This trip follows an invitation extended by Trump and comes shortly after he began his second term in the White House.
The visit also takes place amid growing criticism of the Indian government's handling of the deportation of 104 Indian immigrants by the U.S. this week, part of Trump&rsquo;s broader immigration policies.
On January 27, Trump had a conversation with Modi, where they discussed immigration issues and highlighted the need for India to increase its purchases of American-made security equipment, as well as promote equitable trade relations between the two nations.
India, a key strategic ally of the U.S. in efforts to counter China's influence, is focused on boosting trade relations and facilitating easier access to skilled worker visas for its citizens. India also seeks to avoid tariffs previously threatened by Trump in response to India&rsquo;s high tariffs on U.S. goods.

US President Donald Trump has imposed sanctions on the International Criminal Court for investigating alleged war crimes by American and Israeli officials. The move follows ICC arrest warrant for Israeli Prime Minister Benjamin Netanyahu.

US President Donald Trump slapped sanctions on the International Criminal Court Thursday for "illegitimate and baseless" investigations targeting America and its ally Israel, the White House said.
Trump signed an executive order saying the court in The Hague had "abused its power" by issuing an arrest warrant for Israeli Prime Minister Benjamin Netanyahu, who held talks with the US president on Tuesday.
He ordered asset freezes and travel bans against ICC officials, employees and their family members, along with anyone deemed to have helped the court's investigations.
The names of the individuals were not immediately released, but previous US sanctions under Trump had targeted the court's prosecutor.
Trump's order said the tribunal had engaged in "llegitimate and baseless actions targeting America and our close ally Israel," referring to ICC probes into alleged war crimes by US service members in Afghanistan and Israeli troops in Gaza.
Neither the United States nor Israel are members of the court.
There was no immediate reaction from the ICC.
But the Netherlands, the court's host country, said it "regrets" Trump's sanctions order.
"The court's work is essential in the fight against impunity," Dutch Foreign Minister Caspar Veldkamp said on X.
The sanctions are a show of support after Netanyahu's visit to the White House, during which Trump unveiled a plan for the United States to "take over" Gaza and move Palestinians to other Middle Eastern countries.
The UN and legal experts have said Trump's plan would be illegal under international law. Forcible displacement is also a crime under the ICC's governing Rome Statute.
 - 'Criminal responsibility' -
Following a request by ICC prosecutor Karim Khan, judges issued arrest warrants on November 21 for Netanyahu, his former defense minister Yoav Gallant, and Hamas' military chief Mohammed Deif -- whom Israel says is dead.
The court said it had found "reasonable grounds" to believe Netanyahu and Gallant bore "criminal responsibility" for the war crime of starvation as a method of warfare during the Gaza war, as well as the crimes against humanity of murder, persecution, and other inhumane acts.
Netanyahu has acused the court of anti-Semitism.
During his first term, Trump imposed financial sanctions and a visa ban on the ICC's then-prosecutor, Fatou Bensouda, and other senior officials and staff in 2020.
Describing it as a "kangaroo court," his then-administration made the move after Gambian-born Bensouda launched an investigation into allegations of war crimes against US soldiers in Afghanistan.
While his order at the time did not name Israel, Trump administration officials said they were also angered by Bensouda's opening of a probe into the situation in the Palestinian territories in 2019.
President Joe Biden lifted the sanctions soon after taking office in 2021.
Prosecutor Khan later effectively dropped the United States from the Afghan investigation and focused on the Taliban instead.
Biden strongly condemned the "outrageous" warrant against Netanyahu in November.
The US House passed a bill last month to sanction the ICC, but Senate Democrats blocked it last week, saying the bill could backfire on US allies and firms.
But Democrats have also expressed anger at the sanctions on Netanyahu.

