Terrorism should be addressed as a global issue rather than a bilateral problem, External Affairs Minister S Jaishankar has said, as he highlighted the historical connection of many of the terror-related incidents globally to Pakistan.
Addressing the Indian community members from Belgium and Luxembourg on Monday, Jaishankar apprised them of India's counter-terrorism efforts to ensure progress and prosperity.
Talking about Operation Sindoor which was launched after the April 22 Pahalgam attack, Jaishankar said during his talks with Belgian counterpart Maxime Prevot, he mentioned the 2016 Brussels attack to "drive home the point that look, terrorism is not, you know, a particular country's problem." "Don't look at this, because often, you know, the media, which is not always free of bias, tends to present it saying, you know, there is an India, Pakistan issue, or, you know, this is about Kashmir," he said.
"What distinguishes this challenge is often in different countries, you know, a group does it...It is very rare to have a country which openly uses it as a state policy," Jaishankar said.
This is something people in Europe have to understand because that is not their experience, he said.
"Terrorism happens here, but no European country, or no neighbour of a European country, does terrorism as a...declared policy of their country, and I spent some time trying to make them understand," he said.
"The messaging that on an issue like terrorism,...don't treat it as an issue between two countries. I don't think this is just India's problem. I mean, if you look, in fact, at the history of terrorism over the last 20-30 years, so many of these incidents eventually end up in Pakistan. The fingerprints, the trails, somebody from there comes down, you know, all this," Jaishankar said.
Tensions between India and Pakistan escalated after the Pahalgam terror attack, with India carrying out precision strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir on May 7.
The on-ground hostilities from the Indian and Pakistan sides that lasted for four days ended with an understanding of stopping the military actions following talks between the directors general of military operations of both sides on May 10.

Union Home Minister Amit Shah on Friday said Operation Sindoor has exposed the fact that terrorism in India is fully Pakistan sponsored.
Delivering the Rustamji Memorial Lecture organised by the Border Security Force (BSF) on the occasion of its 22nd investiture ceremony, he also said that the border-guarding force has proved its mettle during Operation Sindoor and did not allow nefarious Pakistani activities.
"Operation Sindoor has exposed that terrorism in India is absolutely Pakistan sponsored," he said.
The home minister said the Indian armed forces first hit the terror bases in Pakistan but it was the Pakistan Army that responded by trying to attack India.
"We launched Operation Sindoor and destroyed nine terrorist camps. It is important to note that we didn&rsquo;t target the Pakistan Army installations, civilians or air base,&rdquo; he said.
&ldquo;We targeted the terrorists, but Pakistan took it on itself and proved that it was Pakistan sponsored terrorism,&rdquo; Shah said.
&ldquo;They dared to target our civilians but couldn&rsquo;t succeed in front of our air defence system. In response to which, we targeted their air base and introduced our striking capability to them,&rdquo; the home minister said.
He said in 2014, the BJP government was formed and an attack was made on the soldiers in Uri.
&ldquo;We did a surgical strike. After that, the Pulwama attack happened. In reply to which, we did an air strike. Now, in Pahalgam, innocent tourists were killed after asking about their religion. Operation Sindoor was the reply to it. The world is appreciating us for this. I salute the Army,&rdquo; he said.
India carried out precision strikes under Operation Sindoor on terror infrastructure early on May 7 in response to the April 22 Pahalgam terror attack that killed 26 people.
Following the Indian action, Pakistan attempted to attack Indian military bases on May 8, 9 and 10. The Indian forces launched a fierce counter-attack on several Pakistani military installations.
India and Pakistan reached an understanding on May 10 to end the military confrontation after four days of intense cross-border drone and missile strikes.
Hailing the role played by the BSF in securing the country, Shah said the force is a great example of how one can overcome all difficulties on the basis of patriotism and become the best force in the world.
Referring to the BSF's role in guarding international borders, including with Bangladesh, Shah said the neighbouring country should not forget the big role played by the BSF in its creation.
He said on behalf of the entire nation, he salutes more than 2,000 border guards who have made the supreme sacrifice while fearlessly walking the path of their duty with the spirit of supreme sacrifice from 1965 to 2025 K F Rustamji was the founding father and the first director general of the BSF, the world's largest border guarding force with about 2.75 lakh personnel tasked to guard Indian borders with Pakistan on the west and Bangladesh on the east.
The BSF was raised in 1965.

