President Donald Trump's top trade adviser Peter Navarro has described as "troublesome" the show of unity between the leaders of India, Russia and China, saying New Delhi needs to be with Washington, Europe and Ukraine, not with Russia.
His comments come as Prime Minister Narendra Modi, Russian President Vladimir Putin and Chinese President Xi Jinping publicly displayed bonhomie during the Shanghai Cooperation Organisation (SCO) summit in Tianjin on Monday.
&ldquo;It&rsquo;s troublesome. It's troublesome,&rdquo; Navarro said at the White House when asked about the &ldquo;show of unity&rdquo; between Modi, Xi and Putin.
"It was a shame to see Modi getting in bed as the leader of the biggest democracy in the world with the two biggest authoritarian dictators in the world, Putin and Xi Jinping. That doesn't make any sense," said Navarro, the Trump administration&rsquo;s Senior Counsellor for Trade and Manufacturing.
His remarks, and the display of camaraderie between Modi, Putin and Xi, came against the backdrop of possibly the worst phase in India-US relations in over two decades, with the strain exacerbated by Trump's tariff policy and constant criticism of New Delhi by his administration.
"I'm not sure what he (Modi) is thinking, particularly since India has been in a cold war and sometimes a hot war with China for decades. So we hope that the Indian leader comes around to seeing that he needs to be with us and Europe and Ukraine and not with Russia on this, and he needs to stop buying the oil,&rdquo; Navarro said.
The Trump administration has imposed 25 per cent reciprocal tariffs on India and an additional 25 per cent levies for Delhi&rsquo;s purchases of Russian oil, bringing the total duties imposed on India to 50 per cent, among the highest in the world.
India has called the tariffs imposed by the US &ldquo;unjustified and unreasonable&rdquo;.
Defending its purchase of Russian crude oil, India has been maintaining that its energy procurement is driven by national interest and market dynamics.
Russia has emerged as India's top energy supplier since the West slapped sanctions on its crude oil after the invasion of Ukraine.
"India is the biggest democracy in the world by population. Historically, India has been in a cold war with communist China for decades," Navarro said, adding that Beijing has "funded Pakistan's military" and helped Islamabad "develop its nuclear weapons".
"China has invaded India repeatedly, particularly a place called Aksai Chin, and actually has taken territory from India and still holds it," he said, adding that the Chinese patrol now "far into the Indian Ocean and are challenging Indian sovereignty in the Indian Ocean".
"...But at the same time, we're seeing China and its entrepreneurs and oil refiners getting into bed with Indian business people, and that relationship is toxic,&rdquo; he said.
Navarro claimed that China is using India as a &ldquo;big transshipment hub&rdquo; to avoid the Chinese tariffs.
Asserting that the road to peace in Ukraine &ldquo;in many ways, runs at least partly through New Delhi", Navarro said that &ldquo;it&rsquo;s time for Modi to step up." "I have great respect for Modi. I love the Indian people,&rdquo; he said.
He said that every American should thank Trump for &ldquo;flagging this issue and calling India out on these issues, because we don't want to be about the business of trying to defend Ukraine with funds and weapons and things like that, when our money is going to somebody who's cheating us, and they're using that money to give to the Russians to buy weapons, kill Ukrainians and then use their taxpayer money." Navarro, who had earlier described the Ukraine conflict as &ldquo;Modi&rsquo;s war&rdquo;, further said that India has the highest tariffs of any major country in the world and is in "denial" about that.
&ldquo;It tries to tell everybody out there that that's not true when it is demonstrably true," he said.
"So they (India) should engage with us. They haven't done that as Japan, Korea, the Philippines, Indonesia, and the European Union have. They simply think they (can) continue having their way with us,&rdquo; he said, adding that Trump is not going to allow that.
On India&rsquo;s oil purchases from Russia, Navarro said that this is an "incredible situation." &ldquo;India, for all practical purposes, did not buy any oil to speak of from Russia before Russia invaded Ukraine in February 2022,&rdquo; he said.
"The way this oil trade worked is once Russia invaded and they were figuring out ways around to sell their oil, Russian refiners went to refiners in India, got in bed with them. Some of them actually helped produce right in India. Now, Putin gives India a discount on crude. They refine it, sell at premium prices to Europe, Asia and Africa. It's nothing but profiteering," he alleged.
"India cannot stand on the thin reed that somehow they need this oil to run their cars or cool their homes. It's false. Just simply false," he said.
He said that India charges the "highest tariffs in the world" and has the "highest non-tariff barriers".
"India then uses the money we give them, buying their exports, to buy Russian oil. The Russians use the money from the Russian oil to build more bombs and weapons and drones to kill Ukrainians, and then the Ukrainians come to us and Europe to ask for more money from our taxpayers to pay for that. That's crazy,&rdquo; he claimed.&nbsp;

