Congress Parliamentary Party chairperson Sonia Gandhi on Monday said the "demolition" of the historic Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) will have catastrophic consequences for crores of people across rural India and called upon all to unite and safeguard the rights that protect everyone.
In an editorial in The Hindu titled "The bulldozed demolition of MGNREGA," the former Congress chief said the "death" of MGNREGA is a collective failure.
This comes a day after President Droupadi Murmu gave her assent to the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill, which replaces the MGNREGA and has a provision for 125 days of wage employment for rural workers.
"MGNREGA realised the Mahatma's vision of Sarvodaya (welfare of all) and enacted the constitutional right to work," Gandhi said. "It is imperative, now more than ever, to unite and safeguard the rights that protect us all," she added.
Gandhi said the employment guarantee scheme to deal with rural distress has now been "bulldozed and demolished."
MGNREGA was a rights-based legislation inspired by Article 41 of the Constitution of India, which calls upon the government to secure citizens' right to work, she said.
"Over the past few days, the Narendra Modi government worked to bulldoze MGNREGA's abolition without any discussion, consultation, or respect for parliamentary processes or Centre-State relations. The removal of the Mahatma's name was only the tip of the iceberg. The very structure of MGNREGA, so integral to its impact, has been annihilated," she said.
She described VB-G RAM G as "nothing but a set of bureaucratic provisions."
The Modi government's new Bill has restricted the ambit of the scheme to rural areas as notified by the Union at its discretion, Gandhi said.
Against uncapped central allocation, there is now a pre-determined budgetary allocation that caps the number of days of employment provided in each state. The number of workdays provided are, therefore, left to the Centre's priorities rather than the people's needs, she said, adding that the all-year guarantee of employment has been finished off.
Gandhi said one of the greatest impacts of MGNREGA was increased bargaining power of the landless poor in rural India, which elevated agricultural wages. "This bargaining power will definitely be eroded under the new law. The Modi government is attempting to suppress wage growth and that too at a time when the proportion of employment in agriculture has risen for the first time since Independence, contrary to what should have been the case," she noted.
She also said by transferring a significant portion of the expense onto the states, the Modi government is discouraging them from providing work under the scheme. The finances of states, already under severe stress and strain, will be further devastated, the Congress leader said.
Under the VB-G RAM G Bill, the cost-sharing pattern is 60:40 between the Centre and states, 90:10 for northeastern and Himalayan states, and 100 per cent central funding for Union territories without legislatures.
Gandhi further said that aside from demolishing the demand-based nature of the programme, the Modi government has ended the decentralised nature of the scheme.
"The Modi government is resorting to fraudulent claims that it has enhanced the employment guarantee from 100 days (under MGNREGA) to 125 days. For all the reasons outlined above, that will certainly not be the case. Indeed, the real nature of the Modi government's intentions can be understood from its decade-long track record of throttling MGNREGA. It began with the Prime Minister's (in)famous mocking of the scheme on the floor of the House and proceeded apace through a 'death by a thousand cuts' strategy through, for instance, stagnant budgets, the use of disenfranchising technology and delayed payments to workers," she said in the article.
Gandhi said the demolition of the right to work must not be seen in isolation but as part of the long assault by the ruling establishment on the Constitution and its right-based vision for the country.
"The most fundamental right to vote is under unprecedented assault. The Right to Information has been desecrated with legislative changes that weaken the autonomy of Information Commissioners, and by wholesale exemptions from the Act for ill-defined 'personal information data,'" she said.
The Right to Education has been undermined and The Forest Rights Act, 2006, was markedly weakened by the Forest (Conservation) Rules (2022), which removed the gram sabha from any role in permitting the diversion of forest land, the Congress leader said, adding that The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 has been significantly diluted.
"Through the three black farm laws, the government attempted to deny farmers the right to a minimum support price. The National Food Security Act, 2013, may very well be next on the chopping block," Gandhi said.

