The Rajya Sabha on Monday witnessed an uproar and a walkout by the Opposition over the incidents of the Lok Sabha, where Leader of Opposition Rahul Gandhi could not finish his speech, and later Prime Minister Narendra Modi stayed away amid allegations that women MPs could have attacked him.
Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, raised the issue as soon as the Question Hour started at 12 noon. Chairman CP Radhakrishnan allowed Kharge to speak, adding that he should not speak on anything that happened in the other House.
"I am only raising issues concerning the Constitution... Parliament consists of our House and Lok Sabha... and the Constitution recognises these two Houses... We have to run according to procedures and rules..." Kharge said and went ahead to mention the Leader of Opposition in the Lower House is "not being allowed to speak".
Radhakrishnan, however, did not allow him to raise the issue relating to the Lok Sabha and said "nothing that he says will go on record". The Chairman proceeded with the Question Hour.
However, Kharge and other Opposition leaders continued to stand in their seats, demanding to be allowed to speak. As the Chairman did not relent, Opposition MPs started raising slogans, accusing the ruling BJP of insulting women MPs. MPs of all the INDIA bloc parties were on their feet, except the TMC.
After raising slogans for a while, the Opposition MPs staged a walkout from the House, and the Question Hour continued.
Lok Sabha has been witnessing disruptions since February 3 after Leader of Opposition Rahul Gandhi was disallowed by the Chair from quoting from an article based on excerpts of former Army chief M M Naravane's 'unpublished memoir' in which he has referred to the India-China conflict of 2020. Eight Opposition MPs have also been suspended from the House.
On February 5, an anguished Lok Sabha Speaker Om Birla said he had "concrete information" that many Congress members might move towards Prime Minister Narendra Modi's seat and carry out "some unexpected act" as a result of which he had requested him not to come to the House to reply to the discussion on the Motion of Thanks on the President's address.
Congress' women MPs in the Lok Sabha, meanwhile, wrote to Birla on Monday, claiming that under pressure from the ruling party to defend the "non-appearance" of Prime Minister Narendra Modi, he made grave allegations against them.
Several Opposition parties have decided to move a resolution to remove Lok Sabha Speaker Om Birla from office for disallowing Leader of Opposition Rahul Gandhi from speaking in the House on the Motion of Thanks to the President's address.

Congress leader Rahul Gandhi took a swipe at Prime Minister Narendra Modi over his address in the Rajya Sabha on Thursday, saying he was "so afraid of the truth that he took refuge in lies".
The leader of the opposition in the Lok Sabha sought to know why the prime minister had "panicked" so much by just a few questions.
"Modi ji was so afraid of the truth, he took refuge in lies. However, he did what he felt was right," Gandhi said in a post in Hindi on X.
The Congress leader on Wednesday cited former Army chief M M Naravane's "unreleased" memoir to claim that PM Modi shed responsibility during the India-China conflict in 2020 and passed the buck on to the general. Gandhi had said he had been told that he could not quote from this "memoir" in the Lok Sabha.
"The main line is what the PM said -- 'jo uchit samjho woh karo'( do what you feel right)," he said.
Gandhi's remarks on Thursday came after Prime Minister Modi accused the Congress of insulting the President of India by resorting to disruptions in the Lok Sabha during the debate on her address. He also accused the main opposition party of insulting tribals, Dalits, and people from the northeast.
Replying to a debate on the Motion of Thanks to the President's address in the Rajya Sabha, Modi accused the Congress of insulting the Constitution.
Talking about disruptions in the Lok Sabha, the prime minister said, "Congress insulted the President. It's shameful... Yesterday in the Lok Sabha, a discussion could not be held on the President's address. It is an insult to the office of the President. Such people do not have the right to speak about the Constitution."
"You have insulted tribals, women, and the top post of India," he alleged.
"The incident that took place in the Lok Sabha is very painful. We can understand your frustration, but it was done in the temple of democracy. At that time, there was an MP from Assam in the chair, and papers were thrown at him. Is it not an insult to the northeast? Not an insult to the people of Assam?"
The prime minister was referring to Dilip Saikia, a BJP MP from Darrang-Udalguri in Assam, and Krishna Prasad Tenneti, a TDP MP from Bapatla, Andhra Pradesh. Both are members of the Panel of Chairpersons in the Lok Sabha.
"They did it yesterday as well; at that time, a son of a Dalit family from Andhra Pradesh was sitting in the Chair. They are doing their job, but you are insulting him because he comes from a Dalit family?" Modi posed.

