Russia rained missiles and drones overnight on Kyiv, killing six people, authorities said Tuesday, as three people died in Russia's Rostov region in massive Ukrainian strikes.
The heightened attacks came after US President Donald Trump initially gave Kyiv until November 27 -- the American holiday of Thanksgiving -- to respond to his proposal to end the fighting, a timeline and blueprint that European leaders have baulked at.
Tymur Tkachenko, head of Kyiv's military administration, said four people died and at least three were wounded in the Svyatoshynsky district. Emergency services earlier said two people died in a strike on an apartment building in the eastern Dniprovsky quarter.
Before dawn Tuesday, Russia's defence ministry said it had intercepted and destroyed 249 Ukrainian drones -- one of the highest figures reported.
In Russia's Rostov region, acting governor Yuri Sliusar said at least three people were killed, adding: "Tonight's enemy attack brought great grief".
In the Krasnodar frontier region, Governor Veniamin Kondratyev called the overnight bombardment "one of the Kyiv regime's most sustained and massive attacks".
Kyiv and its allies spent the weekend hammering away at Washington's 28-point plan, which initially hewed close to Russia's hardline demands, requiring the invaded country to cede territory, cut its military and pledge never to join NATO.
An updated version, aiming to "uphold Ukraine's sovereignty", was thrashed out over the weekend at emergency talks in Geneva.
Countries supporting Kyiv are due to hold a video call Tuesday to discuss the state of the plan.
 - 'Russia will not ease pressure' -
"We must be cognisant that Russia will not ease its pressure on Ukraine," President Volodymyr Zelensky said.
Zelensky has described his country as being in a "critical moment", saying Ukraine risked losing either its "dignity" or Washington as an ally.
Russian President Vladimir Putin, who welcomed the original US plan to end the fighting, has threatened to seize more Ukrainian territory if Kyiv walks away from the negotiations.
Russia's military already occupies around a fifth of Ukraine -- much of it ravaged by years of fighting.
Kyiv and its European allies say the war, the largest and deadliest on European soil since World War II, is an unprovoked and illegal land grab.
Tens of thousands of civilians and military personnel have been killed since Russia launched its full-scale invasion of Ukraine in February 2022.
 - Revised plan -
Ukrainian, American and European officials met in Switzerland Sunday after the US proposal to halt the war was widely criticised as requiring too much capitulation.
A joint US-Ukrainian statement after the weekend talks announced an "updated and refined peace framework".
While the latest draft has not been published, the White House hailed it as progress, and the joint statement affirmed "any future agreement must fully uphold Ukraine's sovereignty".
Kyiv's delegation said the latest draft "already reflects most of Ukraine's key priorities".
German Chancellor Friedrich Merz had thrown doubt on the ability to strike a deal by Trump's November 27 deadline, saying that discussions would be a "lengthy, long-lasting process".
The United States had bypassed Europe with the original plan, and many EU governments were unsettled by the prospect of ending the war on Moscow's terms.
The White House has pushed back on criticism that Trump was favouring Russia.
"The idea that the United States of America is not engaging with both sides equally in this war to bring it to an end is a complete and total fallacy," Press Secretary Karoline Leavitt told reporters on Monday.
A senior official told AFP the United States had pressed Ukraine to accept the proposal.
The official, speaking on condition of anonymity, said Washington did not directly threaten to cut off aid if Kyiv rejected its proposals, but that Ukraine understood this was a distinct possibility.

Ukraine would give up a swathe of eastern territory to Russia and slash the size of its army under a sweeping 28-point peace plan backed by US President Donald Trump, according to a draft obtained by AFP.
Kyiv would also pledge never to join NATO, and would not get the Western peacekeepers they have called for, although European warplanes would be stationed in Poland to protect Ukraine.
Russia would meanwhile be readmitted to the G8 group of nations and be rewarded with sanctions relief under the plan, which US officials said was still a "working document."
The proposal involves major concessions by Kyiv, which has previously refused to cede any land, while appearing to meet many of Moscow's maximalist demands following its 2022 invasion.
Ukrainian President Volodymyr Zelensky said he expected to discuss the plan with Trump "in coming days." He said any deal must bring a "dignified peace" that respected Kyiv's sovereignty.
The White House denied reports it had cooked up the proposal with Moscow, saying envoy Steve Witkoff and Secretary of State Marco Rubio had been "quietly" working with both sides for the past month.
"The president supports this plan. It's a good plan for both Russia and Ukraine," White House Press Secretary Karoline Leavitt told reporters.
Trump himself would preside over a "peace council" to oversee the ceasefire, similar to the one proposed for the Gaza truce between Israel and Hamas, according to the plan.
 - Territory -
Key parts of the proposal correspond to Moscow's previous demands and cross Ukraine's red lines.
These include that Ukraine would withdraw from the Lugansk and Donetsk regions, the frontline industrial belt known collectively as the Donbas that Ukraine still partly holds.
The two regions and Crimea, which Russia annexed in 2014, "will be recognized as de facto Russian, including by the United States," while a demilitarized zone would be created in the Donbas.
The war-torn southern regions of Kherson and Zaporizhzhia -- which Russia falsely claims to have annexed -- will be "frozen along the line of contact," it said.
Russia's army occupies around a fifth of Ukraine -- much of it ravaged by years of fighting.
 - Ukraine security -
Ukraine had been hoping for European-led peacekeepers but Russia's refusal to accept any such force also wins out in the plan.
NATO would agree not to station troops in Ukraine, while the country would be barred from joining NATO by both its own constitution and the alliance's statutes.
Kyiv meanwhile would reduce its army by a little less than half, to 600,000 personnel.
In return, Ukraine would receive "reliable security guarantees," the plan says without specifying, but "European fighter jets" would be stationed in neighboring Poland.
Ukraine would also have to hold elections in 100 days -- a further Russian demand and one echoed by Trump, who called Zelensky a "dictator without elections" earlier this year.
Amid a spiralling corruption scandal in Ukraine that has claimed the jobs of two ministers, Kyiv had meanwhile removed language about an audit of foreign aid and replaced it with a call for a "full amnesty," a senior US official told AFP.
 - G8 return for Russia? -
Under the proposal, Russia would be "reintegrated into the global economy" and be allowed back into the G8, from which it was expelled in 2014 after the annexation of Crimea.
Sanctions would snap back if it invades Ukraine again.
Yet Russia meanwhile faces few military restrictions under the plan, which says only that "it is expected that Russia will not invade neighboring countries."
The contents of the proposal plan have fuelled suggestions that Moscow was involved in drafting it.
"It seems that the Russians proposed this to the Americans, they accepted it," a senior Ukrainian source told AFP.
But US officials insisted all sides were involved. Zelensky also met a Pentagon delegation headed by US Army Secretary Daniel Driscoll in Kyiv on Thursday.
The timing has also raised questions, coming as the corruption row rattles Zelensky and Russia pushes forward with its grinding offensive.
On the ground, Russia claimed Thursday to have recaptured the key city of Kupiansk in eastern Ukraine -- which Kyiv denied -- as Putin visited an army command post to speak with officers.
A Russian strike on the city of Zaporizhzhia in southern Ukraine on Thursday killed five people and wounded three others, emergency services said.
Since returning to the White House, Trump's position on the Ukraine war has shifted dramatically back and forth.
He rowed with Zelensky in the Oval Office in February but has also shown increasing frustration with Putin after a summit in Alaska produced no results.

