The toll in the September 27 stampede at actor-politician Vijay-led rally in Karur in western Tamil Nadu climbed to 40 on Sunday with over 60 being treated as in-patients, and at least 2 were critical, officials said.
As the toll mounted, Vijay-led Tamilaga Vettri Kazhagam (TVK) moved the Madras High Court Madurai Bench seeking a CBI or an independent probe into the stampede. Vijay, facing flak from various quarters, also announced a compensation of Rs 20 lakh each to the families of the victims, while expressing profound grief over the incident that left 40 dead.
Karur police booked a case under provisions including negligence against TVK office-bearers and forensic experts commenced probe and covered spots like a sewer where a couple of bodies were allegedly found. Traders, shops and commercial establishments in Karur downed the shutters as a mark of respect to the deceased.
Ten children--5 boys and as many girls, 17 women and 13 men have died.
Justice Aruna Jagadeesan, who leads the single-person Commission Of Inquiry constituted by the Tamil Nadu government, visited a Karur hospital, spoke to the affected people and also inspected the scene of stampede and inquired with officials.
Chief Minister MK Stalin, Deputy CM Udhayanidhi Stalin and leaders of political parties including Leader of Opposition, Edappadi K Palaniswami, BJP's Nainar Nagenthran and K Annamalai, VCK chief Thol Thirumavalavan, PMK top leader Anbumani Ramadoss visited the hospital. Celebrities including Rajinikanth and MNM chief Kamal Haasan have condoled the deaths.
Answering a question on possibility of TVK chief Vijay's arrest, the CM said any action, to be considered, would be based on the report of the inquiry panel and asserted that he was not inclined to make any comment with a political motive.

Prime Minister Narendra Modi has announced an ex-gratia of Rs 2 lakh to the kin of each of the deceased and Rs 50,000 to the injured.
While the state government has announced a solatium of Rs 10 lakh each to the families of the deceased and Rs 1 lakh each to the injured, TVK announced Rs 20 lakh each to the families of the deceased and Rs 2 lakh each to those injured.
The Tamil Nadu Congress Committee announced Rs 1 crore for the families of the dead and BJP announced Rs 1 lakh each to the kin of deceased.
Meanwhile, a man injured in the stampede moved the High Court with a plea to forbear Tamil Nadu DGP from granting permission to conduct any further public meetings by the party leader until Saturday's fatal incident was fully investigated and responsibility fixed.
Stopping short of alleging a conspiracy into the incident, TVK deputy general secretary Nirmal Kumar told reporters that the party had approached the HC Bench with a plea for an impartial inquiry.
Tamil Nadu Health Secretary P Senthil Kumar, providing updates on those deceased and injured said 2 were critical and all others were stable.
The youngest victim was a 2-year old boy. A 28-year old woman and her two daughters, both aged less than 10; a 24-year old man and a 24-year old woman who were set to get married soon were among the victims.
Edappadi Palaniswami blamed the police and administration for their inability to avert the tragedy by ensuring proper arrangements.
Police claimed that the situation went out of control as several thousands of persons far beyond the expected numbers gathered to see the actor.
Also, the crowd swelled due to the delayed arrival of the actor-politician to the venue and they lacked sufficient food and water during the waiting hours under the hot sun.
ADGP (Law and Order) S Davidson Devasirvatham said nearly 500 police personnel were deployed for the rally and asserted that proper police bandobust was provided.
He denied claims that there was stone pelting during the rally .
When Vijay's campaign vehicle was 50 metres away from the designated spot in Karur, he was instructed by a DSP-ranked officer to stop the vehicle and address the gathering from that place itself. But they did not extend their cooperation and insisted that they go the designated spot.
BJP leader Annamalai faulted the state government over allocation of venue for the rally and the strength of police personnel that was deployed. He wanted Vijay to give up weekend trips as it would attract more crowd.
He demanded that the government take tough action against district collector and police superintendent and sought for a CBI inquiry.
Karur district Collector M Thangavel said the administration opened several control rooms at the Government Medical College hospital to immediately serve those affected.
Tamil Nadu Generation and Distribution Corporation Chief Engineer C Rajalakshmi denied there was suspension of power supply when the rally was held.
Meanwhile, CM Stalin said Rahul Gandhi spoke to him over the phone about the Karur incident.
"Thank you, my dear brother Thiru. RahulGandhi , for reaching out to me over phone, conveying your heartfelt concern over the tragic incident in Karur, and sincerely enquiring about the measures taken to save the precious lives of those under treatment," he said in a social media post.
Gandhi also reportedly spoke to Vijay.&nbsp;

