Uttarakhand Chief Minister Pushkar Singh Dhami on Friday chaired a high-level meeting with top officials of key rescue and security agencies to review the status of ongoing relief and rescue operations in the rain-affected Uttarkashi district.
The meeting brought together the Director Generals of the Indo-Tibetan Border Police (ITBP) and the National Disaster Response Force (NDRF), along with the Director General of Police, Uttarakhand.
Sharing an update on X, CM Dhami posted, "A high-level meeting was held today with DG @ITBP_official, DG @NDRFHQ, and DGP @uttarakhandcops regarding the ongoing relief and rescue operations in Uttarkashi district. During the meeting, discussions were held on the progress of the rescue operations, ground-level challenges, and strengthening mutual coordination, with necessary directives issued."

He added, "Detailed discussions were held on topics such as rapid access to disaster-affected areas, prompt rescue of stranded individuals, deployment of teams in remote areas, heli-lifting operations, and the availability of essential resources. Necessary instructions were also given regarding the swift restoration of communication, electricity, and road connectivity, as well as the smooth supply of relief materials."
Meanwhile, search and rescue efforts remain underway in Dharali town, one of the worst-affected areas in Uttarkashi district, where flash floods triggered by torrential rainfall caused severe damage to hotels and residential structures earlier this week.
Garhwal Division Commissioner Vinay Shankar Pandey told ANI, "Yesterday, we evacuated nearly 382 people. Our operation is going on in three directions. We are evacuating pilgrims stranded in Gangotri, who have come from outside the state. We are restoring road connectivity. Third is clearing the debris and looking for the missing people in the worst-affected Dharali, and also the listing of the loss to public and private property."
The state continues to face widespread disruptions due to heavy monsoon rains, especially in its upper mountainous regions. Two cloudbursts on Tuesday&mdash;one in Dharali and another in the Sukhi Top area nearby&mdash;led to extensive devastation, with Dharali facing the most significant impact.

Efforts to evacuate stranded pilgrims from disaster-hit Dharali village were stepped up on Friday, and 566 more people were rescued safely this morning, officials said.
Rescue and relief operations are being carried out primarily via air as the Gangotri National Highway and several motorable roads are damaged at many places.
A total of 840 people have been safely rescued on the fourth day of rescue operations. At least 50 people are still missing, according to rescue officials. The Uttarakhand State Disaster Management Authority, however, has said 16 people are missing -- nine Army personnel and seven civilians.
The district administration said on Tuesday that at least four people have died in the flash floods. But so far only only two bodies have been recovered.
A total of 566 people were brought safely to the ITBP's Matli helipad Friday morning, officials said, adding that 300 more people are to be rescued.
Advanced equipment required to dredge through mounds of debris in Dharali in search of the missing are being flown to the spot with the help of helicopters.
Two Chinook helicopters, two Mi-17s of the IAF and eight choppers of the Uttarakhand Civil Aviation Development Authority (UCADA) have been deployed.
Food supplies are also being sent to the affected areas in helicopters, officials said.
Rummaging through the debris in search of the missing is an uphill task as the rubble heaps at places are 50-60 feet high.
With roads breached at various points, the thrust is on air support both for the evacuation of the stranded people and transporting food supplies and other essentials to the affected areas, an NDRF official said.
Chief Minister Pushkar Singh Dhami has been camping at the district headquarters in Uttarkashi for the past few days to keep a close eye on the ongoing rescue operations.
In a post on Facebook, he said, "Reviewed the relief and rescue operations going on in Dharali in Uttarkashi this morning." With the help of Heli Seva, Mi-17 and Chinook helicopters, rescue operations are being carried out on a war footing since the morning and people are being brought back safely, he said.
Necessary guidelines have been given to the officials on the restoration of roads, communication, electricity and food supply. "We are trying to evacuate all the affected people safely and restore normal life as soon as possible," he said.
He added that the central government is providing full cooperation for the rescue efforts.
The chief minister has also decided to contribute an amount equal to a month of his salary towards disaster relief operations in Uttarkashi.
Dhami said the state government stands with the affected people at every step, and added that everyone should come together and help the victims in this difficult situation.
He appealed to public representatives, officials, voluntary organisations and common citizens to make monetary contributions to the ongoing relief work in the disaster-hit areas of the district as per their capacity.
The flash floods in Dharali on Tuesday afternoon demolished buildings and swept away people and cars.
According to residents of nearby villages, such as Mukhba, more than half of the village was washed out in the disaster.
Dharali is the main stopover on the way to Gangotri, from where the Ganga originates, abounding in hotels, homestays, restaurants and guest houses.
In the rescue operations carried out so far, two bodies have been found while more than 50 are missing, including nine army personnel, officials engaged in rescue operations said.&nbsp;

