In a major boost to fight climate change, India has planned to stop building new coal-fired power plants by removing a key clause from the final draft of its National Electricity Policy (NEP), reported Reuters. However, the projects that are already in the pipeline will be completed. The 28.2 GW of coal-based power project that are in various stages of construction would not be affected
As per Reuters, the draft, if approved by the federal cabinet chaired by Prime Minister Narendra Modi, would make China the only major economy open to fresh requests to add significant new coal-fired capacity.
Currently, India &amp; China account for about 80% of all active coal projects. Most developing nations are bringing down the capacity to meet climate targets. According to an independent climate think tank E3G, as of January 2023, only 20 countries have more than one coal project planned.&nbsp;
A government source told Reuters, "After months of deliberations, we have arrived at a conclusion that we would not need new coal additions apart from the ones already in pipeline".&nbsp;
India had been staunchly against setting a timeline to phase out coal, citing low per-capita emissions, surging renewable energy capacity and demand for inexpensive fuel sources. Hence, in 2021, India released a first draft of the NEP that proposed ighter technology standards to reduce pollution.
Meanwhile, China plans to build some 100 new coal-fired power plants to back up wind and solar capacity.

A Maryland woman spent months conspiring with a neo-Nazi leader based in Florida to plan an attack on Baltimore's power grid, hoping to further their racist mission, law enforcement officials said on Monday.
The plan was thwarted when both suspects were arrested last week, adding to a growing list of similar cases as authorities warn the American electrical grid could be a vulnerable target for domestic terrorists.
Sarah Beth Clendaniel, 34, was working with Brandon Russell, who founded a small Florida-based neo-Nazi group, to plan a series of &ldquo;sniper attacks&rdquo; on Maryland electrical substations, according to a criminal complaint unsealed on Monday.
The document also included a photo of a woman authority identified as Clendaniel wearing tactical gear that bore a swastika and holding a rifle.
It wasn't immediately clear Monday whether either suspect had a lawyer to speak on their behalf. There was no evidence the plot was carried out or any record of damage to local substations.
US Attorney Erek Barron praised investigators for disrupting hate-fuelled violence.
&ldquo;When we are united, hate cannot win,&rdquo; he said at a news conference announcing the charges.
Authorities declined to specify how the planned attack was meant to fulfill a racist motive but suggested the defendants wanted to bring attention to their cause. Russell had discussed targeting the grid during cold weather &ldquo;when most people are using max electricity,&rdquo; authorities alleged.
According to the complaint, Clendaniel was planning to target five substations situated in a ring around Baltimore, a majority-Black city mostly surrounded by heavily white suburban areas.
&ldquo;It would probably permanently completely lay this city to waste if we could do that successfully,&rdquo; Clendaniel told a confidential informant she met through Russell, according to the complaint. She was most recently living outside the city in surrounding Baltimore County, officials said.
Clendaniel told the informant she was experiencing terminal kidney failure. With just a few months to live, she wanted to &ldquo;accomplish something worthwhile&rdquo; before her death, according to the complaint. Many of their conversations focused on how she could get a weapon to carry out the attacks.
Investigators also found a document in her Google records that they compared to a manifesto. &ldquo;I would sacrifice (asterisk)(asterisk)everything(asterisk)(asterisk) for my people to just have a chance for our cause to succeed,&rdquo; it stated, including references to Hitler and other terrorists, according to the complaint.
&ldquo;Identifying and disrupting terrorist plots, both foreign and domestic, is one of the FBI's top priorities,&rdquo; agent Thomas Sobocinski said at Monday's news conference. &ldquo;To those extremists looking to disrupt society and cause chaos in our communities, we will not &hellip; tolerate this.&rdquo; Russell, who founded an obscure neo-Nazi group called Atomwaffen Division, has a long history of ties to racist extremist ideologies and past plans to disrupt American infrastructure systems, according to the complaint. Atomwaffen Division leaders recently renamed themselves the National Socialist Order. The group's mission is civilisational collapse, according to the Southern Poverty Law Centre.
Federal authorities said Russell, 27, landed on their radar after a 2017 shooting left two of his roommates dead. Local law enforcement officers found Russell at the scene, dressed in a military uniform and crying over the news.
A third roommate, who was later arrested, told investigators he committed the killings to thwart a terrorist attack by Atomwaffen, which included plans to target US infrastructure.
He said Russell knew nothing about the killings, having just returned home from his Florida National Guard duties.
Russell ultimately pleaded guilty to explosives charges after authorities found bomb-making materials in the garage. He served five years in federal prison and was on supervised release at the time of his recent arrest, officials said.
The attorney who represented him in that case didn't immediately respond to a message Monday.
Recent attacks and threats to the US power grid have heightened concerns about protecting critical infrastructure.
In Washington state, two men were arrested last month on charges they vandalized substations in attacks that left thousands without power around Christmastime. One suspect told authorities they hoped the power outage would allow them to break into a business and steal money.
A gunfire attack in December on substations in central North Carolina also caused power outages affecting tens of thousands of customers. Law enforcement officials have said the shooting was targeted, though no arrests have been made. Lawmakers there have proposed legislation to toughen penalties for intentionally damaging utility equipment.
An account linked to Russell recently sent the confidential informant a video about the North Carolina attack, discussing the substations targeted and their geographic areas, according to the complaint.
Baltimore Gas and Electric, which controls the local power grid, thanked law enforcement on Monday and said there was no damage to substations, service wasn't disrupted and there are currently no known threats to facilities.
&ldquo;We have a long-standing partnership with law enforcement and state and federal regulators of the grid to secure critical infrastructure,&rdquo; the company said in a news release. &ldquo;This work is even more important now as threats have increased in recent years.&rdquo; Maryland Gov. Wes Moore also praised the investigative efforts that succeeded in &ldquo;preventing a potentially catastrophic attack on several of Maryland's electrical substations.&rdquo; Russell and Clendaniel corresponded years ago while incarcerated in separate correctional facilities, authorities said.
Officials declined to specify the nature of their relationship or how they met, but the complaint says they discussed having children together. Text messages linked to Russell included a statement that &ldquo;going to prison was worth it because I might not have met you otherwise&rdquo;.
Their relationship dated to at least 2018. Last May, the complaint says, Clendaniel shipped an online order &mdash; a 34-piece &ldquo;Professional Pocket Picking Hand Tool&rdquo; &mdash; to Russell's Orlando address.
Clendaniel has a long criminal history in Maryland, including a 2006 robbery conviction in Cecil County, a largely rural area about an hour northeast of Baltimore. She pleaded guilty to the charge after authorities accused her of brandishing a butcher knife and demanding money from a convenience store clerk.
Then 18, Clendaniel was pregnant at the time of her conviction. Her attorney cited mental health issues and said she was receiving methadone treatment, according to The Cecil Whig. She pleaded guilty in 2016 in connection with another robbery case.&nbsp;

