New Delhi, Aug 19 (PTI) - The National Sports Governance Bill has transformed into an Act following the approval from President Droupadi Murmu, marking a significant overhaul in India&rsquo;s sports administration. This step is being applauded as a groundbreaking reform by Sports Minister Mansukh Mandaviya.
The Presidential approval was received on Monday, as confirmed by a Gazette notification from the central government. "The following Act of Parliament received the President's assent on August 18, 2025, and is hereby published for general information -- The National Sports Governance Act, 2025," the notification stated.
As previously reported by PTI, the enacted legislation includes two substantial amendments compared to the original bill. The application of the Right to Information (RTI) has been narrowed down to encompass only those sports bodies dependent on government funding, thereby exempting the Board of Control for Cricket in India (BCCI) from its scope. The cricket board had been against being included under RTI clauses given their lack of reliance on government funds.
"A recognised sports organisation, receiving grants or any other financial assistance from the Central Government under sub-section (1) or from a State Government, shall be considered as a public authority under the Right to Information Act, 2005, regarding the utilisation of such grants or any other financial assistance," the Act specifies.
Furthermore, the eligibility criteria for aspirants aiming for top positions in national federations have been adjusted. Now, they need to serve just one term in the Executive Committee, as opposed to the previously required two terms, to promote the involvement of "younger administrators and athlete-leaders in governance."
The Act states, "...a person shall not be qualified to contest for election or seek nomination to the posts of President, Secretary General, or Treasurer unless such person is a sportsperson of outstanding merit or has previously served as a member for at least one full term in the Executive Committee of the National Sports Body or as the President, Secretary General, or Treasurer in its affiliate unit."
After extensive consultations spearheaded by Mandaviya with various stakeholders over the past year, the sports bill, which has been under consideration for over a decade, was finally passed. The draft was introduced in the Lok Sabha on July 23 and was approved in the Lower House on August 11. The Rajya Sabha gave its nod to the document a day later following an extensive discussion lasting over two hours.
The newly enacted law will establish a National Sports Board, authorized to grant affiliation to National Sports Federations and de-recognize those involved in violations, ranging from financial misappropriations to electoral wrongdoing.
A National Sports Tribunal will also be instituted to address disputes promptly, with its decisions only challengeable in the Supreme Court to prevent lengthy legal proceedings obstructing sports issues.
Additionally, a National Sports Election Panel will be set up to supervise NSF elections, often entangled in controversies.
The Act further empowers the central government with discretionary authority to limit India's international participation in "extraordinary circumstances" where "national interest" is at stake.