US President Donald Trump on Monday signed an executive order ridding the military of what he called "transgender ideology," in a potentially major setback for LGBTQ rights.
In a series of orders related to the military that Trump told reporters he had signed on Air Force One, he also called for the building of a US version of Israel's Iron Dome missile defense system.
The Republican signed further orders reinstating service members dismissed for refusing to take the Covid vaccine, and extending a wider government crackdown on diversity programs for the armed forces.
"To ensure that we have the most lethal fighting force in the world, we will get transgender ideology the hell out of our military," Trump told a Republican congressional retreat in Miami.
Trump has previously promised to bring back a ban on transgender troops and demonized any recognition of gender diversity.
In his order, Trump claimed the armed forces "have been afflicted with radical gender ideology to appease activists" and that "many mental and physical health conditions are incompatible with active duty."
The order said "adoption of a gender identity inconsistent with an individual's sex conflicts with a soldier's commitment to an honorable, truthful, and disciplined lifestyle, even in one's personal life."
"A man's assertion that he is a woman, and his requirement that others honor this falsehood, is not consistent with the humility and selflessness required of a service member," it added.
In a separate order, Trump claimed diversity programs in the military "undermine leadership, merit, and unit cohesion, thereby eroding lethality and force readiness."
It also prohibited the defense department and armed forces from promoting "un-American" theories suggesting America's founding documents are racist or sexist or advancing discussion on "gender ideology."
The orders came at the start of Trump's second week back in the White House and on the day a welcome ceremony was held at the Pentagon for his new defense secretary, military veteran and Fox News personality Pete Hegseth.
"Thank you for your leadership Mr. President. We will execute!" Hegseth -- who was confirmed last week despite concerns over his inexperience, and alleged record of heavy drinking and domestic violence -- said on X.
Transgender Americans have faced a roller coaster of changing policies on military service in recent years, with Democratic administrations seeking to permit them to serve openly while Trump has repeatedly sought to keep them out of the ranks.
The US military lifted a ban on transgender troops in 2016, during Democrat Barack Obama's second term as president.
Under that policy, trans troops already serving were permitted to do so openly, and transgender recruits were set to start being accepted by July 1, 2017.
 - 'Patriots' -
But the first Trump administration postponed that date to 2018 before deciding to reverse the policy entirely, sparking criticism from rights groups.
Trump's Democratic successor Joe Biden moved to reverse the restrictions just days after he took office in 2021, saying all Americans qualified to serve should be able to do so.
While the number of transgender troops in the US military is fairly small -- with estimates of around 15,000 out of more than two million uniformed service members -- their dismissal would reduce US forces at a time when the country is already facing difficulties recruiting new personnel.
Biden's defense secretary Lloyd Austin appeared to criticize Trump's plans during a farewell address earlier this month, saying: "Any military that turns away qualified patriots who are eager to serve is just making itself smaller and weaker."
Transgender issues have roiled US politics in recent years, as states controlled by Democrats and Republicans have moved in opposite directions on policies ranging from medical treatment to what books on the topic are allowed in public or school libraries.
Trump has meanwhile repeatedly promised to build a version of the Iron Dome system that Israel has used to shoot down missiles fired by Hamas from Gaza and Hezbollah in Lebanon.
But he ignored the fact that the system is designed for short-range threats, making it ill-suited to defending against intercontinental missiles that are the main danger to the United States.
"We need to immediately begin the construction of a state-of-the-art Iron Dome missile defense shield," Trump said in Miami, adding that it would be "made right here in the USA."

