&ldquo;We don't have enough tents. We don't have any tents for distributes to people. There's no scope for us to distribute to people. And water supply has dropped by 70 percent because many of the desalination plants and the water wells are inside the evacuation areas. The conditions are overcrowded. People have some places to put temporary shelters right up to the water, on the beach. There's nowhere left to go in what is now 11 percent of Gaza. That is the area in which the people have been pushed to. Around us, there continue to be explosions airstrikes, conflicts, continuing. People are afraid they're being displaced or the second, third, fourth, up to 10th times, looking for somewhere safe. There's no way safer Gaza. Instead, they continue to find overcrowded unacceptable conditions," Whittal added.

The cabinet has set up a special committee of ministers to expedite the process, the news portal added.

The cabinet also decided to appoint a special presidential envoy to identify the areas in which Palestine requires support from Maldives and organise fundraising events to assist Palestinians through the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).
While the cabinet decided to ban Israeli passports, the actual implementation of the decision will require legal reforms, the news portal reported.
The Gaza conflict began on October 7 after Hamas initiated an attack on Israel, killing over 800 and capturing 240 hostages, according to Israeli authorities.

Israel's Cabinet on Wednesday approved a cease-fire deal with the Hamas militant group that would bring a temporary halt to a devastating war that has stretched on for over six weeks and release dozens of hostages being held in the Gaza Strip in exchange for Palestinians in Israeli prisons.
Under the deal, Hamas is to free 50 of the roughly 240 hostages it is holding in the Gaza Strip over a four-day period, the Israeli government said Wednesday. It said it would extend the lull by an additional day for every 10 hostages released.
The government said the first hostages to be released would be women and children.
Ahead of Wednesday morning's Cabinet vote, Prime Minister Benjamin Netanyahu said Israel would resume its offensive against Hamas after the cease-fire expires.
It was not immediately clear when the truce would go into effect.
Netanyahu convened his Cabinet for the vote late Tuesday. The meeting stretched well into the early hours Wednesday, underscoring the sensitivity of a proposal that would suspend an Israeli offensive against Hamas before it has reached its goals.
Ahead of the vote, Netanyahu sought to assure the government ministers that the break was only tactical, vowing to resume the offensive after the truce expires. Top security officials also attended the meeting.
"We are at war, and we will continue the war," Netanyahu said. "We will continue until we achieve all our goals." Israel has vowed to continue the war until it destroys Hamas' military capabilities and returns all hostages.
Netanyahu said that during the lull, intelligence efforts will be maintained, allowing the army to prepare for the next stages of battle. THE TOLL IN GAZA In weeks of Israeli airstrikes and a ground invasion, more than 11,000 Palestinians have been killed, two-thirds of them women and minors, and more than 2,700 others are missing and believed to be buried under rubble, according to Gaza's Health Ministry. The ministry says it has been unable to update its count since November 11 because of the health sector's collapse.
Gaza health officials say the toll has risen sharply since, and hospitals continue to report deaths from daily strikes, often dozens at a time.
The Health Ministry in the West Bank last reported a toll of 13,300 but stopped providing its own count Tuesday without giving a reason. Because of that, and because officials there declined to explain in detail how they tracked deaths after November 11, the AP decided to stop reporting its count.
The Health Ministry toll does not differentiate between civilians and combatants. Israel says it has killed thousands of Hamas militants but has not provided evidence for its count.
In southern Lebanon, an Israeli strike killed two journalists with Al-Mayadeen TV, according to the Hezbollah-allied Pan-Arab network and Lebanese officials. There was no immediate comment from the Israeli military. A separate Israeli drone strike in Lebanon killed four Hamas members, a Palestinian official and a Lebanon security official said.