Uttarakhand Chief Minister Pushkar Singh Dhami has pledged to donate his one month's salary to support disaster relief efforts in Uttarkashi following flashfloods triggered by a cloudburst, according to a release from his office.
The Chief Minister's Office stated that the state government is conducting relief and rescue operations on a war footing in the Dharali and Harshil areas of Uttarkashi district.
The CM also appealed to public representatives, officials, voluntary organisations and citizens to "cooperate" in the relief work "according to their capacity", the statement added.

Meanwhile, the National Disaster Response Force (NDRF) has intensified its operations in the state. NDRF Deputy Inspector General Mohsen Shahedi said on Thursday, "18 teams of NDRF have been deployed in Uttarakhand. Four teams of NDRF have been deployed in Dharali; other teams are on standby... A joint operation has been launched to carry out the rescue operations... 274&ndash;275 people have been rescued so far."
In a parallel effort, the State Disaster Response Force (SDRF) confirmed on Thursday that 21 more civilians stranded in Gangotri were evacuated by helicopter from Nelong to Harsil in Uttarkashi district.
Speaking to reporters, Amit Kumar from the Border Roads Organisation (BRO) said, "Our four machines are working in this operation. The Director General of Border Roads and our chief also visited here. At least 20&ndash;40 houses are still buried and fully damaged... So far, 150&ndash;175 people have been rescued by BRO, ITBP, NDRF, and SDRF. A total of five bodies have been recovered so far."
Earlier on Wednesday, the Uttarakhand government informed ANI that 274 individuals stranded in Gangotri and nearby areas had been safely evacuated to Harshil. The group includes 131 people from Gujarat, 123 from Maharashtra, 21 from Madhya Pradesh, 12 from Uttar Pradesh, six from Rajasthan, seven from Delhi, five from Assam, five from Karnataka, three from Telangana, and one from Punjab.
All evacuees are safe and are being transported to Uttarkashi or Dehradun.

