The party is expected to take key decisions during the three-day session that would lay out a clear roadmap for the 2024 Lok Sabha elections and finalize the strategy on forging poll tie-ups with like-minded parties to take on the BJP.
The plenary session will primarily endorse the presidentship of Mallikarjun Kharge and pave the way for the new working committee led by him.
The session, which comes in the backdrop of the Bharat Jodo Yatra that has been touted as a success by the party, will be attended by around 15,000 delegates.

Congress leader Sonia Gandhi on Wednesday lashed out at the government for "stubbornly" refusing a discussion on the India-China border issue in Parliament, and said its silence on matters of serious concern has become its defining feature.
Addressing party MPs at the general body meeting of the Congress Parliamentary Party in the central hall of Parliament, she also accused the government of delegitimising the judiciary and termed it as a "troubling new development".
Referring to the border situation, the former Congress president said disallowing a parliamentary debate on such a serious issue "shows disrespect for our democracy and reflects poorly on the government's intentions".

She said a frank discussion strengthens the nation's response and it is the duty of the government of the day to inform the public and explain its policies and actions.
Noting that the "continuing incursions by China on our border is a matter of serious concern", she said the nation stands with vigilant soldiers who repelled these attacks under difficult conditions.
Gandhi said when facing a significant national challenge, it has been the tradition in our country to bring Parliament into confidence.
"The government, however, stubbornly refuses to allow a discussion on the issue in Parliament. As a result, Parliament, political parties and the people remain ignorant of the true situation on the ground," she said.
"Unfortunately, silence on matters of serious concern has become the defining feature of this government's tenure. While blocking debate, the government is also actively engaged in targeting the opposition and any questioning voices, manipulating the media and undermining the institutions which stand in their way. This is happening not only in the Centre, but also in every state where the ruling party governs," she charged.
She said a debate can shed light on several critical questions like why China is emboldened to continually attack India and what preparations have been made to repel these attacks, and what more needs to be done.
"What is the Government's policy to deter China from future incursions? Given that we continue to have a severe trade deficit with China, importing far more than we export, why is there no economic response to China's military hostility? What is the government's diplomatic outreach to the global community," she asked.

Voting began at 10 am at the AICC headquarters here and at party's polling booths in state offices across the country.

Voting began on Monday in the Congress presidential polls as senior leaders Mallikarjun Kharge and Shashi Tharoor face-off for the post of AICC chief.
Over 9,000 Pradesh Congress Committee (PCC) delegates form the electoral college to pick the party chief in a secret ballot.
Voting began at 10 am at the AICC headquarters here and at party's polling booths in state offices across the country.
Veteran Congress leader P Chidambaram was the first to cast his vote at the AICC headquarters here, sources said.
Kharge is considered the favourite for his perceived proximity to the Gandhis and backing by senior leaders, even as Tharoor has pitched himself as the candidate of change.
During the campaign, even though Tharoor raised issues of uneven playing field, both candidates and the party have maintained that the Gandhis are neutral and that there is no "official candidate".

While party chief Sonia Gandhi and Congress general secretary Priyanka Gandhi Vadra are expected to vote at the AICC headquarters here, Rahul Gandhi will be voting at the 'Bharat Jodo Yatra' campsite in Karnataka's Sanganakallu in Ballari along with around 40 other 'Bharat Yatris' who are PCC delegates.
Tharoor will cast his vote at the Kerala Congress headquarters at Thiruvananthapuram, while Kharge will do so at the Karnataka Congress office in Bengaluru.
Ahead of the polling, Kharge had said he would have no shame in taking the advice and support of the Gandhi family in running the party affairs, in case he becomes its president, as they have struggled and put their strength for its growth.
The veteran leader had said he is the "delegates' candidate" in these polls.
Tharoor on his part had taken a veiled dig at some senior leaders supporting Kharge, saying some colleagues were "indulging in 'netagiri' and telling party workers" that they know whom Sonia Gandhi wants elected.