The Ukraine conflict has plunged relations between the two nuclear powers to their lowest levels since the Cold War, with Trump repeatedly promising to end the fighting with a "deal".
He told reporters on Thursday he would meet Putin "immediately", and that Ukrainian President Volodymyr Zelensky wanted to negotiate.
"Putin is ready. We are waiting for signals," Kremlin spokesman Dmitry Peskov said of Trump's overtures.
Peskov said that he could not comment further on a possible meeting between the leaders, saying it was "hard to read coffee grounds" to predict the future.
Trump has threatened Russia with tougher economic sanctions if it does not agree to end its nearly three-year offensive.
"If they don't settle this war soon, like almost immediately, I'm going to put massive tariffs on Russia, and massive taxes, and also big sanctions," the Republican said during a Fox News interview on Thursday.
The Kremlin rejected Trump's claim that the conflict in Ukraine could be ended by lowering the price of oil used to fund Moscow's budget, saying: "This conflict does not depend on oil prices."
Speaking at the World Economic Forum in Davos on Thursday, Trump had said that he would ask Saudi Arabia and OPEC to lower oil prices, saying: "If the price came down, the Russia-Ukraine war would end immediately."
Peskov said the conflict was instead based on "threats to Russia's national security", "threats to Russians" living in Ukraine and "the lack of desire and complete refusal of Americans and Europeans to listen to Russia's concerns".
 - Three dead near Kyiv -
Neither side has shown signs of de-escalating hostilities since Trump's inauguration on Monday.
Russian aerial attacks near Kyiv killed three people and wounded several others, Ukrainian officials said Friday, while Ukraine fired 120 drones at at least 12 Russian regions, including the capital Moscow.
The Kremlin has launched drone or missile attacks at Kyiv almost every day since sending troops into Ukraine in February 2022, ostensibly targeting military and energy facilities.
"Three people were killed in an enemy attack in the Kyiv region," the emergency services said in a statement on social media.
It said fragments of a drone had struck a 10-storey residential building after the head of the region said a private home had also been hit.
Black smoke billowed from a residential building damaged in the strike as rescue workers hauled out the bodies of the victims, official images from the scene showed.
In Russia, the Ukrainian military said it launched an overnight drone attack striking an oil refinery, power station facilities and an electronics plant.
State media reported that a microelectronics factory had halted work after six Ukrainian drones damaged production and storage facilities in the Bryansk region.
Moscow and Kyiv are both vying to gain the upper hand ahead of possible negotiations in the early days of Trump's administration.
Prior to his inauguration, Trump vowed to end the Ukraine conflict immediately upon taking office, raising concerns in Ukraine it would be forced to make major territorial concessions to Russia.
Moscow has been advancing on the battlefield for months, closing in on the eastern Ukrainian city of Pokrovsk.
On Friday, Russia said its forces captured the village of Tymofiivka about 20 kilometres (12 miles) east of the key industrial hub.

At the rare gathering just days before Donald Trump's return to the White House, sitting President Joe Biden gave a eulogy describing "character" as fellow Democrat Carter's main attribute.
Trump shook hands with former president Barack Obama on the country's day of mourning, while Bill Clinton and George W. Bush were also there to pay their respects.
But Biden, 82, also appeared to deliver a veiled swipe at Trump, the Republican whose racially charged rhetoric and efforts to overturn the 2020 election he has often criticized as threats to democracy.
"We have an obligation to give hate no safe harbor," said Biden, also stressing the importance standing up against "the greatest sin of all, the abuse of power."
After the speech Biden briefly tapped the flag-draped coffin of Carter, America's 39th commander-in-chief, who died on December 29 at the age of 100 in his native Georgia.

The presidential funeral was the first since George H.W. Bush died in 2018 -- and provided a series of unique and sometimes awkward moments as former leaders met.
Obama shook hands, laughed and chatted with his successor Trump, despite the fact that the billionaire built his political movement on questioning whether Obama is really a US citizen.
In the row in front of Trump sat Vice President Kamala Harris, his defeated rival in the 2024 election.
There was also a brief moment of reconciliation for Trump and his former vice president Mike Pence.
The pair met and shook hands for what is believed to be the first time since the 2021 US Capitol riots when Pence refused to back Trump's false claims to have won the 2020 election.
During the service, family members and former political adversaries alike paid emotional tributes to Carter, the oldest ever former US president and the only one to make it to three figures.
One of his grandsons, Jason Carter, described his love of nature, saying the devout Baptist and former peanut farmer "celebrated the majesty of every living thing."
"He led this nation with love and respect," Jason Carter said.
There was even a tribute from Carter's Republican predecessor Gerald Ford. Ford died in 2006 but left a eulogy for his political rival-turned-friend that was read out by his son Steven.
A second posthumous tribute, from Carter's vice president Walter Mondale, was delivered by his son Ted.