A day after Lok Sabha's approval, the bill was cleared in the Rajya Sabha on Tuesday after extensive discussion.
PTI presents an overview of its salient features that promise to overhaul several aspects of sports governance and the grievance redressal system for athletes and administrators alike in the country. The bill now awaits a presidential assent to become an act, which is not likely to take too long.
After this a gazette notification will be brought out by the government.
Age and tenure cap: ============= The bill fixes the tenure limit at three consecutive terms adding up to 12 years for the posts of President, Secretary General and Treasurer in sports bodies. The age cap has been kept at 70, extending up to 75 at the time of nomination if permitted by the international charter and statutes of the concerned sport.
The Executive Committee strength of a sports body has been capped at 15 to ensure that the financial burden on the federation is not high. The EC would be mandated to have at least two sportspersons of outstanding merit and four women in the ranks.
The provision is in line with the international push to ensure gender parity in sports governance and make athletes a prominent stakeholder in decision-making process.
National Sports Board: =============== The National Sports Board (NSB) will have overriding powers to grant or suspend recognition of all National Sports Federations (NSFs) and even "collaborate" with the international federations for athlete welfare.
The NSB will comprise a chairperson, and its members will be appointed by the central government from "amongst persons of ability, integrity and standing." The appointments would be done based on the recommendations of a search- cum-selection committee, which would have the Cabinet Secretary or Secretary Sports as chairperson.
The other members of this panel will be the Director General of the Sports Authority of India, two sports administrators who have each served as the President or Secretary General or Treasurer of a National Sports Body and one eminent sportsperson who is a Dronacharya, or Khel Ratna or Arjuna awardee.
The Board has been empowered to de-recognise a national body that fails to hold elections for its Executive Committee or has committed "gross irregularities in the election procedures." In addition, failure to publish annual audited accounts or "misused, misapplied or misappropriated public funds" would also invite suspension from the NSB but it would be required to consult the concerned global body before proceeding.
Only a recognised sports organisation will be eligible to receive grants or any other financial assistance from the central government.
National Sports Tribunal: ================ According to the Sports Ministry, over 350 cases are currently in progress in various courts of the country over issues ranging from selection to election, significantly hampering the progress of athletes and NSFs. The setting up of a National Sports Tribunal promises to end that for good as it would have "all the powers of a civil court." It will comprise a chairperson and two other members. The head of the Tribunal would be a sitting or retired judge of the Supreme Court or the Chief Justice of a High Court.
The appointments to this would also be in the hands of the central government based on recommendations of a committee that will be headed by Chief Justice of India or a Supreme Court judge recommended by the CJI and comprise the Sports Secretary and Secretary in the Ministry of Law and Justice.
The central government will have the power to remove its members in case of violations, including financial irregularities and actions prejudicial to "public interest".
The orders of this Tribunal would only be challengeable in the Supreme Court, which will ensure that no lower court would be involved in deciding disputes related to sports, making "jurisprudence stable and faster".
The appeal will also have to be filed within 30 days of the tribunal's decision but the Supreme Court will have the authority to decide if a filing can be done on the expiry of the deadline.
National Sports Election Panel: ==================== This too shall be appointed by the central government on the recommendation of the National Sports Board. The panel will be made up of retired members of the Election Commission of India or the State Election Commission or retired Chief Electoral Officers of the States or Deputy Election Commissioners, with "adequate experience".
The panel will act as "electoral officers" to oversee the conduct of free and fair elections to the Executive Committees and the Athletes Committee of the sports bodies.
The Board shall maintain a roster of the National Sports Election Panel, in such manner as may be prescribed.
RTI: ==== All recognised sports organisations, which are dependent on government funding and support, will be covered under the Right to Information Act, 2005 "with respect to the exercise of its functions, duties and powers." This ensures that the BCCI, which is not relying on ministry funding, will readily come under the bill's ambit. It will have to register itself as an NSF with the NSB as cricket is set to debut as an Olympic sport in the 2028 Games in the T20 format.
Govt's discretionary powers: ================== Any sports organisation wanting to use the word "India" or "Indian" or "National" or any national insignia or symbols will have to obtain a No Objection Certificate from the central government.
The central government, if it considers "necessary" and expedient in the public interest, will have also have the power to "relax" any of the provisions mentioned in the bill.
In addition, the government can also give such directions to the National Sports Board or any other person or entity for the "efficient administration" of the provisions of this bill.
The government will also be authorised to "impose reasonable restrictions on the participation of any national team of a concerned sport" under extraordinary circumstances and in the national interest.

The Union Cabinet on Tuesday approved a comprehensive Khelo Bharat Niti, 2025 with the aim of making India one of the top five sporting nations by 2047, Union Minister Ashwini Vaishnaw said.
Briefing reporters on the decisions taken by the cabinet, he said in the last 11 years, Prime Minister Narendra Modi has focused on sports, especially to bring forward talent in the rural areas.
The new policy is part of the effort, he said.
The minister said the second key objective is to make sports a "people's moment".

Maharashtra&rsquo;s Rishabh Das finished first with 56.13 in men&rsquo;s 100m backstroke while Karnataka duo of Utkarsh Patil (56.29) and Akash Mani (56.35) came second and third respectively.
In women&rsquo;s 100m backstroke, Karnataka&rsquo;s Vihitha Loganathan bagged the gold medal with 1:05.18 followed by Bengal&rsquo;s Soubrity Mondal (1:05.19) and Odisha&rsquo;s Pratyasa Ray (1:05.64).
SSCB&rsquo;s Likith Prema finished first in men&rsquo;s 100m breaststroke with 1:03.16, while Tamil Nadu pair of Danush Suresh (1:03.11) and MS Yadesh Babu (1:03.81) came in second and third respectively.
In women&rsquo;s 100m breaststroke, RSPB&rsquo;s Harshitha Jayaram finished with 1:13.24 followed by Mannata Mishra (Odisha) and Saanvi Deshwal (Maharashtra), who both clocked 1:15.57.
On the final day of the 78th edition of the tournament, Karnataka recorded a total haul of 41 medals including 16 gold medals, 11 silver and 14 bronze.
At the second was Tamil Nadu with 16 medals (8 gold, 5 silver and 3 bronze) followed by Maharashtra at third with overall 17 medals (4 gold, 5 silver and 4 bronze).&nbsp;

The 6th Indian Open of Surfing at Sasihithlu Beach (May 30 - June 1) features top talent aiming for Asian Games qualification.