The Central Administrative Tribunal (CAT) on Tuesday observed that the Royal Challengers Bengaluru are "prima facie responsible" for the stampede outside Chinnaswamy Stadium on June 4, which led to the death of 11 people.
Nearly 2.5 lakh fans thronged the MG Road and Cubbon Road areas near the stadium after RCB announced a victory parade from the Vidhana Soudha and a fan engagement programme at the stadium to celebrate the team's maiden IPL triumph.
"&hellip;therefore, prima facie it appears that the RCB is responsible for the gathering of about three to five lakh people. The RCB did not take the appropriate permission or consent from the Police," the CAT noted.
"Suddenly, they posted on social media platforms and as a result of aforesaid information the public were gathered," added the CAT in its observation.
The RCB had posted in its social media handles about the parade and the fan engagement on the morning of June 4, and the Tribunal noted that the police department did not have sufficient time in its hands to manage such a large gathering at such short notice.
"Because of shortage of time on 04.06.2026, the Police was unable to do the appropriate arrangements. Sufficient time was not given to the Police. Suddenly, the RCB created the aforesaid type of nuisance without any prior permission.
&ldquo;Police personnel are also human beings. They are neither "God" (Bhagwan) nor Magician and also not having the magic powers like "Alladdin ka Chirag" which was able to fulfil any wish only by rubbing a finger," the CAT observed.
The RCB management was not available to make a comment on this development.
Earlier, charges were pressed against RCB and the Karnataka State Cricket Association with regard to the tragic events, leading to the resignation of KSCA secretary A. Shankar and treasurer Jayaram.

Congress leader Rahul Gandhi on Wednesday cited a BBC report to allege that the number of people who died in stampedes during the Maha Kumbh was suppressed by the Uttar Pradesh government and accused the BJP of having no accountability.

"This is the BJP model - if there is no counting of the poor, then there is no accountability either!" the Leader of Opposition in Lok Sabha said.
On Tuesday, Samajwadi Party president Akhilesh Yadav cited the same media report to accuse the Uttar Pradesh government of lying about the death toll in the January 29 Maha Kumbh stampede and said that those who provide "false statistics" are not worthy of public trust.
Yadav made the remarks in a post on X, citing a BBC report which claimed that 82 people died in the stampede. The toll is significantly higher than the official figure of 37.

Bengaluru Urban Deputy Commissioner G Jagadeesha, who is heading the magisterial probe into the stampede near Chinnaswamy stadium here, on Wednesday recorded statements of those injured in the incident.
According to official sources, video statements of at least 14 people were taken as part of the inquiry.
During the inquiry, they were asked to detail the difficulties they faced, how the stampede unfolded, and which hospital they were treated at.
After recording his statement, one of the victim's, Syed Abu Jaffer, said he narrated to the Deputy Commissioner how the stampede occurred on June 4 while he was standing at Gate Number 20 of the stadium.
"I have recovered my statement with the DC. I told told him what happened that day and that though police were present at the stadium that day, they were unable to control the crowd. The Deputy Commissioner has offered to cover my full hospital expenses," he told reporters here.
Rajesh M G, another victim also met the DC and recorded his statement.
Recalling the incident, he told media, "Too many people had gathered that day. I got eight stitches. I was at Gate Number 1. Around 500 to 1,000 people were standing there. Suddenly, the gate opened and everyone rushed in, pushing each other. In that, I got pushed and fell on the fencing rod and that&rsquo;s how I got injured." Rajesh, who travelled from Whitefield to attend the event, said while he was conscious, he saw the police helping three unconscious people to a safer spot.
Alleging lack of sufficient police deployment outside the stadium, he said,"Police were present, but at each gate, only two or three officers were there. They were unable to manage the crowd. We cannot blame any particular person, but in my opinion, the government has to take preventive and security measures. Even people behaved badly." He also complained that no compensation has been offered to those injured in the stampede.
As part of the inquiry, government and police officials, representatives from Karnataka State Cricket Association (KSCA), Royal Challengers Bengaluru, Event Management firm DNA Entertainment Private Limited will be summoned.
Already notices were issued to the concerned officials, officials said.
A day after the incident, on June 5, Jagadeesha had inspected the Chinnaswamy stadium where the stampede broke out.
He had said that post inquiry, he would submit the report to the government within within 15 days.

