Voting for 27 seats coming under local authorities' constituencies in the biennial polls for the Uttar Pradesh Legislative Council commenced on Saturday.
According to the office of the Uttar Pradesh chief electoral officer, there are 95 candidates in the fray.
Polling will take place at 739 centres, and as many as 1,20,657 voters expected to exercise their franchise.
Voting will be held for the following local authorities' constituency -- Moradabad-Bijnor, Rampur-Bareilly, Pilibhit-Shahjahanpur, Sitapur, Lucknow-Unnao, Rae Bareli, Pratapgarh, Sultanpur, Barabanki, Bahraich, Gonda, Faizabad, Basti-Siddharthnagar, Gorakhpur-Maharajganj, Deoria, Azamgarh-Mau, Ballia, Ghazipur, Jaunpur, Varanasi, Allahabad, Jhansi-Jalaun-Lalitpur, Kanpur-Fatehpur, Etawah-Farrukhabad, Agra-Firozabad, Meerut-Ghaziabad and Muzaffarnagar-Saharanpur.
These seats are spread over 58 districts in the state.
Voting began at 8 am and will continue till 4 pm. Counting will take place on April 12.
Nine MLCs from eight local authorities' constituencies have been elected unopposed. The constituencies are Budaun, Hardoi, Kheri, Mirzapur-Sonbhadra, Banda-Hamirpur, Aligarh, Bulandshahr and Mathura-Etah-Mainpuri.
Two MLCs were elected unopposed from the Mathura-Etah-Mainpuri local authorities' constituency, while from the rest of the constituencies, one MLC each was elected unopposed.
Following a resounding victory in the Uttar Pradesh Assembly elections, the BJP has set its eye on becoming the single-largest party in the state Legislative Council as well by winning a majority of the 36 Upper House seats.
It is an opportunity for the saffron party to enjoy a majority in both the Houses of the Uttar Pradesh Legislature.
In the 100-member Legislative Council, the BJP currently has 34 MLCs, the Samajwadi Party 17 and the Bahujan Samaj Party four. The Congress, Apna Dal (Sonelal) and NISHAD party have one member each in the House.
The Teachers' group has 2 MLCs, while the independent group ('Nirdal Samooh') and Independents have 1 MLC each.
As many as 38 seats are vacant at present.
Addressing BJP workers a week ago, Chief Minister Adityanath said it was important for the party to win the 36 seats to advance his government's growth agenda without any hurdle.
"Of these 36 seats, the BJP has won nine unopposed. If the party wins all the 36 seats, you can assume that it will have a two-third majority in the Uttar Pradesh Legislative Council and have no problem in taking forward the development schemes expeditiously," he said.
The voters in this biennial election are village pradhans, members and chairman of block development councils, members and chairman of zila panchayat, and corporators in urban areas. MLAs and MPs are also voters in this poll.
The Congress and the Bahujan Samaj Party have not fielded any candidate in the legislative council polls, making it a straight fight between the BJP and the Samajwadi Party, the principal opposition in the state Assembly.
Of the 36 BJP candidates, five are former Samajwadi Party leaders, who joined the saffron camp on the eve of the February-March state polls.
They are Shailendra Pratap Singh from Sultanpur local authority constituency, C P Chand from the Gorakhpur-Maharajganj local authorities, Ravishankar Singh 'Pappu', the grandson of former prime minister Chandrasekhar, from Ballia local authorities, Rama Niranjan from Jhansi-Jalaun-Lalitpur local authorities and Narendra Bhati from Bulandshahr local authorities.
The Samajwadi Party has declared its candidates for 34 seats, leaving the Meerut-Ghaziabad and Bulandshahr seats for its ally the Rashtriya Lok Dal.
Prominent among those who have been fielded are Dr Kafeel Khan from Deoria, Mashkoor Ahmad from Rampur-Bareilly, sitting MLCs Sunil Kumar Sajan, Rajesh Kumar and Udayveer Singh from Lucknow-Unnao, Barabanki, and Mathura-Etah-Mainpuri seats respectively.
Adityanath has recently quit the Legislative Council seat after getting elected as an MLA from Gorakhpur Urban seat.
With the death of Leader of the Opposition in the Council Ahmad Hasan on February 19 after a prolonged illness, the Samajwadi Party has named Sanjay Lathar to the post.
In the recently-concluded Uttar Pradesh Assembly elections, the BJP has won 255 seats, while its allies Apna Dal (Sonelal) and NISHAD party have won 12 and six seats respectively.
The Samajwadi Party has won 111 seats, while its ally the Rashtriya Lok Dal has won eight. The SBSP, another ally of the Samajwadi Party, has won six seats. The Congress has won two seats, while the BSP has won one seat.

Prime Minister Narendra Modi took a ride of Kanpur Metro after launching a new section of the ₹ 11,000 crore metro project in the city today.
The prime minister was accompanied by Chief Minister Yogi Adityanath as he undertook the ride from the IIT metro station to Geeta Nagar.
This completed nine-km long section is from IIT-Kanpur to Moti Jheel.
The entire length of the project in Kanpur is 32 km and is being built at a cost of over ₹ 11,000 crore. It is scheduled to be completed by 2024.
Earlier in the day, PM Modi attended the 54th convocation ceremony of the Indian Institute of Technology Kanpur as the chief guest.
The prime minister launched blockchain-based digital degrees at the ceremony. The students were issued digital degrees through an in-house blockchain-driven technology developed at the institute under the National Blockchain Project.
These digital degrees can be verified globally and are unforgeable.