The Ukrainian capital was plunged into darkness early Friday by what the air force called a "massive attack", as Russia pummeled Kyiv's infrastructure, cutting off water and energy supplies.
The Kremlin has escalated aerial attacks on Ukrainian energy facilities and rail systems over recent weeks, mirroring similar campaigns launched over the previous three winters that left people without heating in frigid temperatures.
AFP journalists in Kyiv heard several powerful explosions on Friday and experienced blackouts at their homes across different districts of the city.
"The capital of the country is under an enemy ballistic missile attack and a massive attack by the enemy strike drones," the Ukrainian air force said, urging people in Kyiv to remain in shelters.
Mayor Vitali Klitschko said Russian forces had targeted "critical infrastructure" and wounded at least nine people, five of whom were taken to hospital.
"The left bank of the capital is without electricity. There are also problems with water supply," Klitschko posted on Telegram.
Ukrainian Energy Minister Svitlana Grynchuk said Russian forces were "inflicting a massive strike" on the grid.
"Energy workers are taking all necessary measures to minimise the negative consequences," Grynchuk wrote on Facebook.
"As soon as security conditions allow, energy workers will begin clarifying the consequences of the attack and restoration work," she said.
Fearing an incoming hypersonic Kinzhal missile -- which are harder to detect and intercept -- Ukraine put the entire country on alert on Friday.
Russia also hit the southeastern region of Zaporizhzhia with at least seven overnight drone strikes, killing a seven-year-old and wounding at least three people, according to Ivan Fedorov, the head of the regional military administration.
 - 'Create chaos' -
Ukrainian President Volodymyr Zelensky said on Thursday that Moscow was seeking to "create chaos and apply psychological pressure" through crippling energy facilities and railways.
According to Zelensky, Russian attacks this year have already strained Ukrainian gas infrastructure, and more strikes could force his country to ramp up imports.
Ukraine has also stepped up its drone and missile strikes on Russian territory, a tactic that Zelensky said was showing "results" and pushing up fuel prices in Russia.
A Ukrainian hit on a power station in the Russian border region of Belgorod also caused power outages.
Russia accused Ukraine on Thursday of rupturing a now-defunct pipeline near the frontline used to transport ammonia into Ukraine for export, releasing toxic gas.
It posted a video showing what appeared to be clouds of a chemical compound spewing from a source in the ground.
Authorities in Ukraine's eastern Donetsk region said the incident did not present a "menace to the lives of people" living nearby.
 - Frontline evacuations -
Citing a recent uptick in Russian drone attacks, Ukrainian authorities ordered the evacuation of children and their guardians from Kramatorsk, the largest civilian hub in the Donetsk region still under Kyiv's control.
In Sloviansk, another Donbas city under Ukrainian control, the mayor recently advised children and elderly people to leave, citing incessant attacks on the energy system.
Ukrainian authorities said Russia is increasingly deploying small, cheap first-person-view drones that have dramatically changed the character of fighting across the sprawling front line over recent months.
A Ukrainian delegation led by Prime Minister Yulia Svyrydenko is expected to visit the United States early next week to discuss, among other topics, energy and air defense under intensifying Russian strikes.
US President Donald Trump said Thursday that Washington and NATO allies were "stepping up the pressure" to end the war in Ukraine, though his attempts to negotiate with Russia's Vladimir Putin have so far failed to achieve a ceasefire.
Trump hosted Putin in Alaska in August, after which Russia's attacks on Ukraine escalated.
Russia said this week that momentum towards a peace deal had largely vanished.