During the hearing, AG Shetty submitted that he has not yet filed his reply. He said a judicial commission has been constituted, giving a one-month timeline for a report. He also noted that police officers have been suspended.
Shetty requested for a sealed-envelope submission, stating that in the pending bail petitions being heard concurrently, any statements made in the case were being used by the accused.
The court permitted Shetty to file the reply in a sealed cover by June 12, emphasising safe custody by the Registrar General.
The suo moto petition was heard by a division bench of acting Chief Justice V. Kameshwar Rao and Justice C. M. Joshi.
A former member of the Legislative Council sought to be impleaded in the petition.
Meanwhile, a lawyer mentioned that he is also filing a Public Interest Litigation (PIL) regarding the stampede.
The court also noted that the investigation has been transferred to the Criminal Investigation Department (CID), as mentioned by Shetty in a prior hearing.
On June 5, Karnataka HC had taken cognizance of the stadium stampede event and directed the state government to file a status report.

Sosale was arrested on June 6 by the Central Crime Branch at the Kempegowda International Airport in Bengaluru, when he was about to leave for Dubai.
In his petition, Sosale questioned the legality of his June 6 early morning arrest. He alleged that the police action was influenced by political directives.
The single-judge bench of Justice S R Krishna Kumar heard arguments from both Sosale&rsquo;s counsel and the state before deciding to pronounce the interim order tomorrow.
Senior Advocate S Chouta, representing Sosale, contended that the arrest was made in violation of procedure, especially since the investigation has already been transferred to the Criminal Investigation Department (CID).
&ldquo;They are saying, as a superior officer, they (CCB) can arrest. But even if that power exists, it must be in writing and communicated at the time of arrest,&rdquo; Chouta argued, citing Section 55 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
&ldquo;Ultimately, the question is about liberty. Even if the offence is punishable with more than seven years, unless there is credible reason to believe and material on record, you cannot deprive a person of liberty,&rdquo; he said, referring to a Supreme Court judgment.
The court also sought clarity on the notification transferring the case to the CID and questioned why the CCB suddenly intervened in the investigation.
&ldquo;The problem is, CCB suddenly comes in. All the public knows is that the investigation was handed to CID. Then in the morning, CCB arrests Sosale. What happened in between?&rdquo; the judge asked.
Chouta pointed to the inconsistencies in the timeline and questioned the basis of the arrests.
&ldquo;The first arrest of a freelancer named Shamant was made at 3am by Ashok Nagar Police. Sosale was arrested at 3.30am by CCB.
Two more arrests followed at 4am. Then five police officials were suspended. What legal process authorised CCB to step in?&rdquo; he questioned.
He also argued that Sosale and the others arrested had no clear role mentioned in the FIR.
&ldquo;The FIR just refers to &lsquo;entities.&rsquo; There&rsquo;s no naming of individuals. So are all members of RCB, KSCA, DNA fair game for arrest now? There are no ingredients of the offence present. It seems arbitrary and selective,&rdquo; Chouta said.
He further submitted that Sosale was not provided with mandatory documents at the time of arrest, which he claimed violated due process.
On the state&rsquo;s side, Special Public Prosecutor B A Belliyappa appeared along with Additional Public Prosecutor B N Jagadeesha, who said the prosecution would produce documentation to justify the CCB&rsquo;s involvement.
&ldquo;The detention was on June 6. We are compiling a detailed timeline showing how CCB was roped in through orders by a superior officer. It&rsquo;s all in black and white,&rdquo; Jagadeesha told the court.
The judge responded that he would examine whether the legal process between the night of June 5 and the morning of June 6 substantiates the state&rsquo;s claim.
Advocate General Shashi Kiran Shetty, representing the state government, sought time to argue the matter.
When Chouta sought interim bail for Sosale, the AG opposed the plea, stating that the state&rsquo;s full response would be presented the following day.
Justice Krishna Kumar recorded that the petitioner&rsquo;s counsel had been heard in full and posted the matter for further hearing to June 11.
The hearing also touched upon the larger context of the incident, including political developments and administrative actions following the tragedy that claimed 11 lives and injured dozens.
The court also noted the mention of a suo motu PIL related to the incident, which has been adjourned to June 12.

