Philippine President Ferdinand Marcos Jr declared a state of emergency on Thursday after Typhoon Kalmaegi left at least 241 people dead and missing in central provinces in the deadliest natural disaster to hit the country this year.
Kalmaegi left at least 114 people dead, mostly from drowning in flash floods, and 127 missing, many in the hard-hit central province of Cebu, before the tropical cyclone blew out of the archipelago on Wednesday into the South China Sea.
The typhoon's onslaught, which affected nearly 2 million people, displaced more than 560,000 villagers, including nearly 450,000 who were evacuated to emergency shelters.
Marcos's emergency declaration, made during a meeting with disaster-response officials to assess the typhoon's aftermath, would allow the government to disburse emergency funds faster and prevent food hoarding and overpricing.

Philippines' President Ferdinand R Marcos Jr. on Tuesday said his visit to India is a reaffirmation of the bilateral partnership that "we are strengthening".
In brief remarks on the sidelines of a ceremonial reception accorded to him at the forecourt of the Rashtrapati Bhavan complex here, he also asserted that Manila wants to build on the existing ties with New Delhi and explore "many opportunities" that have arisen in the past few years.
On his arrival at the sprawling complex, Marcos was received by President Droupadi Murmu in the presence of Prime Minister Narendra Modi.
Marcos was also accorded a guard of honour during the ceremony.
"I think it's a reaffirmation of the alliance and the partnership that we are strengthening. We used to refer to the Asia Pacific region, we now refer to it as the Indo-Pacific region, which is, I think, a correct evolution of the understanding because of the global nature of all the politics, all the trade and all of the economy," the Philippine president said.
"And I want to build upon what we already have, but certainly to explore many opportunities that have arisen in the past few years because of the new technologies and the changing state of the global economy and the geopolitics around us now," he said.
Marcos arrived in India on August 4 on a five-day visit. He will hold bilateral talks with Prime Minister Modi later on Tuesday.
His visit coincides with the 75th anniversary of India-Philippines diplomatic relations.
The visit is an opportunity for both countries to set the path for future bilateral cooperation and to engage on regional and international issues of mutual interest, according to the Ministry of External Affairs.

Philippines President Ferdinand R Marcos Jr was accorded a ceremonial welcome at the forecourt of the Rashtrapati Bhavan here on Tuesday.
On his arrival at the Rashtrapati Bhavan complex, the visiting dignitary was received by President Droupadi Murmu in the presence of Prime Minister Narendra Modi.
President Marcos, accompanied by First Lady Madame Louise Araneta Marcos, and an official delegation, arrived in New Delhi on Monday.
During his five-day visit to India, he will hold bilateral talks with Prime Minister Modi and take part in several engagements to bolster ties between the two countries.
This is his first visit to the country since assuming the office of the President of the Republic of the Philippines, the MEA earlier said.
During the ceremonial reception at the forecourt of the Rashtrapati Bhavan complex, he was also accorded a Guard of Honour.
External Affairs Minister S Jaishankar, Union Education Minister Dharmendra Pradhan, among other dignitaries, were present on the occasion.
On day one of his visit, External Affairs Minister Jaishankar called on President Marcos on Monday evening.