The 63rd Mechanised Brigade of the Ukrainian military, on its Telegram channel, released a video of the Indian national who identified himself as Majoti Sahil Mohamed Hussein from Gujarat.
There was no word from Indian officials on the matter.
Official sources said the Indian embassy in Kyiv was ascertaining the veracity of the report.
It has not received any formal communication from Ukrainian authorities on the matter, they said.
The Ukrainian military said 22-year-old Hussein came to Russia to study at a university, The Kyiv Independent newspaper reported.
In the video, Hussein said he was sentenced to seven years in a Russian prison on drug-related charges and was offered the opportunity to sign a contract with the Russian military to avoid further punishment.
"I didn't want to stay in prison, so I signed a contract for the special military operation. But I wanted to get out of there," Hussein said.
After 16 days of training, Hussein was sent on his first combat mission on October 1, and it lasted three days.
Following a fight with his commander, he surrendered to Ukrainian troops.
"I came across a Ukrainian trench position about two to three kilometres away," he said.
"I immediately put down my rifle and said that I didn't want to fight. I needed help. I don't want to go back to Russia," he added.
The 63rd Mechanised Brigade in its Telegram post said Hussein studied in Russia, but was caught with drugs.
"In order not to go to prison, he went to war," the post said.
The Ministry of External Affairs last month said that India had strongly called upon Russia to release and repatriate 27 Indian nationals currently serving with the Russian Army.
There have been reports that some Indians on student and business visas were forced into joining Russian military units deployed on the frontlines of the war in Ukraine.
India has been repeatedly asking Russia to release all Indians serving as support staff, such as cooks and helpers, with Russian military units.
The issue was raised by Prime Minister Narendra Modi during his visit to Russia last year as well.
According to official data, the number of Indians recruited by the Russian military is now more than 150.
At least 12 Indians were killed while fighting on the frontlines of the conflict in Ukraine, while 96 were discharged by Russian authorities.
Another 16 have been listed as missing.&nbsp;

Ukraine warned that Russia's leader was "testing the West" and called for its allies to mount a strong response or risk Russian drones flying "even further into Europe".
The incursion came as Russia unleashed a barrage of strikes across Ukraine, including in the western city of Lviv, around 50 miles (80 kilometres) from the Polish border.
"Aircraft have used weapons against hostile objects," Polish Defence Minister Wladyslaw Kosiniak-Kamysz said on social media, adding: "We are in constant contact with NATO command."
Russian drones and missiles have entered the airspace of NATO members -- including Poland -- several times during Russia's three-and-a-half-year war, but a NATO country has never attempted to shoot them down.
A cornerstone of the Western military alliance is the principle that an attack on any member is deemed an attack on all.
The operational command of Poland's military slammed the "unprecedented" airspace violations, saying it had spotted around a dozen drone-type objects, some of which were shot down.
"This is an act of aggression that has created a real threat to the safety of our citizens," it said.
Prime Minister Donald Tusk confirmed that weapons had been used against the invading objects, saying on social media that an "operation related to multiple violations of Polish airspace is underway".
The Polish government announced it will hold an "extraordinary" cabinet meeting at 8:00 am (0600 GMT).
The Polish army said around the same time that it had finished intercepting the drones in its airspace.
 - 'Provocation' -
Ukrainian Foreign Minister Andriy Sybiga wrote on X that the incursion showed "that (Russian President Vladimir) Putin's sense of impunity keeps growing because he was not properly punished for his previous crimes".
"Putin just keeps escalating, expanding his war, and testing the West," Sybiga said. "The longer he faces no strength in response, the more aggressive he gets."
"A weak response now will provoke Russia even more -- and then Russian missiles and drones will fly even further into Europe," he added.
Polish authorities closed the airspace over part of the country, according to a statement from Warsaw's main Chopin Airport, where flights were halted.
The incident came a day after Poland's newly elected nationalist President Karol Nawrocki warned that Putin was ready to invade more countries after launching his war in Ukraine.
"We do not trust Vladimir Putin's good intentions," Nawrocki told reporters Tuesday at a press conference in Helsinki.
"We believe that Vladimir Putin is ready to also invade other countries."
NATO-member Poland, a major supporter of Ukraine, hosts over a million Ukrainian refugees and is a key transit point for Western humanitarian and military aid to the war-torn country.
Last month, Warsaw said a Russian military drone flew into its airspace and exploded in farmland in eastern Poland, calling the incident a "provocation".
Poland in 2023 said a Russian missile had crossed into its airspace to strike Ukraine.

