The relations between New Delhi and Washington have been reeling under severe strain after US President Donald Trump imposed 50 per cent tariffs on India including an additional 25 per cent levies for its procurement of Russian crude oil. India described the US action as "unfair, unjustified and unreasonable".
It is understood that Jaishankar and Rubio also broadly delved into the proposed trade pact between the two sides. Five rounds of talks have been completed so far for the first phase of the bilateral trade agreement between India and the US. According to an official, the proposed trade deal is "very near" to concluding.
On Sunday, Jaishankar held separate talks with Malaysian Prime Minister Anwar Ibrahim, Singapore's Foreign Minister Vivian Balakrishnan and his Thai counterpart Sihasak Phuangketkeow.
The 11-nation ASEAN is considered one of the most influential blocs in the region, with India and several other countries, including the US, China, Japan and Australia, being its dialogue partners. Malaysia is hosting the annual ASEAN summit and related meetings in Kuala Lumpur in its capacity as the current chair of the grouping.

The United States has issued a draft notice detailing plans to implement the additional 25 per cent tariff on Indian products, as previously announced by President Donald Trump, that will come into effect from August 27.
The Department of Homeland Security, in the draft order published on Monday, said the increased levies would hit Indian products that are &ldquo;entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 am eastern daylight time on August 27, 2025&rdquo;.
On August 7, Trump announced doubling tariffs on Indian goods to 50 per cent for India's purchase of Russian crude oil, but gave a 21-day window to negotiate an agreement.
This was on top of the 25 per cent tariff announced in late July that came into effect from August 7.
&ldquo;Products of India, except those set forth in section 3 of Executive Order 14329, that are entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on August 27, 2025, will be subject to the additional ad valorem rate of duty,&rdquo; the order read.
However, Indian products will be exempt from the new 50 per cent tariff if they were &ldquo;already loaded on a ship and in transit to the US before 12:01 am (EDT) on August 27, 2025, provided they are cleared for use in the country or taken out of a warehouse for consumption before 12:01 am (EDT) on September 17, 2025, and the importer certifies this to US Customs by declaring the special code HTSUS 9903.01.85&rdquo;.
White House Press Secretary Karoline Leavitt earlier this month said President Trump imposed sanctions on India to bring an end to the conflict between Russia and Ukraine.
US Treasury Secretary Scott Bessent has accused India of &ldquo;profiteering&rdquo; by reselling Russian oil.
India has called the tariffs imposed by the US &ldquo;unjustified and unreasonable&rdquo;.

Navarro, while talking to reporters at the White House on Wednesday, said it is important to understand that the &ldquo;rationale for the India tariffs is very different from the reciprocal tariffs&rdquo;.
&ldquo;This was a pure national security issue associated with India&rsquo;s abject refusal to stop buying Russian oil,&rdquo; he said, and added that &ldquo;every American needs to understand the math of this because it is related to the trade situation&rdquo;.
&ldquo;You start with the fact that India is the &lsquo;maharaja&rsquo; of tariffs, it&rsquo;s the highest tariffs in the world charging on American products and it&rsquo;s got a high non-tariff barrier so we can&rsquo;t get our products in,&rdquo; he said.
The US sends a lot of dollars overseas to India to buy their products in an &ldquo;unfair trade environment&rdquo;, he claimed.
&ldquo;India then uses American dollars to buy Russian oil. Russia then uses those American dollars that come from India to finance its armaments, to kill Ukrainians, and American taxpayers are then called upon to pay for the weapons that have to defend Ukraine against Russian armaments paid for by American dollars that came from India,&rdquo; Navarro said.
He said that it has &ldquo;got to stop&rdquo;. &ldquo;That math does not work. The president understands the connection between economic security and national security so that was the bottom line there,&rdquo; he added.
Navarro was asked why China, which buys more Russian oil than India does, has not been targeted the way Delhi has been with the doubling of its tariffs.
&ldquo;As the boss says, let's see what happens. Keep in mind that we have over 50 per cent tariffs on China already&hellip;so we don't want to get to a point where we actually hurt ourselves,&rdquo; he said.
&ldquo;The president certainly will be working with China on that issue,&rdquo; he added.
Meanwhile, White House Homeland Security Adviser Stephen Miller said, "It probably surprised people to know that India is one of the largest purchasers in the world of Russian oil and they could easily access oil from many other markets around the world." &ldquo;They are one of the largest funders of Russia's army for that reason,&rdquo; he claimed.
Responding to the tariffs, the Ministry of External Affairs has said that the targeting of India is &ldquo;unjustified and unreasonable&rdquo;.

