One of the strongest earthquakes ever recorded struck Russia's Far East early Wednesday, sending tsunami waves into Japan, Hawaii and the US West Coast. No substantial damage has been reported so far, but authorities warned people away from shorelines and said the risk could last more than a day.
Ports on the Kamchatka Peninsula in Russia near the 8.8 magnitude quake's epicentre flooded as residents fled inland, and frothy, white waves washed up to the shore in northern Japan. Cars jammed streets and highways in Hawaii's capital, with standstill traffic even in areas away from the shoreline.
People went to evacuation centres in affected areas of Japan, with memories fresh of the 2011 earthquake and tsunami that caused reactor meltdowns at a nuclear power plant. No abnormalities in operations at Japan's nuclear plants were reported Wednesday.
Russian authorities said several people were injured, without giving a figure. In Japan, at least one person was injured.
A tsunami height of 3-4 metres was recorded in Kamchatka, 60 centimetres on Japan's northern island of Hokkaido, and up to 1.4 feet (under 30 centimetres) above tide levels were observed in Alaska's Aleutian Islands.
Hours after the quake, Hawaii downgraded its tsunami warning to an advisory, while Japan's Meteorological Agency also lowered its alert to an advisory in the Pacific coast south of Fukushima. The alert still in place farther north.
Maj Gen Stephen Logan, the Adjutant General of the State of Hawaii Department of Defence, said an advisory means there is the potential for strong currents and dangerous waves, as well as flooding on beaches or in harbours.
Hawaii and Oregon warn residents of potential damage The impact of the tsunami could last for hours or perhaps more than a day, said Dave Snider, tsunami warning coordinator with the National Tsunami Warning Centre in Alaska &ldquo;A tsunami is not just one wave,&rdquo; he said. &ldquo;It's a series of powerful waves over a long period of time. Tsunamis cross the ocean at hundreds of miles an hour -- as fast as a jet airplane -- in deep water. But when they get close to the shore, they slow down and start to pile up. And that's where that inundation problem becomes a little bit more possible there.&rdquo; &ldquo;In this case, because of the Earth basically sending out these huge ripples of water across the ocean, they're going to be moving back and forth for quite a while,&rdquo; which is why some communities may feel effects longer, he said.
Hawaii Gov Josh Green said data from Midway Atoll, which is between Japan and Hawaii, measured waves from peak to trough of 1.8 metres. He said waves hitting Hawaii could be bigger or smaller and it was too early to tell how large they would be. A tsunami of that size would be akin to a 3-foot wave riding on top of surf, he said.
&ldquo;This is a longitudinal wave with great force driving through the shoreline and into land,&rdquo; he said at a news conference.
Green said Black Hawk helicopters have been activated and high-water vehicles were ready to go in case authorities need to rescue people. &ldquo;But please do not put yourself in harm's way,&rdquo; he said.
The Oregon Department of Emergency Management said on Facebook that small tsunami waves were expected along the coast starting around 11:40 pm local time, with wave heights between 1 to 2 feet. It urged people to stay away from beaches, harbours and marinas and to remain in a safe location away from the coast until the advisory is lifted.
&ldquo;This is not a major tsunami, but dangerous currents and strong waves may pose a risk to those near the water,&rdquo; the department said.
Much of the West Coast, spanning California, Washington state, and the Canadian province of British Columbia, was also under a tsunami advisory.
A tsunami of less than 30 centimeters was forecast to hit parts of Vancouver Island, British Columbia. The province's emergency preparedness agency said waves were expected to reach remote Langara Island around 10:05 pm Tuesday and Tofino around 11:30 pm. The agency said &ldquo;multiple waves over time&rdquo; were expected.
Russian regions report limited damage The quake at 8:25 am Japan time had a preliminary magnitude of 8.0, Japanese and US seismologists said. The US Geological Survey later updated its strength to 8.8 magnitude and a depth of 20.7 kilometres.
The quake was centred about 119 kilometres east-southeast from the Russian city of Petropavlovsk-Kamchatsky, which has a population of 1,80,000, on the Kamchatka Peninsula. Multiple aftershocks as strong as 6.9 magnitude followed.