A Russian strike on Tuesday in Ukraine's eastern Donetsk region killed at least 20 people, Ukrainian President Volodymyr Zelensky said in a social media post, the latest massive deadly strike amid stalled peace efforts.
Moscow has claimed the industrial region as part of Russia despite not having full control over it, and Kyiv says the Kremlin has massed 100,000 troops at a key part of the front line for a fresh offensive.
"A brutally savage Russian airstrike with an aerial bomb on the rural settlement of Yarova in the Donetsk region. Directly on people. Ordinary civilians. At the very moment when pensions were being disbursed," Zelensky said in his post.
"According to preliminary information, more than 20 people were killed," the Ukrainian leader added.
The governor of the Donetsk region said 21 people had been killed and that the same number of people had been wounded.
Zelensky posted amateur video from the scene showing corpses strewn across the ground and a burned-out minivan near a playground, with personal belongings, papers, and shoes scattered all around.
AFP could not independently verify the images posted by Ukrainian officials.
Yarova, which lies approximately eight kilometres (nearly five miles) from the front line, had a pre-war population of around 1,900 people.
Zelensky urged Ukraine's allies to issue a response to the attack.
"A response is needed from the United States. A response is needed from Europe. A response is needed from the G20," he said.
 - 'Strong actions' -
"Strong actions are needed to make Russia stop bringing death," Zelensky added.
A spokesman for the Ukrainian postal network, Ukrposhta, confirmed to AFP that one of their vehicles was damaged in the attack and an employee had been hospitalised.
Ukrposhta delivers public services in frontline regions, including the distribution of pension payments.
Russia has been steadily advancing in the eastern Donetsk region for months, concentrating its firepower on the territory and deploying troops from other parts of the front line, Kyiv has said.
Authorities in Donetsk have been appealing to civilians to flee the fighting since the early days of Russia's invasion in February 2022.
Ukrainian commander-in-chief Oleksandr Syrsky said this week that Russian forces outnumbered Ukrainian troops threefold in some areas of the front, and by six times in regions where Moscow has concentrated its forces.
US President Donald Trump has tried to find a way to end the war in recent weeks but has little to show for his efforts.
The strike comes just days after a Russian missile crashed into the Ukrainian government headquarters in central Kyiv, the first time the complex had been hit in the three-and-a-half-year war.
Tens of thousands have been killed and millions force from their homes in Europe's bloodiest conflict since World War II.

The Russian Defense Ministry (MoD) claimed that the medium reconnaissance ship Simferopol was sunk.
&ldquo;Using a high-speed uncrewed surface (USV) vehicle, the Ukrainian Navy&rsquo;s Simferopol medium reconnaissance ship was defeated at the River Danube mouth,&rdquo; the ministry said. &ldquo;As a result of the attack, the Ukrainian ship sank.&rdquo;
Ukraine acknowledged the strike but did not provide details on how the attack was carried out. &ldquo;We confirm the fact of the strike on the ship,&rdquo; Ukrainian Navy spokesman Dmitry Pletenchuk told Ukrinform.
&ldquo;Currently, the elimination of the consequences of the attack is ongoing. The overwhelming majority of the crew is safe. The search for several sailors continues. Unfortunately, one crew member was killed, and several were wounded.&rdquo;
Two videos circulated on social media showed the moment of impact &mdash; one filmed from the attacking drone boat itself and another from an overhead surveillance drone. Ukrainian officials, however, did not confirm the identity of the vessel.
Ukraine&rsquo;s official United24 media outlet described the incident as significant, saying, &ldquo;This marks the first recorded instance of Russian forces employing a naval drone to strike a Ukrainian warship.&rdquo;
Russia&rsquo;s Expanding Use of Naval Drones
Russia released no technical details about the USV involved, though reports suggest it may have been launched from occupied Crimea, about 130 miles away, or from a naval vessel. Military analyst Denis Fedutinov said the attack was carried out by a remotely operated boat.
Moscow has been developing a fleet of naval drones, including the Katran model, which is designed to carry FPV aerial drones or light weapons. However, experts have noted its limitations. &ldquo;Katran lacks satellite communication capabilities, unlike Ukrainian sea drones equipped with systems like Starlink,&rdquo; Ukraine&rsquo;s Defense Express reported in May.
&ldquo;Instead, it relies on radio channels, limiting its operational range and making it susceptible to electronic warfare (EW) systems.&rdquo;
Russia&rsquo;s state outlet Izvestia had also acknowledged earlier this year that &ldquo;transmitting a reliable radio signal still limits the range of the boats.&rdquo;
Ukraine Strikes Back in the Sea of Azov
In what appeared to be a retaliatory move, Ukrainian military intelligence said it struck a Russian missile corvette in the Sea of Azov. &ldquo;As a result of the strikes, a Russian missile ship, which was in the potential launch zone of Kalibr missiles in the Temryuk Bay, was damaged and forced to leave the combat duty area,&rdquo; Ukraine&rsquo;s intelligence service said, according to Reuters.

A "massive" Russian attack on Kyiv on Thursday killed at least three people and wounded a dozen others, officials in the Ukrainian capital said.
Powerful explosions rocked the city overnight, illuminating the sky and leaving behind a column of smoke, AFP journalists saw.
The city's military administration said three people had been confirmed dead and 12 wounded, with "significant damage" to residential buildings. One of those killed was a 14-year-old, according to the administration's head Tymur Tkachenko.
The attack comes as Moscow and Kyiv trade blame over an impasse in diplomatic efforts towards a peace deal which have been spearheaded by US President Donald Trump.
An AFP journalist in Kyiv saw red tracer bullets sailing through the night sky in an effort to intercept drones above the city centre. At least one missile appeared to be shot down.
Around 100 people took refuge in a subway station, with some lying in sleeping bags and others holding their pets.
Mayor Vitali Klitschko described Russia's latest strikes as a "massive attack" which caused damage in five districts of the capital.
A five-storey building in the Darnytsky district had collapsed, the mayor reported.
Kyiv suffered one of its worst attacks of the over three-year war on July 31, leaving more than 30 people dead including five children.
Russian forces have been slowly but steadily gaining ground in Ukraine in recent months, as diplomatic efforts have accelerated.
Trump held a summit with Russian President Vladimir Putin in Alaska this month, followed by a meeting with his Ukrainian counterpart Volodymyr Zelensky and European allies.
But there has been little progress since then.
Before concluding any peace agreement, Ukraine wants security guarantees from the West to deter any future Russian attacks.
Moscow has cast Kyiv's demands as unrealistic and has raised particular objection to the notion of stationing Western peacekeeping troops in Ukraine.
Zelensky said on Wednesday that members of his administration would meet with US officials in New York on Friday.
The Ukrainian leader said he saw "very arrogant and negative signals from Moscow regarding the negotiations", urging extra "pressure" to "force Russia to take real steps".

