"The process of forming a fairer world order is happening before our eyes," he said during an opening speech at a meeting with the heads of intelligence services of the countries that belong to the Commonwealth of Independent States.
Putin noted that the "collective West" is "putting pressure on countries that choose a sovereign path of development, on those who don't want to obey."
"We also know that the West is working on scenarios of the incitement of new conflicts on the territory of the Commonwealth of Independent States," Putin said.
"It's enough to look what is currently happening between Russia and Ukraine, on the borders of some other countries of the Commonwealth of Independent States," he added.
Earlier on Thursday, the Kremlin said that the four regions of Ukraine that held votes on joining Russia will be incorporated into the country on Friday.
Putin is expected to attend a ceremony at the Kremlin at which they will be officially folded into Russia, officials said.
Ukraine and the West have denounced the votes as illegitimate.

Ukrainian rescuers removed a 500-kilogram air-dropped bomb from the roof of a residential building in Kharkiv on Thursday.
The bomb was dropped on the building in the neighbourhood of Saltiv three months ago.
Deminers had removed the detonator of the bomb the day after it was dropped, but continuous shelling in the region made the removal of the shell impossible until now.
"When there was shelling and a direct war in Kharkiv city these works were usually not done by anyone," head of humanitarian demining unit Ihor Ovcharuk said.

 What's the price of peace? That question could be partially answered Monday night when Russian journalist Dmitry Muratov auctions off his Nobel Peace Prize medal. The proceeds will go directly to UNICEF in its efforts to help children displaced by the war in Ukraine.
Muratov, awarded the gold medal in October 2021, helped found the independent Russian newspaper Novaya Gazeta and was the publication's editor-in-chief when it shut down in March amid the Kremlin's clampdown on journalists and public dissent in the wake of Russia's invasion of Ukraine.
It was Muratov's idea to auction off his prize, having already announced he was donating the accompanying $500,000 cash award to charity. The idea of the donation, he said, “is to give the children refugees a chance for a future.” In an interview with The Associated Press, Muratov said he was particularly concerned about children who have been orphaned because of the conflict in Ukraine.
“We want to return their future," he said.
He added that it's important international sanctions levied against Russia do not prevent humanitarian aid, such as medicine for rare diseases and bone marrow transplants, from reaching those in need.
“It has to become a beginning of a flash mob as an example to follow so people auction their valuable possessions to help Ukrainians,” Muratov said in a video released by Heritage Auctions, which is handling the sale but not taking any share of the proceeds.
Muratov shared the Nobel Peace Prize last year with journalist Maria Ressa of the Philippines.
The two journalists, who each received their own medals, were honored for their battles to preserve free speech in their respective countries, despite coming under attack by harassment, their governments and even death threats.
Muratov has been highly critical of Russia's 2014 annexation of Crimea and the war launched in February that has caused nearly 5 million Ukrainians to flee to other countries for safety, creating the largest humanitarian crisis in Europe since World War II.
Independent journalists in Russia have come under scrutiny by the Kremlin, if not outright targets of the government. Since Putin came into power more than two decades ago, nearly two dozen journalists have been killed, including at least four who had worked for Muratov's newspaper.
In April, Muratov said he was attacked with red paint while aboard a Russian train.
Muratov left Russia for Western Europe on Thursday to begin his trip to New York City, where live bidding will begin Monday afternoon.
Online bids began June 1 to coincide with the International Children's Day observance. Monday's live bidding falls on World Refugee Day.

The most ever paid for a Nobel Prize medal was in 2014, when James Watson, whose co-discovery of the structure of DNA earned him a Nobel Prize in 1962, sold his medal for USD 4.76 million. Three years later, the family of his co-recipient, Francis Crick, received USD 2.27 million in bidding run by Heritage Auctions, the same company that is auctioning off Muratov's medal.
Melted down, the 175 grams of 23-karat gold contained in Muratov's medal would be worth about USD 10,000.
The ongoing war and international humanitarian efforts to alleviate the suffering of those affected in Ukraine are bound to stoke interest, Benesh said, adding it's hard to predict how much someone would be willing to pay for the medal.

