The death toll from Typhoon Kajiki rose to three in Vietnam on Tuesday, as rescue workers battled uprooted trees and downed power lines and widespread flooding brought chaos to the streets of the capital Hanoi.
The typhoon hit central Vietnam on Monday with winds of up to 130 km/h (80 mph), tearing roofs off thousands of homes and knocking out power to more than 1.6 million people.
Authorities on Tuesday said three people had been killed and 13 injured, and warned of possible flash floods and landslides in eight provinces as Kajiki's torrential rains continue to wreak havoc.
On the streets of Vinh, in central Vietnam, AFP journalists saw soldiers and rescue workers using cutting equipment to clear dozens of trees and roof panels that had blocked the roads.
"A huge steel roof was blown down from the eighth floor of a building, landing right in the middle of the street," Tran Van Hung, 65, told AFP.
"It was so lucky that no one was hurt. This typhoon was absolutely terrifying."
Vietnam has long been affected by seasonal typhoons, but human-caused climate change is driving more intense and unpredictable weather patterns.
This can make destructive floods and storms more likely, particularly in the tropics.
"The wind yesterday night was so strong. The sound from trees twisting and the noise of the flying steel panels were all over the place," Vinh resident Nguyen Thi Hoa, 60, told AFP.
"We are used to heavy rain and floods but I think I have never experienced that strong wind and its gust like this yesterday."
Flooding has cut off 27 villages in mountainous areas inland, authorities said, while more than 44,000 people were evacuated as the storm approached.

Further north in Hanoi, the heavy rains left many streets under water, bringing traffic chaos on Tuesday morning.
"It was impossible to move around this morning. My front yard is also flooded," Nguyen Thuy Lan, 44, told AFP.
Another Hanoi resident, Tran Luu Phuc, said he was stuck in one place for more than an hour, unable to escape the logjam of vehicles trapped by the murky brown waters.
"The flooding and the traffic this morning are terrible. It's a big mess everywhere," he told AFP.
After hitting Vietnam and weakening to a tropical depression, Kajiki swept westwards over northern Laos, bringing intense rains.
The high-speed Laos-China railway halted all services on Monday and Tuesday, and some roads have been cut but there were no immediate reports of deaths.
Residents of Luang Prabang, the ancient Laotian capital and a UNESCO world heritage site, said there had been heavy rains but no flooding yet.
"The river is high now but we're safe. I think nothing different, it's going to be like every year," Bounchan Chantaphone, 38, in Xiengngeun District outside Luang Prabang city, said.
In Vietnam, more than 100 people have been killed or left missing from natural disasters in the first seven months of 2025, according to the agriculture ministry.
In September last year Typhoon Yagi battered northern Vietnam, Laos, Thailand and Myanmar, triggering floods and landslides that left more than 700 people dead and causing billions of dollars' worth of economic losses.

Vietnam has evacuated hundreds of thousands of people and closed schools and airports as it braces for Typhoon Kajiki, its strongest storm of the year so far.
Forecasters said the typhoon had winds of up to 166 kilometres per hour at 10 am Monday but is expected to weaken slightly before making landfall between central Vietnam's Thanh Hoa and Ha Tinh provinces later in the afternoon.
The typhoon started as a weak tropical depression on Aug. 22 but grew into a powerful storm in less than two days, matching last year's Typhoon Yagi as one of the region's fastest-growing, according to state media. Its rapid strengthening forced Vietnamese authorities to rush emergency measures as strong winds and heavy rain hit the region.
Last year, Typhoon Yagi killed about 300 people and caused USD 3.3 billion in damage.
Kajiki has already caused devastation in China, with strong winds and heavy rain whipping Hainan Island and nearby parts of Guangdong province on Sunday. About 20,000 people were evacuated from high-risk areas, China's official Xinhua News Agency reported.
One man in Nghe An province died Friday after being electrocuted while trying to secure his roof ahead of the storm, state media reported.
The storm is expected to move inland into Laos and northern Thailand.
Vietnamese state media reported plans to evacuate nearly 600,000 people in the provinces of Thanh Hoa, Quang Tri, Hue and Danang, where more than 152,000 homes are in high-risk areas.
The government said over 16,500 soldiers and 107,000 paramilitary personnel have been deployed to assist with evacuations and remain on standby for search and rescue.
Vietnam halted flights at two airports in Thanh Hoa and Quang Binh provinces on Monday, the Civil Aviation Authority of Vietnam said while dozens of flights have been cancelled.
Scientists published a study last year warning that seas warmed by climate change will result in Southeast Asia's cyclones forming closer to land, strengthening faster and lasting longer, raising risks for cities.
&ldquo;It's frightening to see our projections from just last year already materialising,&rdquo; said Benjamin P. Horton, Dean of the School of the Environment and Chair Professor of Earth Science at City University of Hong Kong.
He said that the speed at which these changes were unfolding was a &ldquo;clear signal&rdquo; that the climate crisis is moving faster than expected. &ldquo;We are no longer predicting the future &mdash; we are living it,&rdquo; he said.