"One person was killed and two were wounded as a result of the combined UAV and cruise missile strike in Lviv," said Maksym Kozytskyi, head of the military administration in the western city's region.
"Dozens of residential buildings were damaged," he added.
Russian fire also wounded 12 people in the city of Mukachevo, near the border with Hungary and Slovakia, the city council said.
"Five patients are being treated in the hospital, and one more was transferred to the regional hospital," the council posted.
Western Ukraine is less frequently targeted by Russian forces, which have captured swathes of southern and eastern Ukraine in an invasion which began in 2022.
Ukrainian Foreign Minister Andriy Sybiga said there was "no military logic or necessity" to the strikes, saying they were "just terror against people".
Meanwhile, Russia's defence ministry said it destroyed "49 Ukrainian aircraft-type unmanned aerial vehicles" across multiple regions.
The ministry did not detail any casualties or damage.
The latest cross-border fire follows Trump's flurry of diplomacy this month aimed at ending the war.
The US president met his Russian counterpart Vladimir Putin in Alaska, before bringing Ukrainian President Volodymyr Zelensky and European leaders to Washington for separate talks.
Russia has played down the prospect of a summit between Russian President Vladimir Putin and Zelensky any time soon, and has said it wants to be included in discussions on future security guarantees for Ukraine.

The European Union on Friday imposed sanctions on the Indian oil refinery of Russian energy giant Rosneft and lowered the oil price cap, as part of a new raft of measures against Russia over its war in Ukraine.
The fresh sanctions package on Russia included new banking restrictions, and curbs on fuels made from Russian crude oil.
The lowered oil price cap - currently set at USD 60 per barrel - means Russia will be forced to sell its crude at reduced rates to buyers like India. As the second-largest purchaser of Russian oil, India stands to benefit from this move. Russian crude currently accounts for nearly 40 per cent of India's total oil imports.
"For the first time, we're designating a flag registry and the biggest Rosneft refinery in India," EU foreign policy chief Kaja Kallas said in a post on X.
Rosneft owns 49.13 per cent stake in Nayara Energy Ltd, formerly Essar Oil Ltd. Nayara owns and operates a 20 million tonne a year oil refinery at Vadinar in Gujarat as also over 6,750 petrol pumps.
An investment consortium SPV, Kesani Enterprises Company holds 49.13 per cent stake in Nayara. Kesani is owned by Russia's United Capital Partners (UCP) and Hara Capial Sarl, a wholly-owned subsidiary of Mareterra Group Holding (formerly Genera Group Holding S.p.A.).
EU sanctions means Nayara cannot export fuel such as petrol and diesel to European countries.
"We are standing firm. The EU just approved one of its strongest sanctions package against Russia to date," Kallas said. "We're cutting the Kremlin's war budget further, going after 105 more shadow fleet ships, their enablers, and limiting Russian banks' access to funding." Among the sanctions announced were ban on Nord Stream pipelines, and a lower cap on price at which Russian can export oil.
In December 2022, the Group of Seven (G7) nations imposed a USD 60 a barrel price cap on Russian oil sold to third countries. Under this mechanism, Western insurance and shipping services could only be used if the oil was sold at or below the capped price. The goal was to restrict Russia&rsquo;s oil revenues while maintaining stability in global energy supplies. However, the cap faced criticism for being largely ineffective in achieving its intended impact.
The European Union and Britain had been pushing to lower the price cap after a fall in global oil prices made the current USD 60 cap nearly irrelevant.
While Kallas did not specify the new price cap, reports suggest it will initially be set between USD 45 and USD 50, with automatic revisions at least twice a year based on market conditions.
While the lower price cap stands to benefit importing countries like India, continued purchases may be at risk if the US follows through on its threat of sanctions. Earlier this week, President Donald Trump warned that nations buying Russian exports could face sanctions or steep tariffs if Moscow does not reach a peace agreement with Ukraine within 50 days.
Russia typically supplies crude oil to India on a delivered basis - handling both shipping and insurance for the cargo and vessels. Under the price cap mechanism, Russia kept the official invoice price of crude below USD 60 per barrel to comply with sanctions, but charged higher rates for transportation services. This practice has allowed it to effectively realize prices closer to market rates despite the cap.
The oil price cap was widely viewed as ineffective, as much of Russia&rsquo;s crude was being transported via a 'shadow fleet'&mdash;vessels operating outside the control of G7-based shipping services. A significant portion of Russia&rsquo;s seaborne oil exports was reportedly carried by tankers that were not flagged, owned, or operated by companies based in the G7, EU, Australia, Switzerland, or Norway, and were not insured by Western protection and indemnity clubs.

