The Congress on Monday alleged that the Modi government "heckled" Leader of Opposition Rahul Gandhi to stop him from speaking in the Lok Sabha on the India-China border conflict of 2020 from former Army chief Manoj Naravane's "memoir" as it was afraid that the "truth of its incompetence" would be exposed.
Congress general secretary K C Venugopal said that the government had deployed senior-most Cabinet ministers and "misused" rules to "silence" Gandhi in the House.

"They moved heaven and earth to stall the publishing of Ex Army Chief Gen. Manoj Naravane ji&rsquo;s book - and now when excerpts are coming out which expose their so-called nationalist commitments, they are heckling and silencing the Leader of Opposition," the Congress leader said in a post on X.
He alleged that by "blatantly misinterpreting the rules of procedure, the Government is depriving the House and the people of India from knowing about their Himalayan blunders in the conflict against China".
"It is a textbook case of 21st-century fascism, where first you stifle dissent in public, and then misuse rules to further silence your opponents," Venugopal alleged.
A row erupted in the Lok Sabha on Monday when Rahul Gandhi sought to quote from the unpublished "memoir" of Naravane but Defence Minister Rajnath Singh, along with other BJP members, strongly opposed it and accused the Congress leader of "misleading" the House.
The House was adjourned twice due to the uproar over the issue.
As Gandhi rose to speak on the Motion of Thanks to the president's address, he said he would first like to respond to the charges made by the previous speaker, BJP MP Tejasvi Surya, against the Congress on nationalism and began quoting from what he stated was the "memoir" of Naravane talking about the India-China conflict of 2020.
However, Singh strongly protested this and asked Gandhi to clarify whether the book had been published or not.

A row erupted in the Lok Sabha on Monday after Leader of the Opposition Rahul Gandhi sought to quote from the unpublished "memoir" of former Army chief Gen M M Naravane (retd).&nbsp;
Defence Minister Rajnath Singh, along with other BJP members, strongly opposed it and accused the Congress leader of "misleading" the House.
As Gandhi rose to speak on the Motion of Thanks to the president's address, he said he would first like to respond to the charges made by the previous speaker, BJP MP Tejasvi Surya, against the Congress on nationalism. He then began quoting from what he stated was the "memoir" of Gen Naravane talking about the India-China conflict of 2020.
However, Singh strongly protested this and asked Gandhi to clarify whether the book had been published or not.
The uproar went on for about 50 minutes, with Speaker Om Birla repeatedly stating that no book or newspaper clipping can be quoted on a matter not related to the proceedings of the House. Gandhi insisted that the document was authenticated and that he could quote from it.
Government sources said Gandhi was reading "concocted things" on China. They said there was ample material in the public domain on the decisions taken by India's first prime minister, Jawaharlal Nehru, on China, and alleged that he "surrendered thousands of acres of land just to further his own statesmanship."
Gandhi said he never wanted to speak on the particular issue but decided to do so after BJP's Surya questioned the patriotism of the Congress party.
Singh maintained that the book had not been published. Gandhi then said he was quoting from a magazine article to put forth his views.
Birla again disallowed it, and Parliamentary Affairs Minister Kiren Rijiju called for the Speaker's ruling to be adhered to.
Rijiju said if the leader of the opposition repeatedly ignores the Speaker's ruling and flouts rules, the House will have to discuss what action should be taken against such a member.
The minister said Gandhi was setting a wrong example for young MPs by not following the rules of the House.
With Gandhi unrelenting, the Speaker repeatedly warned him against quoting the book.
Singh then got up and asked if the book was not allowed to be published as alleged, then why didn't Naravane go to court against it. The defence minister also accused Gandhi of "misleading the House".
Samajwadi Party leader Akhilesh Yadav supported Gandhi and urged the Speaker to allow the Congress leader to speak.
With both the treasury and opposition MPs unrelenting, the Speaker adjourned the House till 3 pm.
When the House reassembled at 3 pm, Gandhi again attempted to raise the India-China border issue and was met with stiff resistance from the treasury benches.
Rijiju said Gandhi should not say things that belittle the army.
As the deadlock continued, Birla adjourned the House till 4 pm.
Several opposition leaders, including TMC's Mahua Moitra and Kalyan Banerjee, RJD's Manoj Jha, and SP chief Yadav, rallied behind Gandhi over the issue.

