The Madras High Court permitted the producers of Vijay-starrer &lsquo;Jana Nayagan&rsquo; to withdraw their petition seeking CBFC clearance for the film.

The Madras High Court on Tuesday permitted the producers of Tamil film 'Jana Nayagan', starring actor-turned-politician Vijay, to withdraw their petition, which sought a direction to the CBFC to grant a censor certificate to the film.
Justice P T Asha, before whom the petition came up for hearing, granted permission to M/s KVN Productions LLP, producers of the movie, to withdraw the petition.
The judge dismissed the petition as "withdrawn".
The judge on January 9 allowed the petition filed by M/s KVN Productions LLP and gave a direction to the Central Board of Film Certification (CBFC) to grant a censor certificate forthwith.
The judge had also quashed a communication dated January 5 of the Regional Officer, informing the producers of the film that based on a complaint, the Chairperson of the Censor Board had referred the matter to the revising committee.
However, on the same day, the First Bench comprising Chief Justice M M Shrivastava and Justice G Arul Murugan stayed her order on an appeal filed by CBFC.
After hearing elaborate arguments from both sides, the bench on January 20 reserved orders on the appeal.
Allowing the appeal, the bench on January 27, set aside the order of a single judge, which directed the CBFC to grant forthwith the censor certificate to the film.
However, the bench instead of dismissing the writ petition, gave an opportunity to the producers of the movie to suitably amend the prayer in the petition and restored the petition to its original records and file.
The bench had said, if the respondent (producers) suitably amends the writ petition, the Single Judge may grant reasonable opportunity to the appellants (CBFC) to file counter affidavit and thereafter, the parties may pray for expeditious disposal of the writ petition on its own merits.
"We make it clear that it will be open for the Single Judge to decide whether or not the decision to refer the film for examination of the Revising Committee was in accordance with law or not," the bench added.
On December 22, the producer received a communication from the Regional Officer from Chennai informing that the 5-member examining committee, which viewed the film had recommended for screening of the movie and issuance of censor certificate.
Thereafter, based on a complaint from one of the members of the examining committee, the Chairperson had decided to put on hold the December 22 communication and referred the matter to the revising committee.
This was communicated to the producer of the movie on January 5.

The BJP poll manifesto for the upcoming Assembly election in Tamil Nadu will reflect people-centric issues and a roadmap for a safe and development-oriented state, a senior BJP leader said on Monday.
The 13-member committee under former Governor Dr Tamilisai Soundararajan, constituted to draft the manifesto, is currently involved in consulting the stakeholders and interacting with all sections of the people, including small traders to industrialists, and considering numerous welfare measures aimed at improving the quality of people&rsquo;s lives, the leader said.
"Our vision document (manifesto) will make key promises on agriculture and rural welfare, temple reforms, governance, education and youth and many other issues. At present, we are in the process of consulting all sections of the people and the final document will be ready soon," the leader told PTI.
In the run-up to the 2021 Assembly election, the saffron party had released the document titled "Thamaraiyin Tholainokku" (Lotus Vision).
And this time, the party launched a state-wide campaign named "Makkalukkaga Makkalidamirundhu" (for the people, from the people) campaign to obtain opinions from the members of the pubic.
The party had even launched a special vehicle equipped with suggestion boxes to tour the constituencies and collect feedback from the citizens.
Earlier in the day, Soundararajan chaired the election manifesto committee meeting at Kamalalayam, the party&rsquo;s state headquarters here and discussed key inputs and people-centric ideas for the upcoming election.
The panel had earlier visited weavers and interacted with them on strengthening the handloom small-scale industries sector.

