A defiant Jammu and Kashmir Chief Minister Omar Abdullah on Monday scaled the gates of the Naqshband Sahib graveyard to pay tributes to the 22 people killed by the Dogra army on July 13, 1931.
The dramatic scene unfolded a day after Abdullah and several leaders of the National Conference and opposition parties were put under house arrest to prevent them from going to the graveyard to mark Martyrs' Day.
National Conference president Farooq Abdullah took an autorickshaw from the Khanyar crossing to the martyrs memorial while Minister for Education Sakina Ittoo surprised everyone by riding pillion on a scooty to the memorial.
Security forces had sealed the roads leading to the martyrs graveyard from both Khanyar and Nowhatta sides in downtown Srinagar.
As soon as Omar Abdullah's cavalcade reached Khanyar in the old city, he got off his vehicle and walked more than a kilometre to reach the graveyard only to find the gates locked by the authorities.
The chief minister then climbed over the main gate and entered the graveyard premises to offer 'fateha'.
His security men and several other National Conference leaders also climbed over before the gate was finally thrown open.
Lashing out at Lt Governor Manoj Sinha and the police for trying to stop him and his entourage from entering the martyrs' graveyard, Omar Abdullah told reporters, &ldquo;It is sad that on the instructions of the people who claim that their responsibility is the security and law and order, we were not allowed to offer 'fateha' here. We were kept in house arrest (on Sunday).&rdquo; "See their brazenness, they tried to stop us today as well. They also tried to manhandle us. Police sometimes forget the law. Why was I stopped today, when the restriction was for yesterday?" added the furious chief minister.
For all purposes, this is a free country, he went on to say.
"But they think of us as their slaves. We are not. We are servants, but of the people. I don't understand why they destroy the law while in uniform," he said.
Omar Abdullah said he and his party leaders foiled the police's attempts to catch them.
"They tried to catch us, they tried to tear apart our flag but all of it went in vain. We came here and offered 'fateha'. They think the martyrs' graves are here only on July 13, but they are here all year round." How long could the L-G administration stop them from paying tributes to martyrs. If not on July 13, it could be July 12 or 14 of December, January or February, he asked.
"We will come here whenever we feel like," Omar Abdullah asserted.
He also put out a post on X, reiterating his determination that he would not be stopped today.
&ldquo;...The unelected government tried to block my way forcing me to walk from Nawhatta chowk. They blocked the gate to Naqshband Sb shrine forcing me to scale a wall. They tried to physically grapple me but I was not going to be stopped today,&rdquo; he said.
July 13 is commemorated as 'Martyrs Day' in Jammu and Kashmir as a tribute to 22 people killed by the Dogra army outside Srinagar's central jail in 1931. The L-G administration had dropped the day from the list of gazetted holidays in 2020.&nbsp;