A top Vietnamese property tycoon was sentenced to death on Thursday in one of the biggest corruption cases in history, with an estimated $27 billion in damages.
A panel of three hand-picked jurors and two judges rejected all defence arguments by Truong My Lan, chair of major developer Van Thinh Phat, who was found guilty of swindling cash from Saigon Commercial Bank (SCB) over a decade.
"The defendant's actions... eroded people's trust in the leadership of the (Communist) Party and state," read the verdict at the trial in southern business hub Ho Chi Minh City.
Lan denied the charges and blamed her subordinates.
After a five-week trial in business hub Ho Chi Minh City, 85 others also face verdicts and sentencing on charges ranging from bribery and abuse of power to appropriation and violations of banking law.
Lan embezzled $12.5 billion, but prosecutors said Thursday the total damages caused by the scam now amounted to $27 billion -- a figure equivalent to six percent of the country's 2023 GDP.
The death sentence is an unusually severe punishment in such a case.
Lan, who is married to a wealthy Hong Kong businessman also on trial, was accused of setting up fake loan applications to withdraw money from SCB, in which she owned a 90 percent stake.
Police say the scam's victims are all SCB bondholders who cannot withdraw their money and have not received interest or principal payments since Lan's arrest.
Prosecutors said during the trial they had seized more than 1,000 properties belonging to Lan.
Authorities have also said $5.2 million allegedly given by Lan and some SCB bankers to state officials to conceal the bank's violations and poor financial situation was the largest-ever bribe recorded in Vietnam.
More than 4,400 people have been indicted during Vietnam's corruption crackdown, across more than 1,700 graft cases, since 2021.

Vietnam News Agency reported 32 deaths from the blaze as of late Wednesday and at least one karaoke room and one storage room have not been accessed because the temperature remained high.
Some people were injured from asphyxiation and others suffered broken limbs when they jumped from upper floors to try to escape the fire, reports said. Firefighters using ladders from their trucks managed to rescue others.
President Nguyen Xuan Phuc extended his condolences to families of the victims and asked government officials to support the families and quickly find the cause of the blaze. The preliminary finding was that it was caused by an electrical short circuit and started on the second or third floor.

Beijing has used cloud seeding to drain clouds of moisture and ensure clear skies at major events. This was done ahead of the 2008 Olympics opening ceremony, and before the 70th anniversary of the People's Republic of China festivities.
China's mega cloud seeding projects employ around 35,000 people, and now Beijing is planning a massive expansion. China reportedly wants to cover an area more than one-and-a-half times India's size with cloud seeded rain. This is causing major worry in India, as rainfall patterns in the region may get affected, and even the Brahmaputra river's flow may be impacted.
But what about actually causing cloudbursts on Indian territory? Could a hostile nation be behind the floods in Telangana, as the Chief Minister claimed?
This is unlikely, because of two major reasons. Firstly, a cloud seeding plane from a foreign country would have to fly undetected in Indian airspace to be able to inject chemicals in clouds. Secondly, this would only work on clouds which already have high moisture content, as cloud seeding doesn't create water in clouds, only helps it fall in greater quantities.
According to the Indian Meteorological Department, cloudburst is defined as unexpected rainfall exceeding 10cm per hour over a 20-30 sq km region.
However, research has thrown up a mixed bag when it comes to the effeCtiveness of cloud seeding. In USA's Nevada, long-term projects increased snowpack by around 10%. A 5-year project in Australia's New South Wales increased snowfall by around 14%. However, another study in USA's Wyoming said that cloud seeding would increase snowpack only by around 1.5%.
With climate change wreaking havoc, extreme weather events in India are becoming more common. In such a situation, it would be better if the Telangana Chief Minister either provides proof of his serious claim, or takes steps to reduce the impact of floods and other calamities on common people.
