Prime Minister Narendra Modi on Thursday met his Mauritius counterpart Navinchandra Ramgoolam in his parliamentary constituency ahead of bilateral talks between the two leaders.
The two leaders warmly greeted each other and shook hands.
Earlier, amid the sound of drums and conch shells, Modi's convoy entered the city around 11:30 am.
At several intersections along the route, BJP leaders, party workers and local residents lined up to welcome him, chanting "Har Har Mahadev." In some places, people showered flower petals, while a few were also seen carrying Mauritius flags.
The prime minister landed at Babatpur airport from Delhi, where he was received by Uttar Pradesh Governor Anandiben Patel and Chief Minister Yogi Adityanath. From there, he proceeded to the Varanasi police lines before travelling by car to Hotel Taj, the venue of his scheduled bilateral meeting with the Mauritius prime minister.
Modi and Ramgoolam are expected to hold discussions on crucial matters of bilateral cooperation, with a particular focus on development partnership and capacity building, according to an official statement.
They will also explore collaboration in health, education, science and technology, energy, infrastructure as well as in emerging domains such as renewable energy, digital public infrastructure and the blue economy, it added.
The visit builds on the momentum generated by Modi's state visit to Mauritius in March 2025, during which the two leaders elevated the relationship to an "enhanced strategic partnership".
Ramgoolam arrived in Varanasi on Wednesday and was received by Governor Patel and Finance Minister Suresh Khanna. He is scheduled to attend the Ganga 'aarti' on Thursday evening and visit the Kashi Vishwanath temple on Friday morning before his departure.
BJP leaders said this will be the first bilateral meeting of the prime minister with a head of state in Kashi. Modi had earlier hosted French President Emmanuel Macron in 2018 and Japanese Prime Minister Shinzo Abe in 2022 in Varanasi, but those were not formal bilateral meetings.
The city has been decked up with large hoardings and banners welcoming the visiting dignitary, while BJP banners also thanked Modi for the recent slash in GST on milk and dairy products. A three-layer security cover has been thrown in for the high-profile visit, police said.
Thursday's trip marks Modi's 52nd visit to Varanasi since 2014, when he was first elected from the constituency as Lok Sabha MP, according to party office bearers.&nbsp;

The tour is part of a state visit to India by the Mauritian prime minister from September 9 to 16.
According to his itinerary, Ramgoolam is scheduled to attend the Ganga 'aarti' on Thursday evening and visit the Kashi Vishwanath temple on Friday morning, before his departure.
A grand welcome was organised for the visiting dignitary, with people and ruling Bharatiya Janata Party (BJP) workers lining the route from the airport to Hotel Taj.
"After the bilateral meet, the delegation from Mauritius will witness the Ganga Aarti, visit Kashi Vishwanath temple. A cultural program will also be shown to them highlighting the historical ties of the two nations," District Magistrate Satyendar Kumar said.
BJP's local media in-charge Arvind Mishra said that this will be the first bilateral meeting of the prime minister with a head of state in Kashi.
"At a time when turmoil is prevailing in the countries around India, the country is working towards building cordial relations with its neighbours," he noted.
Modi had hosted French President Emmanuel Macron in 2018 and Japanese Prime Minister Shinzo Abe in Varanasi in 2022, but this will be the first formal bilateral meeting with a head of state in the city, he said.
The city was decked up with large hoardings and banners welcoming the Mauritius PM. The BJP has also put up several banners in parts of the state, including Varanasi, thanking PM Modi for the slash in GST on milk and dairy products.
"Thank you Modi ji on behalf of Yaduvansh community for reducing the GST on milk products," read a hoarding in Varanasi with a picture of BJP leader and MLC Subhash Yaduvansh.
Police said a comprehensive three-layer security cover was thrown in for the VIP movement in the iconic temple town which has previously hosted G20 events and dignitaries like Abe and Macron.
BJP city president Pradeep Agrahari said the "Prime Minister has recently reduced GST rates, and both party workers and the people of Kashi are ready to welcome him," Six points have been created between the airport and the venue where BJP workers and leaders will welcome Modi.