Severokurilsk Mayor Alexander Ovsyannikov said the port in the city was flooded by tsunami waves, washing fishing boats into the sea. He said that no major damage was recorded.
Power supplies have been shut and the authorities were checking the power network after the flooding.
Among the world's strongest recorded quakes The earthquake appeared to be the strongest anywhere in the world since the 9.0 magnitude earthquake off northeastern Japan in March 2011 that caused a massive tsunami that set off meltdowns at a nuclear power plant. Only a few stronger earthquakes have ever been measured around the world.
The tsunami alert disrupted transportation in Japan, with ferries, trains and airports in the affected area suspending or delaying some operations.
A tsunami of 60 centimetres was recorded at Hamanaka town in Hokkaido and Kuji port in Iwate, according to the Japan Meteorological Agency. Several areas reported smaller waves including 20 centimetres in Tokyo Bay five hours after the quake.
In Japan's northern coastal town of Matsushima, dozens of residents took refuge at an evacuation centre, where water bottles were distributed and an air conditioner was running. One person told NHK she came to the facility without hesitation based on the lesson from the 2011 tsunami.
Japan's Chief Cabinet Secretary Yoshimasa Hayashi warned evacuees that they may not be able to return home by the end of the day, as the tsunami waves could remain high.
Japanese nuclear power plants reported no abnormalities. The operator of the Fukushima Daiichi plant damaged by the 2011 tsunami said about 4,000 workers are taking shelter on higher ground at the plant complex while monitoring remotely to ensure safety.
Philippine authorities advised people to stay away from the beach and coastal areas. &ldquo;It may not be the largest of waves, but these can continue for hours and expose people swimming in the waters to danger,&rdquo; Teresito Bacolcol of the Philippine Institute of Volcanology and Seismology told The Associated Press.
Mexico's navy warned that tsunami waves will start reaching the northern coast in Ensenada, near California, at around 02:22 am Wednesday local time, and waves could progress along the Pacific coast to Chiapas state, around 07:15 am local time.
New Zealand authorities warned of &ldquo;strong and unusual currents and unpredictable surges&rdquo; along all coastlines of the South Pacific island nation. The emergency management agency said people should move out of the water, off beaches and away from harbours, marinas, rivers and estuaries.
People were urged to stay away from coastlines until any wave surges passed late Wednesday in Fiji, Samoa, Tonga, Federated States of Micronesia and Solomon Islands.
Some tiny and low-lying Pacific island chains are among the world's most imperiled by tsunamis and rising seas due to climate change.
Earlier in July, five powerful quakes &mdash; the largest with a magnitude of 7.4 &mdash; struck in the sea near Kamchatka. The largest quake was at a depth of 20 kilometres and was 144 kilometers east of the city of Petropavlovsk-Kamchatsky.

Survivors and victims' relatives will this week mark the 20th anniversary of the 2004 Indian Ocean earthquake and tsunami, which killed more than 220,000 people across more than a dozen countries.
A 9.1-magnitude earthquake off the western coast of Indonesia's Sumatra island triggered huge waves that swept into coastal areas of Indonesia, Sri Lanka, India, Thailand and nine other nations around the Indian Ocean basin.
Here is a look back at the impact of the deadliest tsunami in history.
Faultline rupture
The tsunami was triggered by the longest faultline rupture from an earthquake ever observed, seconds before 7:59 am on December 26, 2004.
The ocean floor opened at least 1,200 kilometres (750 miles) in length between the Indian plate and the Burma microplate.
It created waves more than 30 metres (100 feet) high, releasing energy equivalent to 23,000 Hiroshima atomic bombs and causing widespread destruction.
The magnitude was initially recorded at 8.8 before the United States Geological Survey gave its official magnitude of 9.1 and depth as 30 kilometres (18.6 miles).
The epicentre was located 150 miles from Sumatra's coast.
Indonesia is a vast archipelago nation on the Pacific "Ring of Fire", an arc of intense seismic activity stretching from Japan through Southeast Asia and across the Pacific basin.
