held under "digital arrest" by thugs posing as law enforcement officers to extort money from gullible citizens by threatening to implicate them in false cases of money laundering or drug trafficking, etc.

It credited sustained policy focus and coordinated tourism initiatives for the significant rise in the number of visitors to the most revered Buddhist destinations. This has reinforced Uttar Pradesh's position as one of the world's most important centres of Buddhist pilgrimage and cultural tourism, the state government said.
The Uttar Pradesh Tourism Department estimates that total footfall across these sites is likely to cross around 64 lakh by the end of 2025.
"Between January and September 2025, over 61 lakh visitors travelled to the state's six major Buddhist sites -- Sarnath, Kushinagar, Shravasti, Kaushambi, Kapilvastu, and Sankisa. Of these, nearly 59 lakh were domestic visitors, while about 2.72 lakh were international tourists," according to a statement issued on Sunday.
Tourism and Culture Minister Jaiveer Singh said, "The rising numbers reflect the deep spiritual connect these sites continue to hold for people around the world." He noted that under the visionary leadership of Prime Minister Narendra Modi and the guidance of Chief Minister Yogi Adityanath, Uttar Pradesh is strengthening its role as the spiritual heartland of Buddhism.
The state's approach is centred on preserving heritage, improving visitor facilities, and ensuring that Buddhist tourism grows as an inclusive and respectful experience for pilgrims and travellers alike.
Among the Buddhist destinations, Kaushambi witnessed a strong surge in visitors during the nine-month period, with over 23 lakh tourists, including nearly 3,000 foreign visitors, highlighting its growing importance on the Buddhist tourism map, according to the statement.
The site holds exceptional significance as Lord Buddha spent several monastic seasons there, making it an important stop for pilgrims, scholars, and spiritual seekers.
Kushinagar, the Mahaparinirvana site of Lord Buddha, recorded the highest footfall with around 18.6 lakh visitors, including close to 1.9 lakh international tourists, reaffirming its status as a global centre of Buddhist faith.
Sarnath, where Lord Buddha delivered his first sermon, welcomed nearly 17.75 lakh visitors, of which over 64,000 were foreign travellers. Kapilvastu recorded over 51,000 visitors, including more than 15,000 international tourists, while Shravasti and Sankisa received around 79,000 and nearly 30,000 visitors respectively during the same period.
The steady rise in footfall continues a clear upward trend seen over recent years. In 2023, the six Buddhist sites together recorded over 47 lakh visitors, including around 2.55 lakh international tourists, according to the statement. This number increased significantly in 2024, when over 61 lakh visitors travelled to these sites, including more than 3.5 lakh foreign tourists.
The continued growth in 2025 reflects sustained global interest, improved connectivity, and strengthened visitor services, the statement added.
Principal Secretary Tourism and Culture, Amrit Abhijat, said Uttar Pradesh Tourism is actively promoting the Buddhist Circuit on leading global platforms such as the Pacific Asia Travel Association, Japan Tourism Expo, IFTM Top Resa, and World Travel Market London.
He added that the department regularly organises familiarisation visits for tour operators, monks, and media representatives from Buddhist-majority countries, including Thailand, Vietnam, Sri Lanka, Japan, Bhutan, Laos, Cambodia, Malaysia, Singapore, and Indonesia.
Notably, on December 24, a delegation of 21 Chinese tourists arrived in Kushinagar after a break of five years since the outbreak of the COVID-19 pandemic. The group offered prayers and 'chivar' at the Mahaparinirvana Temple, which houses the fifth-century reclining statue of Lord Buddha.
The delegation was led by Bhikshuni Fujian Dayu, who said the group also visited and offered prayers at the Ramabhar Stupa, believed to be the cremation site of Lord Buddha.