Russia's shadow tanker fleet expanded as the steep discounts on its crude oil narrowed - from record levels of around USD 40 per barrel below Dated Brent in 2022, following the invasion of Ukraine, to just USD 3&ndash;4 per barrel currently.
"We are putting more pressure on Russia&rsquo;s military industry, Chinese banks that enable sanctions evasion, and blocking tech exports used in drones," Kallas said. "Our sanctions also hit those indoctrinating Ukrainian children. We will keep raising the costs, so stopping the aggression becomes the only path forward for Moscow." Europe imports fuels like diesel and petrol from India. Indian refiners typically buy large amounts of Russian crude, which is refined to fuels like petrol and diesel and exported to EU.
Oil income is the linchpin of Russia&rsquo;s economy , allowing President Vladimir Putin to pour money into the armed forces without worsening inflation for everyday people and avoiding a currency collapse.
Other measures adopted by EU include sanctions on dozens more vessels in Russia's shadow fleet of oil tankers, bringing the total above 400, as well as on several entities and traders that work with the covert fleet. Besides more goods have been added to existing export lists of restricted items used by Moscow's war machine while sanctions have been imposed on several entities, including in China and elsewhere, that are seen to aid Russia skirt the bloc's trade and energy restrictions.
Also targeted was the Nord Stream pipelines between Russia and Germany to prevent Moscow from generating any revenue from them in future. The pipelines were built to carry Russian natural gas to Germany but are not in operation.
The sanctions also targeted Russia's banking sector, with the aim of limiting the Kremlin's ability to raise funds or carry out financial transactions. Two Chinese banks were added to the list.

The EU had hoped to get major international powers in the Group of Seven countries involved in the price cap to broaden the impact, but conflict in the Middle East pushed up oil prices and the Trump administration could not be brought onboard.
In 2023, Ukraine's Western allies limited sales of Russian oil to $60 per barrel but the price cap was largely symbolic as most of Moscow's crude &mdash; its main moneymaker &mdash; cost less than that. Still, the cap was there in case oil prices rose.

The EU has slapped several rounds of sanctions on Russia since Putin ordered his troops into Ukraine in February 24, 2022.

Meanwhile, it remained unclear when promises of US-made weapons, especially Patriot missile systems crucial for stretched Ukrainian air defences, might reach Ukraine. US President Donald Trump agreed to send the weaponry, but it will be paid for by European countries.

An expert working group under Grynkewich is to discuss concrete planning &ldquo;very quickly but also with corresponding caution,&rdquo; German Defence Ministry spokesperson Mitko M&uuml;ller said Wednesday.
He said that the &ldquo;exact modalities&rdquo; are still being worked out, as are the &ldquo;modalities of what systems will be supplied&rdquo;.
He added: &ldquo;Regarding the systems that we are talking about, I can't confirm that anything is currently on the way. I'm not aware of that.&rdquo; NATO chief Mark Rutte said in Washington on Monday that the alliance is coordinating the military support with funding from allies in Europe and Canada. He said there were commitments from Germany, Finland, Denmark, Sweden, Norway, the United Kingdom, the Netherlands and Canada &ldquo;with more expected to follow&rdquo;.
Ukraine has also developed its own long-range drones, which it uses to strike deep inside Russia.

Extensive use of drones has also helped Ukraine compensate for its troop shortages on the front line.
One person was killed in the southern city of Odesa, 27 were injured in northeastern Kharkiv and falling drone debris caused damage in two districts of Kyiv, the capital, during nighttime drone attacks, Ukrainian authorities said.
Russian short-range drones also killed two people and injured two others in the northern Sumy region, officials said. Sumy is one of the places where Russia has concentrated large numbers of troops.
Also, nine people were injured and seven killed in the eastern Donetsk region, regional Gov Vadym Filashkin said. He didn't specify the type of weapons used.
Meanwhile, Russia's Defence Ministry said Monday that its troops shot down 91 Ukrainian drones in 13 Russian regions overnight, as well as over the Black Sea and the Russian-annexed Ukrainian peninsula of Crimea.
The Kremlin dismissed Transport Minister Roman Starovoyt on Monday, an order published on the Kremlin website said.
The announcement did not give a reason for Starovoyt's dismissal. Over the weekend, hundreds of flights were cancelled or delayed at Moscow's Sheremetyevo and St Petersburg's Pulkovo airports. Other airports in western and central Russia also faced disruptions because of Ukrainian drone attacks.&nbsp;

Waves of drone and missile attacks targeted Kyiv overnight into Friday in the largest aerial attack since Russia's war in Ukraine began, injuring 23 people and inflicting damage across multiple districts of the capital.
Russia launched 550 drones and missiles across Ukraine overnight, the country's air force said. The majority were Shahed drones, while Russia used 11 missiles in the attack.
Throughout the night, Associated Press journalists in Kyiv heard the constant buzzing of drones overhead and the sound of explosions and intense machine gun fire as Ukrainian forces tried to intercept the aerial assault.
Kyiv was the primary target of the attack. At least 23 people were injured, with 14 hospitalised, according to Mayor Vitali Klitschko.
Ukrainian air defences shot down 270 targets, including two cruise missiles. Another 208 targets were lost from radar and presumed jammed.
Russia successfully hit eight locations with nine missiles and 63 drones. Debris from intercepted drones fell across at least 33 sites.
The attack came hours after President Donald Trump held a call with Russian President Vladimir Putin and made his first public comments on his administration's decision to pause some shipments of weapons to Ukraine.
That decision affects munitions, including Patriot missiles, the AIM-7 Sparrow air-to-air missile and shorter-range Stinger missiles. They are needed to counter incoming missiles and drones, and to bring down Russian aircraft.
It's been less than a week since Russia's previous largest aerial assault of the war. Ukraine's air force reported that Russia fired 537 drones, decoys and 60 missiles in that attack.
Emergency services reported damage in at least five of the capital's 10 districts. In Solomianskyi district, a five-story residential building was partially destroyed and the roof of a seven-story building caught fire. Fires also broke out at a warehouse, a garage complex and an auto repair facility.
In Sviatoshynskyi district, a strike hit a 14-story residential building, sparking a fire. Several vehicles also caught fire nearby. Blazes were also reported at non-residential facilities.
In Shevchenkivskyi district, an eight-story building came under attack, with the first floor sustaining damage. Falling debris was recorded in Darnytskyi and Holosiivskyi districts.
Ukraine's national railway operator, Ukrzaliznytsia, said drone strikes damaged rail infrastructure in Kyiv.