Congress leader Rahul Gandhi had sparked a controversy on Wednesday when he called Union Minister Ravneet Singh Bittu a "traitor", prompting the BJP to accuse him of insulting the entire Sikh community and demand action from Lok Sabha Speaker Om Birla.
"A sharp brain of Congress called a member of this House a traitor. This is the peak of arrogance. So many factions have split from the Congress, so many people have left, he called the MP a traitor because he is Sikh... It was an insult of Sikhs, Gurus, and showed the hatred against Sikhs that the Congress has," Modi said.
"On the other hand is the scene of Sadanandan Master, due to political animosity his legs were cut in his youth. He has spent his life with that, but his values are so high, he never uses foul language. Yesterday during his maiden speech, when he displayed his artificial limbs, the scene was painful for the country," Modi added.
"INDI alliance is responsible for it. Due to ideological differences, a teacher, a youth, his legs were chopped, and they have no regrets," he said.

Replying to a discussion on the Motion of Thanks to the President's Address, the Prime Minister said India's trade deals with the EU and the US have instilled confidence in the world that it is moving towards global stability.
"India is signing future-ready trade deals with several nations. In the last few days, we have signed trade deals with nine big nations, including the 'mother of all deals' with the 27-nation bloc of the European Union," he said.
Modi said India does not have to either look back or stop, but only move forward to achieve the goal of Viksit Bharat.
The Prime Minister said the world has been unstable due to the situation that arose post covid-19 outbreak.
"In such a scenario it is very clearly visible that a new world is moving towards a new global order. After the second world war, there was a world order. Now the world is moving rapidly towards a new world order and the biggest joy of all the events, if you analyse politically and with no bias, then inclination is towards India," Modi said.
The Prime Minister said India has become a trusted partner of several nations.
India and the European Union on January 27 sealed a landmark free trade agreement -- billed as the "mother of all deals" -- to create a market of two billion people.
Within a week of the deal with the European Union, India and the US agreed to a trade deal under which Washington will bring down the reciprocal tariff on Indian goods to 18 per cent from the current 50 per cent.
US President Donald Trump said that India will move forward to reduce its "tariffs and non-tariff barriers" against the US to zero.
Modi said the Opposition will have to one day reply on what they did to the nation in the past and added that a lot of his energy was spent in rectifying the mistakes of the past Congress-led governments.
"When the trade deal with the European Union took place, the world became more confident of stability. After the trade deal with the US, the world has still more confidence... It is a good sign for the world," Modi said.
The PM said other countries wanted to participate in India's bright future and were looking forward to signing trade deals with it.
He said the President of India has expressed confidence in India's bright future in her address to the joint sitting of Parliament.
The Prime Minister also sought the support of people in his mission for achieving quality without compromise. He said as the country is moving towards achieving its dream of Viksit Bharat with new spirit and energy in all sectors, "we have to focus on quality without any compromise".
"We will hear Made-in-India and Made-in-Bharat across the world," he exhorted.
The Prime Minister observed that the country was moving forward in several sectors, including space, science, technology and deep sea, even as work had started on green hydrogen, AI and rare earth materials.
Modi also talked about reforms in the public sector and said from reporting continued losses, public sector undertakings were now posting record profits.
On reforms in the banking sector, he said NPAs in banks had come down to below 1 per cent now. He also talked about bank mergers and strengthening their financial base.
The PM said the country was leading the convoy on the path towards development. and added that other countries are thinking they might miss the bus as India has moved forward.
Earlier, the PM started his speech amid sloganeering by the Opposition.
Modi also took a dig at the Leader of Opposition in the Rajya Sabha and Congress President Mallikarjun Kharge and suggested that he can keep raising slogans while sitting.

He also accused the Gandhi family of &ldquo;stealing&rdquo; the surname of Mahatma Gandhi, alleging that stealing was their ancestral profession.
Replying to a discussion on the Motion of Thanks to the President&rsquo;s address in the Rajya Sabha, Modi also ridiculed the Congress party&rsquo;s work culture, and said it only indulges in imagining and did nothing towards implementation.
Citing a speech by former Prime Minister Indira Gandhi in Iran, Modi said she had recalled Jawaharlal Nehru describing the country&rsquo;s 35 crore people as &ldquo;problems&rdquo;, and later herself equating the population of 57 crore as the same problem.
At that time, the population of our country was 35 crores, he said.
&ldquo;She went on to say, today the population of our country is 57 crores. That is why the number of problems I have is also the same. My father used to think that a 35 crore population was a problem, and now the problem of the country is 57 crore,&rdquo; Modi said.
He further questioned, &ldquo;How can someone consider the population of her own country to be a problem? This is the difference between their thinking and our thinking.&rdquo; The prime minister also ridiculed the Congress party&rsquo;s work culture, recalling Indira Gandhi&rsquo;s criticism of the Planning Commission over its refusal to provide mules for workers in Himachal Pradesh, while highlighting his own decision to abolish the body in 2014.
Taking a dig at the opposition party, he said, during the Nehru-Gandhi tenure it believed only in the &ldquo;jeep&rdquo; and &ldquo;mule&rdquo; culture, as he questioned the implementation of schemes. He cited that once Indira Gandhi had visited Himachal Pradesh, and the Planning Commission was not even ready to make a special scheme for hilly areas.
Quoting Indira Gandhi, Modi said, &ldquo;I had gone to Himachal Pradesh. When I came back, I said to the Planning Commission that our workers don&rsquo;t need jeeps; instead, they need mules to carry on their stuff.&rdquo; However, she was told by the Planning Commission that she will pay for the jeeps only as &ldquo;there is no policy to pay for the mules&rdquo;. The Planning Commission said it would be either a jeep or nothing.
This was the work culture &ldquo;in the long rule of Congress&rdquo;, and even Indira herself knew that this &ldquo;sin was going on, but she did not take any step to improve this work or culture.&rdquo; His father was the founder of the Planning Commission, which she was criticising.
&ldquo;Till 2014, everyone was sad, worried, looking at their mistakes, but, they were not ready to improve,&rdquo; he said, adding that after becoming Prime Minister in 2014, he abolished the Planning Commission with the Policy Commission.