Out of the 15 Prime Ministers India has elected, 9 have been from the state of Uttar Pradesh. With 80 seats in the Lok Sabha, UP has the largest representational share in the nation’s policymaking.
It is but a redundant understatement to emphasise that’s Uttar Pradesh’s leadership shapes the course the nation takes. Then it becomes even more crucial to ask why the sixty-four million six hundred thirteen thousand seven hundred and forty-seven women strong electorate has only a meagre 10% representation in the state’s assembly.
One half of the UP electorate has been disproportionately absent from participating in the governance process. In 1952, the first state polls after Independence, Uttar Pradesh elected 20 women to the state legislation. Pleasantly surprising everyone, it then elected the country’s first female Chief Minister Sucheta Kripalani in 1963.
However, then the report card turns red and performance dwindles. From a paltry 3 legislators in 2007, the state saw the highest representation only a decade later in 2017 with 40 women in the 403 member House. The first double-digit share - 10%. Meanwhile, the overrepresentation of men ranges between 90-99% even though the male electorate accounts for only 53-55%.
To be proportional, there should be over 180 women in the House.
So when on October 19th Priyanka Gandhi Vadra promised that Congress will field 40% or 160 female candidates in the 2022 state polls, eyebrows were raised.
Critics argued that the move is a political gimmick and Congress is not even a major player in the state to cast a dent with its campaign gambit and if Priyanka was focused on women empowerment, congress would start applying the 40% policy in states where they have a majority.
Bahujan Samaj Party chief Mayawati deemed the move ‘pure election drama’. Point to note, according to an Indian Express report, in the 2017 state polls the former Chief Minister’s party fielded 21 women. And 382 men.
So, is Priyanka’s move political? Sure. It is also laudable, because it is a first.
It is a shift from the campaign politics focused on the caste matrix and religious polarisation that has so far appealed to the male-dominated ballot in the state and led to a male-dominated assembly.
It can also work as a pressure tactic, forcing other political parties to amp up their female candidates to outweigh the so-called-gimmick.It is also not a far-fetched idealistic move that is impossible, or more importantly, winnable.
Mamata Banerjee’s Trinamool Congress has been at the forefront of this electoral crusade. In 2014, TMC fielded 35% female candidates and then followed it up with 41% in 2019. The move pressure the Opposition Left and BJP to field more women. TMC won both polls.
In 2020 Bihar election Nitish’s Janata Dal (United) fielded a historic 19% women candidates and defeated the anti-incumbency to retain his Chief Ministerial seat.
The argument that women are not winnable candidates in a patriarchal society has been proved wrong. Numbers suggest that the winning rate is either comparable for the sexes or favourable towards women.
Clearly, it pays to put women in politics. Statistically, it also pays to listen to the women who are voting.
Rise of the female voting bloc
There has been a dramatic rise in female voter participation since the 1990s.
To the extent, that in the 2017 UP assembly election, more women voted than men. 
63.25% to 59.5%
Studies suggest that women vote differently than men. Interestingly, the gender of the candidate does not sway this bloc. Simply put, women are not more likely to vote for female candidates. While men are more likely to be swayed by promises of infrastructural agendas, the female voting bloc is wooed by welfare schemes.
Most leading parties have taken cognisance of this voter base that can make or break elections. Political campaigns and manifestos are now tailored to appeal to the needs of the women.
Hence, Priyanka’s 40% reservation promise.
But will it work in UP? It worked for the winner of the 2017 polls. BJP and ally Apna Dal had the highest female representation- they gave 43 tickets to women in their 384 strong candidates list, out of which 35 women won.
In 1996, the Dewe Gowda government introduced a constitutional amendment bill in the Parliament, that sought to reserve one-third of seats for women in the the Lok Sabha and the state legislative assemblies.
Twenty-five years later,  the Women’s Reservation Bill is yet to be an attainable bipartisan goal.
So, equal representation to women in politics through a constitutional recourse still looks distant. 
In such a scenario, it's for the political parties to take the lead and make sure that women are not missing from UP governance and politics.

In 2020 Bihar election Nitish&rsquo;s Janata Dal (United) fielded a historic 19% women candidates and defeated the anti-incumbency to retain his Chief Ministerial seat.
The argument that women are not winnable candidates in a patriarchal society has been proved wrong. Numbers suggest that the winning rate is either comparable for the sexes or favourable towards women.
Clearly, it pays to put women in politics. Statistically, it also pays to listen to the women who are voting.
Rise of the female voting bloc
There has been a dramatic rise in female voter participation since the 1990s.
To the extent, that in the 2017 UP assembly election, more women voted than men.&nbsp;
63.25% to 59.5%
Studies suggest that women vote differently than men. Interestingly, the gender of the candidate does not sway this bloc. Simply put, women are not more likely to vote for female candidates. While men are more likely to be swayed by promises of infrastructural agendas, the female voting bloc is wooed by welfare schemes.
Most leading parties have taken cognisance of this voter base that can make or break elections. Political campaigns and manifestos are now tailored to appeal to the needs of the women.
Hence, Priyanka&rsquo;s 40% reservation promise.
But will it work in UP? It worked for the winner of the 2017 polls. BJP and ally Apna Dal had the highest female representation- they gave 43 tickets to women in their 384 strong candidates list, out of which 35 women won.
In 1996, the Dewe Gowda government introduced a constitutional amendment bill in the Parliament, that sought to reserve one-third of seats for women in the the Lok Sabha and the state legislative assemblies.
Twenty-five years later,&nbsp;&nbsp;the Women&rsquo;s Reservation Bill is yet to be an attainable bipartisan goal.
So, equal representation to women in politics through a constitutional recourse still looks distant.&nbsp;
In such a scenario, it's for the political parties to take the lead and make sure that women are not missing from UP governance and politics.&nbsp;