Defence Minister Rajnath Singh commissions the Indian Coast Guard&rsquo;s indigenously designed pollution control vessel &lsquo;Samudra Pratap&rsquo; in Goa, enhancing maritime security, pollution control, and search-and-rescue capabilities.

Defence Minister Rajnath Singh commissioned the Indian Coast Guard's (ICG) first indigenously designed and built pollution control vessel 'Samudra Pratap' in Goa on Monday.
The 114.5-metre vessel, built by the Goa Shipyard Limited (GSL), has over 60 per cent of indigenous content. The 4,200-tonne vessel boasts a speed of more than 22 knots and an endurance of 6,000 nautical miles, officials said.
It will serve as a critical platform for enforcing marine pollution control regulations, maritime law enforcement, search and rescue operations, and safeguarding India&rsquo;s Exclusive Economic Zone.
As the largest and most advanced pollution control vessel built in India, Samudra Pratap stands as a testament to the nation's shipbuilding excellence and long-term vision for a cleaner, safer, and self-reliant maritime future, the ICG said in a statement.
The vessel was formally delivered in December to the Coast Guard at GSL. Defence Minister Singh on Monday commissioned the ship at GSL, Vasco, in South Goa.
Chief Minister Pramod Sawant, Union Defence Secretary Rajesh Kumar Singh and ICG Director General Paramesh Sivamani were present on the occasion.
Singh said this occasion is connected to India's great maritime vision. "India believes that marine resources are not the property of any one country; they are the shared heritage of humanity," he said.
"When heritage is shared, its responsibility is also shared. This is why India has today become a responsible maritime power," he added.
Singh noted that Samudra Pratap is India's first indigenously designed pollution control vessel. "It is the largest vessel in the Coast Guard fleet to date," he said.
More than 60 per cent indigenous material has been used in it. "In itself, this is a strong step forward in the direction of a self-reliant India. The true meaning of 'Make in India' is visible in projects like this," he said.
Singh said that "even in such a complex platform, we have achieved this level of indigenous content, which shows that our defence industrial ecosystem has now become quite mature."
"But it needs to become even more mature. I want not just 60 per cent, but up to 90 per cent indigenous content in our ships. This is our endeavour," he commented.
India has achieved such capabilities in defence manufacturing that today it is able to handle even complex challenges related to manufacturing, he said.
Singh said that in recent years, marine pollution has been seen emerging as a serious challenge.
"It is obvious that as marine pollution increases, it will affect the livelihood of fishermen, the future of coastal communities, and the safety of our coming generations," he pointed out.
Singh also said that ensuring adequate participation of women is the goal of their government.
"I am happy that, keeping this vision in mind, the Coast Guard has given due attention to women's empowerment. This is a matter of pride for us," he said.
He noted that women officers have been appointed to important responsibilities such as pilot, observer, air traffic controller, and logistics officer.
"Not only this, they are being trained for hovercraft operations. They are being actively deployed in frontline operations. Today, women are not only in support roles, but are also serving as front-line warriors," he said.
The commissioning of 'Samudra Pratap' marks a major step forward in India's pursuit of 'atmanirbharta' (self-reliance) in shipbuilding and maritime capability development, the ICG said.
Samudra Pratap, meaning Majesty of the Seas, reflects the Indian Coast Guard's resolve to ensure safe, secure and clean seas while safeguarding the nation's maritime interests.
The ship represents a major advancement in indigenous ship design and construction, it said.
The vessel has been entirely conceived, designed, and built in India with over 60 per cent indigenous content.
Measuring 114.5 meters in length and 16.5 meters in beam, the ship can achieve speeds exceeding 22 knots and is equipped with advanced automation and computerised control systems, underscoring India's growing capability in complex shipbuilding, the ICG said.
Displacing approximately 4,200 tons, the ship is powered by two 7,500 kW diesel engines driving indigenously developed controllable pitch propellers and gearboxes, offering superior manoeuvrability, flexibility and endurance of 6,000 nautical miles.
The vessel's primary role is pollution response at sea, supported by state-of-the-art systems including side-sweeping arms, floating booms, high-capacity skimmers, portable barges, and a pollution control laboratory, the ICG said.
The ship is also fitted with an external fire-fighting system (Fi-Fi Class 1) and integrates advanced systems such as dynamic positioning, integrated bridge system, integrated platform management system, and automated power management system to enhance automation and mission efficiency.
Its armament includes a 30 mm CRN-91 gun and two 12.7 mm stabilised remote-controlled guns supported by modern fire-control systems.
Commanded by Deputy Inspector General Ashok Kumar Bhama, the ship, to be based at Kochi, has a complement of 14 officers and 115 personnel.
The complement includes the maiden appointment of two women officers who will be performing duties shoulder to shoulder with their male counterparts, the ICG said.