Mixing humour with political resolve, Chief Minister Omar Abdullah on Friday used the flagging-off ceremony of the first train to Kashmir by Prime Minister Narendra Modi in Katra to subtly but clearly articulate his government's demand for the restoration of statehood to Jammu and Kashmir.
Recalling the opening of the Katra railway station, the last programme of his first government in 2014, Abdullah pointed at a "coincidence" that four people present at the event on Friday were also on stage that day. Humorously pointing out the differing career trajectories of the persons involved, Abdullah said, "You (Narendra Modi) became the Prime Minister for the first time then... You came here right after the election. And by the grace of God, you inaugurated the Katra railway station here.
&ldquo;After that, you won the election twice in a row and remained the prime minister of this country. Your minister of state in the PMO, Jitendra Singh, was also present... Even our respected Lieutenant Governor Manoj Sinha, who was the minister of state for railways at that time, was present." Referring to his own position, Abdullah said, "And I, as the chief minister of a full-fledged state then, stand slightly demoted. I was the chief minister of a state. Now I am the chief minister of a union territory." "But I believe that it will not take long for this to be corrected. And with your help, Jammu and Kashmir will again attain the status of a state," Abdullah added.
The chief minister's direct plea for the restoration of statehood was met with applause by the large gathering.
The erstwhile state of Jammu and Kashmir was reorganised into two union territories &ndash; J-K and Ladakh &ndash; following the abrogation of Article 370 in August 2019.
During his speech at the inauguration of the Udhampur-Srinagar-Baramulla railway link, Abdullah reflected on the significant passage of time since the project's inception in early 1980s.
&ldquo;I was an eighth grade student when this project was started. Today, I am 55 years old. My children have also completed college. Now this project has been completed," he said, pointing at the decades-long journey of the railway link between Kashmir Valley and the rest of the country.
He also underscored the historical significance of the railway link, noting that even the British envisioned connecting Kashmir by rail via Uri and Jhelum, but failed to realise the dream.
"But today, what the British could not fulfil, has been fulfilled by your hands. The Kashmir Valley has been connected with other parts of the country,&rdquo; Abdullah said, commending the Centre's achievement.
Remembering former prime minister Atal Bihari Vajpayee, Abdullah said, &ldquo;I will be making a huge mistake if I do not thank Vajpayee ji on this occasion... This happened after he gave it the status of a project of national importance and made it a part of the Budget." Abdullah also highlighted the immense benefits the railway project would bring to Jammu and Kashmir. "Jammu and Kashmir will benefit a lot with this project. It will benefit from tourism. It will benefit the residents of Jammu and Kashmir," he said.
The chief minister also specifically mentioned the inflated airfares during highway closures.
"When the highway closes as soon as it rains, the airlines start looting us. A ticket for Rs 5,000 suddenly costs Rs 20,000 within hours. But with the completion of the rail link, at least the loot of the passengers will be reduced now.&rdquo; Abdullah further expressed hope that the railway line would also help facilitate the transportation of fruits like apples and cherries to markets across the country.
Acknowledging the development of broader infrastructure in Jammu and Kashmir by the Centre, Abdullah said, "With your auspicious hands, another infrastructure project has been completed in Jammu and Kashmir. Similarly, many other projects are moving forward rapidly." He also cited the ongoing work on various projects in Jammu and Kashmir, including ring roads in Jammu and Srinagar, the Delhi-Amritsar-Katra expressway, Jammu-Srinagar four-laning, and airport and railway network expansions.

The Poonch district witnessed the highest number of casualties, with 20 out of the total 27 fatalities occurring since Wednesday. Additionally, over 50 people have been injured following India's Operation Sindoor, which targeted nine terror infrastructures in Pakistan and Pakistan-occupied Kashmir (PoK) in response to the April 22 Pahalgam attack that resulted in 26 casualties.
Accompanied by his advisor Nasir Aslam Wani and MLA Ajaz Jan, Abdullah visited Poonch to assess the regions most impacted by the shelling. He met with families who lost loved ones, including those of Amarjeet Singh and Amrik Singh, and expressed his condolences.
During his visit, locals briefed the Chief Minister about the challenging conditions they face. Abdullah's primary aim was to offer support and comfort to the grieving families, according to his team.

The developments came hours after Prime Minister Narendra Modi chaired a crucial meeting at his residence in Delhi, which included key officials such as Defence Minister Rajnath Singh, External Affairs Minister S. Jaishankar, NSA Ajit Doval, and Chief of Defence Staff Gen. Anil Chauhan. The meeting also saw the participation of Air Chief Marshal AP Singh, Army Chief General Upendra Dwivedi, Navy Chief Admiral Dinesh K. Tripathi, and Foreign Secretary Vikram Misri.
During the meeting, India and Pakistan reached an agreement to halt all military actions across land, air, and sea. External Affairs Minister Jaishankar later took to social media to reaffirm India&rsquo;s commitment to its stance on terrorism, saying, &ldquo;India and Pakistan have today worked out an understanding on stoppage of firing and military action. India has consistently maintained a firm and uncompromising stance against terrorism in all its forms and manifestations. It will continue to do so.&rdquo;
Foreign Secretary Misri also addressed the ceasefire agreement, confirming that Pakistan&rsquo;s Director General of Military Operations (DGMO) had contacted his Indian counterpart earlier in the day. Misri explained, &ldquo;It was agreed between them that both sides would stop all firing and military action on land and in the air and sea with effect from 1700 hours Indian Standard Time.&rdquo; He further added that instructions had been issued to enforce the ceasefire and that the DGMOs would meet again on May 12.
Misri also commented on the ongoing tensions, describing Pakistan's actions as "escalatory" and "provocative." He emphasized that India&rsquo;s responses to these provocations had been measured and effective.
The escalation began after India launched Operation Sindoor on May 7, following a deadly terror attack in Pahalgam on April 22 that killed 26 people. India retaliated by targeting nine terror sites in Pakistan and Pakistan-Occupied Jammu and Kashmir, which led to a series of escalations, including artillery fire and drone attacks by Pakistan.

