The New START treaty between Russia and the US expired, ending limits on nuclear warheads and raising global concerns over a potential arms race.

The last nuclear treaty between Russia and the United States expired Thursday, abruptly ending decades of restrictions on how many warheads the two top powers can deploy and triggering fears of a global arms race.
New START, signed during a warmer period of relations, ended with the turn of the calendar to February 5, with President Donald Trump not following up on Russian counterpart Vladimir Putin's proposal to extend the treaty's limits for one year.
UN Secretary-General Antonio Guterres called it a "grave moment for international peace and security" and urged Washington and Moscow to head quickly to the negotiating table.
"For the first time in more than half a century, we face a world without any binding limits on the strategic nuclear arsenals of the Russian Federation and the United States of America," Guterres said in a statement, which considered the treaty over at midnight GMT or 7 pm in New York.
"This dissolution of decades of achievement could not come at a worse time -- the risk of a nuclear weapon being used is the highest in decades," he said, after Russian suggestions of using tactical nuclear weapons early in the Ukraine war.
Pope Leo XIV said each side needed to do "everything possible" to avert a new arms race.
"I urge you not to abandon this instrument without seeking to ensure that it is followed up in a concrete and effective manner," the American-born pope said at his weekly general audience.
Russia's foreign ministry said it considered that both countries are "no longer bound by any obligations or symmetrical declarations within the context of the treaty."
"The Russian Federation intends to act responsibly and prudently," it added, but warned it was ready to take "decisive" countermeasures if its national security is threatened.

Trump has frequently lashed out at international limits on the United States and called for nuclear testing to resume after a long moratorium, although he has not followed up.
But some observers say the expiration of New START owes less to ideology than to the workings of the Trump administration, where career diplomats are sidelined, simply not having the bandwidth to negotiate a complex agreement.
Trump, asked in October in front of his helicopter about Putin's proposal for a one-year extension, said it sounded "like a good idea," but there were no subsequent negotiations.
Secretary of State Marco Rubio said Wednesday that Trump would make a decision later and reiterated a call for a new agreement that includes China.
"The president's been clear in the past that in order to have true arms control in the 21st century, it's impossible to do something that doesn't include China, because of their vast and rapidly growing stockpile," Rubio said.
China's nuclear arsenal is growing quickly with an estimated 550 strategic nuclear launchers, which is still well below the 800 each of Russia and the United States capped under New START. France and Britain, treaty-bound US allies, together have another 100.
Trump in his first term also looked ready to let New START lapse as he insisted on including China, with a US negotiator even provocatively setting up an empty seat with a Chinese flag.
Daryl Kimball, executive director of the Arms Control Association, which warns of nuclear risks, agreed that China should engage on its nuclear program but wondered if Trump has even tried.
"Despite Trump's talk about involving China in nuclear negotiations, there is no indication that Trump or his team have taken the time to propose risk reduction or arms control talks with China since returning to office in 2025," Kimball said.
He said that Trump and Putin could agree to keep current limits and then press China.
Joe Biden agreed with Russia to extend New START for five years after he defeated Trump in the 2020 election, but tensions between the two countries later soared over Moscow's invasion of Ukraine.
The treaty, signed in 2010 in Prague by then presidents Barack Obama and Dmitry Medvedev, limited each side's nuclear arsenal to 1,550 deployed strategic warheads, a reduction of nearly 30 percent from the previous limit set in 2002.

"We haven't heard any statements from New Delhi on this matter yet," Peskov said.
The Kremlin spokesman also said that Russia intends to continue to develop its relations with India in every possible way, according to Russian media reports.
Sources in Russia's energy ministry said they have not received any notice from Indian refiners to cancel contracts.
In a post on Truth Social, Trump, who spoke with PM Modi on Monday, announced that India and the US agreed to a trade deal under which Washington will charge a reduced reciprocal tariff on Delhi, lowering it from 25 per cent to 18 per cent.
Trump last year imposed 50 per cent tariffs on India, among the highest in the world, including 25 per cent levies for its purchases of Russian energy.
India buys about 88 per cent of its crude oil, which is converted into fuels like petrol and diesel, from overseas.
Russian oil made up hardly 0.2 per cent of all crude oil that India imported till 2021.
India, the world's third-largest oil importer, became the largest buyer of discounted Russian crude after Western countries shunned Moscow following its February 2022 invasion of Ukraine.
India's import of Russian crude oil dropped to around 1.1 million barrels per day in the first three weeks of January, from an average of 1.21 million bpd in the previous month and over 2 million bpd imports in mid-2025, according to data from real-time analytics company Kpler.
Iraq is now supplying almost the same volumes as Russia, up from an average of 9,04,000 bpd in December 2025, according to Kpler.
Volumes from Saudi Arabia too have risen to 9,24,000 bpd in January, from 7,10,000 bpd in December and lows of 5,39,000 bpd in April 2025.