Joshimath land sinking: affected families to get 6-month waiver in power, water bills

The decisions were taken at a meeting of the state cabinet here chaired by Chief Minister Pushkar Singh Dhami.

The Uttarakhand government on Friday decided to waive for six months electricity and water bills of families and individuals affected in the subsidence-hit Joshimath.
It also decided to conduct a study on the carrying capacity of all towns located in the hills.
The decisions were taken at a meeting of the state cabinet here chaired by Chief Minister Pushkar Singh Dhami.
The cabinet gave an in-principle approval to the construction of prefabricated houses for short-term rehabilitation of the affected people of Joshimath at identified locations in Koti Farm, Pipalkoti, Gauchar, Gaukh Selang, and Dhak villages after their survey.
It also decided to put on hold repayment of bank loans owed by the affected people for one year.
The cooperative banks will implement the one-year moratorium on repayment of loans immediately, while the state government will request the Centre to ask commercial banks to take a similar measure for the affected people in Joshimath, chief secretary SS Sandhu said at a press conference after the cabinet meeting.
The cabinet decided to increase the amount being given by the state government to the affected families to pay rent from Rs 4,000 per month to Rs 5,000 per month. It also authorised the Chief Minister to increase it further on the recommendation of the District Magistrate.
People in Joshimath have been complaining that Rs 4,000 for rent is too low.
Each affected family staying in temporary relief camps built in hotels and residential units will be paid Rs 950 per room per day for their accommodation besides Rs 450 per head per day for expenses.

A failure in Bangladesh's national power grid plunged much of the country into a blackout on Tuesday, officials said.

