"If they weren't effective, you probably wouldn't have had this done," he said, adding: "Maybe this man was upset because he couldn't practice crime."
Joseph Edlow, Trump's director of US Citizenship and Immigration Services (USCIS), said Thursday that he had ordered a "full scale, rigorous reexamination of every Green Card for every alien from every country of concern."
His agency later pointed to a list of 19 countries -- including Afghanistan, Cuba, Haiti, Iran and Myanmar -- facing US travel restrictions under a previous order from Trump in June.
The Trump administration had earlier ordered an immediate halt to the processing of immigration applications from Afghanistan.

The other soldier injured in Wednesday's attack, 24-year-old Andrew Wolfe, was "fighting for his life" Thursday, Trump said. The suspected shooter was also in a serious condition.
The US attorney for Washington DC, Jeanine Pirro, said the suspected assailant -- identified as Rahmanullah Lakanwal -- had been living in the western state of Washington and had driven across the country to the nation's capital.
In what she called a "brazen and targeted" attack, Pirro said the gunman opened fire with a .357 Smith and Wesson revolver on a group of guardsmen on patrol just a few blocks from the White House.
The suspect was charged with three counts of assault with intent to kill -- charges that Pirro said would immediately be upgraded to first-degree murder if any of the guardsmen died.
Officials said they still had no clear understanding of the motive behind the shooting.

CIA director John Ratcliffe said the suspect had been part of a CIA-backed "partner force" fighting the Taliban in Afghanistan, and had been brought to the United States as part of a program to evacuate Afghans who had worked with the agency.
The heads of the FBI, CIA and Homeland Security and other senior Trump appointees all insisted that Lakanwal had been granted unvetted access to the United States because of lax asylum policies in the wake of the chaotic final US withdrawal from Afghanistan under former president Joe Biden.
But AfghanEvac, a group that helped resettle Afghans in the United States after the military withdrawal, said they undergo "some of the most extensive security vetting" of any migrants.
The group noted Lakanwal had been granted asylum in April 2025, under the Trump administration, and would be eligible to request permanent residency a year later.
"This individual's isolated and violent act should not be used as an excuse to define or diminish an entire community," said its president, Shawn VanDiver.
In the wake of Wednesday's shooting, Defense Secretary Pete Hegseth announced 500 more troops would deploy to Washington, bringing the total to 2,500.

The imposition of an additional 25 per cent duty on India is a &ldquo;national security issue&rdquo; associated with New Delhi&rsquo;s &ldquo;abject refusal to stop buying Russian oil&rdquo;, White House Trade Adviser Peter Navarro has said.
Last week, US President Donald Trump had announced 25 per cent reciprocal tariffs on India that came into effect from August 7.
The US president on Wednesday also signed an executive order slapping an additional 25 per cent levy on India for New Delhi&rsquo;s purchases of Russian oil, bringing the total duties to 50 per cent, among the highest imposed by the US on any country in the world. Navarro, while talking to reporters at the White House on Wednesday, said it is important to understand that the &ldquo;rationale for the India tariffs is very different from the reciprocal tariffs&rdquo;.
&ldquo;This was a pure national security issue associated with India&rsquo;s abject refusal to stop buying Russian oil,&rdquo; he said, and added that &ldquo;every American needs to understand the math of this because it is related to the trade situation&rdquo;.
&ldquo;You start with the fact that India is the &lsquo;maharaja&rsquo; of tariffs, it&rsquo;s the highest tariffs in the world charging on American products and it&rsquo;s got a high non-tariff barrier so we can&rsquo;t get our products in,&rdquo; he said.
The US sends a lot of dollars overseas to India to buy their products in an &ldquo;unfair trade environment&rdquo;, he claimed.
&ldquo;India then uses American dollars to buy Russian oil. Russia then uses those American dollars that come from India to finance its armaments, to kill Ukrainians, and American taxpayers are then called upon to pay for the weapons that have to defend Ukraine against Russian armaments paid for by American dollars that came from India,&rdquo; Navarro said.
He said that it has &ldquo;got to stop&rdquo;. &ldquo;That math does not work. The president understands the connection between economic security and national security so that was the bottom line there,&rdquo; he added.
Navarro was asked why China, which buys more Russian oil than India does, has not been targeted the way Delhi has been with the doubling of its tariffs.
&ldquo;As the boss says, let's see what happens. Keep in mind that we have over 50 per cent tariffs on China already&hellip;so we don't want to get to a point where we actually hurt ourselves,&rdquo; he said.
&ldquo;The president certainly will be working with China on that issue,&rdquo; he added.
Meanwhile, White House Homeland Security Adviser Stephen Miller said, "It probably surprised people to know that India is one of the largest purchasers in the world of Russian oil and they could easily access oil from many other markets around the world." &ldquo;They are one of the largest funders of Russia's army for that reason,&rdquo; he claimed.
Responding to the tariffs, the Ministry of External Affairs has said that the targeting of India is &ldquo;unjustified and unreasonable&rdquo;.
&ldquo;Like any major economy, India will take all necessary measures to safeguard its national interests and economic security,&rdquo; it said.&nbsp;