Tharoor's remark comes a day after BJP's Amit Malviya said that the G-23 abandoned their own Shashi Tharoor in favour of Mallikarjun Kharge.
G-23 is a term used for 'rebel' grouping of the Congress that had strongly pitched for reforms. This group of 23 Congress MPs wrote a letter to Sonia Gandhi in 2020 asking for stronger leadership.
Last month Shashi Tharoor filed the nomination to contest in the Congress presidential poll. Mallikarjun Kharge is the other frontrunner in the contest. The election will take place on October 17 and the results will be announced on October 19.

"As far as I can tell you, couple of senior leaders wrote a letter, they invited a large number of people to support them. They told me that by phone they had contacted over a hundred people. It so happened that Covid lockdown was on in 2020 and at that time only 23 people were available in Delhi. So that's why 23; it could have been hundred or it could have been more. These were the people available to sign. That's it," Tharoor said

Tharoor had met Sonia Gandhi earlier in the day after endorsing a petition by a group of young party members seeking "constructive reforms"
The petition that Tharoor endorsed said, "We are members of the Congress party with a desire to strengthen the party to reflect the hopes and aspirations of our nation." The petition stated some of the tenets of the Udaipur Declaration that was made on May 15, 2022, after the party's brainstorming session.
"We appeal to each candidate in the election for the President of the All India Congress Committee to undertake a public pledge to involve party members from block committees up to the CWC and implement the Udaipur Declaration in entirety within the first 100 days of assuming office," the petition said.
In its declaration, the Congress had announced wide-ranging organisational reforms to make the party battle ready for the next round of assembly and Lok Sabha polls, stressing on wider representation to those under 50 years of age and enforcing 'one person, one post' and 'one family, one ticket' rules with riders.
The process for filing nominations for the election will be held from September 24 to 30. The last date for withdrawal of nominations is October 8 and the election, if required, will be held on October 17. The results will be out on October 19.

Prime Minister Narendra Modi tweeted condolences, and said that his thoughts were with the family. President Droupadi Murmu expressed sadness, saying, "May God give her strength to bear this irreparable loss."

The Enforcement Directorate (ED) on Tuesday raided a dozen locations including the head office of the Congress party-owned National Herald newspaper in Delhi as part of an ongoing money laundering probe, officials said.

The Enforcement Directorate Tuesday conducted searches at Herald House at Delhi&rsquo;s Bahadur Shah Zafar Marg in connection with its probe into the National Herald case.&nbsp;

The searches are being carried out under the criminal sections of the Prevention of Money Laundering Act (PMLA) to "gather additional evidences with regard to the trail of funds".

The Enforcement Directorate (ED) on Tuesday raided a dozen locations including the head office of the Congress party-owned National Herald newspaper in Delhi as part of an ongoing money laundering probe, officials said.
They said the searches are being carried out under the criminal sections of the Prevention of Money Laundering Act (PMLA) to "gather additional evidences with regard to the trail of funds".
Officers of the federal agency also searched the 'Herald House' office located at Bahadur Shah Zafar Marg, ITO in central Delhi.
The address is registered in the name of Associated Journals Ltd which publishes the newspaper.
The ED has recently undertaken the high-profile questioning of Congress President Sonia Gandhi and her MP son Rahul Gandhi in this case apart from few other Congress politicians