The Tamil Nadu government on Friday sounded a high alert following reports of large-scale crow deaths in various parts of the state, triggering concerns over a potential outbreak of avian influenza.
In a swift response to the mounting biosecurity threat, the Department of Animal Husbandry, Dairying, and Fisheries issued a comprehensive advisory mandating stringent precautionary measures for poultry farmers and handlers of wild birds across the state.
Speaking to PTI, Director of Public Health, Dr A Somasundaram said, the Directorate of Public Health and Preventive Medicine (DPH) has also released a separate communication, appealing to the public to follow strict safety protocols.
"Based on the Central government's circular regarding the prevalence of Avian Flu in Tamil Nadu, we have issued the advisory," he added.
The DPH has advised individuals to seek immediate medical assistance if they experience flu-like symptoms, including cough, cold, fever, or breathing difficulties. Specific caution has been urged for those working in slaughterhouses and personnel handling sick or dead birds.
Meanwhile, the Animal Husbandry department has directed its officials to intensify surveillance and step up vigil to detect any unusual sickness or mortality among crows, migratory birds, and commercial poultry.
Sources said under the new protocols, veterinary staff have been strictly instructed to refrain from conducting autopsies of dead birds in the field. Instead, they have been advised to refer all carcasses to designated Regional Disease Diagnostic Labs to ensure clinical accuracy and containment.
To prevent the spread of infection through scavenging, the advisory further mandated that dead birds must be either burnt or buried deep.
The authorities have also urged the public to immediately inform the animal husbandry department of any unusual bird deaths to facilitate a rapid response and prevent a potential zoonotic spillover to humans.

While talking to the media on February 3, he said that he informed Tamil Nadu BJP leadership about his decision.
"I have made a request to them, including TN BJP President Nainar Nagendran about my inability as I have to be with my father. I have to take care of my father, who is under dialysis. I consider it my first duty. I have told them (the BJP leadership) that I cannot take up travel this time. I hope the party will accept and will reallocate them (constituencies assigned to him) to others," he said.
Annamalai was appointed as the election in-charge for Assembly constituencies - Singanallur, Virugambakkam (Chennai), Karaikudi, Srivaikuntam, Madurai (South) and Padmanabhapuram (Kanniyakumari) in Tamil Nadu.
Responding to a query, Annamalai said the current situation does not allow him to take up travel for poll-related work. "I have conveyed this to the party leadership. They too understood my situation. At the same time, I have told them that I will be ready to do whatever they tell me to do for the party. I am willing to work for the candidates of our party and alliance parties," Annamalai said.
He also said that the party would designate a leader as a replacement for him. When asked whether he would be contesting the polls, he said, "I will inform you what the party tells me to do."
Meanwhile, Killiyoor Congress MLA Rajesh Kumar took a swipe at Annamalai's decision by saying, "He (Annamalai) is suffering from poll fever."
"Since he got election fever, he tendered his resignation from his responsibility. At any cost, Lotus (the BJP symbol) will not bloom in Kanniyakumari," he said.
"Due to this election fever and his fears of poll defeat, I think he has tendered his resignation," he told reporters.

Lashing out at the Prime Minister, Stalin said Modi chose to visit the state only at the time of elections.
"Tamil Nadu counts the betrayals of NDA. Prime Minister Modi, who often comes to Tamil Nadu only when the election season comes&hellip;," the CM said in a post on &lsquo;X.&rsquo;
He sought to know from the Prime Minister when the state will receive Rs 3,458 crore Samagra Shiksha education fund due, when the promise that Tamil Nadu's constituencies will not be reduced in the delimitation exercise be announced, when the "anarchy" of the Governor, who acts as an agent of the BJP, end.
Stalin questioned Modi on Tamil-specific financial allocation from the Centre to promote the language, when the rural employment scheme MGNREGA will be restored, when the AIIMS project will come up in Madurai and other projects pending financial allocation.
"Tamil Nadu will always defeat the BJP alliance that continues to commit only betrayals," Stalin said.
Modi will launch the NDA's election campaign for the Assembly election for Tamil Nadu at Maduranthakam on Friday.
NDA leaders, including the major constituent, AIADMK general secretary Edappadi K Palaniswami, will participate in the mega poll rally in which Modi is likely to set the tone and tenor for a high decibel campaign against the ruling DMK dispensation in the state.
"This marks the beginning of the NDA&rsquo;s election campaign in Tamil Nadu under the leadership and guidance of PM Modi ji and Thiru Edappadi K Palaniswami ji. It is also the first step towards ending the DMK&rsquo;s corruption-ridden government and ushering in good governance, opportunities and prosperity for every section. This time, NDA will shine in Tamil Nadu," BJP Tamil Nadu election in-charge Piyush Goyal said in a post on the social media platform 'X.'
Elaborate security arrangements are in place in Maduranthakam, located about 87 km from here, in view of Modi's visit.
A helicopter landing area has been readied to facilitate the Prime Minister to land in the neighbouring Chengalpattu district, where Maduranthakam is situated, a police official said.

