Ukraine's First Deputy Foreign Minister Emine Dzhaparova will pay a four-day visit to India from Sunday, the first official visit from the East European country since the Russian invasion began last year.
Dzhaparova will hold talks with Sanjay Verma, Secretary (West) in the Ministry of External Affairs (MEA).
It is expected that the Ukrainian deputy foreign minister may extend an invitation for Prime Minister Narendra Modi to visit Ukraine.
The MEA announced Dzhaparova's visit to India in a statement on Saturday.
&ldquo;The First Deputy Minister of Foreign Affairs of Ukraine Emine Dzhaparova will be on an official visit to India from April 9 to 12," it said.
It said Dzhaparova will hold talks with Verma, during which both sides are expected to discuss bilateral relations, exchange views on the current situation in Ukraine and global issues of mutual interest.
Dzhaparova will also call on Minister of State for External Affairs and Culture Meenakshi Lekhi and meet Deputy National Security Adviser Vikram Misri.

European Commission President Ursula von der Leyen said Wednesday that the package under consideration by the EU's 27 member countries specifically seeks to deprive Russia of military equipment it needs and cannot get anywhere else.

The European Union is considering a new set of sanctions totaling 11 billion euros against Russia and some third countries providing vital goods that Moscow uses to boost its troops on the battlegrounds in Ukraine.
European Commission President Ursula von der Leyen said Wednesday that the package under consideration by the EU's 27 member countries specifically seeks to deprive Russia of military equipment it needs and cannot get anywhere else.
It includes proposals to subject seven Iranian entities to sanctions to try to prevent Russia from using Iranian drones to hit Ukrainian civilian infrastructure.
The proposals put forward by von der Leyen center on additional electronic weapons components for equipment such as drones, missiles, helicopters and thermal cameras. She had hinted at some of the measures during an EU-Ukraine summit early this month.
If the proposals are endorsed unanimously by the EU members, &ldquo;we have banned all tech products found on the battlefield,&rdquo; von der Leyen said.
Ambassadors were to assess what is called a 10th package of sanctions against Russia later Wednesday. It is further expected to be discussed during a Monday meeting of EU foreign ministers in hopes of having final approval by the Feb. 24 anniversary of Russia's invasion of Ukraine.
The package also tries to close loopholes that have allowed some measures from earlier packages to be circumvented and seeks to go after oligarchs who try to escape sanctions.
EU foreign affairs chief Josep Borrell said it will also seek to target 100 additional individuals and entities, including those who have been involved in kidnappings and taking Ukraine children to Russia.
Usually, EU sanctions are decided in close cooperation with major Western partners like the United States and Britain. The partners usually announce similar packages within a very short time frame.&nbsp;

Russian President Vladimir Putin on Thursday denied having any intentions of using nuclear weapons in Ukraine but described the conflict there as part of alleged efforts by the West to secure its global domination, which he insisted are doomed to fail.
Speaking at a conference of international foreign policy experts, Putin said it's pointless for Russia to strike Ukraine with nuclear weapons.
&ldquo;We see no need for that,&rdquo; Putin said. &ldquo;There is no point in that, neither political, nor military.&rdquo; In a long speech full of diatribes against the US and its allies, Putin accused the US and its allies of trying to dictate their terms to other nations in a &ldquo;dangerous, bloody and dirty&rdquo; domination game.
Putin, who sent his troops into Ukraine on February 24, has cast Western support for Ukraine as part of broad efforts by Washington and its allies to enforce its will upon others through what they call a rules-based world order.
He argued that the world has reached a turning point, when &ldquo;the West is no longer able to dictate its will to the humankind but still tries to do it, and the majority of nations no longer want to tolerate it.&rdquo; The Russian leader claimed that the Western policies will foment more chaos, adding that &ldquo;he who sows the wind will reap the whirlwind.&rdquo; Putin claimed that &ldquo;humankind now faces a choice: accumulate a load of problems that will inevitably crush us all or try to find solutions that may not be ideal but working and could make the world more stable and secure.&rdquo; The Russian leader said Russia isn't the enemy of the West but will continue to oppose the purported diktat of Western neo-liberal elites, accusing them of trying to subdue Russia.