Referring to the Narmada Dam project, Modi said a dam project was visualised by the late Sardar Vallabhbhai Patel before his birth. This dam project, whose foundation was laid by Jawaharlal Nehru, saw completion after he became prime minister.
He further said India has now put the Indus Water treaty under abeyence, which was signed by the Congress government.
Without taking the name of Rahul Gandhi, the prime minister said the Congress party never promoted the startup culture. &ldquo;Their condition is such that they are not even able to lift their own home-based startup.&rdquo; The prime minister also mentioned the banking sector reforms, and said the banks&rsquo; profits are on record high and their NPA is below one per cent. His government freed banks from the illness that had crept into the system and restored their financial health.
Taking a dig at the previous Congress governments, Modi said before 2014, there was a prevalent &ldquo;phone banking culture&rdquo; in which politicians would make calls to influence the disbursement of loans.
As a result, loans were often granted based on these calls rather than proper assessment, he said.
&ldquo;The poor were frequently denied access to credit, and nearly 50 per cent of the population did not even have bank accounts. On the recommendation of Congress politicians, millions were lent to individuals who never repaid the money,&rdquo; said Modi, adding that during the UPA era, this led the banking system to teeter on the brink of collapse.
Similarly PSUs are also having a record profit and some of them are now going global.
Modi further said the Congress government was &ldquo;remote-controlled&rdquo;, and his government is also controlled by remote. However, his remote is 1.4 billion citizens of the country.