The Congress on Tuesday claimed the "illegality" of the Narendra Modi government and its "politically motivated prosecution stands fully exposed" after a court here refused to take cognisance of the Enforcement Directorate's National Herald money laundering case against Rahul Gandhi, Sonia Gandhi and others.
In a statement, Congress spokesperson Supriya Shrinate said the ED's proceedings against Congress leadership -- Sonia Gandhi and Rahul Gandhi -- in the case have been found to be "completely illegal and mala fide" by the court.
"The mala fide and illegality of the Modi government stands fully exposed. The court has ruled that the ED case is without jurisdiction; it has no FIR, without which there is no case. This politically motivated prosecution by the Modi government over the last decade of the principal opposition party stands exposed before the people of India," she said.
"No case of money laundering, no proceeds of crime and no movement of property; all baseless charges that have been a part of a political witch hunt, propaganda, reputation assassination and campaign which stands defeated today," Shrinate said.
She said the Congress party and its leadership are committed to fighting for the truth and for the rights of every Indian. "We cannot, and will not ever be intimidated, because we fight for the truth," she added.
Party general secretary K C Venugopal said, "Through this judgment, the court has exposed the illegal and mala fide political targeting by the Narendra Modi government."
"From day one, the opposition, especially Sonia Gandhi and Rahul Gandhi, has been targeted without any legal basis or wrongdoing. This judgment clearly vindicates our stand," he added.
Refusing to take cognisance of the federal probe agency's money laundering charge against Congress leaders Rahul Gandhi, Sonia Gandhi, and five others in the National Herald case, the court noted that the chargesheet filed is based on a probe into a complaint by a private person and not on an FIR of a predicate offence.
Its cognisance is impermissible in law, the judge said.
Reading out the operative part from the order, the judge said the Delhi Police's Economic Offences Wing has already lodged an FIR in the case, and hence it will be premature to adjudicate on ED's arguments in the case based on merits.
The ED has accused Congress leaders Sonia Gandhi and Rahul Gandhi, as well as late party leaders Motilal Vora and Oscar Fernandes, along with Suman Dubey, Sam Pitroda, and a private company, Young Indian, of conspiracy and money laundering.
It has been alleged that they acquired properties worth approximately Rs 2,000 crore belonging to Associated Journals Limited (AJL), which publishes the National Herald newspaper.
The investigation agency further alleged that the Gandhis held the majority 76 per cent shares in Young Indian, which "fraudulently" usurped the assets of AJL in exchange for a Rs 90 crore loan.