Across the state, he added, night shelters are being operated at full capacity while arrangements for quilts, blankets, drinking water, bonfires and heaters have been ensured at these shelters.&nbsp;
"Examinees coming from other places and relatives of patients are also being provided shelter here. For the government, every human life is invaluable," the CM said.&nbsp;
He further said woollen clothes and blankets are being distributed to the needy through urban local bodies and tehsils, and mentioned that bonfires have been arranged at public places.&nbsp;
The UP CM also said that arrangements of blankets and bonfires are being made at cow shelters too, besides informing that extra security personnel are being deployed on roads to ensure travel safety amid fog.
"As a citizen, you too can become a partner in this collective effort. Look around you. Do ask once whether domestic helpers, sanitation workers, watchmen or others have adequate arrangements to protect themselves from the cold. Invite them for a cup of tea. Help the helpless reach government-run night shelters," Adityanath said.

Uttar Pradesh Chief Minister Yogi Adityanath accused Jawaharlal Nehru of making Kashmir controversial and fuelling extremism, while praising Sardar Vallabhbhai Patel&rsquo;s role in integrating princely states.

Uttar Pradesh Chief Yogi Adityanath on Monday blamed Jawaharlal Nehru for the extremism and separatism "emanating from Kashmir", and alleged that the first prime minister of India made the issue so "controversial" that it continues to sting the country even now.
Addressing an event on the 75th death anniversary of the country's first home minister, Sardar Vallabhbhai Patel, he referred to the integration of over 560 princely states into the Union of India and pointed to Junagadh and Hyderabad, which were prickly thorns in the process.
"All the Hindu princely states of India agreed to become a part of the Republic of India, but the Nawab of Junagadh and the Nizam of Hyderabad refused. Both had to be integrated into India. Through a bloodless revolution, solely due to Sardar Patel's wisdom, these two princely states became a part of India," Adityanath said.
He went on to say that there was uncertainty about the fate of the princely state of Jammu and Kashmir.
"So, Pandit Jawaharlal Nehru took the matter into his own hands. He made Jammu and Kashmir so controversial that it continued to sting India even after Independence. The country got extremism ('ugravaad') and separatism ('algaavaad') from Kashmir because of Pandit Nehru," the Uttar Pradesh chief minister claimed.
He added that the country is grateful to Prime Minister Narendra Modi, who, by fulfilling the dreams of Sardar Vallabhbhai Patel and Syama Prasad Mookerjee, has abolished Article 370 in Kashmir, making it an integral part of India, while taking forward the resolve of one country, one constitution, and one flag.
"There were 567 princely states at the time of Independence, and they were integrated into the Republic of India. The country will always remember Sardar Vallabhbhai Patel as its architect. This is his creation," the chief minister said.
He pointed out that the Nawab of Junagadh and Hyderabad's Nizam did not want to join India, as the British gave the princely states the freedom to choose whether they wanted to join India or Pakistan, or maintain their independent existence.
Eulogising Sardar Patel, the Uttar Pradesh chief minister said the first home minister of India initiated numerous programmes in the country.
"Be it the restoration of the Somnath temple, the development of a mechanism to resolve various disputes within India, or giving the Indian Administrative Service its present form, all of this was made possible because of this great leader, Vallabhbhai Patel."
"It was the country's misfortune that just when India needed the glorious leadership of Sardar Vallabhbhai Patel for a longer period, he passed away on December 15, 1950," Adityanath said.
Deputy Chief Minister Brajesh Pathak also spoke on this occasion.
Earlier, in a post on X, Adityanath paid tributes to Patel, saying, "On the death anniversary of Sardar Vallabhbhai Patel, the architect of India's unity and integrity from north to south and east to west, and the 'Iron Man' and 'Bharat Ratna, ' we pay him our humble tributes!
"His tireless contributions to the country's internal security, self-reliance, and the empowerment of farmers, and his vision of 'Ek Bharat, Shrestha Bharat, Surakshit Bharat' (One India, Great India, Secure India), are an inspiration to us all," he said.
Deputy Chief Ministers Keshav Prasad Maurya and Pathak also paid their tributes to Sardar Patel.
In a post in Hindi on X, Maurya said, "Our humble tributes to the architect of India's unity and integrity, the first home minister and deputy prime minister of Independent India, 'Bharat Ratna', the 'Iron Man' Sardar Vallabhbhai Patel, on his death anniversary!"
"'Iron Man' Sardar Vallabhbhai Patel successfully integrated the princely states, providing a strong foundation for the nation's unity and security. By connecting farmers, backward classes, and marginalised sections of society through cooperatives, he propelled the country towards self-employment and self-reliance. His life, imbued with duty, courage, and service to the nation, remains a constant source of inspiration for all of us," Maurya said on X.
Pathak took to X to say, "Humble tributes to the architect of modern India, the symbol of national unity and integrity, the first Home Minister and Deputy Prime Minister of independent India, Bharat Ratna, the Iron Man Sardar Vallabhbhai Patel, on his death anniversary."
Born in Nadiad, Gujarat, in 1875, Patel was a pivotal figure in India's struggle for Independence. As the country's first home minister, he was instrumental in integrating over 560 princely states into the Indian Union post-Independence. He died in 1950.

