The House observed a two-minute silence in the memory of the departed souls.

The Punjab Assembly on Friday paid tributes to farmer Shubhkaran Singh who died during a clash between farmers and Haryana security personnel.
The members of the House also paid respects to former deputy speaker and former minister Baldev Raj Chawla, and former MLAs Ranjit Singh Talwandi, Parkash Singh Gahrdiwala and Sohan Singh Bodal who passed away recently.
Agniveer Ajay Kumar and Army gunner Gurpreet Singh were also remembered.
Shubhkaran (21) died and 12 police personnel were injured in a clash at Khanauri on the Punjab-Haryana border on February 21. The clash broke out when protesting farmers camping at the border tried to march towards barricades.
Shubhkaran's mortal remains were cremated at his native place in Bathinda on Thursday.
The Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha (KMM) are spearheading the farmers' 'Delhi Chalo' march to press the government to accept their demands, including a legal guarantee of minimum support price (MSP) for crops and a farm loan waiver.

The Punjab Assembly on Wednesday witnessed noisy scenes after Congress MLAs stormed the well of the House for being denied a discussion on the law and order situation in the state, while the SAD condemned the invoking of the National Security Act (NSA) against radical preacher Amritpal Singh.
As Question Hour began in the budget session of the Vidhan Sabha here, Leader of Opposition and Congress leader Partap Singh Bajwa asked the Speaker about the adjournment motion on the law and order issue moved by his party.
Speaker Kultar Singh Sandhwan told Bajwa that it has been disallowed. It angered the Congress legislators and they rushed to the well of the House and shouted slogans.
Later during Zero Hour, Shiromani Akali Dal MLA Manpreet Singh Ayali said an "atmosphere of terror" has been created in the state, referring to the police action against Amritpal Singh and members of his outfit 'Waris Punjab De.

Probe in bribery case: Punjab AAP MLA Amit Rattan Kotfatta arrested

Kotfatta's arrest comes after his alleged close aide Rashim Garg was nabbed by the Punjab Vigilance Bureau. The MLA was arrested from Rajpura on February 22 evening.

AAP MLA from Punjab's Bathinda Rural seat Amit Rattan Kotfatta has been arrested in a bribery case by the Vigilance Bureau, a top official said on Thursday.
The legislator's arrest comes days after his alleged close aide Rashim Garg was nabbed by the Punjab Vigilance Bureau in the same case.
Kotfatta has been arrested, a top official of the bureau told PTI.
The MLA was nabbed from Rajpura on Wednesday evening and has now been arrested, said the officer.
He will be produced in a court on Thursday to seek his remand, the official added.
Rashim Garg was arrested on February 16 following a complaint lodged by the husband of a Ghuda village head in Bathinda who alleged that the accused was demanding a bribe of Rs 5 lakh in lieu of releasing a government grant of Rs 25 lakh.
Garg was caught with Rs 4 lakh cash by a team of the Vigilance Bureau in Bathinda.
Kotfatta had earlier denied having any association with Garg. He had accused the opposition parties of trying to defame the Aam Aadmi Party government in Punjab.