Asserting that Israel's military campaign in Gaza amounts to "genocide", Congress parliamentary party chairperson Sonia Gandhi on Tuesday slammed the Modi government for being a "mute spectator to this affront to humanity", and said this was a "cowardly betrayal of our constitutional values".
She also said that Prime Minister Narendra Modi's "shameful silence" in the face of Israel's relentless and devastating assault on the people of Gaza is "deeply disappointing", as well as the height of "moral cowardice".
In an article published in the Hindi daily 'Dainik Jagran', Gandhi urged the prime minister to speak out "clearly, boldly and forthrightly" on behalf of the legacy that India has long represented.
She said nothing can justify Hamas' barbaric attacks on innocent men, women and children in Israel on 7 October 2023, or its continued holding of Israeli hostages thereafter.
She said these must be condemned repeatedly and unreservedly.
"But as members of the international community - and more so as human beings - it is our responsibility to acknowledge that the Israeli government's response and reprisals against the civilian population of Gaza have not only been egregious, but downright criminal," she asserted in her article in Hindi titled 'Gaza sankat par mookdarshak Modi sarkaar'.
Over the past nearly two years, more than 55,000 Palestinian civilians have been killed, including 17,000 children, Gandhi pointed out.
Most residential buildings in Gaza have been razed to the ground through relentless aerial bombardment, including hospitals, she said, adding that the social fabric has been completely shattered.
"The events since October 2023 have been disturbing, and in recent months the situation has become even more heart-wrenching. We have seen how humanitarian aid has been weaponised as part of a dastardly strategy. The Israeli Defense Forces have imposed a military blockade on Gaza, deliberately and cruelly blocking the supply of medicines, food and fuel to the population," the former Congress chief said.
"The wanton destruction of infrastructure and the unbridled massacre of civilians have led to a man-made tragedy - made worse by the blockade. This strategy of forced starvation is undoubtedly a crime against humanity," Gandhi said.
In the midst of this devastation, Israel has either outright rejected or blocked humanitarian aid from the United Nations and other international organisations, she asserted.
"In a perversion of every idea of humanity, armed soldiers of the Israeli Defense Forces have ruthlessly fired on hundreds of civilians who were trying to gather food for their families. The United Nations itself has expressed grave concern on this issue - and even the Israeli Defense Forces have had to admit this horrifying truth," Gandhi said.
"According to almost all objective assessments by experts on Israel's ongoing military occupation of Gaza, it is a campaign that amounts to genocide and aims to ethnically cleanse the Gaza Strip of Palestinians," she said.
Its scale and consequences are reminiscent of the Naqba tragedy of 1948, when Palestinians were forced from their homes, Gandhi said.
All this atrocities are being carried out to serve some of the most nefarious objectives - ranging from a colonial mindset to the selfish interests of a few "greedy" real estate tycoons, Gandhi claimed.
She asserted that the ongoing crisis has exposed one of the most serious weaknesses in the international system.
"UN General Assembly resolutions demanding an immediate, unconditional and permanent ceasefire in Gaza have been completely ignored. The United Nations Security Council has failed to impose sanctions on the Israeli government for its attacks on civilians in Gaza and the large-scale destruction of its infrastructure," she said.
The International Court of Justice's order of 26 January 2024 -- directing Israel to prevent acts of genocide and to provide essential services and humanitarian aid to civilians -- has also been completely ignored, Gandhi said.
Israel's direct and indirect support from the US not only encouraged these actions, but also made them possible, she added.
Gandhi opined that when international laws and institutions have become "virtually defunct", the fight to protect the interests of the people of Gaza is now left to individual countries.
Despite the risk of backlash, South Africa has taken the bold step of taking Israel to task at the International Court of Justice, and Brazil has now joined the effort, she noted.
France has decided to recognise the Palestinian state, and countries like Britain and Canada have imposed sanctions on Israeli leaders who have promoted aggression in Gaza, she said.
Even within Israel itself, the voices of protest are growing - a former prime minister has acknowledged the reality of Israeli war crimes in Gaza, she said.
"Amidst this humanitarian crisis and the rising global consciousness around it, it is a national shame that India has remained a mute spectator to this affront to humanity," Gandhi said.
"India has long been a symbol of global justice. We are the country that inspired global movements against colonialism, raised its voice against imperialist domination during the Cold War era, and led the international struggle against apartheid South Africa," she said.
"At a time when innocent human beings are being brutally slaughtered, India's abdication of its values is a blot on our national conscience, a disregard for our historical contributions, and also a cowardly betrayal of our constitutional values," Gandhi said.
She pointed out that the Directive Principles of State Policy clearly require the government to take effective steps to "promote international peace and security, maintain just and honourable relations between nations, foster respect for international law and treaty obligations, and encourage settlement of international disputes by arbitration.
"But Israel's blatant disregard for basic concepts of international law, human rights and justice -- and our current government's moral cowardice in the face of it -- is tantamount to a dereliction of our duties to our constitutional values," she said.
India has always been a supporter of the 'two-state solution' and a just peace between the people of Israel and Palestine, she asserted.
Gandhi recalled that in 1974, under the leadership of Indira Gandhi, India became the first non-Arab country to recognise the Palestine Liberation Organisation (PLO) as the sole and legitimate representative of the Palestinian people.
In 1988, India was among the first countries to officially recognise the State of Palestine, she noted.
"Prime Minister Narendra Modi's shameful silence in the face of Israel's relentless and devastating assault on the people of Gaza is deeply disappointing. It is the height of moral cowardice. The time has come for him to speak out clearly, boldly and forthrightly on behalf of the legacy that India has long represented," she said.
The Global South is once again looking to India for leadership on an issue that today shakes the collective conscience of all humanity, Gandhi said.&nbsp;