India voted to reject Russia’s demand for a secret ballot in the UN General Assembly on a draft resolution to condemn Moscow’s “illegal” annexation of four regions of Ukraine, with New Delhi favouring a public vote on the text along with over 100 other nations.
The 193-member UN General Assembly on Monday voted on a motion by Albania that action on the draft resolution that would condemn Russia’s “illegal so-called referendums” and “attempted illegal annexation” of the Donetsk, Kherson, Luhansk, and Zaporizhzhia regions of Ukraine be taken by a recorded vote.
Russia had demanded that the resolution be voted upon by secret ballot.
Moscow’s demand for a secret ballot was rejected after 107 UN member states, including India, voted in favour of a recorded vote.
Only 13 nations voted in favour of Russia’s call for a secret ballot while 39 abstained. Russia and China were among the countries that did not vote.
After the motion to hold a recorded vote was adopted, Russia appealed against the ruling of the president of the general assembly.
A recorded vote on Russia’s appeal was held and India was among the 100 nations who voted against the challenge made by Moscow.
Russia then sought reconsideration of the decision to adopt the motion submitted by Albania for a recorded vote.
The General Assembly decided not to reconsider the motion after 104 nations, including India, voted against such a reconsideration, while 16 voted in favour and 34 abstained.
Russia’s Permanent Representative Vassily Nebenzia said the UN membership had “become witnesses to an outrageous fraud in which the president of the general assembly, unfortunately, played a key role".
"We were not given the floor to make a point of order (the indicator light at our seat is still on), our statement was distorted, and now UN member states are being robbed of their right to express their opinion freely.
“This is an unprecedented manipulation undermining the authority of the general assembly and the United Nations as a whole. Of course, in such circumstances we opted to not take part in the vote,” he said.
India last month had abstained while Russia vetoed a draft UN Security Council resolution tabled by the US and Albania to condemn Moscow's “illegal referenda” and declared the annexation of four Ukrainian territories as invalid.
The 15-nation UN Security Council had voted on the draft resolution on “Illegal So-Called Referenda in Ukraine”, hours after Russian President Vladimir Putin in a ceremony in the Kremlin had signed treaties to annex the Ukrainian regions of Luhansk, Donetsk, Kherson, and Zaporizhzhia.
The resolution failed to get adopted as permanent UNSC member Russia vetoed it.
Of the 15-nation council, 10 nations voted for the resolution and China, Gabon, India, as well as Brazil abstained.
Following Russia’s veto, US Ambassador to the UN Linda Thomas-Greenfield vowed to continue to pursue accountability at the United Nations in the General Assembly, where every country has a vote.
UN General Assembly President Csaba Korosi reconvened the emergency special session on Ukraine where a senior US administration official had said that the European Union, on behalf of a cross-regional drafting group of several dozen UN member states, was working on a resolution to be introduced in the assembly and considered at the emergency special session to condemn Russia’s actions as a clear violation of the UN Charter and the principles of sovereignty and territorial integrity.
The draft resolution would repeat the demand that Russia withdraws its forces from Ukraine and from the war-torn country's internationally recognised borders and cease its unprovoked war of aggression against Ukraine.
The resolution would also call upon all states, international organisations, and United Nations specialised agencies not to recognise any alteration by Russia of the status of any or all of the Donetsk, Kherson, Luhansk or Zaporizhzhia regions of Ukraine, and to refrain from any action or dealing that might be interpreted as recognising any such altered status.
The action in the UNGA came hours after Russia carried out strikes against multiple Ukrainian cities, including Kyiv where at least 10 people were killed and around 60 others wounded across Ukraine.
In New Delhi, External Affairs Ministry Spokesperson Arindam Bagchi said the escalation of hostilities was in no one's interest and noted that India stood ready to support all such efforts aimed at de-escalation of the situation.
"India is deeply concerned at the escalation of the conflict in Ukraine, including the targeting of infrastructure and deaths of civilians," he said, urging the immediate cessation of hostilities.
India has not yet condemned the Russian invasion of Ukraine and maintained that the crisis must be resolved through diplomacy and dialogue.
India has abstained on votes on the Ukraine conflict in the UN General Assembly and the Security Council.

With the Football World Cup only a couple of months away, footballer & Polish national team captain Robert Lewandowski pledged his support to Ukraine against the Russian invasion of their neighbours.
Lewandowski, who met Ukrainian legend Andriy Shevchenko in Warsaw, was gifted a captain's armband bearing the blue-yellow flag colours. 
The 2-time FIFA World Player of the Year will take the armband to the marquee event in Qatar in November.
“It will be an honor for me to carry this captain's armband in the colors of Ukraine to the World Cup," Lewandowski wrote on his Instagram account.
This is not the first time Lewandowski has come out in support of the war-torn nation. Earlier in the year, it was Lewandowski's public stance that led to the boycott of Russia in a World Cup qualification playoffs semifinal scheduled in Warsaw on March 24.
The strong Ukraine-Poland football ties have seen Ukrainian national and club teams play their home games in international events this season at stadiums in Poland.