The veteran BJP leader was accompanied by Uttar Pradesh Chief Minister Yogi Adityanath.&nbsp;
Annapurna Temple is one of the seven temples in the Ram Temple complex. The Wednesday event followed a programme on November 25, when Prime Minister Narendra Modi hoisted a saffron flag atop the Ram Temple, marking the formal completion of its construction.&nbsp;
Before reaching the Ram Temple complex, Singh and Adityanath prayed at the Hanumangarhi Temple.&nbsp;
Rajnath Singh also prayed before the idol of Ram Lalla and participated as the chief yajman at the Pran Pratishtha Dwadashi programme, officials said.&nbsp;
The Pran Pratishtha Dwadashi rituals are scheduled to continue till Friday. Religious rituals at the temple began on Saturday.&nbsp;
An idol of Ram Lalla was consecrated at the temple on January 22, 2024, during a ceremony led by Prime Minister Narendra Modi.&nbsp;

Soon after, amid continued Opposition protests over the passage of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill, Speaker Om Birla adjourned the Lok Sabha sine die following the playing of Vande Mataram in the House. Prime Minister Modi, who returned a day earlier from a three-nation foreign visit, was present in the Lok Sabha at the time.
The Rajya Sabha was also adjourned sine die shortly after it resumed at 11 am. Before the adjournment, statements and reports were laid on the table of the House. While closing the proceedings, Rajya Sabha Chairman and Vice-President C.P. Radhakrishnan criticised the conduct of some Members during the previous day&rsquo;s sitting. &ldquo;The conduct of members during the Minister's reply yesterday, which included protesting and tearing of papers, was unbecoming of the House,&rdquo; he said.
Opposition parties continued their protest against the VB-G RAM G Bill on Friday. A united Opposition staged a demonstration outside Parliament, while members of the Trinamool Congress carried on their protest on the steps at the entry to the House.
Lok Sabha Leader of Opposition Rahul Gandhi, who is currently in Germany, also criticised the legislation, describing it as &ldquo;anti-state&rdquo; and &ldquo;anti-village&rdquo; by design. In a post on X, he wrote, &ldquo;Last night, the Modi government demolished twenty years of MGNREGA in one day. VB-G RAM G isn't a 'revamp' of MGNREGA. It demolishes the rights-based, demand-driven guarantee and turns it into a rationed scheme which is controlled from Delhi. It is anti-state and anti-village by design.&rdquo;
He said the earlier scheme empowered rural workers and strengthened rural livelihoods. &ldquo;MGNREGA gave the rural worker bargaining power. With real options, exploitation and distress migration fell, wages increased, working conditions improved, all while building and reviving rural infrastructure. That leverage is precisely what this government wants to break. By capping work and building in more ways to deny it, VB-G RAM G weakens the one instrument which the rural poor had,&rdquo; he added.
Highlighting the role of MGNREGA during the COVID-19 pandemic, Gandhi further said, &ldquo;We saw what MGNREGA meant during COVID. When the economy shut down and livelihoods collapsed, it kept crores from falling into hunger and debt. And it helped women the most - year after year, women have contributed more than half the person-days.&rdquo;