Senior Congress leader Sonia Gandhi on Monday asked the government to complete a population census at the earliest, claiming that around 14 crore people in the country are being deprived of the benefits under the food security law.
In her maiden Zero Hour intervention in the Rajya Sabha, Gandhi said beneficiaries under the National Food Security Act (NFSA) are being identified as per the 2011 Census, and not the latest population numbers.
The senior Congress leader called the NFSA introduced by the UPA government in September 2013 a landmark initiative aimed at ensuring food and nutritional security for the country's 140 crore population.
The legislation, Gandhi said, played a crucial role in protecting millions of vulnerable households from starvation, particularly during the Covid-19 crisis.
She also said that the quota for the beneficiaries is still determined based on the 2011 Census, which is now well over a decade old.
The National Food Security Act, 2013, provides for coverage of up to 75 per cent of the rural and up to 50 per cent of the urban population for receiving highly-subsidised foodgrains under the Targeted Public Distribution System (TPDS), which according to 2011 Census comes to about 81.35 crore.
At present, the government provides 5 kg of free foodgrains per person per month under the food security law.
"For the first time in the history of independent India, the decennial census has been delayed by more than four years. It was originally scheduled for 2021, but there is still no clarity as to when the census will be conducted," she said.
Gandhi also claimed that the Budget allocations show that the updated census is unlikely to be conducted this year.
Around 14 crore eligible Indians are thus being deprived of their rightful benefits under the NFSA, she said.
"It is imperative that the government prioritises completion of the census as soon as possible and ensures that all deserving individuals receive the benefits guaranteed to them under the NFSA. Food security is not a privilege. It is a fundamental right," the former Congress chief said.

President Murmu's address marked the beginning of the Budget Session. During her speech, she emphasized the government's focus on all-around development, stating that the country&rsquo;s primary goal is to become a "Vikshit Bharat" (Developed India). She highlighted the government's "saturation approach" ensuring that no one is left behind in the journey toward development.&nbsp;
&ldquo;My government is working with the Saturation Approach, so nobody is left in the journey of Vikshit Bharat... We have only one aim to become Viksit Bharat,&rdquo; she said.
The President also applauded the government&rsquo;s strides in the defense sector, noting that India&rsquo;s defense products are now global. She pointed out, "The country has taken several historic steps to protect the country's borders and ensure internal security.... On infrastructure, President Murmu lauded the completion of the Udhampur-Srinagar-Baramulla railway link project, which now connects Kashmir to Kanyakumari by rail. She further added, "The Udhampur-Srinagar-Baramulla rail link project has been completed and now the country will be connected by railway line from Kashmir to Kanyakumari.&nbsp;
India's metro rail network has now crossed the 1000-kilometre milestone. India has the world's third-largest metro network."
In her address, President Murmu also emphasized the government's efforts to promote development in the North East, highlighting the first-ever Ashtalakshmi Mahotsav organized to showcase the region's potential.&nbsp;
Additionally, she shared updates on the healthcare sector, revealing that 1.75 lakh "Arogya Mandir" have been established across the country, and that the government has waived custom duties on many cancer medicines in response to the growing number of cancer patients.
On the digital front, she acknowledged the challenges posed by cyber threats, saying, "Digital fraud, cybercrime, and DeepFake are serious challenges to social, financial and national security."&nbsp;
She also pointed to India&rsquo;s progress in cybersecurity, with the country achieving Tier 1 status in the Global Cyber Security Index. "In the last decade, India gained several milestones in infrastructure," she added.
The President also highlighted the Finance Ministry&rsquo;s efforts to encourage businesses through the Credit Guarantee Scheme for MSMEs and the establishment of e-commerce export hubs. Additionally, she lauded the success of India's Unified Payment Interface (UPI), emphasizing its transformative impact on the nation&rsquo;s digital economy.

"It is time for us to move ahead with the times and embrace the new,&rdquo; AICC general secretary, organisation, Venugopal had said. The construction of Indira Gandhi Bhawan was started during Sonia Gandhi's tenure as Congress chief.