The Pahalgam terror attack was not only an assault on India's conscience, but was also an open challenge to every nation that believes in humanity, Prime Minister Narendra Modi said on Monday, strongly pitching for shunning "double standards" in combating terrorism.
In the presence of Pakistan Prime Minister Shehbaz Sharif, Chinese President Xi Jinping and many other global leaders, Modi, addressing the annual summit of the Shanghai Cooperation Organisation (SCO), said fighting terrorism is the "duty towards humanity".
In a clear message to Pakistan and those supporting it, Modi asked: "It is natural to ask -- can the open support for terrorism by certain countries ever be acceptable to us?" "We must state it clearly and in one voice: double standards on terrorism are unacceptable. Together, we must oppose terrorism in every form and manifestation. This is our responsibility towards humanity," he said.
In response to the Pahalgam terror attack, India launched Operation Sindoor on May 7, targeting terrorist infrastructure in territories controlled by Pakistan.
The strikes triggered four days of intense clashes that ended with an understanding on stopping the military actions on May 10.
In his remarks, the prime minister said India has been bearing the grave scars of ruthless terrorism for the last several decades.
"Countless mothers have lost their children, and innumerable children have been left orphaned. Recently, we witnessed the most heinous face of terrorism in Pahalgam," he said.
"This attack was not only an assault on the conscience of India, but also an open challenge to every nation, and every individual who believes in humanity," he said.
Modi expressed his "deep gratitude" to all the friendly nations that stood by India during this moment of grief.
The prime minister, elaborating on India's vision and policy towards the grouping, floated an acronym for SCO. "S for Security, C for Connectivity and O for Opportunity," he explained.
"I would like to emphasise that security, peace, and stability form the foundation of any nation&rsquo;s development. However, terrorism, separatism, and extremism remain major challenges along this path," he said.
Modi said terrorism is not only a threat to the security of individual nations, but a shared challenge to all of humanity.
"No country, no society, no citizen can consider themselves completely safe from it. That is why India has consistently stressed the importance of unity in the fight against terrorism," he said.
The prime minister also underlined the importance of connectivity for regional growth and development.
"We believe that every effort towards connectivity must uphold the principles of sovereignty and territorial integrity. This is also enshrined in the core principles of the SCO Charter," he said.
"Connectivity, that by-passes sovereignty, ultimately loses both trust and meaning," he added.
The comments are seen as an indirect reference to China's Belt and Road Initiative (BRI). India has been opposing it as a part of the project goes through Pakistan-occupied Kashmir.
The prime minister also proposed the creation of a Civilisational Dialogue Forum under the SCO.
"Such a platform will allow us to share the richness of our ancient civilisations, art, literature, and traditions on a global stage," he said.
The prime minister also emphasised ensuring the development of the Global South.
Keeping aspirations of the Global South confined in outdated frameworks is a grave injustice to future generations, he said.
Highlighting India's development journey, Modi said it is moving ahead with the mantra of "reform, perform and transform".
Be it Covid or global economic instability, we have tried to convert every challenge into an opportunity, he said.