The Congress Working Committee on Sunday decided to hold the election for the party's full-time president on October 17.
The notification for the election will be issued on September 22, while the filing of nomination would begin on September 24 and continue till September 30, the party's central election authority chairman Madhusudan Mistry told reporters after a nearly 30-minute meeting of the CWC.
The election, if there is more than one candidate, will take place on October 17, while counting of votes, if necessary, and the declaration of results would be on October 19.
The election schedule was approved unanimously, the party's General Secretary (Organisation) K C Venugopal said.
The meeting of CWC, the Congress' highest decision-making body, took place amid a fresh upheaval in the party due to the shock resignation of veteran letter Ghulam Nabi Azad on Friday and his letter to party president Sonia Gandhi in which he lashed out at Rahul Gandhi for "demolishing the party's entire consultative mechanism".
The Congress, dealing with the fallout of a series of high-profile exits, including that of Kapil Sibal and Ashwani Kumar, has attempted to deflect the latest blow by alleging that Azad's DNA had been "Modi-fied" and linking his resignation to the end of his Rajya Sabha tenure.
The online CWC meeting started at 3:30 PM with Sonia Gandhi, who is abroad for medical checkups, presiding over it, flanked by former party chief Rahul Gandhi and Priyanka Gandhi Vadra.
Among others present were Anand Sharma, who was part of the G-23 dissident group, former prime minister Manmohan Singh, party's central election authority chairman Madhusudan Mistry, K C Venugopal, former union ministers Jairam Ramesh, Mukul Wasnik and P Chidambaram and Rajasthan Chief Minister Ashok Gehlot along with his Chhattisgarh counterpart Bhupesh Baghel.
Party sources had earlier said the process of the election of the president will be delayed by a few weeks, not more than that, and the party should have a full-time president in October.
The Congress had announced in October last year that the election of the new party president will be held between August 21 and September 20 this year.
The CWC had last year decided that elections for block committees and one member each of state Congress units will be held from April 16 to May 31, district committee chiefs will be elected between June 1 and July 20, state chiefs and AICC members between July 21 and August 20, and AICC president between August 21 and September 20.
The sources had said the election of the Congress president is likely to be delayed by a few weeks with the party focused on the Kanyakumari to Kashmir 'Bharat Jodo Yatra' starting September 7 and some state units not completing formalities.
The meeting comes amid several leaders, including Gehlot, having publicly exhorted Rahul Gandhi to return as the party chief. However, uncertainty and suspense continue on the issue.
Several party insiders say Rahul Gandhi is persisting with his stance that he will not be the AICC president.
Gehlot on Wednesday had sought to play down reports about him being the frontrunner for the Congress president's post and said efforts will be made till the last minute to persuade Rahul Gandhi to take over the reins of the party again.
Gehlot's remarks had come a day after he met Congress chief Sonia Gandhi, triggering the buzz that the two may have discussed the possibility of him being the next party president.
Rahul Gandhi had resigned as Congress president after the party suffered its second consecutive defeat in parliamentary elections in 2019. Sonia Gandhi who took over the reins of the party again as interim president had also offered to quit in August 2020 after an open revolt by a section of leaders, referred to as G-23, but the CWC had urged her to continue.

Congress leader Jaiveer Shergill on Wednesday tendered his resignation as the national spokesperson of the party claiming that the vision of the decision-makers no longer was in sync with the aspirations of the youth.
He also said that self-serving interests were gaining precedence while public and national interests were being ignored. Shergill sent his letter to Congress interim president Sonia Gandhi.
"The primary reason being that the ideology and the vision of the current decision makers of the Indian National Congress is no longer in sync with the aspirations of the youth and modern India," Shergill said in his letter.
"Furthermore, it pains me to say that decision-making is no longer for the interest of the public and the country. Rather it is influenced by the self-serving interests of individuals indulging in sychophancy and consistently ignoring on ground reality. This is something I cannot morally accept or continue to work with," he added.
Shergill is a lawyer by profession and was one of the prominent ones among young Congress leaders. He hails from Punjab.
Shergill's resignation comes at a time when Congress has seen several of his promising young leaders leave the party.
Among the prominent Congress leaders who have left the party are Jyotiraditiya Scindia, who is now a Union minister and Jitin Prasada.

The Congress will strongly oppose any misrepresentation of historical facts and every attempt to put great leaders like Mahatma Gandhi, Jawaharlal Nehru, Sardar Vallabhbhai Patel and Abul Kalam Azad in the dock based on falsehood for "political gains", she said.
Sonia Gandhi said that in the last 75 years, India has left an indelible mark on the international arena in all fields including science, education, health and information technology through the hard work of its talented people.
"Under the leadership of its visionary leaders, while on one hand, India established a free, fair and transparent election system, on the other, it strengthened democracy and constitutional institutions," the Congress chief said.