Chaotic celebrations turned into a full-blown tragedy as at least 11 people lost their lives and several others were left injured outside the Chinnaswamy Stadium, trying to join a party inside to honour RCB's IPL triumph.
However, the felicitation of the players went ahead nonetheless as the stadium was packed to the rafters despite the chaos.
"The Congress party stands in solidarity with the people of Bengaluru and commits to supporting all efforts to provide relief, medical help and assistance to the affected families by the Karnataka government," Kharge said in his post.
"The state government and relevant authorities must immediately review and strengthen safety protocols for such events to prevent any recurrence of such a tragedy. The joy of victory should never come at the cost of lives," the Congress chief added.
Thousands had converged outside the venue as police struggled to take control of the situation, resorting to mild use of force as well, as people desperate to get into the stadium were seen pressed against the entrance gate.
According to eyewitnesses, fans thronged the venue of felicitation. Visuals showed police shifting the injured and those who fell unconscious to nearby hospitals in ambulances.

There were two incidents back in 1969 during Australia's Test series in India in Kolkata (Eden Gardens) and Brabourne Stadium in Mumbai. The incident in Mumbai was after a debatable decision that saw the back of S Venkataraghavan. The spectators who were listening to All India Radio commentary were infuriated and wreaked havoc. There was fire in the stands but fortunately no deaths.
The stampede like situation at Eden Gardens had more to do with erstwhile corrupt officials of Cricket Association of Bengal, who had printed fake tickets above capacity and there were at least 20,000 people more.
The grapevine was that some of the CAB officials hid under their tables when police were trying to evacuate the spectators.
However, what happened on Wednesday can't be described in mere words as this was a planned gathering with less than 24 hours for the police and city administration to perform due diligence about the size of crowd expected to turn up.
There was no live match but star struck youth wanting to get a glimpse of Virat Kohli led to this unmitigated and irreparable loss. Eleven lives lost and it could be more.
When these youngsters (including children) gathered at MG Road, Brigade Road, Cubbon Park or Vidhan Souda, it was all about passion and excitement to meet their heroes but the 11 set of parents will have to live with this tragedy that could have been avoided.

"I don't know what we did wrong...we had tickets," an exasperated RCB supporter wondered outside the Chinnaswamy stadium, watching what was meant to be a day of celebration become a day of mourning after 11 fans were killed in a mad scramble to attend the team's IPL victory party here.
Thirty three of the team's injured supporters had to be hospitalised after a chaotic day.
"When one organises a victory celebration of this magnitude...safety and security measures need to be taken," BCCI secretary Devajit Saikia told PTI, taking note of the lack of preparedness to deal with the lakhs who crowded the streets, desperate to catch a glimpse of their favourite stars, including the enigmatic Virat kohli.
The tickets for the hastily-arranged engagement programme were sold in a jiffy, but the fans crowded all the gates 12, 13 (main gates) and 10 (club house entrance) with not enough security to control them.
The number swelled to unexpected levels around 3.30pm and it forced the police and stadium security officials to close all the gates to prevent the ticket-less from squeezing in along with the ones who had valid tickets.
"We came to watch our stars. I bought tickets for the function but was not even able to enter the stadium. Police suddenly blocked all the roads and closed all the entrances to the venue, and suddenly they started lathi-charging near the main gate," said Prashant Shetty, a post-graduate student who came along with a few of his friends.
"I don't know what we did wrong. We were invited for the function and bought tickets but in the end got beaten up and abused. Terrible day for fans like us," he added.
At around 4.30 pm many more came from the nearby Cubbon Park metro station, worsening the situation and the police had to resort to mild use of force to disperse the huge gathering.
At Gate No. 10, the situation was grimmer as women and children were shoved around forcefully, and even this reporter was pushed to a corner by a police official with a lathi who also hurled some swear words in local dialect.
Several ticket-holders had no choice but to make a retreat from the venue albeit thankful that they escaped unscathed from what became a stampede.
Even from a distance, it was disturbing to see women fainting and some others getting crushed under the feet of jostling fans.
The fan engagement function lasted close to an hour and the team went back to the hotel around 6:30 pm, but the fans still remained near the stadium, creating further traffic blocks and chaos, before slowly moving away after a tragic day.

"The cricket association had organised a programme for the victory celebration (at the stadium), there was also a programme from the government (Vidhana Soudha). At the Chinnaswamy Stadium, a big tragedy happened. Due to the stampede, 11 people have died and 33 have suffered injuries," Siddaramaiah said.
Speaking to reporters after visiting the Bowring and Lady Curzon Hospital and Vydehi Super Speciality Hospital here, he said such a tragedy shouldn't have happened. The government expresses grief over the incident.
Stating that most of the deceased are youth, including men and women, the CM said the government has announced Rs 10 lakh compensation to the kin of each deceased.
Instructions have been given to provide free treatment for the injured, he said, adding that outpatients totalling 47 people.
Noting that the stadium has the capacity for 35,000 people, the CM said 2-3 lakh people had gathered.