As rescue operations in the flash floods-ravaged Uttarkashi entered the third day on Thursday, the Army said 70 people have been rescued so far and more than 50 are missing.
According to officials, at least four people have been killed in the disaster that struck the ecologically fragile area on Tuesday afternoon. Rescuers recovered two bodies on Wednesday, but it was not clear if these were among the four deaths reported the previous day.
The district administration said 65 people who were stranded at different locations were airlifted to Matli town, 432 km from here.
Efforts were also stepped up to airlift advanced equipment to the worst-hit Dharali village to speed up the search for those trapped under the rubble, officials said.
The Indian Army, in close coordination with other authorities, ramped up Humanitarian Assistance and Disaster Relief (HADR) operations in Dharali and nearby Harsil. The region remains cut off due to multiple landslides and road breaches.
Seventy civilians have been rescued so far and more than 50 are missing, the Army said in an official release issued here.
Nine Army personnel -- one junior commissioned officer and eight jawans -- are also reported missing, it said.
Nine Army personnel and three civilians were evacuated to Dehradun by helicopter. Three critically injured civilians were shifted to AIIMS Rishikesh and eight were admitted to the Uttarkashi district hospital, it added.
Road access is severely disrupted at multiple locations, including Bartwari, Linchigad, near Harsil, Gangnani and Dharali. Civilian and military teams are working round the clock to rescue stranded people, provide relief and restore connectivity, the Army said.
The military helipad in Harsil and another in Nelong are operational and connected by road to Gangotri, enabling convenient movement of tourists. A civil helipad in Dharali remains non-functional due to a mudslide.
According to the Army, more than 225 troops, including engineers, medical teams, and rescue specialists, are on the ground. Search and rescue dogs have also been deployed.
One Reeco Radar team is in Tekla village and another Reeco Radar is being inducted for further deployment, the release said.
Chinook and Mi-17 helicopters are waiting at the Jollygrant airport in Dehradun and are likely to commence evacuation of civilians from Thursday if the weather improves, it said.
Five civil helicopters from Sahastradhara have been operating between Matli, Bhatwari and Harsil for the rescue operations in coordination with the State Disaster Response Force (SDRF).
An ad hoc aviation base is being set up at the Matli helipad.
Approximately 180-200 tourists stranded in Gangotri are being provided food, shelter, and medical support by the Army and the Indo-Tibetan Border Police (ITBP), the release said.
An action plan has been prepared for the next 24-48 hours. It includes airlifting para troops and medical teams to Harsil by Chinooks and National Disaster Response Force (NDRF) personnel and medics to Nelong by Mi-17 helicopters, road opening ahead of Uttarkashi and Tekla, and evacuation of tourists from Nelong helipad on return sorties.
Earlier in the day, the district administration said 65 people, including tourists, who were stranded at various places in Uttarkashi district have been shifted to Matli by helicopter.
Buses have been arranged to send them to their respective destinations, the officials said.
Chief Minister Pushkar Singh Dhami, who is camping in Uttarkashi to monitor the rescue operations, interacted with some of those rescued in the buses.
Those rescued include pilgrims from various parts of the country who were stranded on the way to Gangotri following Tuesday's flash floods. They thanked the Army, the state government and locals for providing them shelter and supporting them in every way.
NDRF, SDRF, Army, ITBP, police and other related agencies are involved in the relief and rescue operations.
SDRF IG Arun Mohan Joshi said, "Our priority today is to airlift advanced equipment to the spot. Our teams coming with advanced equipment on Wednesday were held up due to blocked roads." There are 50 to 60-ft-high mounds of debris and those missing may be trapped under them, he said.
Landslides have blocked arterial roads leading up to Dharali, where dozens of people were trapped and many homes and cars swept away by the raging waters on Tuesday.
The advanced equipment will help rescuers dredge through the huge volume of rubble in search of the missing.
Another priority is rescuing pilgrims stranded at different locations because of blocked roads. There could be 300-400 of them, Joshi said.
Besides locals and tourists, the missing may include labourers as several hotels were under construction at the site of the flash floods.
Dharali is the main stopover on the way to Gangotri, from where the Ganga originates, and is home to several hotels and home stays.
Ground penetrating radars and sniffer dogs are also likely to be used to trace the missing, the officials said.

As part of the Uttarkashi Disaster Relief Operation, Uttarakhand Police reported that those rescued were transported from Harshil to Jollygrant Airport in Dehradun on Thursday using a Chinook helicopter. Medical screenings are being conducted for all evacuees upon arrival.