"I am happy to present the budget for the first time as the finance minister of J&amp;K. This is a roadmap for economic growth and a true reflection of people's aspirations," said the chief minister, who started his budget speech with a Persian couplet.
This is the first budget of the National Conference government after it came to power in October last year, ending six years of central rule.
The last budget session took place in 2018 under the then PDP-BJP government in the erstwhile state of J&amp;K, which was split into two union territories after the abrogation of Article 370 on August 5, 2019.
"Our challenges are vast and our limitations are many but we must collectively pledge to confront these challenges head on with unwavering resolve," Abdullah told the House.
He said he has endeavoured to prepare this maiden budget as a "true reflection of the dreams of our people, the needs of our future generations and the aspirations of every citizen of Jammu and Kashmir".
The restoration of statehood to J&amp;K is a deeply cherished aspiration of the people and "our government remains resolute in working towards its fulfilment", he said.
Before presenting the budget, Abdullah said in a post on X that he could have never imagined that he would be presenting the budget one day.
"A little more than 7 years ago, tongue firmly in cheek, I was imitating the ritual of Finance Ministers holding up their briefcases as they enter Assemblies &amp; Parliament to deliver the budget. Never in a million years did I ever imagine I'd be doing this for real," he said.
He also shared a picture of himself carrying a briefcase as he walked with the late BJP leader Devender Singh Rana.

He highlighted the enthusiastic participation of the people in the elections, emphasizing that there were no allegations of rigging or misuse of power throughout the process.

Union minister Nitin Gadkari, Jammu and Kashmir Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah were also present at the inauguration.
The PM landed in Srinagar at 10.45 am and then flew to Sonamarg for the inauguration. He will also address a public meeting.
This is his first visit to Jammu and Kashmir after the assembly elections in September-October last year.
The Sonamarg Tunnel project, around 12 km long, has been constructed at a cost of over Rs 2,700 crore. It comprises of the Sonamarg main tunnel of 6.4 km in length, an egress tunnel and approach roads.
Situated at an altitude of over 8,650 feet above sea level, it will enhance all-weather connectivity between Srinagar and Sonamarg enroute to Leh, bypassing landslide and avalanche routes and ensuring safer and uninterrupted access to the strategically critical Ladakh region. The newly inaugurated Sonamarg tunnel will also promote tourism by transforming Sonamarg into a year-round destination, boosting winter tourism, adventure sports, and local livelihoods. Along with the Zojila Tunnel, set for completion by 2028, it will reduce the route length from 49 km to 43 km and boost vehicle speed from 30 km/hr to 70 km/hr, ensuring seamless NH-1 connectivity between Srinagar Valley and Ladakh. This enhanced connectivity will boost defence logistics, and drive economic growth and socio-cultural integration across Jammu and Kashmir and Ladakh.

Abdullah emphasized the need for AAP, Congress, and other parties to strategize on how to effectively compete with the BJP. He called for a post-Delhi Assembly elections meeting to determine the alliance's future direction.

Chief Minister Omar Abdullah Thursday expressed hope that Jammu and Kashmir's Union Territory status is a temporary phase and that the central government fulfils its promise of restoring its statehood.
"It has been a little over two months since we came to power. It took us time to understand how the UT government works. We have been associated with the government earlier, but there is a vast difference between that form and the present form," Abdullah said at a media interaction at the Sher-i-Kashmir International Convention Centre (SKICC) here.

The chief minister said the start of the new government has been "decent" and that they "did not find much difficulty" in it.
"We are bound by our election promises. We have started the process of implementing some of the promises and for other promises, we need change in the system. I hope J-K being a UT is a temporary phase," Abdullah said.
"We the people are now expecting that the promises made with us will be fulfilled. The biggest promise is the restoration of the statehood. The Supreme Court in its judgement had also stated that the statehood should be restored as soon as possible. One year has passed since and we think one year should be enough," he added.
Abdullah said the sentiments of the people should be respected their aspirations should be fulfilled.
Addressing reporters, the chief minister termed it an interaction, and not a press conference.
"We are not making any big announcements as was being speculated on social media. We only wanted to have an interaction. We will try to answer your questions," he said.
"I would like to have this kind of interaction without any agenda at least twice a year," he added.