Uttar Pradesh authorities have identified over 10 key suspects in a major investigation into the illegal trade of codeine-based cough syrups, with FIRs filed against 128 establishments and raids ongoing across multiple districts.

Uttar Pradesh Police and the Food Safety and Drug Administration (FSDA) have identified more than 10 key suspects allegedly involved in the organised nexus behind the illegal trade of codeine-based cough syrups, as the state's biggest crackdown on the menace gathers pace, officials said Thursday.
The identification of the suspects emerged during an extensive investigation by the FSDA and police into the diversion, storage and trafficking of codeine-based cough syrups, which is being probed by a special investigation team (SIT) constituted by the state government earlier this week.
"The probe has so far led to the identification of over a dozen persons believed to be part of the core conspiracy operating across multiple districts and states. Evidence suggests a well-coordinated network involving manufacturers, distributors, transporters and local operators," a senior official said, requesting anonymity.
According to the official, FIRs have been registered against more than 128 establishments and their operators so far, marking what the government describes as its largest-ever action against illegal pharmaceutical trafficking in the state.
Raids are continuing at multiple locations to apprehend those identified, while investigators are also examining financial transactions, inter-state linkages and possible diversion of legally manufactured cough syrup into the illegal market, the official said.
The action was initiated after the state government took suo motu cognisance of incidents related to misuse of codeine-based cough syrups reported in other states, following which enforcement was stepped up across Uttar Pradesh, he added.
The SIT, headed by Inspector General of Police (Law and Order) L R Kumar and comprising senior police and FSDA officials, is probing the organised nature of the racket and its wider ramifications.
"The chief minister has taken a very firm view of the matter and has directed that no person involved, irrespective of position or influence, should be spared," the official said.
Further arrests and disclosures are expected as searches and seizures continue, he added.

He said resources belong to citizens and not to illegal immigrants, underlining that maintaining security, social equilibrium and a strong law and order system in the state remains his government's top priority.
The Supreme Court on December 2 sharply questioned the legal status of Rohingyas living in India and asked whether "intruders" should be given a "red carpet welcome" while the country's own citizens grapple with poverty.
A bench comprising Chief Justice of India Surya Kant and Justice Joymalya Bagchi made the observations while hearing a habeas corpus (bring the person) petition filed by a rights activist alleging disappearance of a few Rohingyas from the custody of authorities in Delhi.
Adityanath urged people to remain vigilant and ensure proper identity verification before hiring anyone.
"The security of the state is our collective responsibility because security is the foundation of prosperity," he said.
The chief minister said a stringent drive has been initiated against Rohingya and Bangladeshi nationals residing illegally in the state. All urban local bodies have been directed to identify suspected foreign nationals and prepare lists, he said.
Benefits meant for the deprived under welfare schemes cannot be allowed to be diverted, Adityanath said.
"For this purpose, a special document verification drive is being conducted and infiltrators are being identified and sent to detention centres for further action," he said.
Detention centres are being set up in each division to facilitate the process, he said.