The Israeli military has been trading fire almost daily across the border with Lebanon's Hezbollah group and Palestinian militants since the outbreak of the war.
TALKS ON HOSTAGES Israel, the United States and Qatar, which mediates with Hamas, had negotiated for weeks over a hostage release that would be paired with a temporary cease-fire and the entry of more aid.
In Washington, President Joe Biden said Tuesday that a deal on releasing some hostages was "very close." Qatar's Foreign Ministry spokesman, Majed al-Ansari expressed optimism, telling reporters that "we are at the closest point we ever had been in reaching an agreement." Izzat Rishq, a senior Hamas official, said Tuesday that an agreement could be reached "in the coming hours." FIGHTING IN JABALIYA AND AROUND HOSPITALS Inside Gaza, the front line of the war shifted to the Jabaliya refugee camp, a densely built district of concrete buildings near Gaza City that houses families displaced in the 1948 war surrounding Israel's creation. Israel has bombarded the area for weeks, and the military said Hamas fighters have regrouped there and in other eastern districts after being pushed out of much of Gaza City.
The fighting in Jabaliya also affected two nearby hospitals, trapping hundreds of patients and displaced people sheltering inside. A strike Tuesday hit inside one of the facilities, al-Awda, killing four people, including three doctors, the hospital director told Al-Jazeera TV. The director, Ahmed Mahna, blamed the strike on Israel, a claim that AP could not independently confirm. The medical aid group Doctors Without Borders confirmed that two of the doctors killed worked for it.
Residents of Jabaliya said there was heavy fighting as Israeli forces tried to advance under the cover of airstrikes. "They are facing stiff resistance," said Hamza Abu Mansour, a university student.
The Israeli military said strikes hit three tunnel shafts where fighters were hiding and destroyed rocket launchers. Footage released by the military showed Israeli soldiers patrolling on foot as gunfire echoed around them.
It was not possible to independently confirm details of the fighting.
It's unclear how many Palestinian civilians remain in northern Gaza, but the UN agency for Palestinian refugees estimates that some 160,000 people are still in its shelters there, though it can no longer provide services. Thousands more still shelter in several hospitals in the north even after many fled south in recent weeks.
Most hospitals are no longer operational. The hospital situation in Gaza is "catastrophic," Michael Ryan, a senior World Health Organization official, said Monday.
With Israeli troops surrounding the Indonesia Hospital, also near Jabaliya, staff had to bury 50 dead in the facility's courtyard, a senior Health Ministry official in the hospital, Munir al-Boursh, told Al-Jazeera TV.
Up to 600 wounded people and some 2,000 displaced Palestinians remain stranded at the hospital, according to Gaza's Health Ministry.
A similar standoff played out in recent days at Shifa Hospital, Gaza's largest, where over 250 patients and medical workers are stranded after the evacuation of 31 premature babies.
Israel has provided evidence in recent days of a militant presence at Shifa. But it has yet to substantiate its claims that Hamas had a major command centre beneath the facility, allegations denied by Hamas and hospital staff.
DIRE CONDITIONS IN NORTH AND SOUTH Most of Gaza's population of 2.3 million have crowded into the southern section of the Gaza Strip, where Israeli strikes have continued and where the military says it intends to extend its ground invasion. Many are packed into UN-run schools and other facilities across the territory's south or sleeping on the streets outside, even as winter rains have pelted the coastal enclave in recent days.
There are shortages of food, water and fuel for generators across all of Gaza, which has had no central electricity for over a month.
Strikes overnight crushed residential buildings in the Nusseirat refugee camp in central Gaza, killing at least 20 people, according to hospital officials. Footage from the scene showed the legs of five young boys sticking out from under a collapsed concrete slab of one home.
Israel continues to strike what it says are militant targets throughout Gaza, often killing women and children. Israel accuses Hamas of using civilians as human shields.