After the meeting that lasted 30 minutes, the chief minister told reporters that he briefed the Union home minister about the situation in the Union territory and the experience of his government in the last two months.
"Yes, I raised the issue of early restoration of statehood with the home minister," Abdullah said, adding that "we hope that Jammu and Kashmir gets its statehood restored soon".
On whether the talks included the militancy situation in the Union territory, he said security and law and order are the responsibility of the lieutenant governor.
"I have always said and I told the home minister that 'you cannot fight militancy and terrorism in a vacuum, you will have to take the public of Jammu and Kashmir in confidence....they will also have to be brought into this battle, and for that, you will have to take into confidence their elected representatives and their elected government'," Abdullah said.
The chief minister said the talks did not include the framing of business rules for the division of powers between the elected government and the lieutenant governor's office and made it clear that the Centre had no role in it.
"Business rules have nothing to do with the government of India. We have to decide it and the Cabinet has to approve it. The Cabinet sub-committee will finalise it and then, we will send it to the LG for approval," he said.
Abdullah will be attending the Goods and Services Tax meeting in Rajasthan's Jaisalmer on December 20. To a question about the proposed hike of 28 per cent on handloom products, he said, "I have not seen such a proposal. If it comes, we will contest it. Not only us, other states will be affected too."
Immediately after Abdullah's meeting ended and he left, Shah began his second meeting with Jammu and Kashmir Lieutenant Governor Manoj Sinha and other senior officers to review the law-and-order situation in the Union territory.
Earlier, Abdullah met with Shah on October 23 during his first visit to the national capital after assuming office on October 16.

A day after the Kargil unit of the National Conference resigned en masse, party vice president Omar Abdullah made a renewed outreach to the leaders to support the INDIA candidate from the Ladakh Lok Sabha seat.
Unhappy with the INDIA bloc fielding Congress' Tsering Namgyal from Ladakh, NC's Kargil unit decided to quit and support Independent candidate and former NC leader Haji Hanifa Jan instead.
The leaders cited pressure from the party to support the Congress candidate.
Reacting to the mass resignations, Abdullah said, "Unfortunately, my people in Kargil didn't pay heed to my words. They have decided to shun Namgyal, putting us in a difficult position."
"I once again urge the leaders from Leh and Kargil, whoever is left in the National Conference, to vote for Namgyal," he said.

National Conference chief Omar Abdullah on April 25 claimed that the Bharatiya Janata Party is backing Mehbooba Mufti for the upcoming Lok Sabha election.
During a roadshow in Srinagar, Abdullah said that the reason BJP candidates have not filed nomination papers is that they are covertly supporting Mufti and her party candidates.
"BJP won't file nomination because they are covertly supporting the candidates. We all know that there's no BJP symbol but the candidates are there. Mehbooba Mufti has also got BJP's support. We will win all six seats of erstwhile Jammu and Kashmir."
This is the second time that Omar has alleged the so-called BJP-Mufti secret alliance for the 2024 general elections.&nbsp;
Abddullah's allegation came after &nbsp;BJP leader Mushtaq Bukhari urged members of the Pahari community to vote for Mehbooba Mufti in the ongoing polls.
Polling in Udhampur was held on April 19 (Phase 1), while Jammu, Anantnag-Rajouri, Srinagar, and Baramulla will poll on April 26, May 7, May 13, and May 20 respectively.
In 2019, polling for the Lok Sabha was held for six seats in Jammu and Kashmir. However, following the abrogation of Article 370, which resulted in the split of the erstwhile Jammu and Kashmir state into two Union Territories--Jammu and Kashmir and Ladakh, there is no longer a separate Lok Sabha constituency for Ladakh.
In the 2019 elections, the BJP won three seats while the National Conference won the remaining three.
Mehbooba joined the electoral fray from the Anantnag-Rajouri seat after the National Conference refused to accommodate the PDP chief, citing its victory from all three Lok Sabha constituencies in the Kashmir Valley in 2019.