Talking to reporters here, the Lok Sabha MP from Baramati in Pune district maintained the opposition must act with restraint and responsibility, and political parties should avoid creating any misunderstanding about the Indian armed forces.
"This is not a time to criticize one another because we are all Indians. The ongoing fight against terrorism is not a personal or political battle, but a collective fight for the unity of our country," she emphasised.
Sule said there was a clear consensus among all political parties that no one should send any message that might create misunderstanding about the Indian armed forces.
"We all stand with India. There should be no politics on this issue (all-party delegations on global outreach against terrorism), and there will not be. Since any issue related to the military is extremely sensitive, the opposition must also act with restraint and responsibility," the MP opined.
"While criticizing the government, we always maintain decorum, because our aim is national and public interest," she added.
The Centre is sending multiple all-party delegations to key countries to project India&rsquo;s continued fight against Pakistan-sponsored cross-border terrorism and the recent Operation Sindoor. The composition of some of these delegations had led to a controversy and criticism from a section of opposition parties, particularly the Congress, an ally of the NCP (SP).
To a question on the arrest of three family members of a leader of the ruling NCP for allegedly abetting the suicide of his daughter-in-law over dowry last week, Sule said, "This incident is extremely painful. The Hagawane family is a prominent name in Mulshi and Pune. Their grandfather had done good work in the Panchayat Samiti for many decades." "What has happened is shocking. Based on the information I have received from the police and media reports, there appears to be a grey area. Some say it's suicide, while others believe it's a murder," the veteran parliamentarian said.
She demanded a judicial inquiry into the woman's death, which took place in her Lok Sabha constituency.
"If such educated families are involved in dowry deaths, then where is Maharashtra heading? And not just one, but two daughters-in-law have been affected. This matter belongs to my constituency. A few days ago, there was a family event at their house, and I didn't attend it to convey a message because there was a complaint of domestic violence against their daughter-in-law," she said.
Maharashtra is a progressive state and such cases are unfortunate, Sule opined.
"If daughters-in-law are visiting police stations and court cases are going on, I cannot be seen supporting that family. The victim must get justice in this progressive Maharashtra. I am ready to fight whatever battle is needed to ensure that. Maharashtra's daughter must get justice," she asserted.
"This is a very serious issue. I have demanded a judicial inquiry into the matter. The state government must take strict action and ensure the accused are punished. I expect the government to take stronger measures to ensure women's safety and rights," Sule said.

Misri, sources said, briefed MPs and other members of the delegations that Indian action was targeted against terror sites in Pakistan and Pak-occupied Kashmir, and not against military installations and civilians.
It was only after Pakistan's attempts to attack Indian military installations and the civilian population that India hit back, he said.
Members of the delegations headed by JD(U)'s Sanjay Jha, Shiv Sena's Shrikant Shinde and DMK's Kanimozhi attended the briefing in which they are expected to be told about their agenda and its finer details.
Kanimozhi, however, could not attend the meeting.
TMC MP Abhishek Banerjee, who was included at the last minute after his party protested the government's "unilateral" decision to pick its MP Yusuf Pathan, also joined the briefing.
Banerjee is part of the delegation led by Jha.

