In a relief to borrowers, government has said that it will implement a loan relief scheme by November 5. The Supreme Court had&nbsp;directed government to implement interest waiver on loans of up to ₹ 2 crore under the Reserve Bank of India's moratorium scheme. The relief will come to borrowers in the form of grant of ex-gratia payment of difference between compound interest and simple interest for six months from March 1 to August 30. Lending institutions will first credit the amount on eligible loans up to&nbsp;₹&nbsp;2 crore, which will be reimbursed by the government. Borrowers will only need to pay simple interest for their outstanding borrowing. The government will have to shell out ₹ 6,500 crore for the implementation of the scheme, PTI reported.

The FATF&nbsp;said that not only have more than 4,000 terrorists gone missing&nbsp;from Pakistani government's records but the country has also taken in India's most wanted terrorists,&nbsp;Masood Azhar and Hafiz Saeed.
The latest decision comes as a huge setback for Imran Khan who had made efforts in the run-up to the virtual meeting of the FATF plenary to get his country off-the-hook. It could also mean that Pakistan will remain on the grey list for a minimum of six months till its performance can be reviewed.

The Multiplex Association of India has urged the government to allow the reopening of movie theatres 'on an urgent basis'.
In its appeal, the cinema body highlighted that the movie exhibition industry that employs more than 2 lakh people directly lost an estimated ₹9,000 crore in the last six months.
Stating that the pandemic has had a 'dire economic impact' on the sector and livelihoods of people, the cinema body which represents all the multiplex chains, including, PVR, INOX and Cinepolis described movies as the 'soft power of India' and cinemas as the 'main form of entertainment for millions of Indians'.
The association in a full-page published appeal said that close to 10,000 cinema screens across the country had been shut for close to six months.

Finance Minister Nirmala Sitharaman&nbsp;on Tuesday introduced the Insolvency and Bankruptcy Code (Second Amendment) Bill 2020 in Rajya&nbsp;Sabha.
This bill will replace&nbsp;the ordinance which was promulgated on June 5 this year to prohibit the initiation of insolvency proceedings arising during the six months from March 25, 2020. The Ordinance came as a response to the Covid-19 pandemic, which had created uncertainty and stress for businesses for reasons beyond their control.

The 'kafala' system tied workers to their employers, who had say over whether they could leave their jobs or even the country. Qatar also has adopted a minimum monthly wage of 1,000 Qatari riyals. The minimum wage rule requires employers to pay allowances for housing and food as well if they don't provide those for their workers.

Dubai, PTI: New labour rules in the energy-rich nation of Qatar &ldquo;effectively dismantles&rdquo; the country's long-criticised &ldquo;kafala&rdquo; employment system, a UN labour body said Sunday.
The International Labour Organisation said as of now, migrant workers can change jobs before the end of their contracts without obtaining the permission of their current employers.
Qatar also has adopted a minimum monthly wage of 1,000 Qatari riyals (USD 275) for workers, which will take effect some six months after the law is published in the country's official gazette, the ILO said.
The minimum wage rule requires employers to pay allowances for housing and food as well if they don't provide those for their workers.
Amnesty International praised the move as &ldquo;an encouraging sign that Qatar may finally be heading in the right direction,&rdquo; although employers still can file criminal charges against &ldquo;absconding&rdquo; employees, meaning those who left their jobs without permission.
&ldquo;We call on Qatar to go further with these reforms, including removing the charge of absconding, to make sure that the rights of all workers are fully protected,&rdquo; Amnesty official Steve Cockburn said in a statement.
Qatar, whose citizens enjoy one of the world's highest per-capita incomes due to its natural gas reserves, partially ended the &ldquo;kafala&rdquo; system in 2018.
That system ties workers to their employers, who had say over whether they could leave their jobs or even the country.
Qatar is being transformed by a building boom fuelled by its vast oil and natural gas wealth.
Like other energy-rich Gulf nations with relatively small local populations, Qatar relies on well over a million guest workers, many of them drawn from South Asian nations including India and Nepal.
Rights activists long have criticized the &ldquo;kafala&rdquo; system as allowing abuses of those foreign workers.