He further asked, &ldquo;If Nehruji refused public funds even for Somnath (a famous temple in Gujarat) - a symbol revered by millions - why would he propose spending taxpayer money on Babri?&rdquo;
Singh&rsquo;s comments came during an event near Vadodara commemorating the 150th birth anniversary of Sardar Vallabhbhai Patel. He claimed, &ldquo;Pandit Jawaharlal Nehru wanted to (re-)build the Babri Masjid (in Uttar Pradesh's Ayodhya) using public funds. If anyone opposed this proposal, it was Sardar Vallabhbhai Patel, born to a Gujarati mother. He did not allow the Babri Masjid to be built using public funds.&rdquo;
The minister added that public donations, not government funds, financed the work on the temple. &ldquo;A trust had been established. Not a single penny of government money was spent on this (Somnath temple) work. Similarly, the government didn't give a single rupee to construct the Ram temple in Ayodhya. The entire cost was borne by the people. This is called real secularism,&rdquo; he said.
Tagore responded by accusing Singh of using history for political ends. &ldquo;Rajnathji's statements aren't about history. They're about politics - rewriting the past to divide the present. The BJP's strategy is simple: insult our founders, invent stories, fuel polarisation,&rdquo; he said.
On the topic of Patel&rsquo;s memorial, Singh had said, &ldquo;After Patel died, common people collected funds to build a memorial for him, but when this information reached Nehruji, he said Sardar Patel was a leader of farmers, so this money should be spent on building wells and roads in the village.&rdquo;
Tagore called the suggestion &ldquo;a farce&rdquo; and added, &ldquo;Building wells and roads is the government's responsibility. The suggestion of using memorial funds for that was absurd.&rdquo; He concluded, &ldquo;We all know that Pandit Nehru and Sardar Patel had a cordial relationship, and Pandit Nehru's logic was simple: public money should not be spent on mosques, temples, churches, or gurudwaras. It should be people's contribution...&rdquo;

India and the US on Friday inked a 10-year defence framework agreement, with Defence Minister Rajnath Singh describing it as a "signal" of growing strategic convergence between the two nations.
The pact was sealed at a meeting in Kuala Lumpur between Singh and his American counterpart Peter Hegseth.
The firming up of the pact came amid efforts by the two sides to repair ties that came under severe strain following Washington's imposition of 50 percent tariffs on Indian goods.
"We signed the 10 years 'Framework for the US-India Major Defence Partnership'. This will usher in a new era in our already strong defence partnership," Singh said on X after talks with Hegseth.
The defence minister said the pact will provide policy direction in the entire spectrum of the India-US defence relationship. "It is a signal of our growing strategic convergence and will herald a new decade of partnership," he said. "Defence will remain as a major pillar of our bilateral relations. Our partnership is critical for ensuring a free, open and rules-based Indo-Pacific region," Singh added.
Hegseth said the agreement "advances our defence partnership, a cornerstone for regional stability and deterrence." "We're enhancing our coordination, info sharing, and tech cooperation. Our defense ties have never been stronger," he said.
Hegseth and Singh are in Kuala Lumpur to attend a meeting of a grouping of nations comprising ASEAN member states and some of its dialogue partners.