Bangladesh has banned the publication or dissemination of statements and any other publicity of individuals or organisations charged under a revised terrorism law, a day after it disbanded deposed prime minister Sheikh Hasina-led Awami League's activities until the trial of its leaders under the same law.
President Mohammed Shahabuddin Sunday night promulgated an ordinance amending the Anti-Terrorism Act which prohibits such activities.
The President signed the draft hours after the Council of Advisers or the interim Cabinet led by Chief Advisor Muhammad Yunus approved the ordinance to amend the Anti-Terrorism Act-2009.
The law ministry later published the Anti-Terrorism (Amendment) Ordinance, 2025.
The revised law prohibits any form of publicity, including press statements, social media content, or public gatherings in support of such individuals or entities.
The development came a day after the interim administration slapped the ban on the Awami League's activities.
The ban will be in place until a special tribunal completes a trial of the party and its leaders over the deaths of people killed during a three-week uprising led by a student platform last year.
It also broadened the scope of restrictions by replacing the previous reference to "listed individuals or banned entities" with a more general phrase: "any individual or entity against whom action has been taken under sub-section (1) of Section 18" of the anti-terrorism law.
Yunus&rsquo;s office earlier said that since there is no provision in the existing Anti-Terrorism Act on the ban of activities of any entity, it was appropriate and necessary to further amend the 2009 law to make it time-befitting.
Hasina&rsquo;s 16-year-long Awami League regime was toppled on August 5 last year in the student-led violent mass uprising, prompting the 77-year-old former prime minister to flee to India.
Three days after her ouster, Yunus took charge as the chief adviser of the interim government.

Praising Union Home Minister Amit Shah for his support and "zero-terror" strategy, Jammu and Kashmir Director General of Police (DGP) Nalin Prabhat on Monday said the terror ecosystem and infrastructure have been demolished.
His force will not rest till terrorism is completely wiped out of the Union Territory (UT), the DGP added.
Prabhat was addressing a gathering after the home minister handed over appointment orders on compassionate grounds to the families of 11 martyrs, including 10 policemen at a special function at Raj Bhavan here.
The DGP said 1,614 police personnel including 515 Special Police Officers (SPOs) laid down their lives in the fight against terrorism since 1989.
He said the successful implementation of Shah's decisions like the "zero terror" plan coupled with his support have made the J-K Police strategically a very strong force.
"The sacrifice of 1,614 policemen including 515 SPOs in the fight against terrorism shows the bravery of the police force and their efforts to make J&amp;K secure and peaceful. We have already demolished the terror ecosystem and infrastructure," the DGP said.
Thanking the home minister for meeting the families of the martyrs and personally handing over appointment orders to them, he said his force will not rest till terrorism is completely wiped out of J-K.

Addressing a query regarding Pakistan's Inter-Services Public Relations (ISPR) statement accusing the Indian Army of being politicized, following remarks by Indian Army Chief General Upendra Dwivedi linking terror activities in Jammu and Kashmir to Pakistan, Jaiswal remarked, "The whole world knows, who is promoting terrorism. In India, when we have terror-related attacks, where it is coming from, we all know the genesis, the root of cross-border terrorism. So, in this context, when the whole world knows who is the progenitor of cross-border terrorism, to say that we are trying to politicize something etc is totally immaterial. Everyone knows that there are people, there are countries who are responsible for cross-border terrorism and we call upon Pakistan to take strict action to stop cross-border terrorism."
The ISPR issued its statement following General Dwivedi&rsquo;s assertion that Pakistan is the epicenter of terrorism, noting that 80% of terrorists operating in Jammu and Kashmir originate from Pakistan.&nbsp;
During the annual Army Day press conference on January 13, General Dwivedi attributed the violence in Jammu and Kashmir to Pakistan, stating that it continues to orchestrate terror activities.
"If the support is not forthcoming the way India is looking at it, this kind of terrorist infiltration will continue to be there," he explained. He also noted the positive impact of elections in the region, with nearly 60% voter turnout in both parliamentary and assembly elections. "It means that the local population is going with the peace. People of Jammu and Kashmir are shunning violence, and violence is being orchestrated by our Western adversary Pakistan," he said.
As a former Northern Army Commander experienced in counter-terrorism operations, General Dwivedi revealed that 15,000 additional troops were inducted in 2024, leading to a significant reduction in violence. "We have been able to neutralize 73 terrorists out of which 60% were Pakistan terrorists," he stated.