The Congress will hold protests across the country against the questioning of its chief Sonia Gandhi by the Enforcement Directorate on Thursday, the opposition party said while slamming the agency's action against its top leadership as "political vendetta".
The Congress president is set to appear before the ED on Thursday in a money laundering case related to the National Herald-AJL case and top Congress leaders will converge at the AICC headquarters for the protests.
Similar protests were held when her son and former party president Rahul Gandhi was quizzed by the agency in June in the case.

Congress leader Pawan Khera alleged that the Modi government was misusing probe agencies for political purposes and had "created a tradition of targeting our top leadership".
"We will oppose at all levels, inside and outside Parliament against this kind of 'vendetta politics' unleashed by the Modi-Shah duo. Protests against this kind of dirty politics will be done all over the country," said Khera.
The police have already put up barricades around the Congress office on Akbar Road anticipating a repeat of the protests.
The last time when Rahul Gandhi was questioned, the police had made elaborate arrangements. A large number of party leaders were detained and taken to far away locations and were released only at midnight.
Congress MPs had raised strong objections and complained to the President as well as the Vice President and Lok Sabha Speaker against the police's alleged "high-handedness".

Perhaps it was this thought, that pushed our first prime minister Jawahar Lal Nehru to launch the Associated Journals ten years before India attained freedom at midnight.
A year later, the Associated Journals, which was a public limited company, published National Herald newspaper for the first time.
From chronicling India&rsquo;s independence movement to facing accusations of being a Congress mouthpiece, the publication shut shop in 2008 when the United Progressive Alliance was in power.
Two years later, the Congress in a bid to revive the defunct newspaper formed a not-for-profit company, called the Young India Ltd with UPA chief Sonia Gandhi and her son Rahul Gandhi owning the majority share.
The ostensible reason for setting up the new public company being the revival of the National Herald, the Congress argued that the resurrection was needed as the publication had played a significant role in the freedom movement.

So how did the Congress plan the revival of National Herald and why are the probe agencies calling it a scam.
Over a period of time, the grand old party had loaned Rupees 90 crore to the Associated Journals&mdash;just for a recap the entity Nehru founded to launch National Herald and Qaumi Awaz.
After its creation in 2010, the Congress transferred this loan to Young India Ltd-- recall Sonia and Rahul own majority share of this company.
As the Associated Journal was a ship at the bottom of a tumultuous sea, unsurprisingly it could not pay the debt.
The public company formed before the independence could only manage to transfer just Rupees 50 lakh to Sonia and Rahul&rsquo;s Young India ltd. But like the antiques hidden in a sunk ship are of great value, so were the Associated Journal&rsquo;s prime properties valuing over Rupees 2,000 crores in Delhi, Lucknow and Patna.
Young India ltd took over these assets, therefore Congress took over assets of the defunct firm which was a public limited company. Simply put the Enforcement Directorate argues that Congress shifted assets of a company owned by Indian public to Rahul and Sonia.
So how did the issue reach the court?
In 2012, BJP leader Subramanian Swamy filed a private complaint alleging fraud in the acquisition. The BJP leader said the loan given by Congress to Associated Journals was &lsquo;illegal&rsquo; as it was taken from party funds and the Income Tax Act prohibits political organisations from making financial transactions with a third party.
Even the Associated Journal shareholders, who were the descendants of freedom fighters, including former law minister Shanti Bhusan and former high court chief justice Markandey Katju alleged that they had no clue, neither were sent notice when Young India acquired Associated Journal.
A case was then registered and an inquiry opened up against Sonia Gandhi, her son Rahul Gandhi, their trusted aide Moti Lal Vohra, Suman Dubey, Sam Pitroda, Suman Dubey and Oscar Fernandes.
However, the Congress too has a defence.
The grand old party maintains that the Young India was formed with the &lsquo;aim of charity&rsquo; and not for profit and that its transactions were not financial but &lsquo;commercial&rsquo; in nature.