On the current situation between India and the US, prominent Indian-American attorney Ravi Batra said &ldquo;much more is at stake&rdquo; amid Trump&rsquo;s tariffs.

In response to another question that he has threatened to impose 100 per cent tariffs on all countries that purchase Russian energy, including China, Trump said while he never said a percentage, &ldquo;but we'll be doing quite a bit of that. We'll see what happens over the next fairly short period of time&rdquo;.
He said that the US has a &ldquo;meeting with Russia&rdquo; on Wednesday, without giving further details on where and what the meeting will entail. &ldquo;We're going to see what happens. We'll make that determination at that time.&rdquo; Earlier on Tuesday, Trump said in an interview with CNBC that India has not been a good trading partner and announced he is &ldquo;going to raise&rdquo; tariffs on India &ldquo;very substantially over the next 24 hours&rdquo; because New Delhi is buying Russian oil and "fuelling the Ukraine war machine".
At the event Tuesday afternoon, where Trump signed an executive order establishing a White House Olympics Task Force to handle security and other issues related to the 2028 Los Angeles Olympics, he repeated again that he stopped the war between India and Pakistan, a claim he has made over 30 times since May 10.
India has been consistently maintaining that the understanding on cessation of hostilities with Pakistan was reached following direct talks between the Directors General of Military Operations (DGMOs) of the two militaries.
&ldquo;I stopped five wars in the last five months,&rdquo; Trump said, adding that he would like the Ukraine conflict to be the sixth one he helps bring to an end.
&ldquo;You just take a look at the ones just over the last two or three months, it's been amazing. This is the one I'm trying to stop. This is the one we're working hardest on,&rdquo; Trump said, referring to the Ukraine conflict with Russia.
&ldquo;The other ones I stopped within a matter of days, almost every one of them, including India and Pakistan. And I could go over the whole list, but you know the list as well as I do,&rdquo; he said.
Meanwhile, State Department Spokesperson Tammy Bruce said it will be up to President Trump on how to respond to &ldquo;those nations that are facilitating this war on Ukraine&rdquo;.
She was asked about India&rsquo;s comment that New Delhi is not going to change its position on oil purchase from Russia.
&ldquo;I will not characterise or remark on another nation&rsquo;s comments about what they will or will not do&hellip;But I do know that, of course, President Trump understands the entire field, and he has made it very clear he doesn&rsquo;t like what&rsquo;s been happening,&rdquo; she said. To another question on India and China indicating they fully intend to continue purchasing Russian oil irrespective of US sanctions, Bruce said Washington is now talking about secondary sanctions, sanctioning a country, company or others that might be doing business with a country that the US has sanctioned in this instance.