"When one organises a victory celebration of this magnitude, proper precautions, safety and security measures need to be taken. There have been some lapses somewhere.
"After such a glorious ending to the IPL, this has been an anti climax. There have been IPL celebrations in the past as well, like in Kolkata last year when KKR won but nothing happened there." Saikia also cited the examples of the celebrations in Mumbai following India's T20 World Cup triumph in Barbados.
"Same was the case when we won the T20 World Cup. There was a sea of humanity in Mumbai but nothing happened. Police and local authorities worked in tandem to ensure smooth conduct. I hope nothing more untoward happens.
"Even yesterday in Ahmedabad, during the IPL final, there were 120,000 people at the stadium but BCCI has a dedicated team which has done elaborate planning in coordination with local district administration and law enforcing authorities to ensure that safety and security of the spectators," Saikia added.

A local court here on Wednesday heard arguments in connection with framing of charges in the ongoing trial of the July 2024 stampede case before setting the next date of hearing to June 4, a lawyer said.
The case pertains to the stampede that broke out on July 2 last year during a religious gathering led by preacher Surajpal alias Narayan Sakar Hari alias Bhole Baba in Sikandrarao tehsil of Hathras district, in which 121 people lost their lives. Most of the victims were women and children.
The court of Additional District Judge (ADJ) Mahendra Srivastava heard the case. The matter was previously being heard in the District Judge's court but has now been transferred to the ADJ-I court.
During Wednesday's proceedings, senior advocate A P Singh appeared on behalf of the accused event organisers and reiterated the defence's stance.
Singh claimed that the stampede was the result of a conspiracy.
"There have been past attempts to malign the Uttar Pradesh government and this was one such orchestrated effort," he alleged.
Singh said he argued that the accused have no criminal history or background and have been volunteering for the spiritual event. Those who lost their lives were also "their own people" (followers of the preacher), he added.
Singh is also the legal counsel of Surajpal, who, however, is not mentioned as an accused in the police FIR.
"The case has now been transferred to a new judge. We have apprised the court of the entire scenario -- there are 700 witnesses, the charge-sheet runs into 10 volumes and an SIT has been constituted to probe the incident. Following this, Uttar Pradesh Chief Minister Yogi Adityanath also ordered a judicial inquiry commission," he said.
Singh further stated that an FIR was registered and a reward of Rs 1 lakh was announced for the main accused Devprakash Madhukar.
"Eleven people have been arrested and none were apprehended by the police. We presented them ourselves. Justice must be done in this case," he said.

The Special Investigation Team's (SIT's) chargesheet in the Hathras satsang stampede case came under sharp criticism in a court on Friday, with Supreme Court advocate A P Singh, representing Bhole Baba, describing it as a "bundle of lies" influenced by media and political pressure.
The chargesheet was discussed during a hearing in the district court here in connection with the stampede in Sikandrarao tehsil on July 2 last year which claimed 121 lives, most of them women and children during a religious gathering addressed by Surajpal alias Narayan Sakar Hari alias Bhole Baba.
Talking to reporters after the court proceedings, Singh, who is also representing all accused in the matter, said, "The SIT's chargesheet is nothing but a bundle of lies. It has been prepared hastily under media pressure, government influence and public outrage. Innocent people have been wrongly implicated." He added that detailed arguments were submitted in the court to highlight the alleged inconsistencies and flaws in the investigation.
"It is already becoming clear in the court that this chargesheet is fabricated. The truth will soon come to light and justice will prevail," he asserted.
Singh said out of the 11 event organisers, eight have already secured bail from the high court. "Only three individuals, chief organiser Devprakash Madhukar along with Mukesh and Megh Singh, remain in judicial custody," he said.
The court has scheduled the next hearing in the case for May 2, when further arguments are expected.
The tragic incident had drawn national attention, prompting the formation of a high-level SIT to probe the circumstances that led to the deadly stampede.
Surajpal alias Bhole Baba is not mentioned as an accused in the police FIR.
Event organisers are accused in the FIR over the event, where authorities found that the crowd had swollen to over 2 lakhs, much beyond the permitted limit of 80,000.