Replying to the debate on the Motion of Thanks to the President's Address, Modi regretted the disruption caused by the Opposition party in the Lok Sabha and said it was not just an insult to a poor tribal woman President of India but also the top Constitutional position she occupied, and the Constitution of India. They have no right to talk about the Constitution, he said.
Modi deplored Rahul Gandhi's "traitor" comment on Union Minister Ravneet Singh Bittu, and termed it an insult to the entire Sikh community due to their deep-rooted hatred for Sikhs. Insulting people is part of the Congress culture, he said.
He accused the Mamata Banerjee-led TMC party of protecting "ghuspaithiyas" (infiltrators) in West Bengal, who were taking away jobs and rights of the youth and the lands of tribals. Such merciless government is pushing the future of people into darkness, he said, adding that how the youth of the country would forgive such people who are putting in efforts to fight the case of infiltrators.
The motion of thanks was adopted by the Rajya Sabha with a voice vote in the absence of Opposition members, who staged a walkout minutes after the Prime Minister started speaking. They initially raised slogans while trying to disrupt the PM's speech.
In his nearly 100-minute speech, Modi singled out the Congress for a no-holds-barred attack saying it failed to give the country a vision towards development, and filled their own coffers while serving the interest of only the 'shahi family' (Congress's first family).
Accusing the Congress of adopting double-standards, the Prime Minister said those who talk of 'Mohabbat ki dukaan' are raising slogans like 'Modi teri kabr khudegi', which highlights their frustration of electoral defeats and their deep-seated hatred towards him. He said the Congress was making a death wish for him as "it had no other option left".
"Naare kitne hi laga lo, kabr tum nahi khod paoge. (Raise as many slogans as you want... you will not be able to dig my grave)," Modi asserted, saying the blessings of crores of people, mothers and sisters, is his armour.
He also said they abuse him daily because they are unable to digest how a poor man like him has occupied the top post and is also continuing. Modi said the Congress and other Opposition parties want to dig his grave because he removed Article 370, ended violence and terrorism in the Northeast and action against Naxalism and attacked Pakistan in their terrorists through Operation Sindoor, among several other big achievements.
Congress's first family considered the Prime Minister's post their ancestral right, "for me, politics is a medium of service and not self-gratification".
"Those who claim to run a 'Mohabbat ki Dukaan' are raising slogans saying, 'Modi, teri kabr khudegi'. What kind of 'Mohabbat ki dukaan' is this that dreams of digging the grave of a fellow citizen of the country?"
He said while his government has promoted over two lakh startups in the country, the Congress is unable to "give a lift to their family's startup", an apparent reference to Rahul Gandhi.
Referring to the speech made by former prime ministers Jawaharlal Nehru and Indira Gandhi, Modi said the Congress treated Indians as "problems" while his government treated them as strength and solution to challenges. He said Indira Gandhi once cited an instance where someone asked her about the challenges her father Nehru faced in India and she answered -- 35 crore population. "And when Indira Gandhi was asked about her problems she said 57 crore, the Indian population at that time," Modi said, asking what kind of a leader treats their own people as problems.
Listing out the achievements of his government in the last 11 years, he asserted that high growth and low inflation reflect the strength in the country's economy, which was set to emerge as the third largest in the world. Modi also spoke about the recent trade deals with the European Union and the US and said the world is feeling more confident about stability after these developments.
He said India is now riding on 'Reform Express' and will achieve the goal of a developed nation by 2047. "India will no longer miss the bus, it will lead from the front," he said while referring to the rapid strides made by the country. The second quarter of this century will be vital in building a Viksit Bharat, he said.
Modi countered the Opposition's criticism about his government's track record of implementing schemes and talking about 'Viksit Bharat'. He also cited examples of tardy implementation of various infrastructure projects and said, "the Congress only indulged in imagining and have nothing to do with implementation".
He also said India has become a strong voice of the global south. Soon after the House mourned the passing of a former MP and tabling of listed papers during the Zero Hour, Kharge raised the issue of his counterpart in the Lok Sabha, Gandhi, not being allowed to speak. "He (Gandhi) wanted to speak about the country's interest," Kharge said.
Before he could complete, Chairman C P Radhakrishnan gave the floor to the Leader of the House and Union Minister Jagat Prakash Nadda, saying the proceedings of the Lok Sabha cannot be discussed in the Upper House as per the rulings of the Chair.
He said if the Congress party was interested, its leaders should advise their Lok Sabha MPs to join the debate on the Motion of Thanks to the President's Address to the joint sitting of Parliament in the Lower House, and proceedings in the Rajya Sabha should be allowed to continue uninterruptedly.
The chairman thereafter called for the listed Zero Hour mentions to be taken up. At this point, Congress MPs started shouting slogans about democracy being "throttled".
The Chairman then gave the floor to Parliamentary Affairs Minister Kiren Rijiju, who said he was surprised by the issue being raised in the Rajya Sabha after three days of smooth debate on the Motion of Thanks to the President.
"We all are expecting everyone to follow the rules and traditions... All the members (MPs) are waiting to listen to the speech of the Prime Minister today. If the Congress party does not want to listen to the Prime Minister, (it is their) personal choice. We don't want to impose on them, but other members want to listen to the Prime Minister. How can they stop (that)," he said.
He repeated Nadda's submission that the proceedings of the Lok Sabha should not be mentioned in the Rajya Sabha with its own procedure and set of rules for the conduct of business.
"Your Leader of Opposition in Lok Sabha (Rahul Gandhi) does not follow rules... does not follow the ruling of the Speaker," he said, asking Kharge why he did not stop Gandhi from going astray.
"Instead of counselling him, you yourself are doing this," he said, adding that the House should be allowed to function as per the rules and not bring in extraneous issues.
Kharge said Congress does not want to disturb the proceedings of the House. Lok Sabha isn't functioning for the past four days because the Leader of the Opposition is not being allowed to speak, he said.
Parliament is made up of both houses. It is not made up of one House, he said.
"These two (Houses) are pillars (of Parliamentary democracy), but one pillar is paralysed to hide your failures... when Gandhi wants to speak (on the failures), you are irritated," he said, referring to the government.
Chairman Radhakrishnan said what happened in the Lok Sabha should not be discussed in the Upper House.
Kharge, however, persisted and buttressed his argument by saying that bills passed in the Lok Sabha come to the Rajya Sabha for discussion.
As he again raised the point that Gandhi not being allowed to speak was not good for democracy and the country, the chairman allowed Nadda to speak.
Nadda said the government is ready for discussion in all forms and at all times. The Prime Minister was sitting ready to respond to the debate in Lok Sabha, but they did not allow the House to function, he said.
Disrupting the proceedings in the Rajya Sabha after a smooth debate over the past three days is condemnable, he said. "When we are ready to go into every minute detail, let the discussion take place."
He went on to advise Kharge that he should not allow his party to be held hostage to an "ignorant child".
"Apni party ko abodh balak ka bandhak nahi banaye (Don't make your party hostage to an ignorant child)," he said, referring to Gandhi.
Kharge should impress upon his party leaders to work within democratic principles, he said.
"Yaha par abhiman, ahankar aur abodh ho kar (kaam nahi karna chahiye)... 'abodh aur ahankar' are deadly mixture aur is se bach kar ke rahe (you shouldn't let pride, arrogance and ignorance dictate as arrogance and ignorance is a potent combination and you should stay away from it)".
He advised Kharge, who is the Congress president, to run the party independently and not allow it to become hostage to the "abodh balak".
Kharge condemned the use of the "abodh balak" term for Gandhi and alleged that BJP MPs can't even speak their mind.
He said the ministers cannot lecture his party as the BJP is crushing democracy. He said Lok Sabha and Rajya Sabha are not independent, and the Leader of the Opposition in the Lower House should be allowed to complete his speech on the Motion of Thanks.
Radhakrishnan cited the then Prime Minister Jawaharlal Nehru's suggestion of not referring to the proceedings of the Lok Sabha in the Rajya Sabha, leading to the Chairman expunging such a remark.
As opposition was staging a walkout around 11.40 AM, Nadda said, "What kind of democracy is this where the Opposition will decide rules...here (RS) too, the opposition was stopped, and they walked out. This is not the way democracy functions."