The Defence Minister also commended the police for fulfilling both their professional and moral responsibilities. &ldquo;Today, the police have to fight not only crime but also perception. Reflecting on the challenges faced by the police, Singh expressed regret that their contributions were not adequately acknowledged in the past. However, he credited Prime Minister Narendra Modi&rsquo;s leadership for changing that by establishing the National Police Memorial in 2018 and equipping the police with modern weapons and better facilities.
"It's a matter of great regret that for a long time, we, as a society and as a nation, didn't fully recognise the contributions of the police. We didn't make the positive efforts that should have been made to keep their memories alive. However, under PM Modi's leadership, we established the National Police Memorial in 2018. Along with this, we also provided the police with modern weapons and better facilities... As a nation, we face many challenges, but our resources to meet them are limited. Therefore, we must optimally utilise those resources. This can only be achieved through coordination and integration with security agencies," he said.
At the event, the Defence Minister paid tribute to the police personnel who made the supreme sacrifice in the line of duty, honouring their courage and dedication. Police Commemoration Day, observed annually on October 21, commemorates the valour of ten policemen who were martyred in an ambush by Chinese troops at Hot Springs, Ladakh, in 1959.
The day is marked with nationwide observances to honour the contributions of police personnel towards national security and integrity. The National Police Memorial, dedicated to the nation by the Prime Minister in 2018, stands as a symbol of pride, unity, and sacrifice for the police forces. It features a 30-foot granite cenotaph called the Central Sculpture, the &lsquo;Wall of Valour&rsquo;, and a museum that chronicles the evolution of policing in India.
Every year, various commemorative events such as band displays, runs for fallen policemen, blood donation camps, and exhibitions showcasing the bravery of police personnel are organised by the Central Armed Police Forces and State Police units between October 22 and 30. The memorial continues to serve as a place of reverence &mdash; a pilgrimage site for both police personnel and citizens.

The Defence Research and Development Organisation (DRDO), in collaboration with the Strategic Forces Command (SFC), carried out the "successful" launch of intermediate range Agni-Prime missile under a full operational scenario on Wednesday, the defence ministry said.
It has not disclosed the location of test-firing of the weapon system.
The "first-of-its-kind" launch carried out from specially designed rail-based mobile launcher, has the capability to move on rail network without any pre-conditions and it allows users to have a cross country mobility and launch within a short reaction time, Singh said.
"This successful flight test has put India in the group of select nations having capabilities that have developed canisterised launch system from on the move rail network," he said on X.
The ministry said the missile is equipped with all independent launch capability features, including the state-of-the-art communication systems and protection mechanisms.
"The missile trajectory was tracked by various ground stations and it was a text book launch meeting all mission objectives. This successful launch will enable futuristic rail-based systems induction into services," it said.
The launch was witnessed by senior scientists of the DRDO and officers of Strategic Forces Command.
The "road mobile" variant of Agni-Prime has already been inducted into the services after a series of successful flight trials.
The test-firing of the missile came over four-and-half-months after the four-day military conflict between India and Pakistan.&nbsp;

The Defence Minister said that after the incident, he called the service chiefs and asked if they were ready for the operation.
"The chiefs of all three armed forces unanimously replied, 'We are ready for any operation.' This is India. The prime minister gave the necessary directives," he said.
"The target that was decided was hit precisely, just as planned. During Operation Sindoor, our forces received full support from all border regions. India is a country that not only considers people within its borders as members but also regards people across the world as part of its family, spreading the message of Vasudhaiva Kutumbakam." "India does not discriminate based on caste or religion. However, terrorists killed people after identifying their religion. Our soldiers did not kill the terrorists based on religion but because of their deeds," he said.
Under Operation Sindoor in May, precision strikes were carried out on multiple targets in Pakistan and Pakistan-occupied Kashmir linked to terror groups. The operation aimed at destroying terror infrastructure and neutralising key operatives following the April 22 Pahalgam attack.
Lauding Prime Minister Narendra Modi's efforts in the education sector, Singh said a significant transformation had taken place over the years that will help the country achieve new heights.
"There is a considerable difference between the education of our time and today's education.
"I had also studied in a village primary school. When I used to look at the globe on the principal's table, it felt like a magical ball," he said.
He attributed the changes to decades of hard work, saying, "In recent years, there have been significant changes in education. Today, our children can access information on the internet. Such a huge transformation has taken place." Singh expressed gratitude toward Prime Minister Modi, saying, "I want to thank Modi for showing a strong resolve to improve the education sector. Bringing reforms in education was not an easy task. Several commissions were formed and recommendations were given but the kind of reform that was needed did not come." He said that today's children can acquire information from an app about the entire world.
"In our time, science meant only the blackboard," he said.
Singh said that the visible difference in the education sector is India's real strength. "This is the real change and this is the future of India. This will take our country to even greater heights," he said.
Elaborating on India's history, he said that when people in other parts of the world were living in caves, Indian sages were writing the Natya Shastra.
"When the world did not understand the causes of diseases, India had doctors like Sushruta. Knowledge of medicinal plants like turmeric, neem and ashwagandha existed, which scientists now acknowledge," he said.
Singh also touched upon the concept of spiritual growth, saying that the importance of balancing physical and spiritual development in children's education was important.
He said that children's development should not only be physical but also spiritual.
"Spiritual development can only happen through educational institutions. Give children education that will expand their minds," he said.
He quoted former prime minister Atal Bihari Vajpayee, saying, "No one becomes great with a small mind. No one stands tall with a broken heart." "Indian sages' minds were so vast that they considered everyone in the world as part of their family and spread the message of Vasudhaiva Kutumbakam," he said.
"Imagine the mind as a circle. As you expand its circumference, your experience of happiness increases in proportion. In the end, you will attain supreme bliss," he said.
During the event, he inaugurated a sports academy in Jodhpur.