US President Donald Trump is "open" to meeting his Russian and Ukrainian counterparts in Turkey, the White House said, after the two sides failed on Monday to make headway towards an elusive ceasefire.
Delegations from both sides did, however, agree another large-scale prisoner exchange in their meeting in Istanbul, which in mid-May also hosted their first round of face-to-face talks.
Turkish President Recep Tayyip Erdogan proposed that Russian President Vladimir Putin, Ukrainian President Volodymyr Zelensky and Trump come together for a third round later this month in either Istanbul or Ankara.
Putin has so far refused such a meeting. But Zelensky has said he is willing, underlining that key issues can only be resolved at leaders-level.
Trump, who wants a swift end to the three-year war, is "open" to a three-way summit "if it comes to that, but he wants both of these leaders and both sides to come to the table together", White House spokeswoman Karoline Leavitt said in Washington.
But despite Trump's willingness to meet with Putin and Zelensky, no US representative took part in Monday's talks in Istanbul, according to a State Department spokesperson.
Zelensky said that, "We are very much awaiting strong steps from the United States" and urged Trump to toughen sanctions on Russia to "push" it to agree to a full ceasefire.
In Monday's meeting, Ukraine said that Moscow had rejected its call for an unconditional ceasefire. It offered instead a partial truce of two to three days in some areas of the frontline.
Russia will only agree a full ceasefire if Ukrainian troops pull back entirely from four regions -- Donetsk, Lugansk, Zaporizhzhia and Kherson -- according to its negotiating terms reported on by Russian state media. Russia currently only partly controls those regions.
Moscow has also demanded a ban on Kyiv joining NATO, limiting Ukraine's military and ending Western military support.
 - Prisoner swap -
Top negotiators from both sides agreed to swap all severely wounded soldiers and captured fighters under the age of 25.
Russia's lead negotiator Vladimir Medinsky said it would involve "at least 1,000" on each side.
The two sides also agreed to hand over the bodies of 6,000 soldiers, Ukraine said after the talks.
"The Russian side continued to reject the motion of an unconditional ceasefire," Ukraine's Deputy Foreign Minister Sergiy Kyslytsya told reporters after the talks.
Russia said it had offered a limited pause in fighting.
"We have proposed a specific ceasefire for two to three days in certain areas of the front line," Medinsky said, adding that this was needed to collect the bodies of dead soldiers from the battlefield.
Zelensky hit back on social media: "I think 'idiots', because the whole point of a ceasefire is to stop people from becoming dead in the first place."
Kyiv said it would study a document the Russian side handed its negotiators outlining its demands for both peace and a full ceasefire.
Zelensky said after the Istanbul talks concluded that any deal for lasting peace must not "reward" Putin, and has called for an immediate and unconditional ceasefire to cover combat on air, sea and land.
 - 'Constructive atmosphere' -
Ukrainian Defence Minister Rustem Umerov, who led his country's delegation, called for a next meeting to take place before the end of June. He also said a Putin-Zelensky summit should be discussed.
Turkish Foreign Minister Hakan Fidan said after the talks -- inside a luxury hotel on the banks of the Bosphorus -- that they were held "in a constructive atmosphere".
"During the meeting, the parties decided to continue preparations for a possible meeting at the leader level," Fidan said on social media.
Tens of thousands have been killed since Russia launched its full-scale invasion of Ukraine, with swathes of eastern and southern Ukraine destroyed and millions forced to flee their homes in Europe's largest refugee crisis since World War II.
In the front-line town of Dobropillya in eastern Ukraine, 53-year-old Volodymyr told AFP he had no hope left for an end to the conflict.
"We thought that everything would stop. And now there is nothing to wait for. We have no home, nothing. We were almost killed by drones," he said.
After months of setbacks for Kyiv's military, Ukraine said it had carried out an audacious attack on Sunday, smuggling drones into Russia and then firing them at airbases, damaging around 40 strategic Russian bombers worth $7 billion in a major special operation.