Members of several opposition parties on Tuesday staged a walkout from the Rajya Sabha while raising the issue of the Indo-US trade deal and demanding a discussion on it.
Congress leader Jairam Ramesh raised the issue of the Indo-US trade deal soon after the zero hour ended and alleged that the information about the deal was being received from Washington instead.
As opposition members started protesting in the House, Leader of the House J P Nadda said the US President was informed about the reduction in tariffs on Indian goods through a post on social media and also spoke to Prime Minister Narendra Modi.
Nadda alleged that the Opposition's frustration was coming out, and it had started seeing bad even in good things. "I want to assure the House that the government is ready to discuss the Indo-US trade deal and provide all minute details of the deal. The government will come out with a suo motu statement on the trade deal. But this methodology is fatal for democracy and is the irresponsible behaviour of the Indian National Congress and the INDI alliance," Nadda said.
The opposition members continued raising slogans alleging that the interests of the country were being bartered, Chairman C P Radhakrishnan said, when the government is making a statement, and they should listen. He said the government is ready to discuss, but the opposition members are creating an uproar.
Opposition members were on their feet, raising slogans against the government, as they moved towards the front row. Nadda said the government will come out with a suo motu statement today itself, and the government is ready to. "It is your frustration which is speaking. We are ready," he said.
"Their interest is only in creating politics out of everything, and we saw an example of that just now...They are trying to create an atmosphere in the country as if the government is avoiding a discussion. You are an issueless party now. You have got no issues. This is very irresponsible behaviour, and in a way this is anti-national behaviour. It is anti-national," he said, adding that their frustration is being seen at every turn.
All opposition members, except the TMC, later staged a walkout in protest. TMC member Saket Gokhale was sitting in the House and left shortly after the walkout. TMC said it staged a separate walkout on the treatment of SIR-affected families by the Delhi police.

A total of 2.22 crore people across the country were provided jobs in over 18,000 job fairs during the past year, Minister of Labour and Employment Mansukh Mandaviya informed the Rajya Sabha on Thursday.
The minister also said that employment generation is growing and unemployment rate (3.2 per cent) is reducing in the country.
Replying to supplementaries during Question Hour, the minister informed the Upper House that the government has created a National Career Service Portal as a single platform for providing employment.
"Overall during the last one year, 18,000 job fairs were organised all over the country and in all a total of 2.22 crore people were given jobs during the period across the country," Mandaviya said.
He said that the central government has so far organised 18 job melas and provided 11.49 jobs in the government sector.
The minister said the National Career Service (NCS) portal has become robust in the last one decade and as many as 55 lakh companies are linked to it and all state government platforms are also linked.
A total of over 6 crore job-seeking youth have registered on the portal in the last 10 years, he said.
"I am happy to inform you that the NCS portal has been linked to e-migrate portal, Yuva-Bharat and Skill development platforms to create a single window for jobs," the minister said.
On the portal, as many as 53 lakh people registered in Bihar and 39.8 lakh were shortlisted and job opportunities created for them.
"In all 4.5 lakh youth participated in job fairs, of which 90,000 people were shortlisted and 43,000 people given jobs by companies of both central and state levels," he said.
In his written reply to the question, the minister said, "Job fair is one of the steps towards fulfilment of the commitment of the government to accord highest priority to employment generation amongst youth. Regular job fairs are being organized under various schemes by state governments/ministries/ departments."
He said job fairs are primarily intended to facilitate linkage between jobseekers and local employers, so as to address local employment requirements.
Such fairs focus on employment opportunities aligned with local labour market demand.
Additionally, he said, Ministry of Labour and Employment, is running the NCS portal which is a one-stop solution for providing career related services including job search &amp; matching, information on online &amp; offline job fairs, career counselling, vocational guidance, information on skill development courses, skill/training programmes through it.
"Till 20.01.2026, a total of 3280 job fairs have been organized in Bihar under the NCS project, in which 8,492 employers have participated. Notifying final hiring figures is not a mandatory requirement on NCS portal.
In response to another question, the minister told the House that in 2024, as per published RBI data, the Centre provided 17 crore jobs in the last decade.
The RBI data also shows that in one decade from 2004-2014 a total of 2.9 crore employment generation was done, from 44.23 crore employment in 2003-04 to 47.15 crore employment opportunities in 2013-14.
The 2024 data shows 64.33 crore employment opportunities were provided.
"India's unemployment rate is 3.2 per cent, which is less than even developed countries," he informed the House.
To another supplementary on gig workers, Mandaviya said it is a new concept and several people are getting employment opportunities in the country.
It is estimated that a total of around 2 crore gig workers are working and the new Labour Codes would help ensure social security and health security to them, he said.

