Stubble burning: Centre tells SC comprehensive law on pollution soon

The Supreme Court Monday kept in abeyance its October 16 order&nbsp;appointing a one-man panel&nbsp;of retired apex court judge Justice Madan B Lokur to check the menace of stubble burning. A bench headed by Chief Justice S A Bobde passed the order while considering the Centre&rsquo;s stand that it is coming out with comprehensive legislation to deal with air pollution, including the aspect of stubble burning. The bench in response to the Centre said that the&nbsp;only issue is people are choking because of pollution and it is something which must be curbed. Solicitor General Tushar Mehta told the bench that the Centre has taken a &ldquo;holistic view&rdquo; of the matter and the draft of the proposed law on curbing pollution would be submitted before the apex court within four days.

While directing the Uttar Pradesh govt to file an affidavit about the steps taken to protect the witnesses in the case and also inform if the victim&rsquo;s family chosen a lawyer, the Supreme Court termed the&nbsp;Hathras&nbsp;gangrape &lsquo;horrible&rsquo; and &lsquo;shocking&rsquo;.&nbsp;&nbsp;
Senior Advocate Indira Jaising who appeared on behalf of some intervenors told the Supreme Court that fair investigation warrants protection of the victim&rsquo;s family and witnesses in the case. The UP govt however argued that the family was already under protection. The SC&nbsp;asked&nbsp;UP govt to submit a report by October 8.&nbsp;&nbsp;
While saying it will&nbsp;it will ensure that the&nbsp;probe&nbsp;is smooth in the case, the&nbsp;SC&nbsp;bench&nbsp;of&nbsp;Chief Justice S A Bobde and Justices A&nbsp;S Bopanna and V Ramasubramanian&nbsp;also asked to know if the victim&rsquo;s family had chosen a lawyer. &nbsp;
&nbsp;The apex court&nbsp;heard&nbsp;a PIL seeking a CBI or a SIT probe monitored by a sitting or retired Supreme Court or High Court judge. &nbsp;&nbsp;
The UP govt while expressing willingness for a court-monitored CBI probe said that false narratives were being spread in the case with political motive and a CBI probe would ensure vested interests are unable to create such narratives. &nbsp;&nbsp;

Amid row, Centre says no slum demolition along rail tracks in Delhi

PTI,&nbsp;New Delhi: The Centre informed the Supreme Court on Monday that no slum dwellers along the 140 km length of railway tracks in Delhi would be removed till a final decision is taken by the government.
A bench headed by Chief Justice S A Bobde was informed by Solicitor General Tushar Mehta that a final decision would be taken in consultation with the Railways, the Delhi government and the Urban Development Ministry.
The bench, also comprising Justices A S Bopanna and V Ramasubramanian, recorded Mehta&rsquo;s assurance and said that no coercive action be taken against these slum dwellers for four weeks.
The top court on August 31 had directed the removal of around 48,000 slum dwellings along the railway tracks in Delhi within three months and said there shall not be any kind of political interference in execution of the plan.
The bench was on Monday hearing the applications, including the one filed by senior Congress leader Ajay Maken, who has sought rehabilitation of these slum dwellers prior to their removal.
