Fires were still raging on Tuesday after a cargo ship laden with toxic materials slammed into a tanker carrying flammable jet fuel in the North Sea, as questions mounted about how the accident happened.
The fires were "still going on", nearly 24 hours after the Solong cargo ship ran into the Stena Immaculate tanker, anchored about 10 miles (16 kilometres) off the northeast port of Hull.
One crew member was also still missing, Grimsby port chief executive Martyn Boyers told AFP.
The government's Marine Accident Investigation Branch has launched a probe into Monday's accident to determine the next steps and need for a counter-pollution response.
The UK Coastguard halted search operations late on Monday after rescuing 36 crew members from both ships. It was not immediately clear if the search had resumed early on Tuesday.
"One crew member of the Solong remains unaccounted for. After an extensive search for the missing crew member sadly they have not been found and the search has ended," said Matthew Atkinson, Divisional Commander for the HM Coastguard.
Images on Monday showed a huge plume of thick, black smoke and flames rising from the scene off the coast of East Yorkshire, sparking concerns of "multiple toxic hazards".
The Stena Immaculate was on a short-term US military charter with Military Sealift Command, according to Jillian Morris, the spokesperson for the command that operates civilian-crewed ships providing ocean transport for the US Defense Department.
Crowley, the US-based operators of the tanker, said the impact of the crash "ruptured" the ship's tank "containing A1-jet fuel" and triggered a fire, with fuel "reported released".
The Stena Immaculate was carrying around 220,000 barrels of jet fuel.
The Solong was carrying 15 containers of sodium cyanide, according to the Lloyd's List information service, but it is not known if any of the flammable compound had leaked.
A spokesperson for Prime Minister Keir Starmer called the situation "extremely concerning".
All crew members aboard the Stena Immaculate were confirmed to be alive, a spokeswoman for the tanker's Swedish owner, Stena Bulk, told AFP.
'Toxic hazards' A spokesman for the government's Marine Accident Investigation Branch said: "Our team of inspectors and support staff are gathering evidence and undertaking a preliminary assessment of the accident to determine our next steps."
Dutch maritime servicing company Boskalis told the ANP news agency it had been tasked with salvaging the Stena Immaculate and was "fully mobilising".
Four ships with firefighting capacity were on their way to the site, a Boskalis spokesperson said, adding that the tanker would need to be "cooled down" before the fire could be extinguished.
Ivor Vince, founder of ASK Consultants, an environmental risk advisory group, told AFP: "The good news is it's not persistent. It's not like a crude oil spill".
"Most of it will evaporate quite quickly and what doesn't evaporate will be degraded by microorganisms quite quickly," he added.
He warned though, that "it will kill fish and other creatures".
There were growing concerns about the consequences of any spillage into the North Sea for the local environment and protected wildlife.
Paul Johnston, a senior scientist at the Greenpeace Research Laboratories at Exeter University, said: "We are extremely concerned about the multiple toxic hazards these chemicals could pose to marine life."
The jet fuel entered the water close to a breeding ground for harbour porpoises.
Sodium cyanide is "a highly toxic chemical that could cause serious harm", he explained.
Humber traffic suspended All vessel movements were "suspended" in the Humber estuary that flows into the North Sea, according to Associated British Ports (ABP), which operates in the Ports of Hull and Immingham in the region.
The German Central Command for Maritime Emergencies said it was also dispatching a vessel capable of fire fighting and oil recovery.
Grimsby native Paul Lancaster, a former seaman, told AFP: "I don't understand how two ships that big could collide".
"There must have been a massive engineering problem," he said.

In a statement on X, the Navy spokesperson said that the marine commandos have confirmed the absence of the hijackers after a sanitisation operation.
"All 21 crew (incl #15Indians) onboard safely evacuated from the citadel. Sanitisation by MARCOs has confirmed absence of the hijackers. Crisil Ratings, in a recent study, foresees this downward trajectory due to the anticipated normalization of charter rates.
Projections by Crisil indicate a potential 5-7% decline in revenue for Indian shipping companies in the upcoming financial year, following a notably steeper downturn of 23-25% in the current fiscal year.