The Uttar Pradesh government has initiated a major crackdown on alleged Rohingya and Bangladeshi infiltrators across the state, and orders were issued to establish detention centres in every division of the state, a senior official said here on Wednesday.&nbsp;
According to the official, Chief Minister Yogi Adityanath has issued directions to 17 urban local bodies to prepare detailed lists of illegal immigrants under their jurisdictions. These lists are to be submitted to the respective Commissioners and Inspectors General for further scrutiny.&nbsp;
In the first phase of the action plan, Commissioners and IGs have been instructed to set up dedicated detention centres to hold individuals identified during the verification process.&nbsp;
The chief minister has also directed that detention centres be established in every division of the state, the official said. "Following the chief minister's instructions, the administrative machinery has swung into action. Verification, documentation and field assessments have begun in several districts," the official said.&nbsp;
On November 22, Adityanath had issued clear instructions to all district magistrates of the state to take prompt and strict action against illegal immigrants and had directed that temporary detention centres be established in each district to house infiltrators.&nbsp;
The chief minister had said that law and order, national security, and social harmony are top priorities, and that any form of illegal activity will not be tolerated.&nbsp;
According to the officials, illegal immigrants with foreign citizenship will be housed in these centres and will be ensured there until the necessary verification process is completed.&nbsp;
Adityanath had said that illegal immigrants held in detention centres will be deported to their countries of origin as per the established procedures.&nbsp;
Uttar Pradesh shares an open border with Nepal, allowing free movement of citizens of both countries, but checks on residents of other nationalities.&nbsp;

He added that the flag atop the Ram temple symbolised truth, justice, dignity and national dharma.
"It also represents the vision of a developed India because there is no alternative to resolve. In the last 11 years, we have all witnessed a transforming India. We now see an India where heritage and development coexist in perfect harmony, taking the nation to new heights," Adityanath said.
The chief minister also said that over the past 500 years, generations and regimes changed but the faith of the people in Lord Ram "neither stopped nor bowed."
The unwavering belief persisted, and when the struggle came under the leadership of the Rashtriya Swayamsevak Sangh, a single resolve echoed across the movement -- "Ramlala hum aayenge, mandir wahin banayenge", "laathi-goli khayenge, par mandir wahin banayenge", he said.
Adityanath also said there was a time when Ayodhya had fallen into neglect and disorder, but under Prime Minister Modi's, it has transformed into a "global spiritual capital".

Adityanath said the ceremony at the Ram temple &ndash; one of the Saptpuris &ndash; is infusing "indomitable spiritual energy" across the country.
&ldquo;The faith, penance and long wait of crores of Ram devotees are reaching a new pinnacle today," he said.
Welcoming Modi to Ayodhya, the chief minister described him as "the world's most popular leader and the architect of New India".
He also extended greetings to Bhagwat, calling Ayodhya the land of "unbroken faith, national commitment and the foundation of Sanatan Dharma".
Welcoming the seers, religious leaders and devotees arriving here from different parts of India and abroad, Adityanath said their presence strengthens the resolve for national progress and cultural renaissance.

Uttar Pradesh CM Yogi Adityanath marks 150 years of Vande Mataram, urging citizens to rise above self-interest and commit to their duties toward the nation.