Earlier, CM Dhami also visited the Matli Helipad in Uttarkashi district, where he met people airlifted from flood-hit Dharali village. The evacuation was carried out through a joint multi-agency operation involving the ITBP, National Disaster Response Force (NDRF), SDRF, and local authorities.&nbsp;
The Chief Minister assured the evacuees of full support from the state government and interacted with team members from NDRF, SDRF, and the administration involved in the upcoming rescue operations.
According to government inputs to ANI, evacuation flights commenced early Thursday. By 9:30 am, 44 individuals had been rescued from Dharali and Harsil by ITBP helicopters and transported to Matli. Among the rescued was one injured person, who was taken to Matli for immediate medical care. All those rescued are now being shifted to safer zones where they are receiving medical and logistical support.
In Rudraprayag district, persistent rainfall forced a temporary halt to the Kedarnath Yatra on Tuesday. Rudraprayag Police stated that pilgrims returning from Kedarnath Dham were safely assisted by the police and SDRF teams. Authorities cleared blockages along the Gaurikund-Sonprayag route to ensure that pilgrims could be moved to secure areas without incident.
Uttarakhand Chief Secretary Anand Vardhan is overseeing the evolving situation and relief activities from the State Emergency Operations Centre. The state is grappling with widespread monsoon-related challenges, particularly in hilly and remote areas, necessitating extensive evacuation and coordinated rescue measures.
Earlier in the day, NDRF Deputy Inspector General Gambhir Singh Chauhan said that aerial services have been deployed to evacuate stranded individuals. He highlighted the difficulties posed by damaged road networks and limited accessibility, saying, "We have four teams, but since all the roads have been blocked and damaged, they couldn't reach Dharali. Yesterday, 35 personnel were able to reach via helicopters. With the helicopter services beginning, the to-and-fro movement of personnel and evacuees has begun. There was a communication issue as well, but since this morning, our satellite phones have been working. State administration, army, ITBP, NDRF, SDRF and even local people are helping each other in the search and rescue operations."
Drone footage from Bhatwari, on the route to Dharali, showed the extent of road destruction caused by a cloudburst and subsequent mudslides, which significantly delayed the initial rescue response.
Survivors, many of whom were pilgrims en route to Gangotri, shared their experiences and praised the efforts of the rescuers. Arohi Mehra, a tourist from Jalgaon, Maharashtra, recalled, "I was very scared when all of this happened. The villagers helped us a lot. We got a lot of strength when we saw our jawans of the Indian Army."
Another tourist from Jalgaon, Rupesh Mehra, pointed to the logistical hurdles, saying, "Roads have been blocked there. We were rescued with helicopters. We got a lot of help from all the agencies deployed there, and we were taken out from there."
Anamika Mehra, part of the same group, shared her account: "When the incident took place, we were near Dharali. We were on our way to Gangotri for darshan... The next day, the entire country was there to support us. All the teams reached there to rescue us. I want to thank the Indian Army and the Uttarakhand Police. I want to salute the Uttarakhand Govt for providing us with heli service immediately and rescuing us," Mehra told ANI.
On Wednesday, around 190 people were rescued from Dharali following a powerful cloudburst that unleashed flash floods and landslides. The Indian Army, Indian Air Force (IAF), ITBP, NDRF, SDRF, Border Roads Organisation (BRO), and local volunteers have since been conducting joint operations to search for and assist those impacted. The ongoing relief and rescue mission continues to be carried out on a war footing.

Among the victims was Mahendra Chauhan, who shared his distress over missing family members. He said, "CM Dhami has assured that very soon, heli services will be started so that people can be rescued from the spot. My sister, her husband and their child have been missing since yesterday. After this incident, I have not been able to speak to them..."
Another resident of Dharali village expressed similar concern about his missing family. He stated, "I am from Dharali village and my younger brother and his family have been missing since yesterday. CM Dhami stated that we are awaiting an improvement in the weather to airlift people to safer locations. CM has assured us that all possible efforts are being made to rescue the people safely..."
PM Modi Reviews Situation, Assures Central Support
Earlier in the day, CM Dhami chaired a disaster management review meeting at the State Emergency Operations Centre (EOC) to evaluate the situation in Dharali. Prime Minister Narendra Modi also spoke with CM Dhami to get updates on the disaster and the status of ongoing relief operations.
As per an official release, CM Dhami informed the Prime Minister that despite weather-related challenges, all concerned departments are actively involved in rescue and relief work. PM Modi, in turn, assured full support from the central government.
Aerial Survey and On-Ground Operations Continue
The Chief Minister also visited the Joshiyada helipad and conducted an aerial survey to assess the damage caused by the cloudburst. He reviewed the affected areas and monitored the ongoing rescue efforts on the ground.
Rescue operations are currently underway with the combined efforts of the Indian Army, ITBP, SDRF, NDRF, and local volunteers. Both the state and central governments are coordinating closely to ensure that relief reaches the affected areas as quickly as possible.

Two cloudbursts, reported in Dharali and Sukhi Top, triggered flash floods and landslides that damaged homes, shops, and roads. Dharali witnessed the most severe impact. The Uttarkashi-Harsil road was blocked in several stretches, and the road at Bhatwadi was completely washed away. Heavy machinery, including JCBs, has been deployed to restore connectivity.
Prime Minister Narendra Modi reached out to CM Dhami to get updates on the situation. &ldquo;I express my condolences to the people affected by this tragedy in Dharali, Uttarkashi. Along with this, I pray for the well-being of all the victims. I have spoken to Chief Minister Pushkar Dhami and obtained information about the situation,&rdquo; PM Modi said in a post on X.
Union Home Minister Amit Shah assured full central support and directed the NDRF and ITBP to intensify rescue operations. Uttar Pradesh Chief Minister Yogi Adityanath also spoke to CM Dhami and extended support.
The India Meteorological Department (IMD) has issued warnings for more heavy rainfall across Uttarakhand&rsquo;s hilly regions. Relief operations are ongoing, as authorities continue efforts to locate missing persons and restore essential services.