Suspected terrorists fired upon a convoy of vehicles carrying security personnel in Poonch district of Jammu and Kashmir on Friday evening, prompting security forces to launch a search operation, officials said.
No security personnel was injured in the attack, they said.
"At around 1800h today, a Security Forces convoy of vehicles was fired upon by suspected terrorists from a jungle near Krishna Ghati, Poonch sector. No casualties to own troops. Joint search operations by Indian Army and JKP (Jammu and Kashmir Police) are in progress," the White Night Corps of the Army posted on X.
The vehicles that came under attack were carrying security personnel back to the camp, the officials said.
The incident came after a high-level security meeting chaired by Northern Army Commander Lieutenant General Upendra Dwivedi to chart out an anti-terror operation plan for the new year to foil design of terrorists in the region.
A similar ambush on Army vehicles took place in Poonch's Dhatya Morh in Dera Ki Gali area on December 21. Four Army personnel were killed in the attack.
Rajouri and Poonch districts, which were peaceful in the past, have witnessed targeted attacks by terrorists on the Army and civilians, they said.
Nineteen soldiers were killed in four attacks by terrorists in Rajouri and Poonch in 2023. The security forces have eliminated more than 30 terrorists in the two districts -- along the Line of Control (LoC) as well as in the hinterland -- last year

The Jammu and Kashmir Police have introduced GPS trackers for terror accused after a NIA court obeserved that such devices must be introduced.&nbsp;

&nbsp;The Jammu and Kashmir Police has introduced GPS tracker anklets for monitoring the terror accused out on bail, becoming the first police force in the country to do so, officials said on Saturday.
The GPS tracker anklet is a wearable device affixed around the ankle of the person to be monitored and tracks their movement.
The device is already being used in Western countries such as the USA, United Kingdom, South Africa, Australia and New Zealand to track the movement of accused persons on bail, parole and house arrest and accordingly de-congests prisons to a large extent.
The officials of the State Investigation Agency (SIA) of the J-K Police have introduced the GPS tracker anklet for monitoring of bail-out terror accused, the officials said.
They said the J-K Police is the first police department in the country to introduce such a device.
The officials said the devices were introduced after a Special NIA Court, Jammu, passed an order directing the police to affix a GPS tracker anklet on a terror accused -- the importance of which was highlighted by the prosecution department of the police.
Giving details of the case, the officials said in an FIR registered under various sections of UAPA, accused Ghulam Mohd Bhat had applied for bail.
During the pendency of the bail hearing, the accused sought to be released on interim bail. The accused is undergoing trial for being associated with different terrorist organisations and being involved in terror financing at the behest of proscribed terrorist organisation Hizbul Mujahideen (HM), they said.
Bhat was arrested in the current FIR while attempting to transport the proceeds of terrorism to the tune of Rs 2.5 lakh at the behest of HM.
The accused is also convicted by the NIA Court Patiala House, Delhi, in another case for being associated with a terrorist organisation and for conspiracy for a terrorist act, the officials said.
In the Special NIA Court, Jammu, the importance of close monitoring of the terror accused and the stringent conditions for grant of bail under the UAPA, 1967, was highlighted by the prosecution department of Zonal Police Headquarters (ZPHQ), Jammu, the officials said.
&ldquo;Finding merit in the submissions of the prosecution, the Special NIA Court, Jammu, was pleased to pass an order directing J-K Police to affix a GPS tracker anklet on the accused,&rdquo; they added.
J-K Police is the pioneering police department in the country to provide for affixing of GPS tracker anklets to persons seeking bail, they said.

The case was registered against arrested PTI workers and wanted party leaders. About 17 PTI leaders were named in the FIR lodged by the Islamabad Police, Geo News reported.