After the abrogation of Article 370, Omar Abdullah, the NC vice president, had announced he would not contest assembly elections unless J&amp;K's statehood was restored.
At a press conference in Srinagar, Abdullah challenged the BJP to field its own candidates in Kashmir.&nbsp;
&ldquo;For all the talk of (Article) 370, development, normalcy, why not field a BJP candidate in the election, instead of proxies?&rdquo; he asked.&nbsp;
He said it was clear who held the reins behind Apni Party and People&rsquo;s Conference.
The NC leader suggested that BJP candidates would lose their deposits if they contested in the Valley.
&ldquo;Our contest is not against any individual or candidate. Our fight is against the forces standing with those candidates. Our fight is against the BJP and the central government,&rdquo; he added.
The National Conference has fielded influential Shia leader Aga Syed Ruhullah Mehdi from central Kashmir's Srinagar constituency.
The party had already named senior Gujjar leader Mian Altaf from Anantnag-Rajouri Lok Sabha seat.
The NC, which is a part of the opposition's INDIA-bloc, is contesting on three seats in Kashmir valley, while it has left two seats in Jammu and one seat in Ladakh to its ally Congress.
Srinagar goes to polls on May 13 while voting in Baramulla will be held on May 20.&nbsp;

Tweeting a redacted version of a document containing names and department details of govt employees, Abdullah said that they had been asked to assemble as early as 4.30 am in the freezing cold so that they can be taken to the rally venue in buses.&nbsp;
Abdullah said that department heads have threatened disciplinary action if employees don't show up.&nbsp;
"Tomorrow the godi media &amp; agencies will be gushing about the "historic crowd" gathered to hear PM Modi in Srinagar. What they will conveniently forget to mention is that almost none of the people there will be attending of their own free will. The dictatorial J&amp;K Govt has pulled out all stops to give the PM a crowd because the BJP can't manage anything in J&amp;K without the administration," Abdullah said in a post on X.
Abdullah also claimed that several private schools have been directed to provide their buses for transporting the employees for the rally.
"Private schools like DPS Etc have had their buses commandeered to transport all these employees to the venue. I have lists running in to the 1000s with department details, addresses &amp; mobile numbers plus transport details. I've redacted a portion of one page out of 140 pages. This is the naya J&amp;K but like I said godi media won't report this. They prefer "three families", "new era of development" yada yada," he added.

Congress-led INDIA bloc was formed to reduce the seats of BJP and not of its own alliance partners in the upcoming Lok Sabha elections, National Conference vice president Omar Abdullah said on Tuesday, reiterating that the party will not &ldquo;surrender&rdquo; any of the three seats in Kashmir that it has won in the last general election.
The former chief minister was reacting to speculations that INDIA bloc has reached an agreement on seat-sharing for the Lok Sabha polls in Jammu and Kashmir and Ladakh with Congress fighting on Jammu, Udhampur (in Jammu region) and Ladakh constituencies, National Conference (NC) on Srinagar and Baramulla and Peoples Democratic Party (PDP) on Anantnag seat.
NC had won Srinagar, Baramulla and Anantnag seats and BJP was victorious on Jammu, Udhampur and Ladakh in the 2019 general elections.
&ldquo;Why should we surrender a seat? The aim of the INDIA alliance is to reduce the seats of BJP and not reduce the seats of INDIA alliance members. We are discussing only three seats,&rdquo; Omar told PTI videos.
He said there has been only one round of discussions in New Delhi recently on the seat-sharing agreement among the INDIA bloc partners.
&ldquo;There were certain proposals put forward by Congress which required to be discussed within the National Conference. One of the proposals that they had has not found acceptance from NC senior leadership,&rdquo; he said, without giving any further details.
He said there will be a second round of discussion and &ldquo;I am going to Delhi in a few days&rdquo;.
However, he reiterated that his party would be only discussing those seats which are presently held by the BJP.
&ldquo;There are only six seats including Ladakh. Three seats are anyway held by NC. So we are only discussing three seats - Jammu, Udhampur and Ladakh. So I do not think it will be too difficult,&rdquo; Omar said.
The NC leader expressed hope of &ldquo;good news&rdquo; with regard to assembly elections during the upcoming visit of the Election Commission (EC) to Jammu and Kashmir.
&ldquo;Jammu and Kashmir has not had assembly elections since 2014. This is the tenth year now. As I have said earlier, it is a matter of shame that assembly elections in J&amp;K had to be announced by the Supreme Court,&rdquo; he said, referring to the judgment of the apex court on December 11 last year, directing the Centre to hold assembly polls in the Union Territory by September 30.
Omar said the elections should have been announced by the Election Commission. &ldquo;Now the EC is coming here in March, so I hope we get to hear some good news.&rdquo;

He also accused Abdullah and his son of having double standards, as they "say one thing in Srinagar, another in Jammu, and something else in Delhi".