Soon after, amid continued Opposition protests over the passage of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill, Speaker Om Birla adjourned the Lok Sabha sine die following the playing of Vande Mataram in the House. Prime Minister Modi, who returned a day earlier from a three-nation foreign visit, was present in the Lok Sabha at the time.
The Rajya Sabha was also adjourned sine die shortly after it resumed at 11 am. Before the adjournment, statements and reports were laid on the table of the House. While closing the proceedings, Rajya Sabha Chairman and Vice-President C.P. Radhakrishnan criticised the conduct of some Members during the previous day&rsquo;s sitting. &ldquo;The conduct of members during the Minister's reply yesterday, which included protesting and tearing of papers, was unbecoming of the House,&rdquo; he said.
Opposition parties continued their protest against the VB-G RAM G Bill on Friday. A united Opposition staged a demonstration outside Parliament, while members of the Trinamool Congress carried on their protest on the steps at the entry to the House.
Lok Sabha Leader of Opposition Rahul Gandhi, who is currently in Germany, also criticised the legislation, describing it as &ldquo;anti-state&rdquo; and &ldquo;anti-village&rdquo; by design. In a post on X, he wrote, &ldquo;Last night, the Modi government demolished twenty years of MGNREGA in one day. VB-G RAM G isn't a 'revamp' of MGNREGA. It demolishes the rights-based, demand-driven guarantee and turns it into a rationed scheme which is controlled from Delhi. It is anti-state and anti-village by design.&rdquo;
He said the earlier scheme empowered rural workers and strengthened rural livelihoods. &ldquo;MGNREGA gave the rural worker bargaining power. With real options, exploitation and distress migration fell, wages increased, working conditions improved, all while building and reviving rural infrastructure. That leverage is precisely what this government wants to break. By capping work and building in more ways to deny it, VB-G RAM G weakens the one instrument which the rural poor had,&rdquo; he added.
Highlighting the role of MGNREGA during the COVID-19 pandemic, Gandhi further said, &ldquo;We saw what MGNREGA meant during COVID. When the economy shut down and livelihoods collapsed, it kept crores from falling into hunger and debt. And it helped women the most - year after year, women have contributed more than half the person-days.&rdquo;