It said India has been "targeted" by the US and the EU for importing oil from Russia after the commencement of the Ukraine conflict.
In fact, India began importing from Russia because traditional supplies were diverted to Europe after the outbreak of the conflict, it said.
"The US at that time actively encouraged such imports by India for strengthening global energy markets stability," the MEA said, adding India's imports are meant to ensure predictable and affordable energy costs to the Indian consumers.
"They are a necessity compelled by global market situation. However, it is revealing that the very nations criticizing India are themselves indulging in trade with Russia," it said.
The MEA noted that the European Union in 2024 had a bilateral trade of Euro 67.5 billion in goods with Russia.
"In addition, it had trade in services estimated at Euro 17.2 billion in 2023. This is significantly more than India's total trade with Russia that year or subsequently.
"European imports of LNG in 2024, in fact, reached a record 16.5mn tonnes, surpassing the last record of 15.21mn tonnes in 2022," it added.
Earlier, US President Trump said his administration will substantially raise tariffs on India.
"India is not only buying massive amounts of Russian oil, they are then, for much of the oil purchased, selling it on the open market for big profits," he said in a social media post.
"They don't care how many people in Ukraine are being killed by the Russian War Machine," he said.

Thailand successfully negotiates lower tariff rates Thailand's government spokesperson Jirayu Houngsub said Thailand says the US agreed to reduce the tariffs rate from 36% to 19%, a rate similar to those imposed on many other Southeast Asian countries such as Vietnam and the Philippines.
&ldquo;It's one of the major successes of Team Thailand in a win-win approach, to secure the country's export base and economic security in a long run,&rdquo; he said in a statement. He didn't immediately say what was the latest offer Thailand made to the US.

The Congress on Friday claimed that the Indian economy has been well and truly devastated by a series of "five Modi-inflicted shocks", and said the government as well as its cheerleaders are being economical with the truth of the real state of the economy.

The opposition party's assertions came a day after former Congress president and Leader of Opposition in the Lok Sabha Rahul Gandhi said everybody except Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman know that the country's economy is "dead".
In a post on X, Ramesh said, "Over the past decade, the Indian economy has been well and truly devastated by a series of five Modi-inflicted shocks. Nobody else can be held responsible." He said demonetisation completely disrupted our growth momentum and destroyed the livelihoods of crores of Indians.
"A fundamentally flawed GST--that is a Tax that is neither Good nor Simple--has wreaked havoc on thousands of business enterprises across the country, except the large companies who can afford to pay the cost associated with GST compliance," Ramesh said.
He further claimed that the record imports from China have led to the closure of lakhs of MSMEs across the country--in Gujarat alone, around a third of the MSMEs in the stainless steel industry have shut down their operations.
Exports in key areas are dependent on imports of raw materials, components, and intermediates from China, he said.
Ramesh pointed out that private investment has lost the buoyancy it demonstrated during 2004-14.
"Indian industrialists are acquiring citizenship of other countries in an ever increasing measure. The politically motivated and extortionist Raid Raj, coupled with the proliferation of Modani's tentacles, has led to a loss of confidence in the Indian economy," Ramesh alleged.
He argued that wages for the majority of Indians have stagnated in the last decade, across sectors and across classes.
"This is particularly so in rural India. Household savings have fallen sharply just as household debt has ballooned. Private mass consumption, one of the key drivers of growth, is sputtering just as luxury consumption has not ebbed, clearly pointing to sharpening economic inequalities," the Congress leader said.
"The Modi government, its drumbeaters and cheerleaders are living in a make-believe world. They are being economical with the truth of the real state of the economy," Ramesh said.
On Thursday, Gandhi had alleged that the BJP-led government has destroyed the country's economic, defence and foreign policies, and is "running the country to the ground".
Speaking with reporters in the Parliament House complex, Gandhi had also claimed that a trade deal with the US will happen and US President Donald Trump will define it.
Asked about Trump calling the Indian economy "dead", the Congress leader had said, "He is right, everybody knows this except the prime minister and the finance minister. Everybody knows that the Indian economy is a dead economy. I am glad that President Trump has stated a fact." He had alleged that the BJP has destroyed the Indian economy.