The Madurai Bench of the Madras High Court on January 20 quashed a 2023 FIR against BJP leader Amit Malviya, who had shared a post regarding Tamil Nadu Deputy Chief Minister Udhayanidhi Stalin&rsquo;s remarks on Sanatana Dharma, which the court noted amounted to &ldquo;hate speech.&rdquo;&nbsp;
The FIR, registered by the Tiruchi city police, had alleged that Malviya distorted the minister&rsquo;s comments.
Justice S Srimathy, while allowing the petition, said the speech had to be examined in its entirety. &ldquo;He stated that Sanatana Dharma should not merely be resisted or opposed, but should be abolished or eradicated. In Tamil, the expression used was not Sanatana ethirppu (opposition to Sanatana), but Sanatana ozhippu (eradication of Sanatana),&rdquo; the judge observed.
The FIR followed a 2023 social media post by Malviya on X, in which he wrote: &ldquo;Udhayanidhi Stalin, son of Tamilnadu CM MK Stalin, and a minister in the DMK Govt, has linked Sanatana Dharma to malaria and dengue... He is of the opinion that it must be eradicated and not merely opposed. In short, he is calling for genocide of 80% population of Bharat, who follow Sanatan Dharma.&rdquo;
Malviya&rsquo;s post was based on Udhayanidhi Stalin&rsquo;s remarks at a Chennai conference, where he compared Sanatana Dharma to diseases such as malaria and dengue, stating it should not just be opposed but eradicated. &ldquo;A few things cannot be opposed but should only be abolished. We can't merely oppose dengue, mosquitoes, malaria, or corona. They have to be eradicated. Rather than opposing Sanatana, it should be eradicated,&rdquo; Udhayanidhi had said.
The court&rsquo;s ruling effectively closes the case against Amit Malviya regarding the controversy surrounding the comments made at the Chennai conference.

Tamil Nadu Chief Minister and DMK President MK Stalin on Tuesday said his party would make efforts to amend the Constitution to omit provisions mandating Governor's Address to the state legislature at the beginning of the year.
His comments came in response to TN Governor R N Ravi earlier declining to read the state government prepared text in the Assembly, with the Lok Bhavan claiming "inaccuracies" in it. The Governor walked out of the House without delivering the customary address.
In the state Assembly, Stalin said it was not good that the Governor refuses every year to read out the government prepared speech. Governors posing trouble happens in several states and it does not happen only in Tamil Nadu, he said in an apparent reference to non-BJP ruled states. This was the fourth such walkout in a row by Ravi ever since he assumed office in 2021.
At the beginning of the year, Governor reading out the government's policy statement is a practice being followed. When a governor repeatedly violates such a practice, a question naturally arises "as to why such a rule/practice should exist," Stalin said.
Hence, the chief minister said, the DMK would make efforts in the Parliament with the support of like-minded parties to drop from the Constitution, by way of an amendment, provisions mandating the governor's address at the start of the year.
Later in a social media post, the DMK chief said: "Let us demand a Constitutional amendment that Governor's Address is unnecessary." He added that it is for the sake of all the states ruled by the opposition parties in the country.
The four-year achievements of the Dravidian model government cannot be hidden from the people who have benefited from them just because the Governor leaves the House without reading the government-prepared address, he said.
On Monday, an English daily, in its editorial referred to the Tamil Nadu Governor as "recalcitrant" for "disrespecting the Constitution and the democratically elected government," and Ravi's actions today have proven that, the chief minister alleged.