The spokesman also said a U.S.-supplied Harpoon anti-ship missile system had been knocked out in the Odesa region.
Moscow's claims could not be independently verified.

A new round of US sanctions targeting Russian elites includes a woman named in news reports as Vladimir Putin's longtime romantic partner.
The Treasury Department said Tuesday that the government has frozen the visa of Alina Kabaeva, an Olympic gymnast in her youth and imposed other property restrictions. The department said she is also head of a Russian national media company that promotes Moscow's invasion of Ukraine.
Critics of the Kremlin and imprisoned Russian rights campaigner Alexey Navalny have been calling for sanctions against Kabaeva, saying her news outlet took the lead in portraying Western commentary on the invasion as a disinformation campaign.

A new round of US sanctions targeting Russian elites includes a woman named in news reports as Vladimir Putin's longtime romantic partner.
The Treasury Department said Tuesday that the government has frozen the visa of Alina Kabaeva, an Olympic gymnast in her youth and imposed other property restrictions. The department said she is also head of a Russian national media company that promotes Moscow's invasion of Ukraine.
Critics of the Kremlin and imprisoned Russian rights campaigner Alexey Navalny have been calling for sanctions against Kabaeva, saying her news outlet took the lead in portraying Western commentary on the invasion as a disinformation campaign.

The first ship carrying Ukrainian grain has set off from the port of Odesa, Turkey's defence ministry said Monday.
The Sierra Leone-flagged cargo ship, Razoni left the port of Odesa for Lebanon, the ministry said.
A statement from the United Nations said the Razoni is carrying over 26,000 tonnes of corn.
The ship is expected to reach Istanbul on Tuesday, where it will be inspected, before being allowed to proceed to Lebanon, the ministry said.
Russia and Ukraine signed separate agreements with Turkey and the U.N. clearing the way for Ukraine &mdash; one of the world's key breadbaskets &mdash; to export 22 million tonnes of grain and other agricultural goods that have been stuck in Black Sea ports because of Russia's invasion.
The deals also allow Russia to export grain and fertilisers.
Turkey's defence ministry says the first ship carrying Ukrainian grain will set off from the port of Odesa on Monday.
The ministry says the Sierra Leone-flagged cargo ship, Razoni, which has been loaded with corn, will depart Odesa for Lebanon.
The ministry statement said other ships would also depart Ukraine's ports through the safe corridors in line with deals signed in Istanbul on July 22, but did not provide further details.

He also called for more women in “positions of power” as one of the measures towards global peace.
“If Putin was a woman, which he obviously isn’t, if he were, I really don’t think he would have embarked on a crazy, macho war of invasion and violence in the way that he has,” Johnson told broadcaster ZDF.
“If you want a perfect example of toxic masculinity, it’s what he is doing,” he said, referring to the 69-year-old Russian president.
During the recent G7 Summit in Germany, leaders of the powerful bloc mocked Putin over his infamous bare-chested picture atop a horse.
Asked about Johnson's remarks, the prime minister's official spokesman said that "there is not a deliberate policy", adding: "The British public would expect leaders to be robust with someone killing innocent civilians on a daily basis."
Johnson's comments come ahead of a North Atlantic Treaty Organisation (NATO) meeting in Madrid where western allies will discuss how to respond to future threats.
At the summit, Johnson is set to call on fellow members of the defensive alliance to ramp up defence spending.
Meanwhile, the UK Foreign, Commonwealth and Development Office (FCDO) announced new sanctions to target Putin’s “inner circle”, including Vladimir Potanin -- Russia’s second richest man and owner of major conglomerate Interros.
Potanin continues to amass wealth as he supports Putin’s regime, acquiring Rosbank, and shares in Tinkoff Bank in the period since Russia’s invasion of Ukraine, the FCDO said.
Anna Tsivileva, Putin’s cousin and President of the prominent Russian coal mining company, JSC Kolmar Group, has also been sanctioned.
Tsivileva’s husband Sergey Tsivilev is Governor of the coal rich Kemerovo region and the couple have significantly benefited from their relationship to Putin. JSC Kolmar Group is also being sanctioned.
“As long as Putin continues his abhorrent assault on Ukraine, we will use sanctions to weaken the Russian war machine. Today’s sanctions show that nothing and no one is off the table, including Putin’s inner circle,” a UK government spokesperson said.The UK government said it is also sanctioning a group of Russian individuals and companies for their involvement in repressing civilians and supporting the Assad regime in Syria.