Rajya Sabha Chairman C P Radhakrishnan on Friday strongly disapproved of disruptions by Opposition members during the passage of the rural employment guarantee bill (G RAM G), terming the conduct "unbecoming of Members of Parliament", and urged them to introspect and refrain from such behaviour in future.
Radhakrishnan read out a synopsis of the legislative and other business transacted during the 15-day sitting of the Winter session before adjourning the proceedings sine die.
Adjourned sine die (Latin for &lsquo;without a day') means suspending a parliamentary session indefinitely, without setting a specific date to reconvene. It's used when legislative bodies end a session without naming a future date for reassembly.
The Winter session of Parliament started on December 1.
"Disruption created during yesterday's sitting by the Opposition Members by shouting slogans, displaying placards, disrupting the Minister replying to the discussion, tearing up papers and throwing them in the well of the House showed conduct unbecoming of Members of Parliament. I earnestly hope that Hon'ble Members would introspect and not repeat such unruly behaviour in future," he said.
The Rajya Sabha sat past midnight on Thursday to pass legislation that replaced the 20-year-old rural employment scheme -- the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGA) -- by boosting the number of guaranteed workdays to 125, up from the current 100 days per household for unskilled manual labour.
Opposition MPs protested the dropping of the name of the Father of the Nation from the new legislation, Guarantee for Employment and Livelihood Mission - Rural (Guarantee for Rozgar and Ajeevika Mission - Rural).
Other than that, the 269th Session of the Upper House was "highly productive", registering 121 per cent productivity with sittings spanning about 92 hours, he said.
Delivering his valedictory remarks, Radhakrishnan said the Winter Session was significant as it marked his first stint presiding over the House after assuming office. He thanked Prime Minister Narendra Modi, Leader of the House J P Nadda, and Leader of the Opposition Mallikarjun Kharge for their felicitations.
"The warmth and affection in your felicitations proved a source of great encouragement for me as I sat down discharging my constitutional responsibility as the Chairman of this august House," he said.
He said that in his first address, he sought the cooperation of members for the smooth functioning of the House. "I am happy that Hon&rsquo;ble Members cooperated with the Chair to complete a significant amount of Business during this Winter Session."
The Chairman noted that the House agreed to extend sittings or skip lunch recess on five days to transact business. He said the session recorded an unprecedented rise in Zero Hour activity, with an average of over 84 notices received daily -- a 31 per cent increase over the previous two sessions -- while matters actually raised averaged more than 15 per day, up nearly 50 per cent.
Highlighting the quality of deliberations, Radhakrishnan said the House held a two-day special discussion on the 150th anniversary of the national song Vande Mataram, with 82 members participating. A three-day discussion on electoral reforms saw interventions from 57 members.
During the session, the Rajya Sabha passed or returned eight Bills and adopted a statutory resolution on the Water (Prevention and Control of Pollution) Amendment Act, 2024, with participation from 212 members. As many as 59 Private Members' Bills were introduced, reflecting what he described as the "vibrancy of parliamentary democracy".
The Chairman also cited 58 starred questions, 208 Zero Hour submissions and 87 special mentions during the session, and said he issued a detailed ruling clarifying the scope of Rule 267.
Radhakrishnan thanked the Deputy Chairman, members of the panel of vice-chairpersons, the Rajya Sabha Secretariat and the media for their role in ensuring the smooth conduct of proceedings.

Leader of Opposition in Rajya Sabha Mallikarjun Kharge on Monday mentioned the "unexpected and sudden exit" of former Vice President Jagdeep Dhankhar as the Upper House welcomed his successor CP Radhakrishnan, triggering a brief uproar from the Treasury benches, saying it was not suited to the occasion.
Welcoming the Chairman on his first day in the Rajya Sabha on behalf of the Opposition parties, Kharge also referred to Prime Minister Narendra Modi's statement at the beginning of the Winter Session, and said they would respond later.
The Congress, he said, "staunchly stands by Constitutional values and time-honoured Parliamentary traditions". "Be assured of our cooperation in the conduct of proceedings".
He, however, added, "Fair and impartial conduct of proceedings, providing just opportunity to members of each party, is essential for credibility of this office".
He referred to Dhankhar, who had resigned from the post of Vice-President on July 21 over health issues.
"I am constrained to refer to your predecessor's unexpected and sudden exit from the office of Chairman, which is unprecedented in the annals of Parliamentary history... The Chairman Rajya Sabha, as the custodian of the House, belongs as much to the opposition as to the government," Kharge said, triggering uproar from ruling party benches.
"I was disheartened that this House did not get an opportunity to give him a farewell," he said.
Kharge also mentioned that Radhakrishnan is related to former three-term Lok Sabha MP CK Kuppuswamy, who was a member of the Congress.
"It is better if you keep a balance between both sides. I wish you a successful term... The background you come from was mentioned by the PM, but you should also not forget you are from a Congress family," he said.
"Secondly, PM gave a statement outside (Parliament). He attacked us indirectly as well, we will reply to it here..." he added.
Parliamentary Affairs Minister Kiren Rijiju, meanwhile, slammed the Leader of Opposition for mentioning Dhankhar's resignation on the "solemn occasion".
"This is a very solemn occasion... The Prime Minister has made very dignified remarks as part of the felicitation event. .. Why did the honourable Leader of Opposition refer to a case which was not necessary to be raised at this moment..." Rijiju said.
"The language you used for the former chairman, the way you insulted him, the motion you served, we still have that copy..." he said.
He was referring to a motion for the removal of the Vice-President submitted by Opposition parties when Dhankhar was in office.
Leader of the House JP Nadda also intervened, urging members to maintain the dignity of the occasion.
He also referred to the loss faced by the opposition alliance, including Congress, in the recent Bihar assembly polls.
"This program is a pious occasion. We should maintain the dignity of the occasion. The issue that the Leader of Opposition raised, if we start discussing this, it is irrelevant... We will also have to mention that you brought a no-confidence motion against him twice. It is an obstacle in a good and congenial environment debate which is going on," Nadda said.
"Talking about what the Prime Minister spoke outside... The loss of Bihar and Haryana must have given you a lot of pain... Speak about it when the time comes," he said.
Addressing the media on the first day of the Winter Session of Parliament, Prime Minister Modi said the opposition was perturbed by the electoral losses in Bihar and was unable to digest its failure.
"Defeat should not be the ground to create disruption. Victory should not convert into arrogance either," the prime minister said.
Parliament is not a place for drama, it is a place for delivery, he said, adding it should not be used by Opposition to vent out frustration after defeat in elections.