Tamil Nadu Governor R N Ravi on Tuesday walked out of the state Assembly without delivering his customary address to the House in its maiden session of the year, alleging among others, "inaccuracies" in the DMK government prepared text.
After the Governor left the House, Chief Minister M K Stalin slammed the Governor for, "walking out yet again in violation of rules, traditions and ethos," and it was unbecoming of the high office Ravi holds. It was an insult to the House and its dignity, he said.
The CM asserted that his party would make efforts to delete from the Constitution, by way of an amendment, the provisions mandating governor's address at the start of the year.
The chief minister moved a resolution which said the House does not accept the Governor's behaviour of not reading out the customary address. Also, it said that only the government prepared text read out by Speaker M Appavu in Tamil would go on record.
After the House adopted the resolution, Stalin thanked the MLAs for it and said it is not good that the Governor refuses every year to read out the government prepared speech.

It was regrettable that the Governor has repeated his behaviour of walking out of the House, which reflected the sentiments of the 8.5 crore Tamil people.
He said: "A Governor must be concerned about the state's welfare, interested in the people's development, and must speak the truth. He must cooperate with the government which has come to power with massive public support and a majority, on its decisions."
Further, he said: "The Constitution expects the same from the person who holds that office. However, he acts against it and spreads slander by speaking politics in public and tries to scuttle the state administration. He is making a similar attempt here (in the Assembly) is unacceptable."
When Ravi left the House, MLAs belonging to the ruling party and its allies up, stood up and raised their voice and nothing could be comprehended due to the din.
The CM said that on April 10, 2023, he had recalled DMK founder CN Annadurai's statement that "Neither does a goat require a beard, nor does a state require a governor," and late DMK patriarch endorsing it. However, governors have always been shown due respect.

"Many of the MOUs with prospective investors remain only on paper. Actual investment is hardly a fraction of it. Investment data show that Tamil Nadu is becoming less attractive for investors. Until four years ago Tamil Nadu, among the states, was the fourth largest recipient of foreign direct investment. Today it is struggling to remain at the sixth." "National Anthem is yet again insulted and the fundamental Constitutional duty disregarded," it alleged.

Responding to the controversy, DMK leader TKS Elangovan defended Maran&rsquo;s remarks, stating that women&rsquo;s education and empowerment depend on the party in power in each state. &ldquo;It depends on the party which is ruling the state. Now Congress is empowering women. There is no doubt that wherever Congress is ruling, they are doing good for the education of women,&rdquo; he said.
Elangovan added that Tamil Nadu has consistently focused on advancing women&rsquo;s rights. &ldquo;Here in Tamil Nadu, we fought for women and empowered them. We gave them education. We gave them employment. We have also reserved seats in government jobs. We have been working for the advancement of women's rights from the beginning. In the north, there is nobody to fight for the women. That's all,&rdquo; he said.