The US announced it will send an additional $1 billion in military aid to Ukraine, as America and its allies provide longer-range weapons they say can make a difference in a fight where Ukrainian forces are outnumbered and outgunned by their Russian invaders.
President Joe Biden and his top national security leaders said Wednesday the US is moving as fast as possible to get critical weapons to the fight, even as Ukrainian officials protest that they need more, faster, in order to survive.
The latest package, the US said, includes anti-ship missile launchers, howitzers and more rounds for the High Mobility Artillery Rocket Systems (HIMARS) that US forces are training Ukrainian troops on now. All are key weapons systems that Ukrainian leaders have urgently requested as they battle to stall Russia's slow but steady march to conquer the eastern Donbas region.
&ldquo;Gen Milley and I have been in a number of fights. And when you're in a fight, you can never get enough,&rdquo; Defence Secretary Lloyd Austin said at a press conference in Brussels, referring to Gen Mark Milley, chairman of the Joint Chiefs of Staff.
&ldquo;I certainly understand where the Ukrainians are coming from, and we're gonna fight hard to give them everything they need.&rdquo; The HIMARS and anti-ship systems are the kinds of longer range capabilities that over time can make a difference in the fight, Milley said. He said Ukraine will have trained HIMARS crews in the fight in a few weeks.
&ldquo;If they use the weapon properly and it's employed properly, they ought to be able to take out a significant amount of targets and that will make a difference,&rdquo; he said. But he also noted that the numbers clearly favour the Russians.
"In terms of artillery, they do outnumber, they out-gun and out-range&rdquo; the Ukrainian forces.
The aid is the largest single tranche of weapons and equipment since the war began. Biden, who spoke by phone with Ukraine President Volodymyr Zelenskyy for about 40 minutes Wednesday, also said the US will send $225 million more in humanitarian assistance to provide safe drinking water, medical supplies, food, health care, shelter and money for families to buy essential items.
The US remains committed, Biden said in a statement, &ldquo;to supporting the Ukrainian people whose lives have been ripped apart by this war.&rdquo; The aid comes as Austin convened a meeting in Brussels of more than 45 nations to discuss support for Ukraine. At the start of the meeting, he warned that the West must step up weapons deliveries to Ukraine and prove its commitment to helping the country's military fight along a 1,000-km (620-mile) front line in a grinding war of attrition with Russia.
He told the participating nations, "We can't afford to let up and we can't lose steam. The stakes are too high.&rdquo; Overall, since the war began in late February, the US has committed about $5.6 billion in security assistance to Ukraine, including this latest package. Officials said that about one-third of the latest $1 billion will be from presidential drawdown authority, which means the Pentagon will take weapons and equipment from it's own stock and ship them to Ukraine.
The remaining two-thirds would be equipment and weapons purchased from industry by the US and then transferred to Ukraine.
Austin's meeting, also attended by Ukrainian Defence Minister Oleksii Reznikov, came on the opening day of a two-day gathering of NATO defense ministers at the alliance headquarters.
Increased arms supplies can't come too soon for the Ukrainian forces battling to keep Russia from taking control of their country's industrial east after more than 3&frac12; months of war. In his nightly address to the nation, President Zelenskyy pleaded Tuesday for more and faster deliveries of Western arms, specifically asking for anti-missile defense systems.
&ldquo;Allies are committed to continue providing the military equipment that Ukraine needs to prevail, including heavy weapons and long-range systems,&rdquo; said Jens Stoltenberg, NATO secretary-general.
Ukrainian Deputy Defence Minister Hanna Malyar said Tuesday that without help from the West, &ldquo;we will not be able to win this war.&rdquo; She said Ukraine uses 5,000 to 6,000 artillery rounds a day, while Russia uses 10 times that many.
The defense ministers also planned to discuss moves to beef up forces along NATO's own eastern flank and elsewhere, which have gathered strength since Russia invaded Ukraine.
&ldquo;This will mean more presence, more capabilities and higher readiness, with more NATO forward deployed combat formations to strengthen our battlegroups in the East, more air, sea and cyber defences, pre-positioned equipment and weapon stockpiles,&rdquo; Stoltenberg said.
On a separate but related subject, he wouldn't commit to a timeframe for Sweden and Finland joining NATO. Turkish President Recep Tayyip Erdogan is blocking the membership bids, accusing the Nordic nations of supporting Kurdish militants deemed by Turkey to be terrorists.
&ldquo;My aim is to solve this issue as soon as possible, but since we are several nations involved in this process, there is no way to tell you exactly when we will solve it,&rdquo; Stoltenberg said.
Because of Turkey's concerns, &ldquo;this will take some more time than we originally expected,&rdquo; he said.
Erdogan signaled Wednesday he won't back down.
&ldquo;We will most definitely not change our stance until Sweden and Finland take clear, concrete and determined steps in the fight against terrorism,&rdquo; Erdogan said in an address to his ruling party's legislators.

