Union External Affairs minister S Jaishankar on Friday said India wanted a reference to terrorism in the outcome document of the Shanghai Cooperation Organisation (SCO) defence ministers' meeting, but it was not acceptable to one member country, an oblique reference to Pakistan.
Jaishankar said Defence Minister Rajnath Singh's view on the matter was right since the main purpose of SCO was to fight terrorism and without a reference on it (on India's concerns on terrorism), he would not accept the outcome document.
Singh on Thursday refused to sign a joint communique of the SCO following the omission of the Pahalgam terror attack and not explicitly addressing India's concerns over Pakistan-backed cross-border terrorism.
At a conference of SCO defence ministers' conclave, Singh demanded inclusion of the terror attack in the communique while the Pakistani side pressed for having a paragraph on militant activities in Balochistan in an apparent attempt to blame New Delhi, top sources said.
The objective of SCO that runs through consensus was to fight terrorism, Jaishankar said in a press conference when asked about Singh's stand.
"In the discussion on outcome document of the defence ministers' meeting, one country -- you can guess which one -- said 'no we don't want reference to that'," he said.
The SCO runs by unanimity, Jaishankar said, but when one country said it will not accept any mention of terrorism, Singh communicated that the outcome document was not acceptable to India.&nbsp;

The SCO is holding its first in-person summit in Samarkand in Uzbekistan after two years. The summit will also see the participation of <a href="https://www.editorji.com/india-news/politics/pm-modi-putin-likely-to-meet-this-week-on-sidelines-of-sco-summit-1663140773376">Russian President Vladimir Putin </a>and Chinese President <a href="https://www.editorji.com/world-news/china-warns-against-taiwan-interference-in-2-hour-talk-between-joe-biden-and-xi-jinping-1659059300308">Xi Jinping</a>.
"Landed in Samarkand to take part in the <a href="https://www.editorji.com/india-news/ahead-of-sco-summit-india-and-china-begin-disengagement-in-eastern-ladakh-1662651734756">SCO Summit</a>," Modi tweeted.
At the airport, he was welcomed by Uzbek counterpart Abdulla Aripov, ministers, Governor of Samarkand region and senior officials.
Modi is also expected to hold bilateral meetings on the sidelines of the summit, including with Putin, and Uzbek President Shavkat Mirziyoyev among other leaders.
"At the SCO Summit, I look forward to exchanging views on topical, regional and international issues, the expansion of SCO and further deepening of multifaceted and mutually beneficial cooperation within the Organisation," Modi said in a pre-departure statement.
"Under the Uzbek chairship, a number of decisions for mutual cooperation are likely to be adopted in areas of trade, economy, culture and tourism," he said.

There is no confirmation over his possible bilateral with Xi.
Pakistan Prime Minister Shehbaz Sharif is also attending the summit.
"We will keep you fully apprised when the PM's schedule of bilateral meetings unfolds," Foreign Secretary Vinay Kwatra told reporters in New Delhi on Thursday when asked if Modi and Xi will have a bilateral meeting on the sidelines of the summit.
Kwatra also said the Prime Minister's participation in the summit was a reflection of the importance that India attaches to the SCO and its goals.
The summit of the eight-nation influential grouping is taking place amid the growing geo-political turmoil largely triggered by the Russian invasion of Ukraine and China's aggressive military posturing in the Taiwan Strait.
According to reports in Russian and Iranian media, Modi will hold separate bilateral meetings with Putin and Iranian President Ebrahim Raisi.
The SCO summit in Samarkand will have two sessions -- one restricted session which is only meant for the SCO member states and then there will be an extended session that is likely to see the participation of the observers and the special invitees of the chair country.

Doval also said that there is a need to monitor new technologies used by terrorists, including drones, for smuggling of weapons and misuse of dark Web, artificial intelligence, blockchain and social media.
He said that perpetrators of terrorism including cross-border terror attacks should be expeditiously brought to justice.
The NSA emphasised on the need for targeted sanctions against UN-designated terrorist individuals and entities.

The talks are set to be held at Moldo on the Chinese side of the Line of Actual Control in eastern Ladakh.&nbsp;For the first time, a joint secretary-level officer from the Ministry of External Affairs is expected to be part of the Indian delegation. India is looking for some concrete outcome from the dialogue, the report said.

New Delhi, PTI: The sixth round of Corps Commander talks between the armies of India and China is scheduled to be held on Monday with a sole focus on the implementation of a five-point agreement reached between the two countries on disengagement of troops and de-escalation of the volatile situation in eastern Ladakh, government sources said on Sunday.
The talks are set to be held at Moldo on the Chinese side of the Line of Actual Control in eastern Ladakh, they said.
For the first time, a joint secretary-level officer from the Ministry of External Affairs is expected to be part of the Indian delegation, the sources said, adding India is looking for some concrete outcome from the dialogue.
Both sides reached the agreement to resolve the border row at a meeting between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi on the sidelines of a Shanghai Cooperation Organisation (SCO) meet in Moscow on September 10.
The agreement included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC.
The Indian delegation at the talks is set to be led by Lt Gen Harinder Singh, the commander of the Leh-based 14 Corps of the Indian Army, while the Chinese side is likely to be headed by Major General Liu Lin, the commander of the South Xinjiang military region.
"In the talks, India will insist on complete disengagement of Chinese troops from the friction points at the earliest," said a source.

Jaishankar and Wang will participate in a meeting of foreign ministers of the Shanghai Cooperation Organisation&nbsp;on Thursday morning, to be followed by a luncheon meeting of foreign ministers of the Russia-India-China&nbsp;grouping. The day will be capped by the bilateral meeting, the first between Jaishankar and Wang since the standoff in Ladakh sector began in May.