The Madras High Court's Madurai Bench on Tuesday upheld a single judge's order allowing the lighting of a lamp on the Thirupparankundram hill here, and slammed the DMK government saying it should not "stoop to that level" to achieve its "political agenda".
A Division Bench of Justices G Jayachandran and K K Ramakrishnan delivered the judgment, making it clear that the spot on which the stone pillar (Deepathoon) is located belongs to the Sri Subramania Swamy Temple.
The Tamil Nadu government indicated moving the Supreme Court in appeal against the order.
The appellants failed to produce "formidable evidence" to show that Agama Sastra of Saivites prohibits lighting lamp at a place which is not straight on top of the deity in the sanctum sanctorum, the court observed.
"... nor it is the case of the Devasthanam (management) or the Government that lighting deepam is not a custom prevailing in Thirupankundram Hill."
"It is ridiculous and hard to believe the fear of the mighty State that by allowing representatives of the Devasthanam to light the lamp at the stone pillar near top of the hill located within its territory of devasthanam land, on a particular day in a year, will cause disturbance to public peace. Of course, it may happen only if such disturbance is sponsored by the State itself. We pray no State should stoop to that level to achieve their political agenda," the bench said.
Tamil Nadu Minister for Natural Resources, S Regupathy faulted the judgment and said the government has the right to prefer an appeal in the Supreme Court.
"No evidence was provided to prove that deepam was lit on the deepathoon....why a new practice should be introduced," the former Law minister asked.
In its order, the HC bench said the Devasthanam must light the lamp at the Deepathoon.
"In addition to the prohibitions and restrictions as found in Ancient Monument and Archaeological Sites and Remains Acts and Rules, ASI shall impose conditions appropriate and necessary to preserve the monuments in the hill."
The Devasthanam through its team has to light the lamp in the Deepathoon on the event of Karthigai deepam festival falling in the Tamil month, Karthigai (November-December).
No public shall be allowed to accompany the Devasthanam team and the number of team members is to be decided in consultation with the ASI and police. The District Collector shall co-ordinate and supervise the event, the court ruled.
The petitioner, Rama Ravikumar, welcomed the judgment and described it as a victory for the devotees of Lord Muruga.
The BJP hailed the judgment and said it was a slap on the face of the DMK regime.

Four districts, including Chennai, are likely to receive heavy rain as the deep depression over Bay of Bengal and north Tamil Nadu is expected to recurve towards south Chennai, the weather office said on Tuesday.
Heavy spells accompanied by moderate thunderstorms with maximum wind velocity of 40 - 60 kmph are likely in Tiruvallur, Chennai, Kancheepuram and Chengalpattu districts, the IMD said in its latest bulletin.
The deep depression (remnant of cyclonic storm Ditwah) over west-central and adjoining areas of southwest Bay of Bengal and North Tamil Nadu and South Andhra Pradesh coasts remained practically stationary about 35 km from the North Tamil Nadu-Puducherry coasts.
"It is very likely to recurve slowly southwestwards and weaken into a depression during the next 12 hours," the weather office said.
Overnight rain with strong winds made the tree branches fall in several places in the city, and several parts were heavily inundated. Chennai and its suburbs continued to experience steady rain since morning.
Ennore received a maximum of 26 cm of rainfall while Pallikaranai received a minimum of 10.5 cm in the last 24 hours.

The disruption occurred as the city continued to experience steady rainfall and waterlogging caused by the remnants of Cyclone Ditwah.
A video shared by news agency PTI showed passengers standing inside the stalled coach, with some trying to understand the situation while emergency lights flickered.
Chennai Metro Rail Limited (CMRL) acknowledged the breakdown in a statement posted on X. &ldquo;Due to a technical issue, the metro train was halted between High Court Station and Puratchi Thalaivar Dr MG Ramachandran Central Metro Station," the agency said.

CMRL added that passengers were immediately evacuated and the affected train was withdrawn from service. &ldquo;Normal operations have resumed at 06.20 am," the post read. The agency also apologised for the inconvenience caused to commuters.
According to NDTV, the train was headed toward the Wimco Nagar Depot when it got stuck in the subway section of the tunnel. Passengers were guided to walk along the track to exit safely.
The Blue Line&mdash;connecting Wimco Nagar Depot to Chennai International Airport&mdash;is among the busiest corridors of the metro network.
The incident came as Chennai and nearby districts remained under continuous rainfall due to the weakened Cyclone Ditwah.&nbsp;
On Monday, moderate to heavy showers caused widespread waterlogging across residential neighbourhoods, arterial roads, highways, and underpasses. Traffic slowed significantly, prompting emergency responses from civic bodies.
Chief Minister MK Stalin said he was closely monitoring the rain-related situation and had instructed officials to fast-track relief efforts in affected areas.