The water level of the Ganga river crossed the danger mark here on Monday morning, submerging ghats and forcing the authorities to shift cremation and other religious rituals to rooftops and raised platforms, officials said.
According to the Central Water Commission, the Ganga was flowing at 72.1 metres by Monday morning, above the danger level of 71.262 metres.
Shivam Agrahari of Ganga Seva Nidhi said all ghats have been submerged, cutting off access.
The famed Ganga 'aarti' at the Dashashwamedh ghat is now being conducted on rooftops, while cremations at Manikarnika and Harishchandra ghats are being performed on elevated platforms.
District authorities have imposed a ban on boat movement in the river as a precautionary measure. Teams of the National Disaster Response Force (NDRF) are patrolling the flood-affected areas and rescuing stranded individuals to safer locations, the officials said.
On Sunday, District Magistrate Satyendra Kumar visited the flood-affected areas and relief camps to review arrangements.
He directed officials to provide food and relief kits to families staying on upper floors of their homes and ensure smooth operation of relief camps with full capacity.
He ordered the deployment of both male and female police personnel at the camps, along with arrangements for cooking meals.
The district magistrate also instructed municipal officials to maintain proper cleanliness in and around the camps and toilets, and to carry out anti-larvae spraying and fogging in waterlogged areas.
Kumar also asked the chief medical officer to deploy medical teams at all camps and ensure availability of healthcare services.
He ordered that generators be installed for alternative lighting in camps and full provision of food, medicines, sanitation and basic necessities for women and children.

The young woman, a resident of the Lalpur area, left her home on March 29 to visit a friend, a routine she had followed without incident until that day.
Her failure to return prompted her family to file a missing person report with the local police on April 4.
On the same day, the victim was reportedly drugged and released by her captors at the Pandeypur intersection. Despite her disorienting ordeal, she managed to reach a friend's residence nearby and was eventually reunited with her family.
Once home, she recounted the traumatic events to her father, leading to a formal complaint with the authorities.
The victim disclosed that she was violated at multiple locations, including a hookah bar, a hotel, a lodge, and a guest house. The complaint lists 22 perpetrators involved in the attacks.&nbsp;
Law enforcement has launched an intense investigation, with some of the suspects being identified and detained from Hukulganj and Lallapura areas on the night of the complaint. However, police officials are exercising caution in releasing details due to the possibility of some suspects being minors.
Chandrakant Meena, a senior police officer, stated that the initial complaint filed by the victim's family did not specify sexual assault. "The formal rape complaint was made on April 6," Meena informed the media.
The case has sent shockwaves through the community, highlighting serious concerns about public safety and the urgency for swift justice. Investigations are ongoing as police continue their efforts to bring all perpetrators to justice.

The Varanasi district court on Wednesday granted the family of a late priest the right to worship Hindu deities in the Gyanvapi mosque cellar, Hindu side counsel Madan Mohan Yadav said.
The order was passed by judge A K Vishvesh who directed the district magistrate to make arrangements within seven days to facilitate puja there, Yadav said, adding the prayers will be facilitated by the Kashi Vishwanath Trust.
According to the petition, priest Somnath Vyas used to perform prayers there till 1993 when the cellar was closed by the authorities.
Shailendra Kumar Pathak, maternal grandson of Somnath Vyas, had sought the right to worship the deities there.
He said the barricades before the Nandi statue in front of the 'wazu khana' -- where where ablutions are performed before offering namaz -- in the mosque complex will be removed to make way for the petitioner to perform puja.
The Hindu side counsel said the puja of deities there was stopped during the rule of chief minister Mulayam Singh Yadav.
The Muslim side has argued that the cellar is part of the mosque complex, and hence permission to perform puja there should not be granted.
The Varanasi district court had on July 21 last year directed the ASI to conduct a "detailed scientific survey" -- including excavations, wherever necessary -- to determine if the mosque located next to the Kashi Vishwanath temple was built on the remains of a temple.
According to the Hindu side, the report of the scientific survey suggests the mosque was built on the remains of a pre-existing temple.

While going to the forest, Nishad Raj had helped Lord Shri Ram, Lakshman and Maa Sita cross the river in his boat without charging any fee." "Taking this tradition forward, free boat service will be provided to the devotees and tourists going from one end of the Ganga to the other at all the 84 ghats of Banaras on the consecration ceremony of Ram Mandir," Sahni added.

Prime Minister Narendra Modi on 13 January 2023 virtually flagged off the world's longest river cruise - MV Ganga Vilas - between UP's Varanasi and Assam's Dibrugarh.
He also inaugurated the 'Tent City' built on the banks of the Ganga river in Varanasi.
The 51-day-long cruise will cover 3,200 km through 5 Indians states and parts of Bangladesh. The journey will begin from Varanasi in Uttar Pradesh and end in Dibrugarh, Assam.
The luxury ship has 3 decks with 18 suites and a capacity to carry 36 tourists. It is operated by Antara Cruises.
To enjoy this luxury, a tourist will have to pay a fare of ₹25,000 to ₹50,000 a day. The total cost for the 51-day journey will come to around Rs 20 lakh for each passenger, as per news agency PTI.