Initiating a special discussion on Operation Sindoor in the Rajya Sabha, Singh said three terrorists involved in the Pahalgam attack have been eliminated by Indian forces.
He further said that Operation Sindoor &ndash; India's response to the Pahalgam attack -- has been suspended, and can be resumed anytime if Pakistan indulges in terror activities in India again.
"India wants terrorism to end in the whole world, including Pakistan. I would advise Pakistan, if you are not able to take action against terrorism, take help from India, we are ready to help. Our forces are capable of fighting terror on this side of the border, as well as on the other side, this has been proved by Operation Sindoor," he said.
"If Pakistan commits any terror incidents in future, we will relaunch Operation Sindoor without hesitation," he said. "Our vision is that Operation Sindoor should carry on continuously. There can be a comma but no full stop," he stressed.
Singh also congratulated the security forces for killing three terrorists who were involved in the Pahalgam attack in which 26 people were killed.
"I congratulate the forces for killing three terrorists who carried out the Pahalgam terror attack in April. These are the terrorists who killed people in Pahalgam," the defence minister said.
He said Home Minister Amit Shah has provided details of the joint operation by the forces in the Lok Sabha.
Singh said post the Pahalgam attack, Prime Minister Narendra Modi held a meeting with the service chiefs, and gave them free hand to use their wisdom, strategic understanding and regional security situation to decide on the response.
He said the military leadership also showed maturity, and stressed that India's response - Operation Sindoor - was aimed at giving a clear message that India will take strong action and go to any extent against terror.
"Our action was in self-defence, it was not expansionist...The aim was to destroy terror infrastructure and give the message of zero tolerance for terror," Singh said.
"The political-military objective was to punish Pakistan for using terrorism as a proxy war," he added.
Singh said Pakistan's Director General of Military Operations (DGMO) urged India to stop the hostilities, and India accepted it on the condition that the operation would be suspended, not terminated.
"If Pakistan commits any terror incidents in future, we will relaunch Operation Sindoor without hesitation," he said. "Our vision is that Operation Sindoor should carry on continuously. There can be a comma but no full stop," he said.
While expressing surprise over questions raised by some opposition leaders over getting back Pakistan-Occupied Kashmir (PoK), Singh said, "I am surprised at this demand, because when they were in power, they did just the opposite".
"There would come a day, I cannot predict when, but a day would come when people in PoK would be able to say proudly that they are Indians," he said.
He said the forces achieved the goals set under the operation.
"Through Operation Sindoor, we have given a clear message, India can go to any extent against terrorism," he said.
Singh appealed to the international community to stop funding for Pakistan, stating that a major portion goes into funding terror activities.
He also slammed the United Nations over Pakistan&rsquo;s appointment to the key counter-terrorism committee.
Earlier, as the Upper House reassembled at 2 pm, after it was adjourned around 11 am, Deputy Chairman Harivansh said the discussion on Operation Sindoor would be taken up, and urged the members to be mindful of the sensitive nature of the issue.
Trinamool Congress leader Derek O'Brien tried to raise a point of order.
Harivansh, however, did not allow it, stating that it was not related to the topic of discussion. TMC MPs raised slogans against the SIR, and some MPs also trooped into the Well. As the Chair did not allow the Opposition MPs to speak, MPs from TMC and some other INDIA bloc parties staged a walkout from the House.