The deal calls for a four-day cease-fire, during which Israel will halt its military offensive in Gaza while Hamas frees &ldquo;at least&rdquo; 50 of the roughly 240 hostages it and other militants are holding, Prime Minister Benjamin Netanyahu's office said. The first hostages to be released are women and children.
&ldquo;The government of Israel is committed to bringing all of the hostages home. Tonight, the government approved the outline for the first stage of achieving this goal,&rdquo; the office said in a statement.
Media reports ahead of the vote said Israel would free some 150 Palestinian prisoners and allow additional humanitarian aid into Gaza as part of the deal, but the Israeli statement made no mention of either of these elements. It was not clear when the truce, brokered by the U.S. and Qatar, would go into effect.
Hostage releases will begin roughly 24 hours after the deal is approved by all parties, said a senior White House official who spoke to The Associated Press on condition of anonymity to discuss the sensitive matters. The government of Qatar, which mediates with Hamas, did not immediately respond to a request for comment.

The invasion has caused vast destruction in northern Gaza, including Gaza City, displaced an estimated 1.7 million people and caused a humanitarian crisis with shortages of food, medicines, fuel and other key supplies throughout the territory.
Israel has rejected growing international criticism and vowed to press ahead until it destroys Hamas' military and governing capabilities and all hostages are freed. Hamas, an Islamic militant group sworn to Israel's destruction, has ruled Gaza since ousting the internationally recognized Palestinian Authority in 2007.
Under Wednesday's deal, Hamas is expected to release roughly 12 hostages each day. While the statement did not say when the truce would begin, Israeli media reports said the hostages could begin to be released as soon as Thursday.
The return of any of the hostages could lift spirits in Israel, where the plight of the captives has gripped the country's attention. Airwaves are filled with interviews with families of the hostages, who include babies and toddlers, women and children and people in their 80s with health issues.
The families have become a powerful force in Israel &ndash; staging mass demonstrations and marches pressuring the government to bring home their loved ones. They have made a central Tel Aviv square their headquarters, where evocative displays like a long white table with seats for all 240 hostages are meant to keep their plight in the public eye.
But the structure of the deal could weaken Israel from various directions.
Any lull would give Hamas and its shadowy leader, Yehya Sinwar, a chance to regroup after suffering heavy losses during the fighting, especially if Hamas drags things out with additional hostage releases.
Israel claims to have killed thousands of Hamas fighters, though it has not presented evidence, and destroyed parts of the group's underground tunnel system. But Israeli officials acknowledge much of the group's infrastructure remains intact.
A cease-fire could also add to the already growing international pressure on Israel to halt its offensive as the full extent of damage in Gaza becomes apparent. Even the U.S., Israel's chief backer, has expressed concerns about the heavy toll on Gaza's civilian population.
Some three-quarters of Gaza's population has been uprooted from their homes and are staying in overcrowded and unsanitary shelters.
Many, if not most, will be unable to return home because of the vast damage in the north and the continued presence of Israeli troops there. That could lead to an even worse humanitarian disaster as people remain in shelters or are forced to live in tents through the cold, rainy winter.
And in Israel, the staggered releases of hostages risk triggering divisions between the families of those who are freed and those who remain in captivity. Soldiers, for instance, are likely to be among the last to be freed. Families of the soldiers, who include young women who served as spotters along the border, are likely to press the government not to resume the offensive until their loved ones return home as well.
&ldquo;There are many families and many opinions,&rdquo; Hadas Kalderon, whose two young children were abducted with their father, told Israel's Channel 12 TV.
She said a deal could create openings for future agreements by building trust, but acknowledged there are dilemmas as hostages are selected for release. &ldquo;Our responsibility is to return everyone,&rdquo; she said. &ldquo;But let's be realistic.&rdquo; A lengthy truce could also affect Israel's battle readiness. While Israeli troops are expected to remain in place and the Israeli military said its battle plans remain intact, it will be difficult and risky for the army to leave its forces stationary behind enemy lines.
Asked about a potential cease-fire, the army's chief spokesman, Rear Adm. Daniel Hagari, said: &ldquo;The army will know how to maintain its operational achievements.&rdquo; Hamas may try to declare a victory, but Sinwar will have little to celebrate. Even if he survives and Hamas maintains power, he will emerge to vast destruction that will take years, if not decades, to repair.
In the meantime, fighting continued on Tuesday, with the front line of the war shifting to the Jabaliya refugee camp, a dense warren of concrete buildings near Gaza City that houses families displaced in the 1948 war surrounding Israel's creation.
Israel has bombarded the area for weeks, and the military said Hamas fighters have regrouped there and in other eastern districts after being pushed out of much of Gaza City.
In southern Lebanon, an Israeli strike killed two journalists with Al-Mayadeen TV, according to the Hezbollah-allied Pan-Arab network and Lebanese officials. There was no immediate comment from the Israeli military. A separate Israeli drone strike in Lebanon killed four Hamas members, a Palestinian official and a Lebanon security official said.
The Israeli military has been trading fire almost daily across the border with Lebanon's Hezbollah group and Palestinian militants since the outbreak of the war.
On Tuesday, Gaza's Health Ministry said that as of Nov. 11 it had lost the ability to count the dead because of the collapse of large parts of the health system.
It believes the actual death toll has risen sharply above the official number of 11,000. Some 2,700 people are missing and believed to be buried under rubble, and hospitals have continued to report deaths from daily strikes, often dozens at a time.
The Israeli military says 68 soldiers have been killed in the ground offensive.

In his address at the second edition of the India-hosted virtual Voice of Global South Summit, Modi said New Delhi has emphasised on dialogue and diplomacy along with restraint to deal with the situation arising out of the Hamas-Israel conflict.
India condemned the barbaric October 7 terrorist attack on Israel, he said At the same time, the prime minister said India strongly condemned the death of civilians in the conflict between Israel and Hamas.
"We are seeing that new challenges are emerging from developments in West Asia," he said.
India hosted the first edition of the 'Voice of Global South Summit' in January to flag concerns and challenges facing developing countries.
"The Voice of Global South is the most unique platform reflecting the changing world of the 21st century," Modi said.
The prime minister also called for cooperation under the framework of 'five Cs' -- consultation, communication, cooperation, creativity, capacity building.
"I cannot forget that historic moment when African Union was inducted into G20 as a permanent member with India's efforts," he said.
In a significant milestone under India's G20 presidency, the African Union in September became the new permanent member of the grouping of the largest economies of the world in the first expansion of the influential bloc since its inception in 1999.
Listing achievements for the Global South under India's G20 presidency, Modi said significant seriousness was shown this time on climate finance. There was consensus at G20 on providing finance and technology in easy terms to countries of the Global South for climate transition, he said.