Carter's coffin was earlier transported by an honor guard from the US Capitol, where thousands of mourners had paid their respects as the former president lay in state.
Thursday has been designated a national day of mourning in the United States with federal offices closed.
His carefully choreographed six-day farewell began on Saturday with US flags flying at half-staff around the country and a black hearse bearing his remains from his hometown of Plains, Georgia.
It was to Georgia that Carter's remains returned on Thursday for burial, making their final journey home on the US presidential jet that is normally reserved for the sitting commander-in-chief.
Carter's funeral was a brief respite from an already tumultuous run-up to Trump's inauguration on January 20, and a reminder of a very different style of president.
Carter, who served a single term before a crushing election loss to Ronald Reagan in 1980, suffered in the dog-eat-dog world of Washington politics and a hostage crisis involving Americans held in Tehran after Iran's Islamic revolution finally sealed his fate.
But history has led to a reassessment, focusing on his brokering of a peace deal between Israel and Egypt. He also received high praise for his post-presidential humanitarian efforts, and a Nobel Peace Prize in 2002.
Carter had been in hospice care since February 2023 in Plains, where he died. He will be buried next to his late wife Rosalynn, who died in November 2023.

Carter, who died on December 29 at the age of 100, served a single term from 1977-1981 and was widely praised for his post-presidential humanitarian efforts, for which he was awarded the Nobel Peace Prize in 2002.
His body arrived at the snow-covered US Capitol, where it will remain until Thursday, after a full day of ceremonious travel that began in his native Georgia.
A live feed by broadcaster PBS showed members of the public move through the building's rotunda to pay their respects to the late president, with many stopping to take a moment of silence with their hands clasped.
"I paid my respects to President Jimmy Carter as he lies in state in the U.S. Capitol Rotunda today," US Defense Secretary Lloyd Austin said on X. "On behalf of the entire Department of Defense, we join the Carter family and all Americans in celebrating this extraordinary life, legacy, and service to our nation."
Having been flown to Washington aboard a presidential US Air Force jet, Carter's flag-draped casket was carried atop a gun carriage in a funeral procession from the US Navy Memorial -- an ode to his military service on submarines -- to Capitol Hill, tracing the opposite route he took during his inauguration parade.
Hundreds of US service members accompanied the procession down Pennsylvania Avenue, which was cleared of snow from a recent winter storm that has prompted federal office and school closures in the area.
Military pallbearers then carried his casket up to the Capitol Rotunda where a short service was held, with Carter's family, members of Congress and other dignitaries including Chief Justice John Roberts and Vice President Kamala Harris in attendance.
Carter is the 13th former US president to lie in state in the Capitol. Abraham Lincoln, assassinated in 1865, was the first.
The ceremony has taken on added significance, coming a day after the anniversary of the January 6, 2021, Capitol riot, in which Donald Trump's supporters stormed the building in an attempt to block certification of Joe Biden's election victory.
On Monday, Congress certified Trump's win over Harris without any disruptions and with the complex under very heavy security.
A state funeral service is to be held Thursday at the National Cathedral, an Episcopal church in Washington that also hosted funerals for former presidents Dwight Eisenhower, Ronald Reagan, Gerald Ford and George H.W. Bush.
Current President Biden is to deliver the eulogy for his fellow Democrat.
All four living former presidents -- Bill Clinton, George W. Bush, Barack Obama and Trump -- are expected to attend.
Biden has declared Thursday a national day of mourning, with federal government offices to be closed for the day.
He has also ordered flags to half-staff for 30 days as is customary, which means that will be the case during Trump's January 20 inauguration, something the Republican has criticized.