Additionally, high-definition CCTV networks and technical monitoring systems have been activated across zones associated with the visit.&nbsp;
Traffic restrictions and controlled pedestrian movement are expected around key areas, though officials said alerts will be issued in advance to avoid major disruptions.

"At the invitation of Prime Minister Narendra Modi, President of the Russian Federation Vladimir Putin will pay a State visit to India from December 4 to 5 for the 23rd India-Russia annual summit," it said.
President Droupadi Murmu will also receive Putin and host a banquet in his honour.

The focus of the Modi-Putin talks are expected to focus on deepening cooperation in areas of defence and security, trade and civil nuclear energy.
The Ukraine conflict is also likely to figure prominently in the talks.
India is looking at procuring additional batches of S-400 surface-to-air missile systems from Russia as the weapons proved to be very effective during the Operation Sindoor. It is learnt that the proposed procurement may figure in the talks between the two sides.
India and Russia have a mechanism under which India's prime minister and the Russian president hold a summit meeting annually to review the entire gamut of ties.
So far 22 annual summit meetings have taken place alternatively in India and Russia.
The upcoming summit is expected to produce significant outcomes to further solidify bilateral strategic ties, people familiar with the matter said.
The Russian president had last visited New Delhi in 2021. In July last year, PM Modi travelled to Moscow for the annual summit.
Russia has been a time-tested partner for India and the country has been a key pillar of New Delhi's foreign policy.

"I saw some international news that suggests China is scaling back oil purchases from Russia; we know that India has done the same at the request of the President," she claimed.&nbsp;
Leavitt said Washington has also urged its European allies to cut their Russian oil imports as part of what she called a &ldquo;full-court press&rdquo; against Moscow's war-financing channels.&nbsp;

Speaking to reporters at his Oval Office on Wednesday, he said the US was &ldquo;not happy&rdquo; that India was buying Russian crude, arguing such purchases helped finance President Vladimir Putin&rsquo;s war.
&ldquo;He (Modi) is a friend of mine, we have a great relationship... we were not happy with him buying oil from Russia because that let Russia continue on with this ridiculous war where they've lost a million and a half people,&rdquo; Trump said in response to a question.
&ldquo;I was not happy that India was buying oil, and (Modi) assured me today that they will not be buying oil from Russia. That&rsquo;s a big step. Now we&rsquo;ve got to get China to do the same thing,&rdquo; he said.
India is the second-largest buyer of Russian fossil fuels behind China, according to the Centre for Research on Energy and Clean Air (CREA).
The US president said India may not be able to cut the procurement immediately, but the process has started.
&ldquo;He (Modi) has assured me there will be no oil purchased from Russia. I don&rsquo;t know, maybe that&rsquo;s a breaking story. Can I say that?... He&rsquo;s not buying his oil from Russia. It (has) started. He can't do it immediately; it&rsquo;s a little bit of a process, but the process is going to be over with soon,&rdquo; Trump claimed.
There is no immediate reaction from New Delhi on Trump&rsquo;s claim.
The US president suggested that the US wants India to stop procurement of Russian crude only to put financial pressure on Russian President Vladimir Putin to end the war in Ukraine.
&ldquo;All we want from President Putin is to stop this, stop killing Ukrainians and stop killing Russians because he's killing a lot of Russians. It is a war he should have won in one week, and now it is going into its fourth year,&rdquo; he said.
He said India could resume energy trade with Moscow after the Russia-Ukraine war is over.
&ldquo;If India doesn&rsquo;t buy oil, it makes it much easier, and they&rsquo;re not going to buy, they assured me they will, within a short period of time, they will not be buying oil from Russia... And they&rsquo;ll go back to Russia after the war is over,&rdquo; he said.
Describing the Indian prime minister as &ldquo;a great man,&rdquo; Trump said, &ldquo;He loves Trump... I don&rsquo;t want you to take the word love any differently... I don&rsquo;t want to destroy his political career.&rdquo; Praising Modi's leadership, Trump said, &ldquo;I have watched India for years. It&rsquo;s an incredible country, and every single year you would have a new leader. "PM Modi is frightened of Trump. Allows Trump to decide and announce that India will not buy Russian oil. Keeps sending congratulatory messages despite repeated snubs. Cancelled the Finance Minister's visit to America. Skipped Sharm el-Sheikh. Doesn't contradict him on Operation Sindoor," Gandhi said on X.
Congress general secretary in-charge communications Jairam Ramesh also lashed out at the government over the issue.
"At 5:37 PM Indian Standard Time on May 10, 2025, the US Secretary of State Marco Rubio was the very first to announce that India has halted Operation Sindoor. Subsequently, President Trump has claimed 51 times in 5 different countries that he had intervened to stop Operation Sindoor by using tariffs and trade as his weapon of pressure. Yet our PM kept silent," Ramesh said on X.
"Now President Trump has declared yesterday that Mr. Modi has assured him that India will not import oil from Russia. Mr. Modi appears to have outsourced key decisions to America. The 56-inch chest has shrunk and shrivelled," he said.