Uttar Pradesh Chief Minister Yogi Adityanath on Friday urged citizens to rise above personal interests and commit themselves to their duties towards the nation, saying that doing so is the true spirit of 'Vande Mataram,' which continues to inspire India's collective consciousness even after 150 years of its creation.
Speaking at an event in Lucknow to mark 150 years of the national song, he said the immortal composition by Bankim Chandra Chattopadhyay was not merely a song but a "sacred expression of India's unity, spirit and duty." "Vande Mataram is not a song of worship of any one deity, sect or community. It inspires every Indian to rise above self-interest and dedicate themselves to their duties towards the nation," Adityanath said.
Drawing a connection between national duty and everyday actions, the chief minister said a teacher imparting values to students, a soldier guarding the borders in extreme conditions, and a farmer cultivating crops for the nation all embody the true essence of Vande Mataram.
Referring to Prime Minister Narendra Modi's emphasis on citizens' duties during Constitution Day, Adityanath said, "While we often talk about our rights, it is equally important to remember our duties. These duties can secure both our present and the future generations."
Adityanath paid rich tributes to Chattopadhyay, calling him "the visionary who gave India an eternal mantra of unity." He said the song, first composed in 1875, became a rallying cry for India's freedom movement, inspiring revolutionaries and uniting the nation against colonial rule. "Even in the face of oppression, freedom fighters sang Vande Mataram with courage and faith. It awakened India's collective spirit and gave people a sense of national pride," he said.
The CM added that the song's strength lies in its inclusivity. "Though written in Sanskrit and Bengali, Vande Mataram reflects the soul of all of India &mdash; its culture, unity and timeless identity," he said.
Remembering its historical significance, Adityanath said the slogan Vande Mataram became the heartbeat of every movement during the freedom struggle, representing India's resolve to stand united beyond caste, religion or region. "Today, as we celebrate 150 years of Vande Mataram, we are not only honouring its creator but also reaffirming our commitment to the ideals it represents &mdash; unity, selflessness and devotion to our motherland," the CM said.
He congratulated the people of the state on the occasion and concluded by saying, "Uttar Pradesh's progress over the past eight years reflects the expression of duty that Vande Mataram inspires in every citizen."

On Sardar Patel&rsquo;s 150th birth anniversary, UP CM Yogi Adityanath inaugurated 'Run for Unity,' paid tribute to Patel, and said scrapping Article 370 honoured the Iron Man&rsquo;s vision of a united India.

Marking the 150th birth anniversary of Bharat Ratna Sardar Patel, Uttar Pradesh Chief Minister Yogi Adityanath on Friday said that "removing Article 370 was a true tribute to Sardar Vallabhbhai Patel."
On the occasion, the CM inaugurated the 'Run for Unity' in Uttar Pradesh and paid floral tributes to Patel's statue to commemorate the leader's birth anniversary, also known as 'National Unity Day.'
"On this National Unity Day, let us pledge to strengthen India's unity and integrity by rising above caste, language, religion, and region," he said in an official statement.
Referring to Patel's legacy, the Chief Minister said the Iron Man of India united 563 princely states into the Republic of India after independence and foiled British conspiracies. "When the princely states of Hyderabad and Junagadh refused to merge with India, Sardar Patel first adopted the path of dialogue. However, when the nation's integrity was threatened, he took tough decisions to secure India's unity," he said.
Adityanath asserted that there could be "no compromise with India's integrity." He added, "By removing Article 370 from Jammu and Kashmir, Prime Minister Modi has realised the vision of a united India that Sardar Patel envisioned. This is a true tribute to him."
He noted that under Modi's leadership, the nation has since 2014 followed the tradition of honouring great personalities who contributed to uniting India. "Today, the 'Run for Unity' campaign is being conducted at more than 600 locations across the country to instil patriotism and unity among youth," he said.
Adityanath said that 'Run for Unity' events were held in all 75 districts of Uttar Pradesh, with participation from lakhs of youth, students, officials, and citizens. "This is not just a race, but a symbol of India's unity, integrity, and social harmony," he said.
Deputy Chief Minister Brajesh Pathak, Finance and Parliamentary Affairs Minister Suresh Khanna, BJP State President Chaudhary Bhupendra Singh, Mayor Sushma Kharwal, Rajya Sabha MP Brijlal, and several MLAs attended the event.
Earlier, in a post on X, the CM paid tribute to Sardar Patel and greeted citizens on National Unity Day.