Flash floods in Uttarkashi leave 11 army troops missing; NDRF, ITBP, SDRF rescue 150 people as operations continue despite roadblocks and bad weather.

A body was recovered and 150 people rescued from the flood-ravaged mountain village of Dharali on Wednesday as the search for the missing resumed amid huge challenges on a rain-drenched morning.
Landslides blocked arterial roads leading up to Dharali where dozens of people were trapped and many homes and cars swept away by the raging waters on Tuesday. Eleven Army personnel from the nearby camp in Harsil were among those missing.
The person whose body was retrieved was identified as that of 35-year-old Akash Panwar, the Uttarkashi Disaster Control Room said.
Four people are confirmed killed in the disaster that struck the ecologically fragile area following a cloudburst on Tuesday afternoon. At least half of Dharali was buried under the fast flowing mudslide of slush, rubble and water.
The village is the main stopover on the way to Gangotri, from where the Ganga originates, and is home to several hotels and home stays.
According to Mohsen Shahedi, NDRF deputy inspector general (DIG) operations, three teams of the federal contingency force are enroute to Dharali but have been unable to get there because continuous landslides have blocked the Rishikesh -Uttarkashi highway.
Dharali is about 140 km from Dehradun and usually a five-hour drive.
Two NDRF teams are to be airlifted from Dehradun but they can't be moved as bad weather is preventing a successful sortie, Shahedi told reporters in Delhi.
Teams of the Army, ITBP and state SDRF are undertaking rescue operations in the affected area and about 150 people have been rescued, he said.
&ldquo;We have been told that four people have been killed and about 50 are missing,&rdquo; Shahedi said.
The Gangotri national highway is blocked at various points with a joint team of more than 200 rescue personnel waiting in Bhatwari for the route to open, added an official at the district emergency operation centre in Uttarkashi.
A bridge built over Limaccha river at Gangnani on Gangotri NH was swept away by the flashflood leaving a team of rescue personnel stranded on way to Dharali.
As rescuers struggled to get to Dharali, Prime Minister Narendra Modi spoke to Chief Minister Pushkar Singh Dhami to get an update on the situation and assured him of the Centre's assistance.
Dhami held a meeting with officials at the State Emergency Operation Centre here to review the rescue efforts.
He surveyed the flooded area in Dharali and Harsil from a helicopter.
"The rescue work is apace. Teams from the army, ITBP, and SDRF have reached the spot.,, A road has been blocked. The DM and an SP rank officer are on their way to the spot. It's a challenging situation as it is still raining there," he told PTI Videos.
Dhami said arrangements have been made for medicines and food, and 160 police personnel have been deployed to oversee the disbursement of rations. Three nodal officers have been appointed from the CM's office.
"Every life matters to us," the chief minister said In a social media post later, he said officials in Uttarkashi have been asked to be on the alert mode round the clock.
All government agencies, departments and the army are working with total coordination, he said.
Over 100 ITBP, BRO and SDRF personnel are engaged in rescue operations on the site and many more are on the way to join in soon, said Home Secretary Shailesh Bagauli The Indian Army has kept its MI-17 and Chinook helicopters on standby to look for the stranded. They will take off only after the weather clears.
At least 60 people are said to have gone missing, but the number is likely higher, as many had gathered for the Har Dudh fair in Dharali village when the tragedy struck, locals said.
Col Harshvardhan, commanding officer of 14 Raj Rif, is leading the relief and rescue operations with a 150-soldier team.
Despite its soldiers going missing and its base being hit, the team is working with full courage and determination, Defence Spokesperson Lt Col Manish Shrivastava said. Shrivastava said.
It is raining heavily in various parts of Uttarakhand with many rivers in spate.
Major rivers like the Mandakini in Rudraprayag, the Banganga in Haridwar and the Bhagirathi in Devprayag are flowing above the danger mark, the Central Water Commission said in a bulletin.
A landslide occurred late on Tuesday evening along the railway tracks passing through the Motichur range of the Rajaji Tiger Reserve bringing movement of trains from Haridwar towards Rishikesh and Dehradun to a halt.
A help desk has been set up at Haridwar railway station for passengers.
