The Bill seeks to ban all but a few private cryptocurrencies to promote underlying technologies while allowing an official digital currency by RBI.

This as Finance Minister&nbsp;Nirmala Sitharaman&nbsp;said compensation cess collected this year amounting to about ₹20,000 crore would be disbursed to all states by Monday night. Sitharaman said 21 states had opted for one of the two options the Centre had previously suggested for borrowing to meet the shortfall in GST collections.&nbsp;Briefing reporters after the GST meeting, Sitharaman said the GST Council had also discussed the long-pending issue of Integrated Goods and Services Tax.

In mid-May, Sitharaman had announced&nbsp;five tranches of the Atmanirbhar package, adding up to an economic package of ₹20 lakh crore. Much of it was liquidity support.&nbsp;
The non-salaried urban and rural people, who are not abject poor, and do not have an assured income, are the ones who have been left out in the previous packages, the report said quoting a government official.&nbsp;These are the small businessmen and shop owners.
The government has zeroed in on the target audience but is still working out the timing and the quantum.