UNICEF Regional Director for Europe and Central Asia, Afshan Khan, said that nearly two thirds of Ukraine's children are displaced, adding that “the numbers are staggering and they bear repeating.”
Khan briefed the reporters on 14 Jun in New York on her last week’s visit to Ukraine, where she met with children and families affected by the war.
She said, “the use of explosive weapons in populated areas and attacks on civilian infrastructure clearly must stop. It's killing and maiming children and preventing them from returning to any sense of normal life in their towns and their cities and in their homes.”Khan added that she has seen a number of children, even young children, “severely traumatized by what they've witnessed.”
The UNICEF Regional Director also said, “I think when the escalation of the conflict, there's severe issues to deal with the protection of children and families. And while to date inside Ukraine, UNICEF has reached over two million people with health supplies and access to safe drinking water.” She continued, “more than 600,000 children and caregivers have received mental health and psychosocial support, and more than 180,000 children have been engaged in formal and community-based learning. The needs are exorbitant and huge.”
Khan added, “we have partners on both sides of the contact line who worked to reach children with critical information and lifesaving supplies and services. And we've activated rapid response missions in the east of the country, closest to the line of contact and the fighting and as a result we've been able to date to assist 100 families in shelters closest to the frontline and in the hardest to reach locations.”
She also said, “the new school year begins in September. And while we don't have verified figures for the exact number of damaged schools in the country, the figure is likely to be in the thousands.” Khan explained, “first of all, because we've seen shelling and attacks against schools, but secondly, because it's often a source for many internally displaced people to seek shelter in those schools.”
She reiterated that “repairing schools will be a priority for UNICEF and the government,” so children can return early in September to “some form of safe blended learning.
And really we see this not just for the learning opportunities, but also for the psychosocial support that's needed for children, with peers, teachers and some sense of return to normalcy.”The UNICEF Regional Director continued to call for “an immediate ceasefire in Ukraine to protect all children from harm.”

The Biden administration is expected to announce it will send Ukraine a small number of high-tech, medium-range rocket systems, a critical weapon that Ukrainian leaders have been begging for as they struggle to stall Russian progress in the Donbas region, US officials said.
The US plan tries to strike a balance between the desire to help Ukraine battle ferocious Russian artillery barrages while not providing arms that could allow Ukraine to hit targets deep inside Russia and trigger an escalation in the war. President Joe Biden said Monday that the US would not send Ukraine "rocket systems that can strike into Russia.” Any weapons system can shoot into Russia if it's close enough to the border. The aid package expected to be unveiled Wednesday would send what the US considers medium-range rockets — they generally can travel about 45 miles (70 kilometers), said the officials, who spoke on condition of anonymity to discuss aid not yet made public.
The expectation is that Ukraine could use the rockets in the eastern Donbas region, where they could both intercept Russian artillery and take out Russian positions in towns where fighting is intense, such as Sievierodonetsk.
Sievierodonetsk is important to Russian efforts to capture the Donbas before more Western arms arrive to bolster Ukraine's defense. The city, which is 90 miles (145 kilometers) south of the Russian border, is in an area that is the last pocket under Ukrainian government control in the Luhansk region of the Donbas.