"At my direction, the United States will continue to work relentlessly to strengthen Ukraine&rsquo;s position in this war over the remainder of my time in office," Biden said in a statement.
Biden's announcement includes $1.25 billion in military aid drawn from U.S. stockpiles and a $1.22 billion Ukraine Security Assistance Initiative (USAI) package, the final USAI package of Biden's time in office.
Under USAI, military equipment is procured from the defense industry or partners, rather than drawn from American stocks, meaning it can take months or years to arrive on the battlefield.
Russia's invasion of Ukraine is approaching the three-year mark and recently the Russians have used North Korean troops to bolster their fighting position.
North Korean forces are experiencing mass casualties on the front lines of Russia's war against Ukraine, with 1,000 of their troops killed or wounded in the last week alone in Russia's Kursk region, White House spokesperson John Kirby told reporters on Friday.
In a statement, Biden said the new assistance will provide Ukraine with "an immediate influx of capabilities that it continues to use to great effect on the battlefield and longer-term supplies of air defense, artillery, and other critical weapons systems."
Nearly three years into the war, Washington has committed $175 billion in total aid for Ukraine, but it is uncertain if the aid will continue at that pace under Trump, who replaces Biden on Jan. 20. Trump has said he wants to bring the war to a swift end.
During the presidential election campaign, Trump questioned the level of U.S. involvement in the conflict, suggesting European allies should bear more of the financial burden.
Some of his fellow Republicans - who will control both the House of Representatives and Senate starting next month - have also cooled on sending more aid to Kyiv.
Biden said the Defense Department is in the process of delivering hundreds of thousands of artillery rounds, thousands of rockets, and hundreds of armored vehicles "which will strengthen Ukraine&rsquo;s hand as it heads into the winter."

Jimmy Carter, the 39th US president and the third American leader to visit India during which a village in Haryana was named Carterpuri in his honour &mdash; has died peacefully at his home in Plains, Georgia surrounded by his family, the Carter Centre said.
Carter died on Sunday aged 100. He was the longest-lived president in US history.
&ldquo;Today, America and the world lost an extraordinary leader, statesman and humanitarian,&rdquo; President Joe Biden said in a statement mourning his loss.
Carter is survived by his children &mdash; Jack, Chip, Jeff, and Amy; 11 grandchildren; and 14 great-grandchildren. He was predeceased by his wife Rosalynn and one grandchild.
&ldquo;My father was a hero, not only to me but to everyone who believes in peace, human rights, and unselfish love. My brothers, sister, and I shared him with the rest of the world through these common beliefs. The world is our family because of the way he brought people together, and we thank you for honouring his memory by continuing to live these shared beliefs,&rdquo; Chip Carter said.
In his statement, Biden said over six decades, with his compassion and moral clarity, Carter worked to eradicate disease, forge peace, advance civil rights and human rights, promote free and fair elections, house the homeless, and always advocate for the least among the people. He saved, lifted, and changed the lives of people all across the globe.
&ldquo;He was a man of great character and courage, hope and optimism. We will always cherish seeing him and Rosalynn together. The love shared between Jimmy and Rosalynn Carter is the definition of partnership and their humble leadership is the definition of patriotism. We will miss them both dearly, but take solace knowing they are reunited once again and will remain forever in our hearts,&rdquo; said Biden and First Lady Dr Jill Biden.
President-elect Donald Trump said while he "strongly disagreed" with Carter "philosophically and politically", he also realised that he truly loved and respected "our country, and all it stands for".
"He worked hard to make America a better place, and for that I give him my highest respect. He was a truly good man and, of course, will be greatly missed. He was also very consequential, far more than most Presidents, after he left the Oval Office,&rdquo; Trump said.
Carter was considered a friend of India. He was the first American president to visit India after the removal of emergency and victory of the Janata Party in 1977. In his address to the Indian parliament, Carter spoke against authoritarian rule.