Cyclonic storm 'Ditwah', formed from a deep depression near the Sri Lanka coast, has begun moving towards the north Tamil Nadu, Puducherry and south Andhra coasts, Regional Meteorological Centre Director B Amudha said in Chennai on Thursday.
Strong winds, heavy rain and dangerous sea conditions are expected over the next few days, she added.
Meanwhile, Tamil Nadu State Disaster Management Authority met under the leadership of Chief Minister M K Stalin to review special initiatives undertaken for disaster management.
"It (Ditwah) is currently being treated as a cyclonic storm. Forecasts do not, at present, upgrade it to a severe cyclone," the RMC chief said.
However, the RMC has issued a red alert in some Cauvery Delta districts and an orange alert in five districts -- Chennai, Tiruvallur, Kancheepuram, Ranipet and Chengalpattu for November 20 and 30.
Thanjavur, Tiruvarur, Nagapattinam and Mayiladuthurai are the delta districts that have been issued a red alert.
A red alert indicates an extremely heavy rain of over 20 cm in 24 hours, while an orange alert means very heavy rain of 11 cm to 20 cm.
The name, 'Ditwah', referring to the lagoon, was suggested by Yemen, the RMC chief said. It is likely named after Detwah Lagoon, a large, saline lagoon on the northwest coast of the island of Socotra in Yemen.
Briefing reporters in the RMC's office in Chennai, Amudha said gale winds near the storm centre could reach 60&ndash;80 kmph with gusts up to 90 kmph, while outer bands are likely to experience winds of 35&ndash;45 kmph, gusting to 55 kmph.
"Similar squally winds of 35&ndash;45 kmph, with gusts up to 55 kmph, are also expected over parts of the Arabian Sea adjoining Kerala, Lakshadweep and Maldives," she added.
Fishermen, especially those already in the deep sea, have been advised to completely avoid the south, central, southwest and southeast Bay of Bengal for the next five days, she said.
In the 24 hours preceding the briefing, isolated rainfall was reported in Tamil Nadu with Thangachimadam recording about 3 cm, while Puducherry and Karaikal remained largely dry, Amudha said.
Reviewing the northeast monsoon, the official said Tamil Nadu has so far received around 35 cm of rain against a normal of 34 cm from October 1, translating to roughly two per cent above normal for the season.
"However, Chennai&rsquo;s seasonal rainfall remains around 31 per cent below normal, and the storm could significantly improve the deficit if it brings widespread showers over the next few days," she said.
Possibility of landfall could be predicted only when the track and speed evolve, she added.
Following the warning by the RMC that very heavy rain (red alert) may occur in specific districts on November 29 and 30, CM Stalin has requested all government departments to coordinate among themselves and serve the people, according to an official release.
The functioning of automated weather instruments installed for real-time disaster monitoring, Chennai Real-Time Flood Forecasting System, the Integrated Flood Monitoring Center of the Tamil Nadu Disaster Risk Reduction System, the upgraded State Emergency Operations Center, the TN Alert app for the public and the TN Smart 2.0 web portal for government officials were also discussed in the meeting, the release added.