The Presidential Statement said that Security Council reminds all States that they have an "obligation to curb the terrorist activities of all individuals, groups, undertakings, and entities included on the ISIL (Da&rsquo;esh) and Al-Qaeda Sanctions list created pursuant to resolutions 1267" regardless of the nationality or residence of such individuals, groups, undertakings, or entities.
The Council urged member states to participate actively in maintaining and updating the ISIL and Al-Qaeda Sanctions List by contributing additional information, submitting delisting requests when appropriate, and by identifying and nominating for listing additional individuals, groups, undertakings, and entities.
China, an all-weather ally of Islamabad, has repeatedly placed holds and blocks on bids by India and the US to list Pakistan-based terrorists like Jaish-e-Mohammed chief Masood Azhar.
The Council reiterated the obligation of member states to prevent the movement of terrorists or terrorist groups by, inter alia, effective border controls, and, urged member states to exchange information expeditiously, improve cooperation among competent authorities to prevent the movement of terrorists and terrorist groups to and from their territories, the supply of weapons for terrorists and financing that would support terrorists and terrorist groups.
The statement underlined that safe havens provided to terrorists continue to be a significant concern and urged member states to cooperate fully in the fight against terrorism in order to find, "deny safe haven to, and bring to justice, extradite or prosecute, in accordance with applicable international law, any person who supports, facilitates, participates or attempts to participate in the financing, planning, preparation or commission of terrorist acts or provides safe havens."
Through the Presidential statement, the Council condemned in the strongest terms terrorism in all its forms and manifestations, and all terrorist acts, including those on the basis of xenophobia, racism and other forms of intolerance, or in the name of religion or belief, and further reaffirmed that terrorism should not be associated with any religion, nationality, civilisation, or group.

The Council also strongly condemned attacks by terrorist groups or individuals on civilians, critical infrastructure and soft targets, including transnational and cross-border attacks, and demanded the immediate cessation of such attacks, and called on all member states to summon the requisite political will to denounce all acts of terrorism.
The Security Council expressed its deep concerns as terrorist groups continue to make efforts to destabilise governments.
The Council noted with concern that terrorist groups craft "distorted narratives" that are based on the misinterpretation and misrepresentation of religion to justify violence, and that terrorist groups further seek to use names or religion or religious symbols, in order to manipulate followers and for propaganda or recruitment purposes.
The Council recognised the "importance of conducting outreach to entities with expertise and experience in crafting counter-narratives and promoting tolerance and coexistence, including religious actors, to counter terrorist propaganda and narratives." The Council strongly condemned the flow of weapons, military equipment, unmanned aerial systems and their components, and IED components to and between Da&rsquo;esh, Al-Qaeda, their affiliates and associated individuals or groups and encouraged member states to prevent and disrupt procurement networks for such weapons.&nbsp;

&ldquo;Individuals are still fantasising about killing other Australians, still spouting their hateful ideologies in chat rooms, still honing their capabilities by researching bomb-making and training with weapons,&rdquo; Burgess said.
There have been 11 terrorist attacks and another 21 plots have been disrupted since the threat assessment was elevated from &ldquo;possible&rdquo; to &ldquo;probable&rdquo; in 2014, he said.
Half of the foiled plots were in the first two years of the upgraded risk when the Islamic State group was more prominent.

Burgess warned it was almost guaranteed that the threat level will increase again. But this would not necessarily be the result of a terrorist attack, with the overall security assessment taking into account individuals acting alone, he said.
People are being radicalised online at an extreme pace, sometimes in as short as weeks or months, he said.
But there are fewer groups planning months- or years-long sophisticated terrorist attacks with the aim of maximum destruction, he said.
More than 50 people convicted of terrorist offenses are also due for release in the future, but only a small number will be freed by 2025, Burgess said.

"Furthermore, the financing of terrorism weakens the economy of countries of the world," he said addressing delegates at the conference hosted by the Ministry of Home Affairs here.

He said all terrorist attacks deserve equal outrage and action. Only a uniform, unified, zero-tolerance approach can defeat terrorism, Modi stressed.
