New Zealand has pledged USD 20 billion in FDI into India over 15 years under the free trade agreement, supporting manufacturing, infrastructure, services and jobs.

New Zealand has committed to invest USD 20 billion in India over the next 15 years under the free trade agreement between the two countries, an official statement said on Monday.
The commitment is in line with a similar trade pact that India implemented with the four-nation European bloc EFTA (European Free Trade Association) in October this year. Under that agreement, EFTA has committed to invest USD 100 billion in 15 years.
Both the countries have announced the conclusion of the negotiations. It is likely to be signed in the next three months and will be implemented after that as it requires approval from New Zealand.
"New Zealand has committed to facilitate investments of USD 20 billion into India over the next fifteen years, thereby supporting manufacturing, infrastructure, services, innovation and employment under India's Make in India vision," the commerce ministry said.
Commerce and Industry Minister Piyush Goyal said the USD 20 billion foreign direct investment (FDI) commitment is backed by a rebalancing mechanism to suspend benefits if it is not fulfilled. He also said that this will include only FDI and not FPI/FIIs (foreign portfolio or institutional investors).
"We will get a long term sustainable capital. FPI and FIIs are not included in the USD 20 billion investment commitment," he told reporters here.
India has received USD 88.24 during April 2000 and September 2025.
India's chief negotiator and joint secretary in the ministry Petal Dhillon said that investments can come in areas such as manufacturing and infrastructure.
"Rs 1.80 lakh crore commitment from a country," which has invested small amounts of FDI into India so far "is a big gain for India," Goyal said.

India and New Zealand on Monday announced the conclusion of talks for a free trade agreement that will give duty-free access to a range of domestic goods, particularly from labour-intensive sectors, and includes an FDI commitment of USD 20 billion over 15 years.
The agreement is expected to help double bilateral trade in goods and services to USD 5 billion in five years.
On the other hand, New Zealand will get duty-free access to goods such as sheep meat, wool, coal and over 95 per cent of forestry and wood articles. Under the pact, Wellington will get duty concessions on a number of other items such as kiwi fruit, wine, some seafood, cherries, avocados, persimmons, bulk infant formula, Manuka honey and milk albumins.
To protect the interests of domestic farmers and MSMEs, India will not give any duty concessions in the politically sensitive dairy sector, like milk, cream, whey, yoghurt, and cheese. The other products which will not be covered under the pact include vegetable products (onions, chana, peas, corn, almonds), sugar, artificial honey, animal, vegetable or microbial fats and oils, arms and ammunition, gems and jewellery, copper and its products, and aluminium and articles.
As regards the services sector, New Zealand will give a temporary employment entry visa pathway for Indian professionals in skilled occupations with a quota of 5,000 visas annually and a stay of up to three years. This pathway covers Indian professions such as AYUSH practitioners, yoga instructors, Indian chefs, and music teachers, as well as high-demand sectors including IT, engineering, healthcare, education, and construction, strengthening workforce mobility and services trade.
The agreement is likely to be signed and implemented in about 7-8 months. The pact would help Indian exporters, reeling under the impact of 50 per cent tariffs imposed by the Trump administration on Indian goods, to diversify shipments in the Oceania region. India has already implemented a trade pact with Australia.
Prime Minister Narendra Modi and his New Zealand counterpart Christopher Luxon on Monday announced the firming up of the pact. The two prime ministers held a phone conversation, following which the announcement on the FTA was made. With negotiations having been initiated during Luxon's visit to India in March 2025, the two leaders agreed that the conclusion of the FTA in a record time of nine months reflects the shared ambition and political will to further deepen ties between the countries.
The FTA would significantly deepen bilateral economic engagement, enhance market access, promote investment flows, strengthen strategic cooperation between the two countries, and also open up new opportunities for innovators, entrepreneurs, farmers, MSMEs, students and youth of both countries across various sectors.
"Both leaders expressed confidence in doubling bilateral trade over the next five years as well as an investment of USD 20 billion in India from New Zealand over the next 15 years," an official statement said. Goyal said that the investment will give a boost to domestic manufacturing and generate jobs.
Further under the pact, New Zealand will set up a dedicated Agri-Technology Action Plan on kiwifruit, apples and honey with a view to helping Indian farmers enhance productivity and quality. The cooperation includes the establishment of Centres of Excellence, improved planting material, capacity building for growers and technical support for orchard management, post-harvest practices, supply chain performance, and food safety.
Commitment has been extended by New Zealand on Geographical Indications (GIs), including amendment of its law to facilitate the registration of India's wines and spirits. "Cooperation has been agreed in AYUSH, culture, fisheries, audio visual tourism, forestry, horticulture and traditional knowledge systems," the commerce ministry said.
Apart from tariff liberalisation, the pact includes provisions to address non-tariff barriers through enhanced regulatory cooperation, and streamlined customs, sanitary and phyto-sanitary measures and technical barriers to trade disciplines.
Pharma and Medical Devices sector will get a boost through faster regulatory access in New Zealand by enabling acceptance of GMP (Good Manufacturing Practice) and GCP (Good Clinical Practice) inspection reports from comparable regulators, including approvals by the US FDA, EU's EMA, UK's MHRA. "This will reduce duplicative inspections, lower compliance costs, and expedite product approvals, thereby facilitating the growth of India's pharmaceutical and medical devices exports to New Zealand," the ministry said.
Commerce and Industry Minister Piyush Goyal said that this is the seventh agreement finalised by the NDA government. It includes the UAE, Australia, the UK, EFTA bloc, Oman and Mauritius. He said that the India-New Zealand pact is the first pact in which all the main officials from the Indian side involved in the negotiations were women. India's chief negotiator is Joint Secretary in the Ministry, Petal Dhillon.
He also said that India has so far finalised FTAs with three members of the Five Eyes (FVEY) alliance - Australia, the UK and New Zealand. The five countries of the intelligence sharing network are Australia, Canada, New Zealand, the UK, and the US. India is in the advanced stage of negotiations for a bilateral trade agreement with the US and in the process of resuming talks for a trade agreement with Canada.
"The current bilateral trade with New Zealand is small but the upside potential is huge," Goyal told reporters here. Bilateral merchandise trade stood at USD 1.3 billion in 2024-25, while total trade in goods and services reached about USD 2.4 billion in 2024, with services trade alone reaching USD 1.24 billion, led by travel, IT, and business services.
Commerce Secretary Rajesh Agrawal said that although only five formal rounds were held for the pact, both sides remained in continuous touch to close the negotiations.