The Shanghai Cooperation Organisation (SCO) on Monday strongly condemned the Pahalgam terror attack and concurred with India's position that "double standards" in the fight against terrorism are unacceptable.
The influential grouping listed its strong resolve to combat terrorism in a declaration that was unveiled at the end of its two-day annual summit at the Chinese port city that was attended by Prime Minister Narendra Modi, Chinese President Xi Jinping, Russia's Vladimir Putin and many other global leaders.
The SCO member states also condemned the military strikes by Israel in Gaza as it has led to numerous casualties among the civilian population and a catastrophic humanitarian situation in the Strip.
The declaration mentioned ways to enhance regional security and identified combating terrorism as a major challenge.
"The member states strongly condemned the terrorist attack in Pahalgam on April 22," it said.
The SCO member states also condemned the terror attacks in Khuzdar and on Jaffer Express, both in Pakistan's Balochistan province.
"They (member states) expressed their deepest sympathy and condolences to the families of the dead and the wounded. They further stated that perpetrators, organisers and sponsors of such attacks must be brought to justice," according to the declaration.
It said the SCO, while reaffirming its firm commitment to the fight against terrorism, separatism and extremism, stresses the inadmissibility of attempts to use terrorist, separatist and extremist groups for "mercenary purposes".
The SCO said it recognised the leading role of sovereign states and their competent authorities in countering terrorist and extremist threats.
"The member states strongly condemn terrorism in all its forms and manifestations, stress that double standards in the fight against terrorism are unacceptable, and call on the international community to combat terrorism, including cross-border movement of terrorists," it said.
The SCO said the UN has the central role to fully implement the relevant UN Security Council resolution and the UN Global Counter-Terrorism Strategy in accordance with the UN Charter and the principles of international law, in order to jointly combat all terrorist groups.&nbsp;

Modi's speech is being keenly watched for its content in the backdrop of US President Donald Trump's tariff war and the Indian prime minister's meeting with Xi on Sunday, which was widely expected to provide a new roadmap for the ties.
In his welcome banquet address, Xi said the SCO bears greater responsibilities in safeguarding regional peace and stability, and boosting the development of various countries in a world of increasing uncertainties and accelerated changes.
Addressing the banquet, Xi expressed confidence that with concerted efforts of all parties, the summit will be a complete success, and that the SCO is certain to play an even bigger role and achieve more progress. He said it will make a greater contribution to boosting the unity and cooperation among member states, pooling the strength of the Global South and pushing for more progress of human civilisation.
Founded in Shanghai in June 2001, the SCO has expanded from six founding members into a 26-nation family of 10 members, two observers and 14 dialogue partners spanning Asia, Europe and Africa.
With major emerging markets and developing countries such as China, Russia and India among its members, the SCO represents nearly half of the world's population and a quarter of the global economy.

In an address at a conclave of the Shanghai Cooperation Organisation (SCO), Singh said some countries are using cross-border terrorism as an "instrument of policy" to provide shelter to terrorists.
The defence minister arrived in this Chinese port city on Wednesday to attend the SCO Defence Ministers' Conclave.
"The biggest challenges that we are facing in our region are related to peace, security and trust-deficit," he said.
"And the root cause of these problems is increasing radicalisation, extremism and terrorism." Singh said peace and prosperity cannot co-exist with terrorism and proliferation of Weapons of Mass Destruction (WMDs) in the hands of non-state actors and terror groups.
"Dealing with these challenges requires decisive action, and we must unite in our fight against these evils for our collective safety and security," he said.
The defence minister said those who sponsor, nurture and utilise terrorism for their narrow and selfish ends must bear the consequences.
There should be no place for double standards in combating terrorism, he said, adding the SCO should not hesitate to criticise nations indulging in double standards in combating the menace.
Singh also said the pattern of the Pahalgam terror attack matched with Lashkar-e-Taiba's previous terror attacks in India.
India is following a policy of zero tolerance towards terrorism, he said.
The defence minister also noted that India has been consistent and steadfast in its policy in support of peace, security and stability in Afghanistan.

Pakistan foreign minister Bilawal Bhutto Zardari arrived in Goa on Thursday to attend a conclave of the Shanghai Cooperation Organisation (SCO), in the first such high-level visit to India from the neighbouring country since 2011.
Bhutto Zardari's visit comes amid continued strain in ties between India and Pakistan on a number of issues including Islamabad's continued support to cross-border terrorism.
People familiar with the SCO Council of Foreign Ministers (CFM) conclave preparations said there is no plan for a bilateral meeting between External Affairs Minister S Jaishankar and Bhutto Zardari so far as there was no request for it from the Pakistani side.
"On my way to Goa, India. Will be leading the Pakistan delegation at the Shanghai Cooperation Organization CFM. My decision to attend this meeting illustrates Pakistan's strong commitment to the charter of the SCO," Bhutto Zardari tweeted ahead of his arrival here.
"During my visit, which is focused exclusively on the SCO, I look forward to constructive discussions with my counterparts from friendly countries," he said.
The Pakistan foreign minister's visit to India is the first such trip from Islamabad since 2011.&nbsp;