The Indian Open of surfing, which is the second stop in the National Surfing Championship series, is all set to return for its sixth edition from May 30 to June 1.
The competition will be hosted by the Mantra Surf Club against the backdrop of Sasihithlu Beach and will be organised by the Surfing Swami Foundation, the Surfing Federation of India (SFI) stated.
The three-day competition will witness participation from India's top-ranked surfers in four categories -- men's open, women's open, U-16 Boys and U-16 Girls.
Last year, India earned its first-ever surfing quotas for a multisport event, securing two spots for the 2026 Asian Games at the Asian Surf Championship in the Maldives.
The upcoming Indian Open offers athletes the opportunity to boost their rankings and enhance their chances of qualifying for the Asian Surf Championship, the qualifier event for the 2026 Asian Games scheduled later this year.
"In 2024, our surfers created history by securing qualification spots for the Asian Games for the first time, marking a significant milestone that has elevated the sport's profile across the country," said Arun Vasu, President, Surfing Federation of India.
Kishore Kumar, Harish Muthu, Kamali P, Ajeesh Ali, Srikanth D, and Sanjay Selvamani are among the top surfers to watch at the Indian Open. These athletes have secured multiple national championship titles in recent years.
The year 2024 was a landmark for Indian surfing, with the national team earning a 5th place ranking in Asia.

Double Olympic-medallist Manu Bhaker and chess world champion D Gukesh were among four winners of the Major Dhyan Chand Khel Ratna award announced by the Sports Ministry, which also named an unprecedented 17 para-athletes in the list of 32 Arjuna awardees to honour their resounding success at the Paris Paralympics.
The other two Khel Ratna winners unveiled by the ministry on Thursday for the year 2024 were men's hockey captain Harmanpreet Singh and para-athlete Praveen Kumar.
The awards will be conferred on the athletes by President Droupadi Murmu at the Rashtrapati Bhavan on January 17.
The 22-year-old Bhaker became independent India's first athlete to win two medals in a single edition of the Olympics with her bronze-winning show in the 10m air pistol individual and 10m air pistol mixed team events in August.
The announcement comes a few days after reports that Bhaker had been ignored for the Khel Ratna as the award selection committee did not recommend her due to the absence of an application from her.
The shooter later admitted that there may have been a lapse on her part while filing the nomination. Once the procedural issues were sorted, there was never any doubt that Bhaker would be among the awardees.
In the same Paris Games, Hamranpreet led the Indian hockey team to its second consecutive bronze medal.
The 18-year-old Gukesh, on the other hand, became the youngest-ever World champion while also helping the Indian team win a historic gold in the Chess Olympiad last year.
The fourth recipient, para high-jumper Praveen, was crowned the T64 champion in the Paris Paralympics. The T64 classification is for athletes who have one or both legs missing below the knee and rely on a prosthetic leg for running.
The Khel ratna awardees receive a cash prize of Rs 25 lakh along with a citation and a medallion. The Arjuna awardees are given Rs 15 lakh as cash reward, a statuette of Arjuna and a citation.

The para-athletes outnumber the able-bodied ones in the list of Arjuna winners this time due to the magnificent Paris showing in which they returned with 29 medals, including seven gold and nine silver.
The official list also includes sprinter Jyothi Yarraji, javelin thrower Annu Rani, women's hockey team captain Salima Tete, world champion boxers Nitu Ghangas and Saweety, veteran swimmer Sajan Prakash, Olympiad gold-winning chess player Vantika Agrawal and squash star Abhay Singh.
Among the para athletes, Paris Paralympics gold-medallists Dharambir (club throw), Navdeep Singh (javelin throw) and Nitesh Kumar (para badminton) are the prominent names in the record number of Arjuna winners.
Paris Olympics bronze-winning para-archer Rakesh Kumar, para-shooters Mona Agarwal and Rubina Francis also feature in the list among others.
The ministry also cleared three coaches for Dronacharya award in the regular category, including Olympic bronze-medallist Swapnil Kusale's coach Deepali Deshpande.
The Dronacharya award in the lifetime category will be conferred on former India football manager Armando Colaco and badminton coach S Muralidharan.
The award is given to coaches to honour their outstanding work and for enabling athletes to achieve excellence in their chosen sport in top international competitions.