Tamil Nadu Chief Minister and DMK President M K Stalin on Friday asserted that "there will be no rest" until amending the Constitution to fix timelines for Governors to clear Bills.&nbsp;
In his first reaction to the Supreme Court's advisory opinion on the Presidential Reference, he said, "Our fight for State rights and true federalism will continue."
In a statement, Stalin said that the Supreme Court&rsquo;s opinion in its answer to the Presidential Reference will have no impact on the April 8, 2025 judgment in the case of State of Tamil Nadu vs Governor of Tamil Nadu.
In fact, the chief minister said that the Bench tendering the advisory opinion has reaffirmed several key principles. It includes an assertion that the elected government should be in the driver&rsquo;s seat, and there cannot be two executive power centres in the State. Constitutional functionaries must act within the constitutional framework &mdash; never above it, the Governor has no fourth option to kill the Bill or exercise a pocket veto (as was done by the TN Governor) and he has no option to withhold the Bill simpliciter, were among the reaffirmed principles, the CM asserted.
The top court also affirmed again that Governor cannot indefinitely delay acting on Bills. In cases of prolonged, unexplained, and indefinite delay by the Governor in considering a Bill, States can approach the Constitutional Courts and hold Governors accountable for their deliberate inactions.
The 9-Judge Bench in Ahmedabad St. Xavier&rsquo;s College Society v. State of Gujarat (1974) 1 SCC 717 (Para 109) clearly held: "Advisory opinion of the Court would have no more effect than the opinion of the law officers."
The Supreme Court&rsquo;s opinion delivered on November 20 has again rejected the Tamil Nadu Governor&rsquo;s theory of pocket veto and assertion that Bills can be killed or buried by the Raj Bhavan. The CM said, "Through our legal battle, we have now compelled Governors, including the Tamil Nadu Governor, who are at odds with the elected government across the country, to work in line with the elected government and be accountable for their deliberate inaction in response to the people&rsquo;s will through legislation."
It has also empowered Constitutional Courts to review their actions if they obstruct the passage of Bills indefinitely, and they cannot hide behind Article 361.
The CM, furthermore, said: "I believe that no constitutional authority can claim to be above the Constitution. When even a high Constitutional Authority breaches the Constitution, the Constitutional Courts are the only remedy, and the doors of the Court must not be closed. This would undermine the rule of law in our constitutional democracy and encourage breaches of the Constitution by Governors acting with political intent."
The DMK president dramatically added, "I have promises to keep, and until our people&rsquo;s will in Tamil Nadu is fulfilled through legislation, we will ensure that every constitutional apparatus functions in this country in accordance with the Constitution."
DMK MP and senior advocate P Wilson said on Thursday that the Supreme Court's "no timelines for Governors" was only an opinion and not a judgment. Hence, Wilson said such an opinion was not binding. It will also not have any impact on adjudication in the courts, the MP had told reporters.
It may be recalled that the Tamil Nadu government notified on April 12, 2025 as many as 10 Acts after the apex court judgment that said the bills adopted again by the Assembly and sent to the President by the Governor were deemed to have received assent.
The 10 bills cover state-run varsities, and a key aspect is the transfer of the powers to appoint VCs from the Governor-chancellor to the state government. It includes those to amend the Tamil Nadu Fisheries University Act, and the Tamil Nadu Veterinary and Animal Sciences University Act. A bill to amend the Universities laws, the Tamil Nadu Dr. Ambedkar Law University Act, was among the other bills.
The Madras HC had granted interim stay on the operation of these amendment Acts and the government later preferred an appeal against it in the apex court. Days ago, the Raj Bhavan denied that Tamil Nadu Governor R N Ravi caused a delay in giving his assent to the bills passed by the State Assembly and it said, "81 per cent of the Bills" have been assented to by the Governor.
Taking exception to certain "unfounded and factually incorrect allegations" made in public domain that the Governor was delaying assent to the bills passed by the Tamil Nadu Legislative Assembly, and that his "actions were against the interests of the people," the Raj Bhavan said the official records of Raj Bhavan showed of the total bills received as on October 31, 2025 as much as 81 per cent were assented.
TN Governor RN Ravi and the DMK regime led by Stalin are at loggerheads over several policy issues, and the Dravidian model government has often accused the Governor of being "biased, acting politically at the behest of the BJP government at the Centre" and deliberately delaying Bills passed by the Assembly.

