The unemployment rate for individuals aged 15 and above in urban areas declined to 6.7% in the January-March 2024 period from 6.8% a year ago, according to the National Sample Survey Office (NSSO). This data is part of the 22nd Periodic Labour Force Survey (PLFS).
<h3>Unemployement rate</h3>
Unemployment rate, defined as the percentage of unemployed people in the labor force, saw minor fluctuations over the past year. It was 6.8% in the March quarter of FY23, 6.6% in April-June, 6.6% in July-September, and 6.5% in October-December 2023.
The latest survey highlighted a decline in the unemployment rate for females (aged 15 and above) in urban areas to 8.5% in January-March 2024 from 9.2% in the same period the previous year. Female unemployment was 9.1% in April-June 2023, 8.6% in both July-September and October-December 2023.
Conversely, the male unemployment rate in urban areas slightly increased to 6.1% in January-March 2024 from 6% a year ago. It was 5.9% in April-June 2023, 6% in July-September, and 5.8% in October-December 2023.
The labor force participation rate (LFPR) in Current Weekly Status (CWS) for urban areas rose to 50.2% in January-March 2024 from 48.5% a year earlier. The LFPR was 48.8% in April-June 2023, 49.3% in July-September, and 49.2% in October-December 2023.
The labor force comprises individuals who supply or offer to supply labor for economic activities, including both the employed and unemployed. According to CWS, unemployment estimates reflect an average picture over a week during the survey period. A person is considered unemployed if they did not work for at least one hour on any day of the week but were available for or seeking work.
The NSSO launched the PLFS in April 2017 to provide quarterly estimates of labor force indicators such as the unemployment rate, worker population ratio (WPR), LFPR, and distribution of workers by employment status and industry. This approach offers a snapshot of the labor market dynamics over a short period, helping to inform economic and employment policies.

Himachal Pradesh has witnessed the highest overall unemployment rate of 33.9%, followed by Rajasthan at 30.2%, among the age group of 15 to 29 years in cities during July-September 2023, according to the Periodic Labour Force Survey (PLFS).
The PLFS data of the National Sample Survey Office (NSSO) also revealed that unemployment among the 15-29 age group in urban areas was high among females at 49.2% in the July-September quarter of this fiscal year as compared to 25.3% among males in Himachal Pradesh.
in the case of Rajasthan, the joblessness in females in cities was high at 39.4% in the quarter as against 27.2% in males.
Jammu &amp; Kashmir also reported a high rate of joblessness at 29.8% in the age group in cities.
In the case of Jammu &amp; Kashmir, unemployment was high among females at 51.8% in the quarter compared to 19.8% among males in the period in cities.
The data showed that the overall unemployment in the country was 17.3% in the 15-29 age group in cities as per the current weekly status.
The activity status determined on the basis of a reference period of the last seven days preceding the date of survey is known as the current weekly status (CWS) of the person.
The overall unemployment was high among 22.9% in cities in the country in the 15-29 age group compared to 15.5% among females in the July-September quarter 2023, showed the data.
The survey conducted in 22 states, showed that the lowest unemployment rate was 7.1% in Gujarat followed by Delhi at 8.4% in the July-September quarter among persons of the age group of 15-29%.
Joblessness, or unemployment rate, is defined as the percentage of unemployed people in the labour force.

Andrea Nahles, the head of Germany&rsquo;s Federal Labor Agency, highlighted the repercussions of the economic slowdown. "The economic slump is leaving its mark," Nahles stated. "Employment is now only growing marginally, and demand for workers continues to weaken."
Despite Germany's traditionally robust labor market, the recent challenges have stemmed from the country's struggle to recover from the energy-induced crisis of the past winter. The third-quarter saw a contraction in output, leading the Bundesbank to indicate that Germany might be heading into a recession.
A significant hurdle exacerbating this situation is the acute shortage of skilled labor, affecting approximately half of German companies. The industry lobby DIHK Chambers of Industry and Commerce estimated that this shortage could potentially result in a loss of about 2% of the country's gross domestic product (GDP).

The report pointed out that increased educational attainment has played a pivotal role in enabling this transformation.
Contrary to misconceptions held by some labour economists, the rise in self-employed individuals, which has surged to 57.3% in FY23 from 52.2% in FY18, particularly attributed to the growing number of household helpers, should not be misinterpreted as a reduction in employment opportunities, the report highlighted. The sixth annual PLFS report disclosed a drop in unemployment, plummeting from 6.1% in FY18 to 3.2% in FY 2023. Additionally, it highlighted a surge in female labour force engagement, with Odisha leading, trailed by Himachal Pradesh and Uttarakhand. The female labour force participation stands at 32% at present as against 28% in 2019-2020. This shift is complemented by an upsurge in higher educational attainment and a growing inclination towards entrepreneurship across all walks of society. While there has been a general decline, the rate remains highest among those with secondary and higher educational qualifications. This points towards a need for higher value-added jobs that can absorb India's educated youth.
In 2017, PLFS surveys were introduced to address limitations in the former Employment and Unemployment Survey (EUS-NSSO), such as representation, frequency, and punctuality. Since then, these surveys have been conducted annually, yielding comprehensive reports. They furnish unemployment data nationwide and at state levels, encompassing rural and urban areas, offering detailed breakdowns by gender, age, and more. Union Minister of State for Home Nityanand Rai said 5,213 people committed suicide due to bankruptcy or indebtedness in 2020, 5,908 in 2019 and 4,970 in 2018.
A total of 3,548 people committed suicide due to unemployment in 2020, 2,851 in 2019 and 2,741 in 2018, he said replying to a written question.
Economists and Opposition politicians have accused the government of doing little to alleviate unemployment before and amid the pandemic, and castigated this year’s budget for offering nothing to the jobless and the beleaguered farmer.
Rai, in his written reply to a question on the number of suicides arising from the “unemployment and financial crisis”, told the Rajya Sabha the suicide data were provided by the National Crime Records Bureau.

Death, grief and job losses from the pandemic have affected everyone but women&rsquo;s jobs have been hit much harder than men, the International Labour Organization (ILO) shares in a report.
Between 2019 and 2020, 4.2% of women's employment was eliminated due to the pandemic, representing a drop of 54 million jobs, compared to 3% of men's employment or 60 million jobs, the UN agency said.&nbsp;&nbsp;
A major portion of this discrepancy is due to the fact that far more women shifted their focus to care work or tending to their family&rsquo;s needs.&nbsp;While this work is important, it is unpaid and not accounted for in employment figures.&nbsp;Additionally, lockdowns reduced access to contraceptives which left at least 12 million women unprotected. This led to&nbsp;1.4 million unintended pregnancies&nbsp;during the pandemic, as per UNFPA data.

And even though women were at a greater risk of layoffs and reduced pay and working hours,&nbsp;only men's employment is likely to recover this year to 2019 levels. The ILO noted that those working in the accommodation, food services and manufacturing sectors were hit the hardest.&nbsp;Informal workers, many of whom are women, have also suffered major job losses.&nbsp;&nbsp;

This goes to show that even though the Covid-19 pandemic has impacted everyone, women and girls continue to bear the&nbsp;worst of its consequences.&nbsp;&nbsp;