Sources have said the party will not vacate its present 24, Akbar Road office, which has been its headquarters since 1978 after the Congress (I) was formed, and it will continue to house some of its cells.
The construction of the new AICC headquarters was delayed by several years owing to "paucity of funds" ever since the Congress lost its government at the Centre. The BJP has also not vacated its old party headquarters at 11, Ashoka Road, even after shifting to its new headquarters at Deendayal Upadhyay Marg.
Congress old-timers and romantics agree that modern amenities and a larger area are the need of the hour but the emotional connect and unfolding of history associated with the 24, Akbar Road address will always stay strong.
The Akbar Road bungalow once housed Sir Reginald Maxwell, who was a member of Viceroy Lord Linlithgow's executive council. It was also home to a teen Aung San Suu Kyi in 1961 when her mother was appointed ambassador to India.
The Congress has been its mainstay though. More than just an office for the party, the premises set in expansive lawns was witness to the tenure of seven Congress presidents.

"Paid tributes to Dr Manmohan Singh Ji at his residence. India will forever remember his contribution to our nation," PM Modi said in a post on X, sharing images from his visit.
The 92-year-old former two-time prime minster passed away on Thursday night at AIIMS, where he was rushed in the late evening after he suddenly lost consciousness.
His body was taken to his residence late on Thursday night from AIIMS after embalming.
The Congress leader, who steered the country for 10 years from 2004-2014 and helped set up the country's economic framework as finance minister before that, was a renowned name in the global financial and economic sectors.

Union Home Minister Amit Shah on Sunday launched a blistering attack on senior Congress leader Sonia Gandhi, accusing her of "spending more than 70 per cent of her MP funds on minorities" and the Gandhi family of being experts in lying.
Rahul Gandhi is fighting the Lok Sabha elections from Raebareli the seat held by his mother Sonia Gandhi for the last two decades. She recently moved to the Rajya Sabha. Rahul Gandhi has also been fielded from Wayanad in Kerala.

Asking people to vote for BJP candidate Dinesh Pratap Singh, the Union minister said, "We will connect Raebareli with Modiji's development journey." "The 'shahzada' (prince) has come here to seek votes. You have been voting for many years. Have you received anything from the MP fund? If you have not received it, then where did it go? It went to their vote bank. Sonia Gandhi has spent more than 70 per cent of the MP funds on minorities," Shah claimed.
Intensifying his attack, he said, "This Gandhi family is an expert in lying. They are now promising Rs 1 lakh for every woman. In the Telangana (assembly) elections, they had said that they would give Rs 15,000 to every woman. The women of the state elected them (Congress) ... Forget about Rs 15,000, they did not even give Rs 1,500." "Many people here told me that this is a family seat... It is true. In Pratapgarh, Shah referred to Congress leader Mani Shankar Aiyar's remarks on Pakistan and said, "Rahul baba, if you want to be scared of the atom bomb, then be scared, we are not scared. Pakistan-occupied Kashmir belongs to India and we will take it." In a video, Aiyar has been heard saying that India should give respect to Pakistan as it is a sovereign nation and engage with it as it also possesses the atom bomb. He indicated in the video that if a "mad person" comes to power there and uses the atomic bomb, it will not be good and will have its effect here too.
While Aiyar said the video was old and dredged up now as the BJP's election campaign is faltering, the Congress said it totally disagreed with the remarks made by Aiyar some months ago.
Addressing the rally, Shah said that this time, the people of Kaushambi would have to ensure three hattricks.
"First is to make Narendra Modi the prime minister for the third time. The second hattrick in UP is to completely wipe off the SP, BSP and Congress for the third time and the third hattrick is to make my friend (Vinod) Sonkar the MP for the third time," he said.
Polling in Kaushambi (SC) Lok Sabha seat too will be held in the fifth phase on May 20. INDIA bloc constituent Samajwadi Party's Pushpendra Saroj is the main challenger to the BJP in this seat.&nbsp;

Her appeal came on the day of the third phase of polling for the Lok Sabha polls.