In a spectacular claim, Ukraine said it damaged $7 billion worth of Russian aircraft parked at four airbases thousands of kilometres across the border, with unverified video footage showing aircraft engulfed in flames and black smoke.
A source in the Ukrainian security services (SBU) said the strikes hit 41 planes that were used to "bomb Ukrainian villages".
The drones were concealed in the ceilings of transportation containers that were opened remotely for the assault, the source added.
 - Ceasefire talks -
The long-planned operation came at a delicate moment three years into Russia's invasion.
Ukraine's President Volodymyr Zelensky said Sunday that he was sending a delegation to Istanbul led by his Defence Minister Rustem Umerov for talks on Monday with Russian officials.
Turkey is hosting the meeting, which was spurred by US President Donald Trump's push for a quick deal to end the three-year war.
Zelensky, who previously voiced scepticism about whether Russia was serious in proposing Monday's meeting, said priorities included "a complete and unconditional ceasefire" and the return of prisoners and abducted children.
Russia, which has rejected previous ceasefire requests, said it had formulated its own peace terms but refused to divulge them in advance.
Russian Foreign Minister Sergei Lavrov and his US counterpart Marco Rubio spoke by telephone Sunday about "several initiatives aimed at a political solution to the Ukraine crisis", including Monday's talks, the Russian foreign ministry said in a statement carried by the TASS news agency.
 - 'Spider's Web' -
Zelensky on Sunday hailed "brilliant" results of the coordinated attack, code-named "Spider's Web", which he said had used 117 drones and was the country's "most long-range operation" in more than three years of war.
Russia's defence ministry confirmed on Telegram that several of its military aircraft "caught fire", adding that there were no casualties.
Rybar, an account on the Telegram message platform that is close to the Russian military, called it a "very heavy blow" for Moscow and pointed to what it called "serious errors" by Russian intelligence.
The SBU source said the strikes targeted Russian airbases in the eastern Siberian city of Belaya, in Olenya, in the Arctic near Finland, and in Ivanovo and Dyagilevo, both east of Moscow.
The operation was prepared for over a year and a half, the SBU source said, and aimed to destroy "enemy bombers far from the front".
Zelensky said one of the targeted locations was right next to one of the offices of the FSB Russian security services.

Russia said it had arrested several suspects, including the driver of a truck from which a drone had taken off, state agencies said.
But Zelensky said people involved in preparing the attacks were "extracted from Russian territory in time".
Igor Kobzev, governor of Russia's Irkutsk region, which hosts the Belaya airbase, said it was "the first attack of this sort in Siberia".
He called on the population not to panic and posted an amateur video apparently showing a drone in the sky and a large cloud of grey smoke.

Russia has been announcing Ukrainian drone attacks on a near-daily basis, usually saying they had all been shot down.
At the same time, Russia has been carrying out constant attacks on Ukraine.
On Sunday, Ukraine's air force said it was hit by 472 Russian drones and seven missiles overnight, a record number since the beginning of the invasion in February 2022.
In a rare admission of its military losses, the Ukrainian army said Russia's "missile strike on the location of one of the training units" had killed a dozen soldiers, most of whom had been in shelters during the attack, and wounded more than 60.
The attack led Ukrainian ground forces commander Mykhailo Drapaty to announce his resignation, saying he felt "responsibility" for the soldiers' deaths.
Separately on Sunday, the Russian army said it had captured another village in Ukraine's northern Sumy region, where Kyiv fears Moscow could mount a renewed ground assault.

The Ukraine conflict has plunged relations between the two nuclear powers to their lowest levels since the Cold War, with Trump repeatedly promising to end the fighting with a "deal".
He told reporters on Thursday he would meet Putin "immediately", and that Ukrainian President Volodymyr Zelensky wanted to negotiate.
"Putin is ready. We are waiting for signals," Kremlin spokesman Dmitry Peskov said of Trump's overtures.
Peskov said that he could not comment further on a possible meeting between the leaders, saying it was "hard to read coffee grounds" to predict the future.
Trump has threatened Russia with tougher economic sanctions if it does not agree to end its nearly three-year offensive.
"If they don't settle this war soon, like almost immediately, I'm going to put massive tariffs on Russia, and massive taxes, and also big sanctions," the Republican said during a Fox News interview on Thursday.
The Kremlin rejected Trump's claim that the conflict in Ukraine could be ended by lowering the price of oil used to fund Moscow's budget, saying: "This conflict does not depend on oil prices."
Speaking at the World Economic Forum in Davos on Thursday, Trump had said that he would ask Saudi Arabia and OPEC to lower oil prices, saying: "If the price came down, the Russia-Ukraine war would end immediately."
Peskov said the conflict was instead based on "threats to Russia's national security", "threats to Russians" living in Ukraine and "the lack of desire and complete refusal of Americans and Europeans to listen to Russia's concerns".
 - Three dead near Kyiv -
Neither side has shown signs of de-escalating hostilities since Trump's inauguration on Monday.
Russian aerial attacks near Kyiv killed three people and wounded several others, Ukrainian officials said Friday, while Ukraine fired 120 drones at at least 12 Russian regions, including the capital Moscow.
The Kremlin has launched drone or missile attacks at Kyiv almost every day since sending troops into Ukraine in February 2022, ostensibly targeting military and energy facilities.
"Three people were killed in an enemy attack in the Kyiv region," the emergency services said in a statement on social media.
It said fragments of a drone had struck a 10-storey residential building after the head of the region said a private home had also been hit.
Black smoke billowed from a residential building damaged in the strike as rescue workers hauled out the bodies of the victims, official images from the scene showed.
In Russia, the Ukrainian military said it launched an overnight drone attack striking an oil refinery, power station facilities and an electronics plant.
State media reported that a microelectronics factory had halted work after six Ukrainian drones damaged production and storage facilities in the Bryansk region.
Moscow and Kyiv are both vying to gain the upper hand ahead of possible negotiations in the early days of Trump's administration.
Prior to his inauguration, Trump vowed to end the Ukraine conflict immediately upon taking office, raising concerns in Ukraine it would be forced to make major territorial concessions to Russia.
Moscow has been advancing on the battlefield for months, closing in on the eastern Ukrainian city of Pokrovsk.
On Friday, Russia said its forces captured the village of Tymofiivka about 20 kilometres (12 miles) east of the key industrial hub.