If reports about Russia providing engines for the JF-17 are correct, it actually benefits India in two ways,&rdquo; Pyotr Topychkanov, who heads the Section on New Challenges in South and Southeast Asia at the prestigious Moscow-based Primakov Institute, told PTI.

Topychkanov recalled that China had requested Russia to supply RD-93 engines for its FC-17 jet as a stop-gap measure, and the possibility of its transfer to Pakistan was flagged by the NDA and UPA governments at the time of prime ministers Atal Bihari Vajpayee and Dr Manmohan Singh.
However, another expert, who did not wish to be identified, said he vaguely remembers discussions on the issue. &ldquo;Moscow convinced New Delhi that the RD-93 deal was purely commercial without transfer of technology (ToT), while India was given license for much superior RD-33 engines under ToT.&rdquo; RD-93 produced by the Klimov plant, in comparison to its base RD-33's, has more thrust but decreased service life. RD-93 has a service life of 2,200 hours while RD-33's is 4,000 hours.
Under a trilateral Russia-China-Pakistan agreement, Russia has been supplying fully assembled RD-93 engines since the early 2000s. Pakistan is now aiming for a modified version, which is not yet developed.

A cornerstone of the Western military alliance is the principle that an attack on any member is deemed an attack on all.
The operational command of Poland's military slammed the "unprecedented" airspace violations, saying it had spotted around a dozen drone-type objects, some of which were shot down.
"This is an act of aggression that has created a real threat to the safety of our citizens," it said.
Prime Minister Donald Tusk confirmed that weapons had been used against the invading objects, saying on social media that an "operation related to multiple violations of Polish airspace is underway".
The Polish government announced it will hold an "extraordinary" cabinet meeting at 8:00 am (0600 GMT).
The Polish army said around the same time that it had finished intercepting the drones in its airspace.

"A weak response now will provoke Russia even more -- and then Russian missiles and drones will fly even further into Europe," he added.
Polish authorities closed the airspace over part of the country, according to a statement from Warsaw's main Chopin Airport, where flights were halted.
The incident came a day after Poland's newly elected nationalist President Karol Nawrocki warned that Putin was ready to invade more countries after launching his war in Ukraine.
"We do not trust Vladimir Putin's good intentions," Nawrocki told reporters Tuesday at a press conference in Helsinki.
"We believe that Vladimir Putin is ready to also invade other countries."
NATO-member Poland, a major supporter of Ukraine, hosts over a million Ukrainian refugees and is a key transit point for Western humanitarian and military aid to the war-torn country.
Last month, Warsaw said a Russian military drone flew into its airspace and exploded in farmland in eastern Poland, calling the incident a "provocation".
Poland in 2023 said a Russian missile had crossed into its airspace to strike Ukraine.
