The bench said its October 21, 2022 order shall be made applicable irrespective of religion and warned any delay in registering cases will be treated as contempt of the court.

Extending the scope of its 2022 order beyond three states, the Supreme Court on Friday directed all states and Union Territories to register cases against those making hate speeches even if no complaint has been made.
A bench of Justices KM Joseph and BV Nagarathna termed hate speeches a "serious offence capable of affecting secular fabric of the country".
The bench said its October 21, 2022 order shall be made applicable irrespective of religion and warned any delay in registering cases will be treated as contempt of the court.
Holding that the Constitution of India envisages a secular nation, the court had directed Uttar Pradesh, Uttarakhand and Delhi to promptly register criminal cases against the offenders without waiting for a complaint to be filed.

With some countries witnessing a surge in Covid cases, the Centre on Saturday urged states and union territories to ensure the availability of Liquid Medical Oxygen, adequate inventory of cylinders and functional life support equipment such as ventilators at hospitals to face any challenge.
The health ministry asked them to ensure Pressure Swing Adsorption (PSA) oxygen generating plants are kept fully functional and regular mock drills are conducted to check them.
In a letter to all states and UTs, Health Ministry Additional Secretary Manohar Agnani said the operationalisation and maintenance of these medical infrastructure is of utmost importance to meet any eventuality even though the number of cases in the country is low now.
He said medical oxygen is an important and vital resource in all clinical settings, particularly during pandemic management and that reliable oxygen supply is critical for saving lives during patient care and COVID-19 management.&nbsp;

India has one of the lowest Covid&nbsp;deaths per million population, Health Ministry said;&nbsp;recoveries surged to 64,53,779 exceeding active cases by 56,49,251.

The Health Ministry on Friday said that India has one of the lowest Covid-19 deaths per million population in the world. Since October 4, less than 1000 fatalities have been reported daily which was at 1.52 percent since March 22. According to reports, 22 States and Union Territories have demonstrated better performance as compared to the national average. On the other hand, the 13 State and UTs where the death per million population was more than the national average included&nbsp;Puducherry, Maharashtra, Goa, Delhi, Karnataka, Tamil Nadu and Punjab. The total number of recoveries have surged to 64,53,779 and exceeded active cases of COVID-19 by 56,49,251.

A single-day spike of 88,600 new Covid-19 cases and 1,124 deaths were reported in India, in the last 24 hours, pushing the overall tally to nearly 60 lakh. The case tally stands at 59,92,533 which includes over 9.5 lakh active cases, 49 lakh recoveries and over 94,000 deaths. The ICMR has said 71 million samples were tested up to September 26, of these, 9 lakh were tested on Saturday alone. India has reported higher number of new recoveries than new cases for several consecutive days. 24 States/UTs recorded more recoveries than positive cases.

The report prepared by the Department for Promotion of Industry and Internal Trade included parameters such as construction permit, labour regulation, environmental registration, access to information, land availability and single-window system.

PTI,&nbsp;New Delhi:&nbsp;Andhra Pradesh has retained the top position in the ranking of states and union territories (UTs) based on the implementation of the business reform action plan, according to a report released by Finance Minister Nirmala Sitharaman on Saturday.
Uttar Pradesh and Telangana were placed at the second and third place, respectively in the ease of doing business for 2019, prepared by the Department for Promotion of Industry and Internal Trade (DPIIT).
While releasing the report, Sitharaman said the ranking makes states and UTs a better place to do business.
The parameters include areas such as construction permit, labour regulation, environmental registration, access to information, land availability and single-window system.
The DPIIT conducts the exercise for all states/UTs under the Business Reform Action Plan (BRAP).
In the last ranking released in July 2018, Andhra Pradesh had topped the chart, followed by Telangana and Haryana.