&nbsp;Prime Minister Narendra Modi on Friday pushed Russian President Vladimir Putin to end the conflict in Ukraine, saying "today's era is not of war" even as he called for finding ways to address the global food and energy security crisis.
Modi also underlined the importance of democracy, dialogue and diplomacy during a bilateral meeting with Putin that took place on the sidelines of the annual summit of the Shanghai Cooperation Organisation (SCO) in this Silk Road city.
"Today the biggest worry before the world, especially developing countries, is food security, fuel security, fertilisers. We must find ways on these problems and you will also have to consider it. We will get an opportunity to talk about these issues," Modi said in his opening remarks.
On his part, Putin told Modi that he was aware of India's concerns over the Ukraine conflict and that Russia will do everything possible to end it as soon as possible.
"I know about your position on the conflict in Ukraine. I know about your concerns. I know that you share these concerns and we all want an end to all of these as soon as possible," Putin said in his televised opening remarks at the meeting.
The Russian President said Ukraine has refused to engage in the negotiation process and it wants to achieve its "objectives on the battlefield militarily." "We will keep you abreast of everything that is happening over there," Putin conveyed to Modi.
Following the meeting, Modi described the talks as "wonderful".
"Had a wonderful meeting with President Putin. We got the opportunity to discuss furthering India-Russia cooperation in sectors such as trade, energy, defence and more. We also discussed other bilateral and global issues," he tweeted.
In his opening remarks, President Putin said the ties between India and Russia continued to develop "very rapidly" and both sides are actively engaged at international platforms on key issues.
"It is important that we constantly coordinate our positions," he said.
In his remarks, Modi flagged concerns over food security, energy security, fertiliser supplies and said "we must find ways and you will also have to consider it." The prime minister said he is thankful to Russia and Ukrain for facilitating rescue of Indian students from various areas of Ukraine in the initial phase of the conflict.
"I know today's era is not of war. We discussed this issue with you on phone several times, that democracy, diplomacy and dialogue touch the entire world. We will have the opportunity to talk today about how we can move forward on the road of peace in the coming days," Modi said.
The prime minister said ties between India and Russia have strengthened manifold and New Delhi values its relationship with Moscow.
"Ties between India and Russia have grown manifold. We give importance to the relationship as we have been friends who have stayed together for many decades and the world knows what Russia's relations with India have been and what India's relationship with Russia have been. The world knows that this is an unbreakable friendship," Modi said.
The prime minister hoped that the talks would strengthen bilateral ties and help fulfil aspirations of the world.
In his remarks, Putin also talked about his "warm memories" of visiting India in December last year and invited Modi to visit Russia.
In a tweet, the prime minister's office described the talks as "productive" "The two leaders had productive discussions on a wide range of subjects aimed at further strengthening India-Russia ties," it said on Twitter.
In the last few months, India has increased the import of discounted crude oil from Russia notwithstanding increasing disquiet over it by several Western powers.
India's crude oil imports from Russia have jumped over 50 times since April and now it makes up for 10 per cent of all crude bought from overseas.
Last month, Russian Ambassador Denis Alipov said Russia appreciates India for not supporting attempts to isolate it in multilateral forums and that bilateral trade between the two countries is on an upswing.
India has not yet condemned the Russian invasion of Ukraine and it has been maintaining that the crisis must be resolved through diplomacy and dialogue.&nbsp;

Minister&nbsp;of External&nbsp;Affairs S Jaishankar met with his Chinese counterpart Wang Yi on the sidelines of the Shanghai Cooperation Organization meeting in Tajikistan's Dushanbe on Wednesday. The two leaders discussed 'outstanding issues' along the Line of Actual Control in Ladakh&nbsp;between the two neighbouring countries.
Jaishankar outlined that any unilateral change of status quo on the LAC was not acceptable and that normal bilateral ties would depend on restoration of peace and tranquillity in border areas.
Taking to micro-blogging platform Twitter, Jaishankar said his discussions with Wang during the hour-long meeting &ldquo;focused on the outstanding issues along the LAC in the Western Sector.

Prime Minister Narendra Modi on Thursday reached Bishkek in Kyrgyzstan where he is to attend Shanghai Cooperation Organisation summit on June 13-14. The Prime minister will also hold bilateral meetings with President Xi Jinping of China and President Vladimir Putin of Russia. Although Pakistan Prime Minister Imran Khan is also attending the summit, no bilateral meet between the two PMs is planned at the summit