&ldquo;India's difficulties, which we often experience ourselves and which are typical of the problems faced in the developing world, remind us of the tasks that lie ahead. Not the Authoritarian Way,&rdquo; Carter said on January 2, 1978.
&ldquo;But India's successes are just as important because they decisively refute the theory that in order to achieve economic and social progress, a developing country must accept an authoritarian or totalitarian government and all the damage to the health of the human spirit which that kind of rule brings with it,&rdquo; he told members of parliament.
&ldquo;Is democracy important? Is human freedom valued by all people?... India has given her affirmative answer in a thunderous voice, a voice heard around the world. Something momentous happened here last March, not because any particular party won or lost but rather, I think, because the largest electorate on earth freely and wisely choose its leaders at the polls. In this sense, democracy itself was the victor,&rdquo; Carter said.
A day later at the signing of the Delhi declaration along with then Prime Minister Morarji Desai, Carter said at the heart of the friendship between India and the US is their determination that the moral values of the people must also guide the actions of the states, the governments.
&ldquo;The United States gave the world an illustration of a new form of government, with a new relation between the citizen and the state &mdash; a relation in which the state exists to serve the citizen, and not the citizen to serve the state,&rdquo; he said.
&ldquo;India experimented with creating political unity from overwhelming human diversity, enabling people of different cultures and languages and religions to work together, both in independence and also in freedom. Yours is an experiment whose success the world is celebrating anew,&rdquo; Carter said in the Ashoka Hall of the Rashtrapati Bhawan.
According to the Carter Centre, on January 3, 1978, Carter and then First Lady Rosalynn Carter travelled to the village of Daulatpur Nasirabad, an hour southwest of New Delhi. He was the third American president to visit India and the only one with a personal connection to the country &ndash; his mother, Lillian, had worked there as a health volunteer with the Peace Corps during the late 1960s.
&ldquo;The visit was so successful that shortly after, village residents renamed the area 'Carterpuri' and remained in contact with the White House for the rest of President Carter&rsquo;s tenure. The trip made a lasting impression: Festivities abounded in the village when President Carter won the Nobel Peace Prize in 2002, and January 3 remains a holiday in Carterpuri,&rdquo; the Carter Centre said, adding that the visit laid the groundwork for an enduring partnership that has greatly benefited both countries.
President Carter understood that shared democratic principles formed a strong foundation for a long, fruitful relationship between the US and India. It is, therefore, no surprise that the two nations grew steadily closer in the decades after he left office, it said.
&ldquo;In fact, since the Carter administration, the US and India have worked closely on energy, humanitarian aid, technology, space cooperation, maritime security, disaster relief, counterterrorism, and more. In the mid-2000s, the United States and India struck a landmark agreement to work toward full civil nuclear cooperation, and bilateral trade has since skyrocketed,&rdquo; the centre said.
"In 2010, the first US-India Strategic Dialogue took place in Washington DC, launching what President Barack Obama called 'an unprecedented partnership'. The arc of US-India ties from the Carter administration to the Biden administration is one of increasing cooperation in both depth and breadth. There are many areas of mutual interest &mdash; particularly trade and defense &mdash; where successful collaboration has fostered interdependency between the two countries,&rdquo; it said.
Ronak D Desai, Partner and India Practice Leader at Paul Hastings law firm, said Carter's presidency marked a pivotal moment in US-India relations.
After the strain caused by the Nixon administration's infamous &ldquo;tilt&rdquo; toward Pakistan during the Indo-Pakistan War of 1971, Carter understood the critical importance of re-engaging with India as a democratic partner in a rapidly evolving global order. His visit to India in 1978 was not merely symbolic but a substantive effort to rebuild trust and establish a framework for dialogue rooted in mutual respect and shared values, he said.
&ldquo;While Carter&rsquo;s presidency was often viewed through the lens of domestic challenges, his contributions to US-India relations were transformative," Desai said.