Officials of the state-run Bangladesh Power Development Board said power transmission failed in the eastern part of the country.
All power plants tripped and electricity was cut in Dhaka and other big cities, said Shameem Hasan, a power department spokesman.
Engineers were trying to determine where and why the glitches happened and it could take hours to restore the system, he said.
Bangladesh's recent impressive economic growth has been threatened by power shortages since the government suspended operations of all diesel-run power plants to reduce costs for imports as prices have soared.
The diesel-run power plants produced about 6 per cent of Bangladesh's power generation, so their shutdowns cut output by up to 1500 megawatts.
Earlier this month, Faruque Hassan, president of Bangladesh Garment Manufacturers and Exporters Association, said that the situation is so serious that garment factories are without power now for around four to 10 hours a day.
Bangladesh is the world's second largest garment exporter after China, and it earns more than 80 per cent of its total foreign currency from exports of garment products each year.
Last month, the Asian Development Bank said in a report that Bangladesh's economic growth would slow to 6.6 per cent from its previous forecast of 7.1 per cent in the current fiscal year.
Weaker consumer spending due to sluggish export demand, domestic manufacturing constraints and other factors are behind the slowdown, it said.

Amid the ongoing electricity shortage and worsening power cuts, the cash-strapped Pakistan government has banned all kinds of wedding functions after 10pm in its capital, Islamabad.

"Due to disruption of power supply from Dadri-II and Unchahar power stations, there may be a problem in 24-hours power supply to many essential institutions, including Delhi Metro and Delhi government hospitals," a government statement read.
Presently, 25-30 per cent of the electricity demand in Delhi is being met through these power stations, and they face a shortage of coal, Jain said.
He said the government was monitoring the situation closely and making every possible effort to ensure that people did not face power outages in some areas of the capital.
"These power stations play an important role in preventing blackouts in some parts of Delhi and are also essential to ensure the continuous supply of electricity to Delhi Metro Rail Corporation, hospitals and people in the upcoming summer season," the minister said.
National Thermal Power Corporation (NTPC)'s Dadri-II and Jhajjar (Aravali) were established primarily to meet the power requirement in Delhi. However, there is very little stock of coal left even in these power plants, the statement further said.
The Dadri-II, Unchahar, Kahalgaon, Farakka and Jhajjar power plants supply 1,751 megawatt (MW) of electricity per day to Delhi. The capital gets the maximum supply of 728 MW from Dadri-II power station, while it receives 100 MW from the Unchahar station.
According to the daily coal report of the National Power Portal, all these power plants face an acute shortage of coal.
This, coupled with sweltering summer, has triggered blackouts across many parts of the country as states struggle to manage the record demand for electricity.
Besides measures to increase coal supplies to power plants, the Union government has asked states to step up its imports for the next three years to build up inventories.

Buyers from the U.K to China are grappling with energy shortages as a rebound in demand outpaces supply.&nbsp; A revival in industrial activity as the threat of covid recedes has added demand pressure on already fragile supply system.&nbsp; China is facing power issues on two fronts. Some provinces have ordered industrial cuts in order to meet emissions&nbsp;goals, while others are facing an actual lack of electricity as sky-high coal and natural gas costs cause generators to slow output amid high demand. The shortage of power in China could lead to a economic shock as it would push prices of China made/exported goods more costly to world importers. Brokerages from Goldman to Nomura have stated to cut GDP&nbsp;targets for China sighting a potential power crisis.&nbsp;

The pandemic caused India&rsquo;s annual power demand to drop for the first time in 15 years as per data from&nbsp;Central Electricity Authority.It is not just electricity even fuel demand saw an expected big dip as the country shutdown at the start of the previous fiscal.&nbsp;India&rsquo;s fuel demand contracted by 9.1% in the financial year ended March 31.&nbsp;This is the first time fuel consumption has contracted since 1998-99, the most historical year for which government data is available.&nbsp;

Power Workers Stir: Fast Enters Day 8

The indefinite fast by All Assam Casual Workers in Power sector has crossed 168 hours or 7 days and yet no concrete response from the authorities. Additional DC of Dibrugarh, Ranjeet Konwar met the protesting employees but a resolution of all the demands of the employees remained elusive. The employees working with the Namrup Thermal Power plant are demanding increase in pay, benefits under PF and ESIC among others. Members of Assam Power Workers Union too have joined the stir. With more and more employees joining the stir, it remains to be seen what steps the administration and the power plant authorities take.
