A team of the National Human Rights Commission (NHRC) on Friday arrived in West Bengal's Malda district to meet people who have taken shelter in refugee camps after fleeing violence-hit areas of Murshidabad district.
The NHRC took suo motu cognisance of the recent violence in Murshidabad that broke out during protests over the Waqf (Amendment) Act.
The Commission on Tuesday said it has decided to send a team to conduct an on-the-spot inquiry into the incidents, considering the seriousness of the situation.
The NHRC action comes following the receipt of a formal complaint about the violence and the alleged human rights violations in the affected areas.
According to officials, three people were killed during the violent clashes that erupted in the Muslim-majority areas of Shamsherganj, Suti, Dhulian, and Jangipur in Murshidabad district. Many residents, fearing for their lives, fled their homes and took shelter in camps set up in neighbouring Malda district.
The violence occurred amid widespread protests against the central government&rsquo;s recent amendments to the Waqf Act.
The NHRC has directed that a detailed inquiry report be submitted within three weeks.

During the event, NHRC India Chairperson, Justice Shri V. Ramasubramanian, addressed the officers, stressing the critical role they play in safeguarding the nation's natural heritage.&nbsp;
He acknowledged the challenges they face in balancing development needs with the necessity of conservation and emphasized the importance of understanding the historical background of forest legislation, evolving challenges, and the dynamic relationship between law, policy, and enforcement to carry out their duties effectively.
Justice Ramasubramanian also shed light on the evolution of forest legislation, from the British era to the present day, underscoring the changing balance between development and conservation efforts.&nbsp;
He discussed the impact of the 2013 Land Acquisition Act on forest land acquisition, which eventually led to the 2023 amendment of the Forest Conservation Act.
He pointed out that the courts have played a pivotal role in shaping forest conservation, citing the landmark 1995 T. N. Godavarman case, which helped curb the timber industry's detrimental effects on forest cover. The case underscored the need for not just robust laws but also efficient enforcement mechanisms.&nbsp;
The court&rsquo;s continued involvement in the case, through the principle of 'continuing mandamus,' highlights the ongoing challenges in achieving a balance between development and conservation.
In his address, NHRC India Secretary General Bharat Lal emphasized the transformative power of reflection in history. He cited examples such as Emperor Ashoka, who chose a path of peace following the Kalinga War, Gautama Buddha, who renounced his privileges and sought enlightenment to guide humanity, and Mahatma Gandhi, whose expulsion from a train sparked a worldwide movement that changed the course of history.
Shri Lal underlined that human rights are a fundamental necessity and that safeguarding the rights of all, particularly the marginalized, is essential.&nbsp;
He reaffirmed the collective commitment to the human rights principles outlined in the Indian Constitution, especially Article 32, which guarantees equal rights regardless of caste, gender, or religion. He also highlighted the significance of early field experience in shaping the strategic development of policies throughout one&rsquo;s career.
Shri Lal provided an overview of the NHRC's constitution under the Protection of Human Rights Act (PHR Act), 1993, along with its various functions.&nbsp;
He encouraged the officers to reflect on their acquired knowledge and carry it forward to make meaningful societal contributions.&nbsp;
The event concluded with an engaging Q&amp;A session and a vote of thanks by NHRC India Director, Lt Col Virender Singh.

According to the report, the Health department of Haryana conducted a raid at a hotel in Gurugram Sector-39 and found a Bangladeshi national who had undergone a kidney removal procedure at a hospital in Jaipur under "suspicious" financial arrangements.
The Bangladeshi national, believed to have no "blood relation" with the recipient, admitted to participating in the transplant procedure for a financial reward of Rs 4 lakh in Bangladeshi currency.
The National Human Rights Commission (NHRC), taking suo motu cognisance of the report, noted that if these allegations are true, they constitute a grave violation of human rights and contravene India's Transplantation of Human Organs Act, 1994, as amended in 2011.
The NHRC has issued notices to the chief secretaries of Haryana and Rajasthan and the directors general of police of both the states, requesting a comprehensive report within four weeks.
The report should detail the current status of police investigations, including any arrests made in connection with the organ trafficking case.

The National Human Rights Commission (NHRC) issued a notice to the Ministry of Youth Affairs and Sports on Thursday over reports that the Wrestling Federation of India (WFI) and four other bodies do not have an internal complaints committee to address sexual harassment charges, a senior official said.
The NHRC has also sent notices to the Sports Authority of India (SAI), the Board of Control for Cricket in India (BCCI), the WFI, and several other national sports federations over reports that they either do not even have an ICC or a properly functional ICC as required by law, according to a statement issued by the rights panel.
The notices come at a time when several wrestlers are protesting at Jantar Mantar here demanding the sacking and arrest of WFI president and Bharatiya Janata Party (BJP) MP Brij Bhushan Sharan Singh over charges of sexual harassment of women grapplers.
The NHRC has taken "suo motu cognisance of a media report that there is no Internal Complaints Committee (ICC) in the Wrestling Federation of India (WFI) as mandated by the Prevention of Sexual Harassment (PoSH) Act, 2013".
"Reportedly, the wrestling body is not the only one not having a duly constituted ICC. In addition to it, there are as many as 15 of the 30 national sports federations who do not meet this mandatory requirement," it said.&nbsp;

The National Human Rights Commission is likely to take up on Monday the release from Godhra sub-jail of 11 convicts serving life imprisonment in the Bilkis Bano gangrape and murder case from the 2002 Gujarat riots, as per a report by The Indian Express. 