In the previous fiscal year, domestic shipping entities experienced a substantial revenue surge of 35%, propelled by heightened charter rates driven by geopolitical tensions such as the Russia-Ukraine conflict and amplified post-pandemic demands from China.
Crisil's study maintains an outlook of an average operating margin holding at 33-35%, surpassing pre-pandemic levels of 25-30%. The agency anticipates that this, coupled with a conservative capital expenditure strategy, will uphold the robust credit risk profiles of shipping companies.
Anuj Sethi, senior director at Crisil Ratings, pointed out the correction of crude and product tanker charter rates by 20-25% this fiscal year from the previous average of $50,000/day. He predicted a continuation of this trend into the next fiscal year, albeit at levels surpassing pre-pandemic rates, attributing it to strong tonne-mile demand and limited new fleet introductions.
The agency's analysis also forecasts stable charter rates for dry bulk shipments in the current and upcoming fiscal years, with modest growth anticipated for vital commodities like iron ore and coal.
Crisil cautioned that unforeseen trade disruptions escalated conflict in West Asia affecting charter rates, fuel cost fluctuations, or regulatory alterations impacting fleet utilization could potentially modify performance expectations despite the current stable credit profile of shipping companies.
Despite these potential challenges, Crisil maintains that healthy cash flows and restrained debt accumulation due to a lack of significant fleet expansion plans will likely support the stability of shipping companies' credit profiles in the foreseeable future. Attackers seized a tanker linked to Israel off the coast of Yemen on Sunday, authorities said. While no group immediately claimed responsibility, it comes as at least two other maritime attacks in recent days have been linked to the Israel-Hamas war.
&ldquo;The Turkish-captained vessel has a multinational crew consisting of a crew of Russian, Vietnamese, Bulgarian, Indian, Georgian and Filipino nationals. The vessel is carrying a full cargo of phosphoric acid,&rdquo; the ship operator, Zodiac Maritime, said.
The attackers seized the Liberian-flagged Central Park, managed by Zodiac Maritime, in the Gulf of Aden, the company and private intelligence firm Ambrey said. An American defence official, speaking on condition of anonymity to discuss intelligence matters, also confirmed to The Associated Press that the attack took place.
Zodiac called the seizure &ldquo;a suspected piracy incident&rdquo;.
&ldquo;Our priority is the safety of our 22 crew onboard,&rdquo; Zodiac said in a statement.
Zodiac described the vessel as being owned by Clumvez Shipping Inc, though other records directly linked Zodiac as the owner. London-based Zodiac Maritime is part of Israeli billionaire Eyal Ofer's Zodiac Group. British corporate records listed two men with the last name Ofer as current and former director of Clumvez Shipping, including Daniel Guy Ofer, who is also a director at Zodiac Maritime.

That part of the Gulf of Aden in theory is under the control of those forces and is fairly distant from Houthi-controlled territory in the country. The US defence official said it appeared &ldquo;an unknown number of unidentified armed individuals&rdquo; seized the ship.
&ldquo;US and coalition forces are in the vicinity and we are closely monitoring the situation," the official said.
Ambrey said it appeared that &ldquo;US naval forces are engaged in the situation and have asked vessels to stay clear of the area&rdquo;.
Zodiac Maritime has been targeted previously amid a wider yearslong shadow war between Iran and Israel. In 2021, a drone attack assessed by the US and other Western nations to have been carried out by Iran killed two crew members aboard Zodiac's oil tanker Mercer Street off the coast of Oman.
The British military's United Kingdom Maritime Trade Operations, which provides warnings to sailors in the Middle East, had earlier issued a warning to sailors that &ldquo;two black-and-white craft carrying eight persons in military-style clothing&rdquo; had been seen in the area. It issued another warning saying that radio traffic suggested a possible attack had occurred before acknowledging the seizure.
The UKMTO put the ship's location over 60 km (35 miles) south of Yemen's coast, some 80 km (50 miles) east of Djibouti and around 110 km (70 miles) northeast of Somalia in the Gulf of Aden, a key shipping route.