Huge death toll
A total of 226,408 people died as a result of the tsunami, according to EM-DAT, a recognised global disaster database.
The worst affected area was northern Sumatra, where more than 120,000 people were killed out of a total of 165,708 dead in Indonesia.
The huge waves travelled around the Indian Ocean, hitting Sri Lanka, India and Thailand hours later.
At their fastest, the waves travelled at over 800 kilometres an hour (500 mph), more than twice the speed of a bullet train.
More than 35,000 were killed in Sri Lanka, with 16,389 killed in India and 8,345 in Thailand, according to EM-DAT.
Nearly 300 were killed in Somalia, more than 100 in the Maldives, as well as dozens in Malaysia and Myanmar.
Displaced, reconstruction
The tsunami displaced more than 1.5 million people and sparked disaster relief of around $14 billion pledged from the international community, according to the United Nations.
Hundreds of thousands of buildings were destroyed, leaving in some cases entire communities homeless.
A splurge in reconstruction has transformed the worst-hit city of Banda Aceh.
More than 100,000 houses were rebuilt in the westernmost Indonesian province of Aceh alone, according to the Indonesian government.
Warning systems
The tsunami also forced a reckoning about the preparedness of coastal communities around the Indian Ocean basin.
At the time of the earthquake, there was no warning system in place in the Indian Ocean.
But now, 1,400 stations globally cut warning times to just minutes after a tsunami waveforms.
Experts said the lack of a properly coordinated warning system in 2004 had made the disaster's impact worse.
Ocean scientists say we are more prepared than ever thanks to millions of dollars being invested into tsunami warning systems, but warn that the impact of a catastrophic tsunami can never be completely prevented.

Japan dropped its highest-level tsunami alert, issued following a series of major earthquakes on Monday, but told residents of coastal areas not to return to their homes as deadly waves could still come.
The quakes, the largest of which had a magnitude of 7.6, started a fire and collapsed buildings on the west coast of Japan&rsquo;s main island, Honshu. It was unclear how many people might have been killed or hurt.
The Japan Meteorological Agency reported more than a dozen quakes in the Japan Sea off the coast of Ishikawa and nearby prefectures shortly after 4 p.m.
At least six homes were damaged by the quakes, with people trapped inside, government spokesman Yoshimasa Hayashi said. A fire broke out in Wajima city, Ishikawa Prefecture, and electricity was out for more than 30,000 households, he said.
The agency initially issued a major tsunami warning for Ishikawa and lower-level tsunami warnings or advisories for the rest of the western coast of the island of Honshu, as well as the northernmost of its main islands, Hokkaido.
The warning was downgraded to a regular tsunami several hours later, meaning the waters could still reach up to 3 meters (10 feet). Aftershocks could also slam the same area over the next few days, it said.
Japanese public broadcaster NHK TV initially warned torrents of water could reach as high as 5 meters (16.5 feet).

Hayashi stressed that it was critical for people in coastal areas to get away from the oncoming tsunami.
&ldquo;Every minute counts. Please evacuate to a safe area immediately,&rdquo; he said.
People returning to get their wallets and other belongings have been known to be swept away and drowned even hours after the first evacuation warning. People were evacuated to stadiums, where they will likely have to stay for a few days.
Hayashi said no reports of deaths or injuries had been confirmed from the quakes, saying the situation was still unclear. Japan&rsquo;s military was taking part in the rescue efforts, he said.
Japanese media footage showed people running through the streets, and red smoke spewing from a fire in a residential neighborhood. Photos showed a crowd of people, including a woman with a baby on her back, standing by huge cracks that had ripped through the pavement.
Some people sustained minor injuries when they tripped and fell while fleeing, or objects fell off shelves and hit them, according to NHK.
Bullet trains in the area were halted, although some parts of the service were restored by evening. Parts of the highway were also closed, and water pipes had burst, according to NHK. Some cell phone services in the region weren&rsquo;t working.
The Meteorological Agency said in a nationally broadcast news conference that more major quakes could hit the area over the next week, especially in the next two or three days.
More than a dozen strong quakes had been detected in the region, with risks of setting off landslides and houses collapsing, according to the agency.