The Indian Air Force is operating around 260 Sukhoi 30-MKI jets and it is looking at upgrading the fleet under an ambitious plan.
The Russian-origin Sukhoi jets played a key role in Operation Sindoor last month.
Singh and Belousov held in-depth discussions on a range of subjects covering current geopolitical situations, cross-border terrorism and Indo-Russian defence cooperation, the defence ministry said on Friday.
The Russian defence minister highlighted the long-standing Indo-Russian relations and expressed solidarity with India on the horrendous and cowardly Pahalgam terrorist attack, it said.
"Supply of S-400 systems, Su-30 MKI upgrades, and procurement of critical military hardware in expeditious timeframes were some of the key takeaways of the meeting," the ministry said in a statement.
"It was one of the most important recent meetings between the leaders of the two nations, being held in the backdrop of Operation Sindoor and the consequent necessity of augmenting defence production, especially in critical items such as air defence, air-to-air missiles, modern capabilities, and upgrades of air platforms," it said.
In his talks with Belousov, Singh pressed for expediting the supply of two remaining units of S-400 Triumf surface-to-air missile systems to India, it is learnt.
Russia has already supplied three units of the long-range missile systems to India under a USD 5.5 billion deal.
The missile systems were used extensively by the Indian Air Force during the May 7-10 military conflict with Pakistan.
Singh also held separate bilateral talks with his counterparts from Belarus, Tajikistan and Kazakhstan on the margins of the SCO meet.
"In his interaction with the ministers, Raksha Mantri highlighted the importance of continued engagement in defence cooperation and exploring new opportunities for collaboration in areas of technical collaboration," the defence ministry said.
He highlighted the rapid advances made by India in the field of defence production.
Singh also briefed his counterparts on the Pahalgam terror attack and Operation Sindoor that was aimed at dismantling the terrorist networks in Pakistan.

The perpetrators and sponsors of terrorism must be held accountable, Defence Minister Rajnath Singh told a conclave of the Shanghai Cooperation Organisation (SCO) on Thursday, even as he chose not to sign a communique by the bloc for not explicitly addressing India's concerns over Pakistan-backed cross-border terrorism.
The SCO operates under the framework of consensus, and Singh's refusal to endorse the document resulted in the SCO defence ministers' conclave ending without a joint communique, people familiar with the matter said.
There was no clear-cut approach to combating terrorism, including cross-border terrorist activities, they said.
In his address, Singh said there should be "no double standards" in combating terrorism and urged the SCO member nations to condemn the menace with unity.
Besides India and China, the SCO comprises Pakistan, Iran, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.
In an oblique reference to Pakistan, Singh said some countries are using cross-border terrorism as an "instrument of policy" to provide shelter to terrorists.
"The biggest challenges that we are facing in our region are related to peace, security and trust-deficit," he said.
"And the root cause of these problems is increasing radicalisation, extremism and terrorism." Singh said peace and prosperity cannot co-exist with terrorism and proliferation of Weapons of Mass Destruction (WMDs) in the hands of non-state actors and terror groups.
"Dealing with these challenges requires decisive action, and we must unite in our fight against these evils for our collective safety and security," he said.
The defence minister said those who sponsor, nurture and utilise terrorism for their narrow and selfish ends must bear the consequences.
There should be no place for double standards in combating terrorism, he said, adding the SCO should not hesitate to criticise nations indulging in double standards in combating the menace.
Singh also said the pattern of the Pahalgam terror attack matched with Lashkar-e-Taiba's previous terror attacks in India.
The defence minister said India launched Operation Sindoor in response to the heinous terror attack in Pahalgam, exercising its right to defend against terrorism and pre-empt as well as deter further cross-border attacks.
"During the Pahalgam terror attack, victims were shot after they were profiled on religious identity. The Resistance Front, a proxy of UN-designated terror group Lashkar-e-Taiba (LeT) claimed responsibility for the attack," he said.
"The pattern of the Pahalgam attack matches with LeT's previous terror attacks in India. India&rsquo;s zero tolerance for terrorism was demonstrated through its actions," he said.
"It includes our right to defend ourselves against terrorism. We have shown that epicentres of terrorism are no longer safe and we will not hesitate to target them," he said.
Singh said SCO members must condemn terrorism unequivocally as he reaffirmed India&rsquo;s resolve to fight the menace in all its forms.
The defence minister also called for proactive steps to prevent the spread of radicalisation among the youth.
"The joint statement of the Council of SCO Heads of State on 'Countering Radicalisation leading to Terrorism, Separatism and Extremism' issued during India's chairmanship symbolises our shared commitment," he stated.
Singh stressed the world faces an intricate web of challenges that range from transnational terrorism and cyberattacks to hybrid warfare.
These threats, he said, do not respect national boundaries and demand a unified response rooted in transparency, mutual trust, and collaboration.