The ruling AAP in Punjab on Tuesday accused the BJP of offering Rs 20-25 crore each to its MLAs in an attempt to topple the Bhagwant Mann government in the state.
The Punjab BJP dubbed the allegations as "baseless" and "bundle of lies" and said AAP is trying to divert attention of people from its "failures".
Addressing the media here, Punjab Finance Minister Harpal Singh Cheema alleged that under the BJP's "Operation Lotus", some AAP legislators in the state have been approached.
The senior AAP leader claimed that seven to 10 AAP MLAs have been approached with offers of money and ministerial positions.
 "Our MLAs in Punjab are being contacted. They are being contacted telephonically by some people of the BJP who were sent by the BJP's central leadership to break our legislators away from the party," said Cheema.
"They approached our MLAs and told them that their meeting will be arranged with 'vadde baau ji' and with big leaders in Delhi, and also offered them Rs 25 crore each," he said.       Cheema alleged that the AAP MLAs were offered ministerial positions if the BJP forms the government.
         The state finance minister further alleged, "They were told if you bring three-four MLAs, then you will be offered Rs 50-70 crore."            Cheema said when one of the MLAs asked how it would topple the AAP government which has 92 MLAs, they were told that they just needed 35 MLAs to topple the government as they were in touch with legislators from other parties.
He alleged that the Congress MLAs were "bought" in Madhya Pradesh and other states. "May be here also they (BJP) are in touch with them (Congress MLAs)."  He also claimed that the BJP kept Rs 1,375 crore for breaking 55 MLAs away in Punjab.
 "The BJP wants to spend Rs 1,375 crore in Punjab to topple the AAP government," Cheema said, adding that the saffron party had earlier tried to topple the AAP government in Delhi with Rs 800 crore.
 AAP leader Cheema alleged the BJP earlier tried to "murder" democracy in Delhi and same attempt was being made in Punjab but it cannot be successful in its attempt.             The AAP MLAs, leaders and workers stand with Delhi Chief Minister Arvind Kejriwal and Chief Minister Bhagwant Mann like a rock, he said.
 Seven to 10 MLAs were approached directly or indirectly by the BJP through its people, he said.            When asked about names of MLAs who were approached, Cheema said, "Many MLAs have got calls. It is a matter of investigation." The CBI and the ED were already after the AAP leaders in Punjab, he alleged.
"Our legal team will see at which forum legal action will be taken (in the matter). At this stage, we cannot disclose the names of MLAs. In the coming time, our MLAs will come forward and we will present proof and electronic records before the public," said Cheema.
When pointed out that the AAP government has police and intelligence under it and why it was waiting for action in the matter, Cheema said, "Very soon, legal action will be taken as our legal experts are working on it."            Among those people from the BJP who approached the MLAs included some from Punjab and some from Delhi, said Cheema.             Punjab BJP general secretary Jeevan Gupta, while slamming the AAP for its allegations, said, "The AAP government has failed in fulfilling its guarantees and when people ask questions about them, they try to divert attention by making such false accusations."            BJP leader Anil Sareen asked Cheema to immediately make public from where their MLAs received calls and who tried to lure them. He demanded that either Cheema should publicly declare phone numbers from where the calls were received or quit his post.
Meanwhile, Punjab Congress chief Amrinder Singh Raja Warring ridiculed the allegations levelled by the AAP, claiming that the BJP was trying to poach its MLAs.
“No doubt the BJP is quite capable of doing that and has a history of poaching opposition MLAs and destabilizing the governments, buying MLAs and stealing popular mandate. But in this case, the AAP appears to be trying to divert public attention from its own failures,” Warring said in a statement.
“Or maybe there is some revolt brewing within the AAP that MLAs are feeling restless and the party leadership is trying to pre-empt any such move,” he said.

A video has appeared on social media showing Punjab Congress MLA Joginder Pal and his security personnel thrashing a youth for asking what work the legislator had done for his village.
As the incident left the party embarrassed, Punjab Deputy Chief Minister Sukhjinder Singh Randhawa said on Wednesday that a legislator has to serve the people and the MLA should not have behaved in this way.
&nbsp; &nbsp; &nbsp; &nbsp; In the video, Pal, an MLA from the Bhoa assembly seat in Pathankot district of poll-bound Punjab, is addressing a group of people on Tuesday.
&nbsp; &nbsp; &nbsp; &nbsp; Then a youth, identified as Harsh Kumar, could be heard questioning the legislator as to what work he had done during his tenure.
When a security man of the legislator held his arm to lead him away from the event, Joginder Pal could be heard asking the youth to come and speak to him.
As the MLA gave him a microphone to speak, the youth asked, "Tu ki kita (what have you done?)" The youth's question left Joginder Pal furious and he could be seen slapping him in the video. The MLA, his two security personnel and another person then thrashed the youth and he was taken outside of the venue.
Harsh Kumar on Wednesday said he had just asked a question to the MLA but he was badly beaten up by Pal and a few others.
His mother said his son had only asked the MLA as to what he had done for the village and demanded justice for him.
There was no reaction from the MLA.
The BJP hit out at the ruling Congress in Punjab, saying it shows the intolerant face of the party.
"After Rahul Gandhi and Priyanka Vadra turned out journalists from their PCs for asking factual questions, it is turn of Joginder Singh, Congress MLA from Boha in Pathankot, to thrash a young man black and blue for just questioning him. This is the intolerant face of Congress," said Amit Malviya, BJP Nationional Executive member and in-charge of its Information and Technology Department.&nbsp;

Meanwhile, Amarinder&nbsp;Singh&nbsp;will be in in Delhi on Tuesday to reportedly meet BJP&nbsp;President JP Nadda&nbsp;and Amit&nbsp;Shah. Amid speculations on whether Singh&nbsp;will quit party to join the saffron camp, his close aide said the visit is only personal and that too much is being read into his Delhi visit.

Will examine Punjab farm bills thoroughly: Centre

PTI,&nbsp;Bhopal: Union Agriculture Minister Narendra Singh Tomar on Tuesday said the Centre will "thoroughly examine" the bills passed by the Punjab Assembly whenever they are sent to it, and take a decision in farmers' interest.
"I learnt that the Punjab government has passed bills related to the agriculture reform bill already passed by the Lok Sabha and Rajya Sabha.
"I am confident that the decisions that we have taken in the interest of farmers cannot be compared with anything.
But in democracy, the Assembly (too) has the power to take such decisions," Tomar told PTI.
"Whenever the decision of the Assembly comes to the Union government, it will be thoroughly examined and we will take a decision in the interest of farmers," the Union minister added.
The Punjab Assembly on Tuesday adopted a resolution rejecting the Centre's new farm laws and passed four bills it said will counter the contentious legislation enacted by Parliament.&nbsp;