The National Conference is a part of the INDIA grouping and will continue to be, party leader Omar Abdullah clarified on Thursday and said it is in talks with the Congress for an arrangement in three of the six Lok Sabha seats in Jammu and Kashmir, and Ladakh.
Omar Abdullah's statement came shortly after NC chief Farooq Abdullah told reporters that the party would contest the forthcoming Lok Sabha elections and possible assembly polls in the Union Territory on its own.
"We were a part of the INDIA alliance and we still are. Things have been taken out of context. The main idea of the grouping is to defeat the BJP because there is no point in sailing in two boats," Omar Abdullah said with his father, also the party's Srinagar MP, by his side.
Farooq Abdullah, he said, was echoing the general sentiments of party workers.
"NC workers want to fight elections on all six seats but the truth is that sometimes for a bigger objective, small sacrifices have to be made.
"If the bigger objective is to win seats back from the BJP, it is necessary for the National Conference to enter into a seat sharing understanding with the Congress. Our doors are open," the party's vice president said.
Informal talks with the Congress are already on and there is scope for further discussions, he said.
"...I would like to make it very clear that our commitment to the INDIA grouping remains even though the founding members of the alliance have unfortunately left over the past few weeks. We are not among those who will leave. We will continue our discussions with the Congress and hope to arrive at some agreement soon," he said.
The six Lok Sabha seats in Jammu and Kashmir, and Ladakh are Baramulla, Srinagar, Anantnag, Jammu, Udhampur and Ladakh. Of these, the three seats in the Valley -- Baramulla, Srinagar, Anantnag -- are with the NC. The other three are with the BJP.
"...Once we make friends, we stick to that...I would like to make it categorically clear that no door, no window and not even a crack is open for NDA," Omar Abdullah said, dismissing reports that Farooq Abdullah was hinting that the NC was not averse to joining the NDA as "mischievous and concocted".
He said his party's job was also to get the maximum number of seats in the assembly elections, as and when they are held, so the process of "undoing the damage done to Jammu and Kashmir by the BJP" can be begin.
Referring to Prime Minister Narendra Modi's visit to the union territory next week, Omar Abdullah said, "We will also get to know how much development has happened in Jammu and Kashmir." One thing that the people would like to hear from the prime minister is whether his party will honour the Supreme Court's decision to hold assembly elections before September this year, he said.
"Also, the prime minister, who is the biggest supporter of one nation, one election, should begin the process by holding simultaneous elections in Jammu and Kashmir," Omar Abdullah said.
The National Conference has been a part of the Indian National Developmental Inclusive Alliance (INDIA) grouping formed last year and comprises the Congress, AAP, RJD, Shiv Sena (UBT), Trinamool Congress, DMK, Left parties among others.
The AAP and Trinamool Congress have said they would be going alone in Punjab and West Bengal.
The upcoming parliamentary elections will be the first major electoral exercise after the special status of the erstwhile state was abrogated in August 2019.
Earlier in the day, Farooq Abdullah, during his interaction with reporters, welcomed the prime minister's visit to Jammu and Kashmir and said, "The prime minister is coming, it is a good thing. He is going to announce some projects." Farooq Abdullah, who has been summoned by the Enforcement Directorate in connection with alleged scam in Jammu and Kashmir Cricket Association, also echoed the view of several opposition parties leaders that the federal probe agency was being used to target their leaders.
"I am myself under the ED scanner. I will appear before them, I am not scared of the ED or anyone else. Let them do what they want. If they think they can finish off the National Conference by jailing Farooq Abdullah, it will not happen because the National Conference is a movement," he said.
Referring to the Supreme Court scrapping electoral bonds, he welcomed the verdict and said people have a right to know where the money for political parties is coming from.