The Congress on Friday asserted that India has the highest stakes in institutions such as the WTO and WHO which are being "destroyed" and "gutted" by US President Donald Trump, and cannot remain a mute spectator while being content with coining slogans and acronyms.
Congress general secretary in-charge communications Jairam Ramesh said the World Trade Organisation (WTO) had been dealt very heavy blows during Trump-I.
"It has been destroyed during Trump-II. The rules-based, multilateral trading system put in place with the US itself playing a leadership role has been finished off," Ramesh claimed.
The US's approach now is to negotiate--if at all--bilaterally but finally decide unilaterally, the Congress leader said in a post on X.
President Trump has also gutted the WHO and withdrawn from the Paris Climate Agreement and UNESCO, Ramesh said.
"India has the highest stakes in such international accords and institutions. It cannot remain a mute spectator and be content with coining slogans and acronyms," Ramesh said.
His remarks came after President Trump issued an executive order listing the various duties that Washington will impose on exports from countries around the world.
India will face tariffs of 25 per cent on its exports to the US.
The executive order, however, does not mention the penalty that Trump had said India will have to pay because of its purchases of Russian military equipment and energy.
On Wednesday, Trump, through a post on his social media website Truth Social, announced the 25 per cent tariff on India and an additional penalty for New Delhi's purchases from Russia.
While August 1 was the tariff deadline, the new levies will come into effect from August 7.
In April, Trump had announced that India will face a 26 per cent discounted reciprocal tariff, a per cent higher than the rate announced now.
In its reaction to the US' tariff announcement, India has said it will take all necessary steps to safeguard and promote national interest and that the implications of the tariffs are being examined.

After US President Donald Trump announced a 25 per cent tariff on India, the Congress on Thursday took a swipe at Prime Minister Narendra Modi, saying that he once spoke of the TOP -- Tomato, Onion, Potato -- challenges in prices, but the country now has to contend with the political challenges arising out of CAP -China, America, Pakistan.
The opposition party said that on the one hand President Trump criticises India strongly and imposes penalties on it for trading with Russia, while on the other hand, just before the Iranian President's visit to Pakistan, he announces a big partnership with Pakistan for hydrocarbon exploration and development, alongside a trade deal.

In an X post, Ramesh wrote, "Since May 10, he has claimed 30 times that he stopped Operation Sindoor. These claims were made in four different countries. "On July 30, he imposed a 25% tariff on US imports from India plus a penalty on India's oil and defence purchases from Russia. In addition, sanctions on at least six Indian companies were imposed for engaging with Iran," he said.
On July 30, Trump also announced that the US will help Pakistan explore and develop its oil and gas reserves, Ramesh said, adding this comes on top of his full-throated support to Pakistan receiving financial assistance from the World Bank and the International Monetary Fund.
"Prime Minister Modi once spoke of the TOP (Tomato, Onion, Potato) challenge in prices. Now India has to contend with the political challenge arising out of CAP (China, America, Pakistan)," Ramesh said.
"He (Modi) invested very heavily in his personal friendship with President Trump, as he had done earlier with President Xi. Both have the full measure of the man now --? someone who can be managed easily by playing to his gigantic ego and self-obsession," the Congress leader said.

The remarks came a day after the US President announced the imposition of 25 per cent tariff on all goods coming from India starting August 1, plus an unspecified penalty on the country for buying Russian crude oil and military equipment.
The announcement is being seen as a pressure tactic to get New Delhi to agree to demands made by the US, which has, in recent days, got favourable trade deals with major partners like Japan, the UK and the European Union.
In a social media post, Trump termed India's trade policies as "most strenuous and obnoxious".
"All things not good! India will therefore be paying a tariff of 25 per cent, plus a penalty for the above, starting on August first," Trump wrote.
The penalty was announced as India has made large purchases of oil and military equipment from Russia. India is the first country Trump has slapped a penalty over Russian imports. Earlier, he had imposed high tariffs on China but refrained from levying any penalty despite Beijing being Russia's largest oil importer.
On Wednesday, the Opposition parties slammed the government for the US' imposition of the tariff and penalties on Indian imports, and said that Prime Minister Modi's friendship with the US president meant little.
Ramesh had said that Modi should take inspiration from former prime minister Indira Gandhi and stand up to the president of the United States.&nbsp;