India on Friday pressed the International Monetary Fund (IMF) to reconsider its USD one billion assistance to Pakistan, saying Islamabad could use a large part of it to fund the terrorist infrastructure.
In an address to air warriors at Gujarat's Bhuj Air Force station, Singh confirmed use of the 'BrahMos' supersonic missiles in the Operation Sindoor and said the weapon showed Pakistan the "light of day in the darkness of night".
Sending a clear and firm message to Islamabad, the defence minister made it clear that the operation is not yet over as the current ceasefire means that India has kept Pakistan on "probation" on the basis of its behaviour.
"If the behaviour improves, it is fine; but if there is any disturbance, harshest punishment will be given," he said.
"Our actions were just a trailer, we will show the full picture, if need be. Attacking and eliminating terrorism is the new normal of new India," he said.
Under Operation Sindoor, India on early May 7 destroyed nine terror infrastructures in Pakistan and Pakistan-Occupied-Kashmir (PoK) in retaliation to the Pahalgam terror attack.
All subsequent retaliations by Pakistan were carried out under the operation. The two sides reached an understanding on cessation of hostilities on May 10 after four days of confrontations.
In his remarks, Singh said Pakistan has again started trying to rebuild the terror infrastructure destroyed by India last week and that Islamabad will "spend the collected from the common citizens of Pakistan to pay around Rs 14 crore to Masood Azhar, the head of the terror outfit Jaish-e-Mohammad" and a UN designated terrorist.
The Bhuj air force base was one of the military installations that Pakistan targeted during the four-day confrontation between the two militaries.
Singh cautioned against providing financial support to Pakistan saying any such assistance would be no less than terror funding.
In its board meeting in Washington on May 9, the IMF cleared a USD one billion tranche for Pakistan as part of its USD 7-billion funding programme for the country.
"The Pakistan government has announced financial assistance to rebuild the terror infrastructure of Lashkar-e-Taiba and Jaish-e-Mohammed located in Muridke and Bahawalpur," Singh said.
"Certainly, a large part of IMF's USD one billion assistance will be used to fund the terror infrastructure. Will this not be considered indirect funding by IMF, an international organisation?" "Any financial assistance to Pakistan is no less than terror funding. The funds India gives to IMF should not be used, directly or indirectly, to create terror infrastructure in Pakistan or any other country," he said.
The defence minister said India would like the IMF to reconsider USD one billion support to Pakistan and refrain from giving any kind of assistance in future.
He commended the "effective" role played by the Indian Air Force (IAF) in Operation Sindoor which he said is being appreciated by the world.
Lauding the air warriors for eliminating the terror camps in Pakistan and PoK in just 23 minutes, he said "when missiles were dropped inside the enemy territory, the world heard the echoes of India's valour and might." He added that IAF spearheaded this campaign against terrorism, and during the operation, it not only dominated the enemy, but decimated them.
Singh highlighted that India's fighter jets are capable of striking every corner of Pakistan without crossing the border. "The world has witnessed how IAF destroyed terror camps and later Pakistan's airbases. The IAF gave the proof that India's war policy and technology have changed." "They conveyed the message of New India that we are not just dependent on weapons and platforms imported from aboard, but Made in India equipment have become a part of our military power. The weapons manufactured in India are also impenetrable," he said.