The Central Park seizure comes after a container ship, CMA CGM Symi, owned by another Israeli billionaire came under attack Friday by a suspected Iranian drone in the Indian Ocean. Iran has not acknowledged carrying out the attack, nor did it respond to questions from the AP about that assault.
Both the Symi and the Central Park had been behaving as if they faced a threat in recent days.
The ships had switched off their Automatic Identification System trackers, according to data from MarineTraffic.com analysed by the AP. Ships are supposed to keep their AIS active for safety reasons, but crews will turn them off if it appears they might be targeted. In the Central Park's case, the vessel had last transmitted four days ago after it left the Suez Canal heading south into the Red Sea.
The attacks come as global shipping increasingly finds itself targeted in the weekslong war that threatens to become a wider regional conflict &mdash; even as a truce has halted fighting and Hamas exchanges hostages for Palestinian prisoners held by Israel.
With the Israel-Hamas war &mdash; which began with the militant Palestinian group's Oct 7 attack &mdash; raging on, the Houthis seized a vehicle transport ship in the Red Sea off Yemen. The Houthis did not immediately acknowledge the seizure of the Central Park.&nbsp;

An Indian crew member was killed and 20 others were injured when a major fire broke out on board a cargo vessel carrying nearly 3,000 cars off the Netherlands coast, with Dutch coastguards warning that the blaze could last for several days.
The fire broke out on Tuesday night on the 199-metre Panama-registered Fremantle Highway, which was en route from Germany to Egypt. Several crew members were forced to jump overboard.
The Indian Embassy in the Netherlands said in a social media post the fire had resulted in the death of an Indian national.
"We are deeply saddened by the incident involving Ship &lsquo;Fremantle Highway&rsquo; in the North Sea, resulting in the death of an Indian seafarer &amp; injuries to the crew," it said in a tweet on Wednesday.
The embassy said it was in touch with the family of the deceased and is assisting in the repatriation of the mortal remains.
"Embassy is also in touch with the remaining 20 injured crew members, who are safe and receiving medical attention. All possible assistance is being extended in coordination with the Dutch authorities and the shipping company," it said, confirming that all the injured were Indian nationals.
The Dutch Coast Guard said on Thursday that "the situation at the moment is stable." Rescue boats and helicopters were used to get the 20 crew members off the ship after some had jumped in the water, a spokesperson for the Dutch Coast Guard told CNN on Wednesday.
Pictures show grey smoke emitting from the ship amid fears the vessel could sink 27 kilometres north of the Dutch island, Ameland, off the Wadden Sea &ndash; a UNESCO World Heritage Site that is considered one of the most important regions for migratory birds in the world, the report said.
The cause of the fire has not been established yet. According to the Dutch national broadcaster NOS, it may have been started by one of the 25 electric cars on board. &nbsp;Dutch firefighters were still struggling to put out the fire on the cargo ship, a Dutch coastguard said, adding that smoke is still billowing from the ship, making it unsafe to board.
&ldquo;If you start filling the ship with water, you risk destabilising it, and that could tip it over,&rdquo; spokesman Edwin Grammeman told NOS on Wednesday.
According to the coastguard, a distress call came when the ship was some 30 kilometres off the coast of the Wadden Sea island of Ameland.
The ship is now about 16 kilometres north of Terschelling because the wind and current are driving it to the west.
The 21 crew members on board the Panamanian-flagged ship attempted to put out the fire themselves, but the blaze spread too fast. Specialised firefighters were brought in from Rotterdam but the situation had already become too dangerous by the time they arrived, the Dutch News reported.
Seven of the crew jumped into the sea and were picked up by nearby ships. The remaining crew members were rescued by helicopters. It is not clear how the person who died was killed, it said.
The authorities are now focusing their efforts on preventing the listing ship from sinking. A tugboat from the Wadden Island water taxi service Rederij Noordgat was able to attach a rope to the Fremantle Highway and prevent it from drifting into shipping lanes.
Other boats are on standby to try to help pull the vessel to safety.&nbsp;