President Joe Biden is closely monitoring the situation in Bangladesh and the US will hold the country's interim government accountable for ensuring the protection of religious and ethnic minorities, the White House has said.
The security situation in Bangladesh has been difficult following the ouster of the former prime minister Sheikh Hasina, White House National Security Communications Advisor John Kirby said.
"And we have been working closely with the interim government to enhance the capability of their law enforcement and security services to deal with the challenge," Kirby said at a news conference on Thursday.
Hasina was ousted as prime minister in the face of a massive anti-government protest in August.
There have been a spate of incidents of violence against Hindus and other minorities, as well as attacks on temples in the last few weeks in Bangladesh.
"We&rsquo;ve been very clear in our engagement with all Bangladeshi leaders that protection of religious and ethnic minorities is absolutely critical, and the leaders of the interim government have repeatedly committed to providing security to all Bangladeshis, regardless of religion or ethnicity," he said.
"We want to hold them to that," Kirby said in response to a question.
Over the past few weeks, Indian Americans have held peaceful protests and marches in several cities, including in front of the White House, in Chicago, New York, SFO, Detroit, Houston and Atlanta, urging Biden to help stop alleged brutalities against the minority Hindu community in Bangladesh.
Earlier in the day, Indian-American Congressman Raja Krishnamoorthi urged members of the Senate Foreign Relations Committee to address the issue of violence against minorities, primarily Hindus, in Bangladesh during the confirmation hearing of Senator Marco Rubio for the position of secretary of state.
President-elect Donald Trump has nominated Senator Rubio for the top diplomatic position. The date of his confirmation hearing has not been announced yet.
"As targeted violence against Hindus and other minorities continues amid the disorder in Bangladesh, I urge the members of the Senate's Committee on Foreign Relations to address this crisis directly during the upcoming hearings to confirm Senator Rubio as the next US secretary of state," Krishnamoorthi said.
Over the weekend, a large number of Indian-Americans held a march from the White House to the US Capitol over alleged attacks on Hindus in Bangladesh.
Raising slogans like &ldquo;We want Justice&rdquo; and &ldquo;Protect Hindus&rdquo;, the demonstrators urged the Biden administration and the incoming Trump administration to ask the new government in Bangladesh to take steps to protect Hindus and also initiate action against those responsible for this.
"The Bangladeshi Hindu community and the larger Hindu diaspora from the Indian subcontinent have come in support of the Bangladesh Hindu community because there is continuing violence going on in Bangladesh, specifically in Chittagong and Rangpur area, as well as in some other parts of the country," said Utsav Chakrabarti of HinduACTion.

&ldquo;The results of Pakistan's elections must reflect the will of its people, not its military. It is imperative that every effort is made to ensure that every vote is counted fairly and accurately and that violence is prevented at all costs,&rdquo; he said.

&ldquo;There is no excuse for violence, certainly based on race or gender or religion or any other factor. That's just unacceptable here in the United States,&rdquo; Kirby told reporters here when asked about the series of attacks on students from India and also those from the Indian American community.
&ldquo;The president and this administration have been working very, very hard to make sure we're doing everything we can to work with state and local authorities to try to thwart and disrupt those kinds of attacks and make it clear to anybody who might consider them that they'll be held properly accountable,&rdquo; Kirby said.
Vivek Saini, a student working part-time in a department store, died following an attack by a drug addict in Lithonia, Georgia in January. Syed Mazahir Ali, an Indian student at Indiana Wesleyan University was assaulted in February.
Deaths of at least four Indian American students have been reported in the last several weeks.
Akul Dhawan of the University of Illinois Urbana-Champaign and Neel Acharya of Purdue University died apparently due to heavy drinking followed by long exposure to low temperatures at night in January.
Shreyas Reddy Benigeri, an Indian-origin student at the Lindner School of Business in Cincinnati was found dead in Ohio this month.
Indian American community leader Ajay Jain Bhutoria said he was deeply troubled by the tragic deaths of these students in separate incidents and underscored the urgent need for enhanced safety measures for those pursuing education in the US. College authorities, and local police, must address these challenges promptly, he asserted.
&ldquo;These incidents understandably worry parents and families in India, and their concerns are shared. It's crucial to address safety issues to ensure the well-being of Indian students studying in the USA,&rdquo; he said, adding that the Indian American community unites in calling for improved safety measures and support systems.&nbsp;

US authorities detained a person near the White House on Monday who crashed a vehicle into an exterior gate of the presidential mansion complex, the Secret Service said.
President Joe Biden was out of town at the time of the incident, and security officials did not say whether it was a traffic accident or intended as an attack.
"Shortly before 6:00 pm (2300 GMT), a vehicle collided with an exterior gate on the White House complex. The driver has been taken into custody &amp; we are investigating the cause &amp; manner of the collision," US Secret Service spokesman Anthony Guglielmi said on X, formerly Twitter.
The crash is believed to have occurred on the northeast side of the complex, given that Guglielmi said to expect "traffic implications" at 15th Street and Pennsylvania Avenue.
While the vehicle was later cleared by Washington police, the "driver remains in custody and our investigation continues," Guglielmi said.
The White House has seen a string of high-profile trespassing incidents in recent years, causing sufficient concern to build a higher, tougher metal fence around the iconic mansion's perimeter in 2020.