The world's longest river cruise - MV Ganga Vilas - will be flagged off by Prime Minister Narendra Modi on 13 January 2023.
The 51-day-long cruise will cover 3,200 km through 5 Indians states and parts of Bangladesh. The journey will begin from Varanasi in Uttar Pradesh and end in Dibrugarh, Assam.
The luxury ship has 3 decks with 18 suites and a capacity to carry 36 tourists. It is operated by Antara Cruises.
To enjoy this luxury, a tourist will have to pay a fare of ₹25,000 to ₹50,000 a day. The total cost for the 51-day journey will come to around Rs 20 lakh for each passenger, as per news agency PTI.
The cruise is equipped with a pollution-free system and noise control technology. There is an STP plant on this cruise so that no sewage flows into the Ganges as well as a filtration plant which purifies the Ganga water for bathing and other purposes.

Prohibitory orders were clamped and security tightened in Varanasi ahead of the district court order on Monday on the maintainability of civil suits challenging the title of the Gyanvapi mosque and the land surrounding it. 

Officers have been asked to interact with religious leaders in their respective areas to ensure peace is maintained.&nbsp;&nbsp;

Gyanvapi case: Prohibitory orders were clamped and security tightened in Varanasi ahead of the district court order on Monday on the maintainability of civil suits challenging the title of the Gyanvapi mosque and the land surrounding it.
District Judge AK Vishvesh had last month reserved the order till September 12 in the communally sensitive matter.
Police Commissioner A Satish Ganesh said on Sunday that prohibitory orders have been issued in the Varanasi commissionerate and officers have been asked to interact with religious leaders in their respective areas to ensure that peace is maintained.
To maintain law and order, he said, the entire city has been divided into sectors which have been allocated police force as per their requirement.
Directives for flag march and foot march in sensitive areas have also been issued, he said.
Checking has been intensified in the district's border areas, hotels and guest houses, while an eye is being also kept on social media.
Five women had filed the petition seeking permission for daily worship of Hindu deities whose idols are said to be located on an outer wall of the Gyanvapi mosque.

The Anjuman Intezamia Masjid Committee has said the Gyanvapi mosque is a Waqf property and has questioned the maintainability of the plea.
Madan Mohan Yadav, a lawyer of the Hindu side, had said that the mosque was constructed after demolishing the temple.
The case is being heard by the district court following an apex court order.
Earlier, a lower court had ordered a videography survey of the complex. The survey work was completed on May 16 and the report was presented in the court on May 19.
The Hindu side had claimed in the lower court that a Shivling was found during the videography survey of the Gyanvapi mosque-Shringar Gauri complex but it was contested by the Muslim side.&nbsp;

The Bharatiya Janata Party, which is currently in power in Uttar Pradesh, celebrated the news. However, Opposition leaders like Asaduddin Owaisi challenged the shivling claim.
The All India Majlis-e-Ittehadul Muslimeen chief said that the structure at Gyanvapi was a fountain, not a shivling. Owaisi said, "'Baba' has not been found. Regarding the claim that a shivling has been found, the mosque committee has said that it is a fountain. Every mosque has such a fountain. The other important point is that the court-appointed commissioner did not approach the court. The petitioners' lawyer rushed to court and the judge issued an order. If there was a shivling, then the court-appointed commissioner should have said it."
The AIMIM chief also questioned the validity of the court order to seal the 'wuzu' pond where the alleged shivling was found. He said, "The court's order to seal the mosque area is in violation of the 1991 Act passed by Parliament. Read paragraph 83 of the Supreme Court's verdict in Babri Masjid-Ram Janmabhoomi title suit. SC said that the 1991 Act is part of the Constitution's basic structure."
In response, Keshav Prasad Maurya, deputy chief minister of UP, said, "When Congress was in power, it used to bring laws which exacerbate such issues. At that time, the Ram Janmabhoomi campaign was taking place. (The 1991 Act was implemented) to prevent similar campaigns elsewhere. A shivling has not emerged there because of a campaign. A court was hearing a case, and upon its orders, a survey was done. According to the survey report, Baba Vishwanath has been found there. We are all celebrating. Statements by the Muslim side, or other politicians who practice appeasement, should stop. The situation in UP is very good."
The official report of the court-mandated survey of the mosque was not known by May 16. The claim that a shivling has been found was made by one of the petitioners.
A Varanasi court is currently hearing petitions filed by some Hindu women seeking permission to pray regularly at the Shringar Gauri shrine situated at one of the walls of the masjid.