Russian President Vladimir Putin said Thursday he was ready for talks "anytime" with US President-elect Donald Trump, who has touted his ability to strike a Ukraine peace deal within hours of coming to office.
Trump, who will return to the White House in January, has stoked fears in Kyiv that he could force Ukraine to accept peace on terms favourable to Moscow.
Holding his annual end-of-year press conference, the Kremlin leader said his troops held the upper hand across the battlefield, but was forced to admit he does not know when Russia will take back the western Kursk region where Ukrainian troops launched an incursion in August.
The traditional annual question and answer sessions, often lasting hours, are largely a televised show while also being a rare setting in which he is put on the spot and answers some uncomfortable questions.
Asked about Trump's overtures regarding a possible peace deal, Putin said he would welcome a meeting with the incoming Republican.
"I don't know when I'm going to see him. He isn't saying anything about it. I haven't talked to him in more than four years. I am ready for it, of course. Any time," Putin said.
"If we ever have a meeting with President-elect Trump, I am sure we'll have a lot to talk about," he said, adding that Russia was ready for "negotiations and compromises".
The Kremlin recently welcomed Trump's sharp criticism of President Joe Biden's decision to allow Kyiv to use US-supplied missiles to strike Russian territory -- a major escalation in the nearly three-year conflict.

Russia's troops have been advancing in eastern Ukraine for months, with Putin repeatedly touting their prowess on the battlefield.
"We are moving towards resolving the primary aims that we set at the start of the special military operation," Putin said, using Russia's term for the conflict.
"Our guys are fighting heroically. The capabilities of the armed forces are growing."
Moscow's army in November advanced at its fastest pace in east Ukraine since the first month of its 2022 attack.
But asked by a woman from the Kursk region when residents will be able to return to their homes there, after thousands were evacuated from frontline areas amid the Ukrainian assault, Putin said he could not name a date.
"We will absolutely kick them out. Absolutely. It can't be any other way. But the question of a specific date, I'm sorry, I cannot say right now," he admitted.
Putin, 72, was also pressed on economic headwinds facing Russia -- the fallout from a huge ramp up in military spending and deep labour shortages caused by the conflict.
He insisted that the situation is "stable, despite external threats", citing low unemployment and industrial growth.
Asked about soaring inflation, Putin said that "inflation is a worrying signal," and that price rises for foods such as butter and meat are "unpleasant".
He acknowledged that Western sanctions were also a factor -- "while they do not have key significance" -- and criticised the central bank saying it should have taken measures beyond raising rates to lower inflation.

Putin appeared to repeat his threat to strike Kyiv with Russia's new hypersonic ballistic missile, dubbed Oreshnik.
Asked by a military journalist if the weapon had any flaws, Putin suggested a "hi-tech duel" between the West and Russia to test his claims that it is impervious to air defences.
"Let them set some target to be hit, let's say in Kyiv. They will concentrate there all their air defences. And we will launch an Oreshnik strike there and see what happens," Putin proposed.
Putin also called the killing of a senior Russian army general in a brazen assassination in Moscow two days earlier "terrorism", in his first comments on the attack.
Igor Kirillov, the head of the Russian military's chemical weapons unit, was killed by a bomb planted in a scooter outside a residential block in Moscow, the boldest assassination claimed by Kyiv since the start of the conflict.

In his first public comments since the fall of ex-Syrian President Bashar al-Assad, Putin rejected claims his toppling was a "defeat" for Russia.
"You want to present what is happening in Syria as a defeat for Russia," Putin said in response to a question from a journalist. "I assure you it is not... we have achieved our goals."
Putin said he has not yet met Assad, who fled to Moscow as rebels closed in on Damascus, but plans to soon.

The security situation in Bangladesh has been difficult following the ouster of the former prime minister Sheikh Hasina, White House National Security Communications Advisor John Kirby said.

President Joe Biden is closely monitoring the situation in Bangladesh and the US will hold the country's interim government accountable for ensuring the protection of religious and ethnic minorities, the White House has said.
The security situation in Bangladesh has been difficult following the ouster of the former prime minister Sheikh Hasina, White House National Security Communications Advisor John Kirby said.
"And we have been working closely with the interim government to enhance the capability of their law enforcement and security services to deal with the challenge," Kirby said at a news conference on Thursday.
Hasina was ousted as prime minister in the face of a massive anti-government protest in August.
There have been a spate of incidents of violence against Hindus and other minorities, as well as attacks on temples in the last few weeks in Bangladesh.
"We&rsquo;ve been very clear in our engagement with all Bangladeshi leaders that protection of religious and ethnic minorities is absolutely critical, and the leaders of the interim government have repeatedly committed to providing security to all Bangladeshis, regardless of religion or ethnicity," he said.
"We want to hold them to that," Kirby said in response to a question.
Over the past few weeks, Indian Americans have held peaceful protests and marches in several cities, including in front of the White House, in Chicago, New York, SFO, Detroit, Houston and Atlanta, urging Biden to help stop alleged brutalities against the minority Hindu community in Bangladesh.
Earlier in the day, Indian-American Congressman Raja Krishnamoorthi urged members of the Senate Foreign Relations Committee to address the issue of violence against minorities, primarily Hindus, in Bangladesh during the confirmation hearing of Senator Marco Rubio for the position of secretary of state.
President-elect Donald Trump has nominated Senator Rubio for the top diplomatic position. The date of his confirmation hearing has not been announced yet.
"As targeted violence against Hindus and other minorities continues amid the disorder in Bangladesh, I urge the members of the Senate's Committee on Foreign Relations to address this crisis directly during the upcoming hearings to confirm Senator Rubio as the next US secretary of state," Krishnamoorthi said.
Over the weekend, a large number of Indian-Americans held a march from the White House to the US Capitol over alleged attacks on Hindus in Bangladesh.
Raising slogans like &ldquo;We want Justice&rdquo; and &ldquo;Protect Hindus&rdquo;, the demonstrators urged the Biden administration and the incoming Trump administration to ask the new government in Bangladesh to take steps to protect Hindus and also initiate action against those responsible for this.
"The Bangladeshi Hindu community and the larger Hindu diaspora from the Indian subcontinent have come in support of the Bangladesh Hindu community because there is continuing violence going on in Bangladesh, specifically in Chittagong and Rangpur area, as well as in some other parts of the country," said Utsav Chakrabarti of HinduACTion.