Three people suspected to have been involved in the brutal sexual assault on a college student were shot at and nabbed by the police, with Chief Minister M K Stalin directing the authorities to file a chargesheet within a month and ensure the culprits in the case received maximum punishment soon.
The three men&mdash;Satish alias Karuppsamy, his brother Karthi alias Kalishewaran, both from Virudhunagar district, and their relative Guna alias Thavasi from Madurai district&mdash;were nabbed late on November 3 when they tried to attack the police team that went in search of them, City Police Commissioner A Saravana Sundar told reporters in Coimbatore.
Condemning the sexual assault, CM Stalin said the tragedy that befell the young lady was inhumane. No harsh words would be adequate to condemn such heinous crimes. "The culprits involved in the case have been traced and arrested immediately. I have ordered the police to file a chargesheet within a month and get them the maximum punishment as soon as possible," Stalin said in a post on the social media platform &lsquo;X.&rsquo;
He further said that "the progress that our women achieve in all fields will put an end to the patriarchal mentality of such perverted animals and will lead to our transformation into a completely progressive society."
According to Saravana Sundar, the investigators scanned about 300 CCTV footages and corroborated them with inputs received from the people and identified the exit route of the suspects, who were identified and swiftly traced at their hiding spot in Vellakinaru at around 10.40 pm on Monday. "They attacked the police personnel, forcing the latter to use minimum force to overpower them by opening fire below the knees," he said. A police constable was injured when the trio attacked the team.
Investigation revealed that they were related and have criminal cases including murder, theft, and hurt pending against them and were attending a court case related to a murder case. "On the night of November 2, the three robbed a two-wheeler and were travelling on the mud road near the airport when they noticed the student and her friend talking in the car," the Commissioner said.
The trio broke the car windows with stones and inflicted cut injuries on the student's male friend before dragging her to a deserted place that had no lighting facility and committed the offence. "There was no delay on the part of the police in responding to the SoS. Her friend made a call to the police control at 11.20 pm and the police arrived at the spot in 15 minutes. She was taken to the hospital after she emerged from the spot," Sundar said, adding that the woman was out of danger.
The victim was being provided psychological counselling, the Commissioner said. Satish (30), Karthi (21), and Guna (20) were labourers and had also worked in a lathe unit. Preliminary investigation revealed that the trio, after robbing a two-wheeler, had some alcoholic drinks and were proceeding by the airport when they noticed the couple and sexually assaulted the student. Police also filed a gang rape case against the three, the official said.
While one of the suspects sustained a gunshot in one leg, the other two were injured in both legs when the police opened fire, an official said. All of them have been admitted to a government medicare facility here along with the injured constable and are undergoing treatment. Further investigation is on.
The sexual assault has sent shock waves across the state and sparked political outrage with various parties demanding stringent action against the culprits. Despite being injured, the victim's friend managed to inform the police. Late in the night, the police managed to locate the victim with the help of the locals and had her admitted to a hospital.

On getting a call, the Bomb Detection and Disposal Squad (BDDS) was sent to the spot early in the morning, and checks were carried out, but nothing was found, police officials added.
A constable who was at the scene said they started the search around 3 am. Initially, the search was conducted outside the house. Later, when Tamilaga Vetri Kazhagam founder Vijay woke up, police were let into the house to search, he added.
"We left around 7.25 am when we found nothing," said the constable.
An Assistant Commissioner of Police told PTI that city personalities have been receiving bomb hoax mails from a Hotmail address.
"Last month, another actor-politician, S Ve Shekher also received a bomb threat mail. The content of these emails are similar. We are yet to trace that mail ID," said the official.
On October 6, a prominent national daily from Chennai, too, received a bomb threat mail claiming three RDX IEDs had been planted in their premises.
Like in previous cases, the BDD Squad declared it a hoax after a thorough search.