Billionaire investor George Soros has warned that Russia's invasion of Ukraine may be the beginning of the third world war and that the civilisation may not survive this war.
He also said that China's President Xi Jinping and Russia's Vladimir Putin are tied together in an alliance that has no limits.
In his annual speech in Davos on Tuesday, Soros said the world must mobilise all resources to bring the war to an early end and the best and perhaps only way to preserve the civilisation is to defeat Putin as soon as possible.
"The invasion may have been the beginning of the third world war and our civilisation may not survive it," he said.
He also said that the invasion of Ukraine didn't come out of the blue and Putin had informed Xi about it well in advance.
Soros noted that Putin and Xi met on February 4 at the opening ceremony of the Beijing Winter Olympics and issued a long statement announcing that the cooperation between them has "no limits".
Putin informed Xi of a “special military operation” in Ukraine, but it is unclear whether he told Xi that he had a full-scale attack on Ukraine in mind, Soros said.
"US and UK military experts certainly told their Chinese counterparts what was in store. Xi approved, but asked Putin to wait until the conclusion of the winter Olympics," he said.
"For his part, Xi resolved to hold the Olympics in spite of the Omicron variant that was just beginning to spread in China. The organisers went to great lengths to create an airtight bubble for the competitors and the Olympics concluded without a hitch," he said.
Xi harbours a guilty secret. He never told the Chinese people that they had been inoculated with a vaccine that was designed for the original Wuhan variant and offers very little protection against new variants, Soros claimed.
In the meantime, Soros said Putin's so-called "special military operation" didn't unfold according to plan.
He expected his army to be welcomed by the Russian speaking population of Ukraine as liberators. His soldiers carried with them their dress uniforms for a victory parade but that is not what happened, he added.
He said Putin and Xi also have a lot in common, they rule by intimidation, and as a consequence they make mind-boggling mistakes.
"Putin expected to be welcomed in Ukraine as a liberator; Xi Jinping is sticking to a Zero Covid policy that can't possibly be sustained," he added.
While Putin seems to have recognised that he made a terrible mistake when he invaded Ukraine and he is now preparing the ground for negotiating a cease fire, the ceasefire is unattainable because he cannot be trusted, Soros claimed.
Further, Soros said that Putin would have to start peace negotiations which he will never do because it would be equivalent to resigning.
Soros also said Xi Jinping is bound to fail as giving Putin permission to launch an unsuccessful attack against Ukraine didn’t serve China’s best interests.
"China ought to be the senior partner in the alliance with Russia but Xi Jinping's lack of assertiveness allowed Putin to usurp that position. But Xi's worst mistake was to double down on his zero Covid policy," he said.
"Contrary to general expectations, Xi Jinping may not get his coveted third term because of the mistakes he has made. But even if he does, the Politburo may not give him a free hand to select the members of the next Politburo. That would greatly reduce his power and influence and make it less likely that he will become ruler for life," he added.

While Putin seems to have recognised that he made a terrible mistake when he invaded Ukraine and he is now preparing the ground for negotiating a cease fire, the ceasefire is unattainable because he cannot be trusted, Soros claimed.
Further, Soros said that Putin would have to start peace negotiations which he will never do because it would be equivalent to resigning.
Soros also said Xi Jinping is bound to fail as giving Putin permission to launch an unsuccessful attack against Ukraine didn&rsquo;t serve China&rsquo;s best interests.

But Russia's Defense Ministry rejected the accusations as “provocation.” The discoveries followed the Russian retreat from the area after Moscow said it was focusing its offensive on the country's east. Russian troops had rolled into Bucha in the early days of the invasion and stayed up until March 30.
One resident, who refused to give his name out of fear for his safety, said that Russian troops went building to building and took people out of the basements where they were hiding, checking their phones for any evidence of anti-Russian activity before taking them away or shooting them.
Hanna Herega, another resident, said Russian troops started shooting at a neighbor who had gone out to gather wood for heating.
“They hit him a bit above the heel, crushing the bone, and he fell down,” Herega said. “Then they shot off his left leg completely, with the boot. Then they shot him all over.” The AP also saw two bodies, that of a man and a woman, wrapped in plastic that residents said they had covered and placed in a shaft until a proper funeral could be arranged.
“He put his hands up, and they shot him,” said the resident who refused to be identified.
Oleksiy Arestovych, an adviser to Ukrainian President Volodymyr Zelenskyy, described bodies lying in suburban streets as a “scene from a horror movie.” He claimed some of the women had been raped before being killed and the Russians then burned the bodies.
In a video address, Zelenskyy said Russian soldiers who killed and tortured civilians were responsible for “concentrated evil." “It is time to do everything possible to make the war crimes of the Russian military the last manifestation of such evil on earth,” he said in remarks translated by his office.
He directed some of his remarks at the mothers of Russian soldiers involved.
“Even if you raised looters, how did they also become butchers?” he said. “You couldn't overlook that they are deprived of everything human. No soul. No heart. They killed deliberately and with pleasure.” Zelenskyy said his government would take steps to create a special justice mechanism to investigate every crime committed by the Russian forces in Ukraine.
Russia's Defense Ministry said in a statement that photos and videos of dead bodies “have been stage managed by the Kyiv regime for the Western media.” It noted that Bucha's mayor did not mention any abuses a day after Russian troops left.

The Russian Foreign Ministry said it was cancelling the accreditation of four Lithuanian diplomats, three Latvians and three Estonians and they would be required to leave the country.
That corresponds to the number of Russian diplomats each country previously expelled.
On March 18, the three Baltic countries ordered the expulsion of 10 Russian embassy staff members in a coordinated action taken in solidarity with Ukraine.
Moscow called that move &ldquo;provocative and entirely baseless&rdquo; and that it had summoned the Estonian, Latvian and Lithuanian ambassadors in Moscow for an official protest.&nbsp;