As President, I have the great privilege of extending mercy to people who have demonstrated remorse and rehabilitation, restoring opportunity for Americans to participate in daily life and contribute to their communities, and taking steps to remove sentencing disparities for non-violent offenders, especially those convicted of drug offenses," Biden said in a statement on Thursday.
"That is why, today, I am pardoning 39 people who have shown successful rehabilitation and have shown commitment to making their communities stronger and safer. I am also commuting the sentences of nearly 1,500 people who are serving long prison sentences &ndash; many of whom would receive lower sentences if charged under today's laws, policies, and practices,&rdquo; he said.
This was the largest single-day act of clemency in recent times.
In December 2012, Dr Meera Sachdeva was sentenced to 20 years in prison and ordered to repay nearly USD8.2 million for fraud at a former Mississippi cancer centre she ran. She is now 63.
Babubhai Patel was sentenced to 17 years on 26 convictions for a healthcare fraud conspiracy, a drug conspiracy, and related fraud and drug violations in 2013.
Also in 2013, Krishna Mote, 54, was sentenced to serve life in prison after he was convicted of conspiracy to distribute more than 280 grams of crack cocaine and more than 500 grams of cocaine, and distribution of crack cocaine as an aider and abettor.
Vikram Dutta, 63, was in January 2012 sentenced in a Manhattan federal court to 235 months in prison after he was found guilty of conspiracy charges stemming from his use of his perfume distribution business to launder millions of dollars for a Mexican narcotics organisation.

Father Nicholas Dias, secretary for the liturgy commission for the Delhi Archdiocese, has described US President Joe Biden as a "very humble" person who expressed that his grandmother was a great influence in his life.
Father Dias met Biden during a 30-minute holy communion service for the US president at a hotel where he was staying in New Delhi on Saturday, ahead of the G20 summit.
Talking to PTI, Fr Dias said their conversation was around faith, Goa and India.
"I mentioned to him about the origin of Christianity in India and recalled that Indian Church is as old as Christianity in the world," said the priest, who hails from Benaulim in Goa.
The Delhi Archdiocese priest prayed for the success of the G20 summit and of both India and the US.
Fr Dias said the US president was "very humble" and expressed his gratitude for making time for the prayers.
He said Biden told him about the influence of Christianity on him and his closeness to Holy Father Pope Francis.
"We had a quick conversation where he shared how his grandmother was a great influence in his life and in his Catholic upbringing," Fr Dias said.
The priest also shared with him Bebinca, a Goan delicacy which he carried with him.
Before their meeting concluded, Biden handed over a sourvenir - the President's Seal No 261 - to Fr Dias which he said he will always cherish.
The priest also mentioned to Biden about the relics of St Francis Xavier at Old Goa and the decennial exposition scheduled to be held next year in the coastal state.
Fr Dias also told President Biden that St Francis Xavier was the inspiration behind his vocation.
"I also told Biden that I was close to two saints - Mother Teresa and Pope John Paul II," said the priest, who has worked in various apostolates for last three decades. Fr Dias recalled that he was with the then Pope when he released the 'Ecclesia de Asia' document in New Delhi.&nbsp;
