Addressing the Rajya Sabha on the first day of the special Parliament session, Leader of the Opposition Mallikarjun Kharge used poetry to take potshots at the Centre.
The Congress chief said, "If you can, change the situation. What's the point in changing the place?"
The remark comes as the legislature is set to be shifted to the new Parliament building on Tuesday.
"If you have to, give jobs to the youth. What's the point in making everyone unemployed," Kharge said.
"If you can't do anything, leave the chair (power)," the Congress leader further said.
Notably, it is the last day of business in the existing building before the legislature shifts to the adjacent new building. A five-day special session of the Parliament from September 18 to 22 has been called by the Centre.

Several ruling and opposition parties on Sunday made a strong pitch for the passage of the women's reservation bill during the five-day Parliament session beginning Monday.
At an all-party meeting convened by the government on the eve of the session, several leaders said the long-pending bill should be tabled and hoped that it can be passed with consensus.
The bill seeks to reserve one-third of all seats for women in the Lok Sabha and state legislative assemblies.
However, some regional parties demanded quota for backward classes and Scheduled Castes within the overall reservation for women, sources said. This has been a key sticking point in the passage of the bill earlier.

BJP ally and NCP leader Praful Patel said, "We appeal to govt to pass the women's reservation bill in this Parliament session." "We are hopeful that women's reservation bill will be passed with consensus if tabled in Parliament," he added.

Amid criticism by the Opposition over being kept in the dark about the main agenda of the special session of the Parliament, the government will hold an all party meeting at 4.30 PM today to brief them about the five-day session.
Besides the discussion on Parliamentary Journey of 75 years, the other listed business during the session includes the contentious CEC &amp; EC Bill.
The session is also likely to see the proceedings of Parliament moving from the old building to the new Parliament building.&nbsp;
Meanwhile, the Congress made it clear Saturday that it will oppose the CEC Bill, charging that it was aimed at &ldquo;undermining&rdquo; the independence of the poll body.