President Joe Biden and his top national security leaders said Wednesday the US is moving as fast as possible to get critical weapons to the fight, even as Ukrainian officials protest that they need more, faster, in order to survive.
The latest package, the US said, includes anti-ship missile launchers, howitzers and more rounds for the High Mobility Artillery Rocket Systems (HIMARS) that US forces are training Ukrainian troops on now. All are key weapons systems that Ukrainian leaders have urgently requested as they battle to stall Russia's slow but steady march to conquer the eastern Donbas region.
&ldquo;Gen Milley and I have been in a number of fights. And when you're in a fight, you can never get enough,&rdquo; Defence Secretary Lloyd Austin said at a press conference in Brussels, referring to Gen Mark Milley, chairman of the Joint Chiefs of Staff.
&ldquo;I certainly understand where the Ukrainians are coming from, and we're gonna fight hard to give them everything they need.&rdquo; The HIMARS and anti-ship systems are the kinds of longer range capabilities that over time can make a difference in the fight, Milley said. He said Ukraine will have trained HIMARS crews in the fight in a few weeks.
&ldquo;If they use the weapon properly and it's employed properly, they ought to be able to take out a significant amount of targets and that will make a difference,&rdquo; he said. But he also noted that the numbers clearly favour the Russians.
"In terms of artillery, they do outnumber, they out-gun and out-range&rdquo; the Ukrainian forces.
The aid is the largest single tranche of weapons and equipment since the war began. Biden, who spoke by phone with Ukraine President Volodymyr Zelenskyy for about 40 minutes Wednesday, also said the US will send $225 million more in humanitarian assistance to provide safe drinking water, medical supplies, food, health care, shelter and money for families to buy essential items.
The US remains committed, Biden said in a statement, &ldquo;to supporting the Ukrainian people whose lives have been ripped apart by this war.&rdquo; The aid comes as Austin convened a meeting in Brussels of more than 45 nations to discuss support for Ukraine. At the start of the meeting, he warned that the West must step up weapons deliveries to Ukraine and prove its commitment to helping the country's military fight along a 1,000-km (620-mile) front line in a grinding war of attrition with Russia.
He told the participating nations, "We can't afford to let up and we can't lose steam. The stakes are too high.&rdquo; Overall, since the war began in late February, the US has committed about $5.6 billion in security assistance to Ukraine, including this latest package. Officials said that about one-third of the latest $1 billion will be from presidential drawdown authority, which means the Pentagon will take weapons and equipment from it's own stock and ship them to Ukraine.
The remaining two-thirds would be equipment and weapons purchased from industry by the US and then transferred to Ukraine.
Austin's meeting, also attended by Ukrainian Defence Minister Oleksii Reznikov, came on the opening day of a two-day gathering of NATO defense ministers at the alliance headquarters.
Increased arms supplies can't come too soon for the Ukrainian forces battling to keep Russia from taking control of their country's industrial east after more than 3&frac12; months of war. In his nightly address to the nation, President Zelenskyy pleaded Tuesday for more and faster deliveries of Western arms, specifically asking for anti-missile defense systems.
&ldquo;Allies are committed to continue providing the military equipment that Ukraine needs to prevail, including heavy weapons and long-range systems,&rdquo; said Jens Stoltenberg, NATO secretary-general.
Ukrainian Deputy Defence Minister Hanna Malyar said Tuesday that without help from the West, &ldquo;we will not be able to win this war.&rdquo; She said Ukraine uses 5,000 to 6,000 artillery rounds a day, while Russia uses 10 times that many.
The defense ministers also planned to discuss moves to beef up forces along NATO's own eastern flank and elsewhere, which have gathered strength since Russia invaded Ukraine.
&ldquo;This will mean more presence, more capabilities and higher readiness, with more NATO forward deployed combat formations to strengthen our battlegroups in the East, more air, sea and cyber defences, pre-positioned equipment and weapon stockpiles,&rdquo; Stoltenberg said.
On a separate but related subject, he wouldn't commit to a timeframe for Sweden and Finland joining NATO. Turkish President Recep Tayyip Erdogan is blocking the membership bids, accusing the Nordic nations of supporting Kurdish militants deemed by Turkey to be terrorists.
&ldquo;My aim is to solve this issue as soon as possible, but since we are several nations involved in this process, there is no way to tell you exactly when we will solve it,&rdquo; Stoltenberg said.
Because of Turkey's concerns, &ldquo;this will take some more time than we originally expected,&rdquo; he said.
Erdogan signaled Wednesday he won't back down.
&ldquo;We will most definitely not change our stance until Sweden and Finland take clear, concrete and determined steps in the fight against terrorism,&rdquo; Erdogan said in an address to his ruling party's legislators.

The museum's Head of Educational Department Dmytro Hainetdinov explained to the Associated Press that many of the objects were collected by the museum's own staff visiting freshly liberated territories, where they would either find the things themselves or would be given to them by locals.
"This exhibition is attempted to highlight some particular facets of the war waged by Russia on Ukraine and the purpose of this exhibition is to raise the awareness of people of this war with the help of authentic artifacts," Hainetdinov said.
The museum executive explained that among the documents put on display was a map used by a group of subversive units waiting for the arrival of Russian forces.

Andriy Pokrasa, 15, and his family were living on the outskirts of Kyiv when Russia invaded on February 24, making rapid progress towards the capital.
With few drone pilots available in the area and an urgent need for intelligence, the territorial defense accepted Andriy's offer to help.
Using a small commercial drone, Andriy and his father would go onto to provide aerial photography showing Russian tank movements, that was then passed on to the military to help adjust Ukrainian artillery.
"My dad and I took photos and coordinates, then the territorial defense located the place and we provided the photos and the location to the Armed Forces," he explained during a demo flight in the countryside near his home.
"With a tablet, they narrowed down the coordinates more accurately and transmitted them by walkie-talkie so as to adjust the artillery. What I just described, it happened very quickly, literally in 5-7 minutes."
Andriy, who had been flying drones for about a year, said he helped because he feared what could happen to his home if the Russians succeeded to their advance.
"This is my home. I didn't want to see what was happening in the occupied territories happen to my house," he said.
Andriy helped for about ten days before the situation became too dangerous and he and his mother were able to be evacuated to Poland.
He returned to Ukraine after finishing his school year in Poland.
"I was happy that I contributed, that I was able to do something. Not just sitting and waiting."