Tamil Nadu Sports Minister Udhayanidhi Stalin duly acknowledged Subbu's feat in a post on social media earlier this week and the octogenarian is likely to be felicitated by the state government soon.
"My hearty congratulations to Chennai's K Subramaniam (86) for clinching FOUR Gold medals in the 22nd Asian Masters Athletics meet held at Tarlac, Philippines.
"The octogenarian has proved that age is no deterrent to achieving big in sports. The Government of Tamil Nadu takes pride in the senior athlete's victory. Let his stellar performance continue in future tournaments," wrote Stalin on X.&nbsp;

The India 'A' team featuring Amee Kamani and Anupama Ramachandran have made history by winning the Women's Snooker World Cup for India at the Hi-End Snooker Club in Bangkok.
The Indian duo went into the tour with an unranked status and managed to get the better of 12-time world champion Reanne Evans and current world number four Rebecca Kenna to lift the title.
They defeated favourites England 'A' 4-3 (56-26, 67 (51)-27, 41-61, 27-52, 68 (34)-11, 55-64, 78-39) in the final to win the title.

The Pangong Frozen lake marathon will be the first of its kind global event to ever take place at this altitude. The purpose of the race is said to promote sustainable tourism and create awareness about climate and the environment.

Ladakh is all set to host India's first-ever frozen lake marathon at the world-famous Pangong Tso Lake situated roughly at a height of 13,682 feet on February 20.
Adventure Sports Foundation of Ladakh (ASFL), have nicknamed the event &ldquo;The Last Run&rdquo;, highlighting how parts of the lake may be unfit for a race of this kind in years to come.
The Pangong Frozen lake marathon will be the first of its kind to ever take place across the globe at this altitude.
&ldquo;On 20th February Adventure Sports foundation of Ladakh (ASFL) in collaboration with Ladakh Autonomous Hill Development Council Leh and Ladakh Tourism Department is going to organise India&rsquo;s first 21 km long Pangong Frozen Lake Marathon. It would be an attempt to make a &nbsp;Guinness world record for the world&rsquo;s highest frozen lake marathon,&rdquo; Chief Executive Councilor LAHDC Leh Advocate Tashi Gyalson said.&nbsp;
The purpose of the race is said to promote sustainable tourism and create awareness about climate and the environment as said by the Deputy commissioner of Leh.

Wrestlers vs Federation: Sports Ministry asks WFI for response within 72 hours

The Sports Ministry has given the Wrestling Federation a 72-hour ultimatum to respond to the allegations made by India's star wrestlers.

Taking cognisance of the <a href="https://www.editorji.com/sports-news/vinesh-phogat-level-sexual-harassment-charges-against-wfi-president-coaches-1674043266129">protest staged by Indian wrestlers</a> in Delhi, the Sports Ministry has sought an explanation from the Wrestling Federation of India within 72 hours.
On Wednesday, during a protest at Jantar Mantar, India's Olympic and CWG medallists levelled serious charges against the Wrestling Federation of India President &amp; coaches.
The likes of Vinesh Phogat &amp; Sakshi Malik among several others, alleged <a href="https://www.editorji.com/sports-news/others-sports/watch-startling-revelation-by-vinesh-phogat-and-sakshi-malik-rocked-indian-wrestling-arena-1674058634777">WFI President Brijbhushan Sharan Singh sexually harassed women wrestlers</a>. The wrestlers further alleged <a href="https://www.editorji.com/sports-news/others-sports/watch-will-not-compete-in-any-international-competition-until-wfi-president-is-removed-bajrang-punia-1674060790777">mismanagement of funds by the federation</a>.
Taking the allegations seriously, the Sports Ministry gave WFI 3 days to furnish a response, failing which the Ministry will initiate action against the federation.
Further, the Women National Wrestling Coaching camp, which was due to start in Lucknow on January 18 has also been cancelled.