The report holds significance given the crucial role the NHRC played in assisting Bano in her fight for justice.

The National Human Rights Commission is likely to take up on Monday the release from Godhra sub-jail of 11 convicts serving life imprisonment in the Bilkis Bano gangrape and murder case from the 2002 Gujarat riots, as per a report by The Indian Express.
The office of the NHRC chairperson Justice Arun Mishra, when contacted by the daily confirmed the report.
The 11 convicts, who were sentenced to life for raping a 5-months pregnant Bilkis Bano and murdering her five-year-old daughter and 13 others, were released on August 15 under the Gujarat government's remission policy. The government was advised by a 10-member committee. Of these 10 members, 5 have links with the ruling Bharatiya Janata Party (BJP), reported NDTV.
The report holds significance given the crucial role the NHRC played in assisting Bano in her fight for justice. In 2003, after the Gujarat police had closed the case, it was the human rights body that provided legal assistance to Bano in her appeal to the Supreme Court.
The NHRC, under former Chief Justice of India J S Verma, had met her during a visit to a relief camp in Godhra in March 2002 and appointed senior advocate and former Solicitor General Harish Salve to represent her before the top court.

The CBI special court on January 21, 2008, convicted 13 accused, sentencing 11 to life imprisonment on the charge of gangrape and murder. The conviction was upheld by the Bombay High Court in May 2017.
Meanwhile, the US Commission of International Religious Freedom (USCIRF) on Friday strongly condemned the &ldquo;unjustified&rdquo; early release of the convicts. Calling the early release of the convicts a &ldquo;travesty of justice&rdquo;, USCIRF Commissioner Stephen Schneck said it was part of a &ldquo;pattern of impunity&rdquo; for those involved in the violence against religious minorities in India.
On August 17, two days after the convicts were released, Bano issued a statement through her lawyer stating, "The release of these convicts has taken from me my peace and shaken my faith in justice.&rdquo;&nbsp; &nbsp;

The NHRC direction was given in connection to a complaint filed by Sanit Debroy of the Assembly of Journalists in Tripura and the Commission has given specific directions to that state's chief secretary and director general of police, Kumar said.
“We have told the states' authorities during the hearing that they need to show patience and to give them (journalists) enough space to express their point of view ... We have also told them them don't register cases at the drop of a hat,” he told PTI.
Debroy had appoached the NHRC with his complaint that since the BJP-IPFT government came to power in the state in 2018 many scribes had been attacked and many newspaper offices had been vandalised.
The other two states, whose representatives were present at the meeting, were also directed to do the same.
“I have told the chief secretaries (of the three states) this (Wednesday) afternoon and they have taken note of the direction,” he said.
The Commission recommended compensation of Rs seven lakh to a minor who was raped by a para-military personnel in Tripura. In another case top government officers of the state were directed to provide proper medical care and treatment to a handicapped person.
Kumar said the Commission has also asked the Mizoram government to pay as compensation Rs seven lakh to the next of kin of a person who died in police custody, while Meghalaya government have been asked to submit proofs of payment of Rs three lakh to the next of kin of a victim who died in a police encounter.
Two cases in connection to the death of labourers in illegal coal mines in Meghalaya were heard and the state government was directed to give Rs five lakh as compensation to the kin of each victim, he said.
In all 19 cases were heard during the two day-public hearing here. Ten of the cases were from Tripura, six from Meghalaya and 3 from Mizoram.
NHRC general secretary Bimbadhar Pradhan said that the Commission is extensively using the NHRC portal for ensuring easy and quick submission of reports and action taken reports from state governments on 22 advisories issued earlier.

The NHRC panel has recommended a CBI inquiry into &ldquo;grievous offences&rsquo; in its report to the Calcutta High Court said &ldquo;Situation in Bengal is a manifestation of &lsquo;law of ruler&rsquo; instead of &lsquo;rule of law&rsquo;,&rdquo;.

In a setback for Mamata&nbsp;Banerjee, the Calcutta High Court on Monday dismissed the&nbsp;West Bengal government&rsquo;s plea for recalling its order that directed the National Human Rights Commission&nbsp;to examine all cases of alleged post-poll violence in the state.
Rejecting the plea, a 5-judge bench headed by acting Chief Justice Rajesh Bindal observed that its earlier order was passed after the state failed to inspire the court&rsquo;s confidence. The bench also said that the court does not find any occasion to modify or stay its earlier ruling.
The West Bengal government had claimed that it was not given adequate opportunity to place all facts on record, including the steps taken by the state government to address the issues relating to post-poll violence.

The commission observed that the public authorities seem to have failed to make concentric efforts in educating the masses and checking the immersion of half-burnt or unburnt dead bodies into the River Ganga.

The National Human Rights Commission has revoked a 2010 order which limited the scope of enquiry into custodial deaths to only those cases where there was reasonable suspicion of foul play or well-founded allegations of an offence. The Hindustan Times has reported that the human rights body has issued a revised order mandating enquiry into all cases of custodial deaths. Section 176 (1A) was inserted in the statute in 2005, mandating an enquiry by judicial magistrate or metropolitan magistrate in cases of death, rapes and disappearances in custody.