"This time in Parliament, there was so much ruckus and opposition didn't cooperate. Due to this obstinate behaviour, opposition missed participating in discussions on several important bills which were passed," a government functionary said.
In the Rajya Sabha, except for The Bills of Lading Bill, 2025, which was passed without any disruption on the first day of the Monsoon session, the other bills were passed after some discussion amid din or only after the Opposition parties staged a walk out, the functionary said.

JMM founder and three time Jharkhand chief minister Soren, 81, died on Monday.
Deputy Chairman Harivansh read out an obituary reference after which MPs stood in their places as a mark of respect to the departed soul.
Thereafter, Harivansh announced adjournment of proceedings for the day.
No official business was taken up.
Harivansh described Soren as a grassroot leader who worked for the empowerment of tribal communities, poor and the downtrodden.
"In his death, the country has lost an experienced parliamentarian, strong advocate for tribal rights, and extremely honoured public representative," he said.
Born on January 11, 1944, in Nemra village (present-day Ramgarh, Jharkhand), he was from the Santhal tribal community. He founded Jharkhand Mukti Morcha (JMM) and served as Chief Minister of Jharkhand three times between 2005 and 2010.
Soren was five times Lok Sabha MP and served as a Union Minister for Coal under former Prime Minister Manmohan Singh in 2004&ndash;05 and 2006, he said.
He was elected to the Rajya Sabha in June 2020 and served until his death.&nbsp;

Both Shah and Jaishankar spoke in the House on Wednesday as the discussion related to the Pahalgam terror attack and Operation Sindoor ended. Modi had on Wednesday noted that BJP president J P Nadda, the Leader of House in Rajya Sabha, also spoke in detail on how Operation Sindoor met its objectives while prioritising national security.
His government had responded to the April 22 terror attack with full determination and resolve, he had said.

He was citing Jammu and Kashmir Lt Governor Manoj Sinha's statement.
Speaking during the special discussion on 'Operation Sindoor' in response to the Pahalgam terror attack in the Upper House, the Congress leader attacked the government and took a jibe at PM Narendra Modi's unscheduled visit to Pakistan in 2015.
Kharge said the prime minister should have been present at all-party meet instead of campaigning in Bihar, and questioned Modi's sincerity towards national security.
Demanding accountability, the Leader of Opposition in the Rajya Sabha said the government should admit its 'lapses' and 'failure' in stopping terror attacks.
He asked if Jammu and Kashmir Lt Governor's statement on security lapses was aimed at "saving" the home minister.
"Jammu Kashmir LG Manoj Sinha himself admitted that Pahalgam was a security lapse and what happened in Pahalgam was unfortunate, innocent people were brutally killed. (Sinha said) I take all responsibility for the incident. However the home minister must take responsibility for security lapse not the LG," Kharge said.

After laying of the listed papers and reports during the morning session, Deputy Chairman Harivansh said he has received 24 notices under Rule 267 demanding discussion on various issues including SIR, alleged discrimination against Bengali migrant workers in other states, and resignation of Vice President Jagdeep Dhankhar.
He, however, declined all the adjournment notices saying the notices do not conform to the previous directives of the Chair.
The Opposition members protested the decision. Some were raising slogans 'Vote Ki Chori Band Karo' (stop stealing votes).
The Chair urged the protesting members to let the House function so that MPs could raise their issues during the Zero Hour.

The Rajya Sabha proceedings were adjourned twice on Monday as Opposition protests over various issues, including electoral rolls revision in Bihar, continued to rock the House.
As soon as the House reassembled for the Question Hour at 12 noon, various Opposition MPs were on their feet and Sushmita Dev (TMC) trooped into the Well, and sought to raise various issues. As the din continued, the proceedings were adjourned again till 2 pm.
During the morning session (Zero Hour), Deputy Chairman Harivansh said he has received 26 notices under Rule 267 demanding discussion on various issues including Special Intensive Revision (SIR) and alleged discrimination against Bengali migrant workers in other states.
He declined all the adjournment notices, and called Sudha Murty (nominated member) to make her Zero Hour mention.
However, Opposition members, including those from TMC and Congress were on their feet protesting the Chair's decision.
They were raising slogans like 'Vote Ki Chori Band Karo' (stop stealing votes), and the Chair adjourned the proceedings till 12 noon.
As the House met for the day, newly elected Rajya Sabha members I S Inbadurai and M Dhanapal, both AIADMK, were administered oath.
The Deputy Chairman also informed the House that notices must be submitted digitally, noting that some members are still submitting physical notices.
He said all notices can be submitted via the Digital Sansad portal.