It said the two leaders agreed that the conclusion of the FTA in a record time of nine months reflects the shared ambition and political will to further deepen ties between the two countries.
"The FTA would significantly deepen bilateral economic engagement, enhance market access, promote investment flows, strengthen strategic cooperation between the two countries, and also open up new opportunities for innovators, entrepreneurs, farmers, MSMEs, students and youths of both countries across various sectors," the MEA said.
It said both leaders expressed confidence in doubling bilateral trade over the next five years as well as an investment of USD 20 billion in India from New Zealand over the next 15 years.
"The leaders also welcomed the progress achieved in other areas of bilateral cooperation such as sports, education, and people-to-people ties, and reaffirmed their commitment towards further strengthening of the India-New Zealand partnership," the MEA said.

The series began with a draw in Christchurch, before New Zealand won the second Test in Wellington.
"It was a pretty clinical performance," Latham said. "Winning the toss, batting first, being able to get close to 600, the perfect blueprint.
"And then obviously doing what we did with the ball... guys sort of playing the way that they did was obviously really pleasing," he said.
Seamer Duffy and spinner Patel posed constant danger to both edges of the bat on a cracked surface that offered uneven movement and bounce.
West Indies collapsed from 87-0 to 112-8 either side of lunch after starting the day on 43-0.
King dominated early, hitting a flurry of cuts and drives and scoring 53 of his team's first 59 runs.

He struck again two overs later, with Alick Athanaze edging to keeper Tom Blundell for 2, before removing Justin Greaves for nought with an edge to Daryl Mitchell at slip.
Duffy then had Roston Chase caught off the gloves by Latham at slip for five, capping a miserable series for the West Indies captain.
Chase scored just 42 runs at an average of seven in three matches, the second-worst figures for a captain dismissed six or more times in a Test series.
"I think I had a tough series, very below par for my standards," Chase said. "I didn't really lead from the front on the field.
"Leading in terms of words and encouraging and inspiring the team, that was all good and well, but in terms of going out there and producing for the team, I thought that I let myself down and the team down as well."
Patel claimed Shai Hope's wicket for three from 78 balls after a controversial lbw review. Hope did not offer a shot but the ball was deemed to be hitting his foot on the full and going on to hit the stumps.
Phillips then took his first wicket of the match by bowling Kemar Roach, who was nursing a hamstring strain.
Rachin Ravindra was introduced in the final session and snared Anderson Phillip's wicket with an lbw, before Duffy wrapped up the innings by bowling Jayden Seales.

"Unfortunately, a very terrible accident occurred yesterday due to a man-made accident," Gu posted on the Chinese social media site Weibo on which she has 6.7 million followers.
"Early this morning we flew to Christchurch for a medical imaging examination. I hope I can return to the snow soon, but I'm still waiting for the final confirmation of the expert team." No further details of Gu's injury or condition were available. The economy has for months teetered on the verge of recession, with consumer sentiment weighed by high prices, elevated borrowing costs and a housing crisis.

New Zealand tipped into recession in the third quarter, official data showed Thursday, with the economy suffering an unexpectedly sharp slump that sent the country's currency tumbling and sparked political finger-pointing.
The conservative coalition government defended its "respect for taxpayers' money" as the opposition accused it of feeding a "recessionary fire".
The economy has for months teetered on the verge of recession, with consumer sentiment weighed by high prices, elevated borrowing costs and a housing crisis.
But the latest figures showed gross domestic product fell a bigger-than-expected 1.0 percent July-September from the previous three months. Analysts had forecast a contraction of 0.2 percent.
That marked the second quarterly contraction in a row, after shrinking a revised 1.1 percent in April-June.
"Yes, the one percent decline in activity is huge. And it's much weaker than anyone had anticipated," said a report by Kiwibank economics.
Excluding an economic decline during the Covid-19 pandemic, the New Zealand economy had posted the weakest six-month period since 1991, it said.
"And weakness is spreading across most industries," the report said.
However, the recent drop was partly balanced out by a statistical revision of growth upwards earlier in the year, Kiwibank said.
And the latest quarter may be the last in the cycle of decline, it said, with a one percent cut in interest rates over the quarter likely to provide relief going forward.
The New Zealand dollar was trading in the late afternoon at US$0.5626 -- down about 1.8 percent from the previous day -- as the scale of the slump took traders by surprise.
"The latest economic figures highlight the importance of the steps the government has taken to restore respect for taxpayers money and drive economic growth," the government said in a statement.
Finance Minister Nicola Willis said the economy had now contracted for eight quarters on a per-capita basis.
"The decline reflects the impact of high inflation on the economy. That led the Reserve Bank to engineer a recession which has stifled growth," she said.
But she predicted the economy would pick up in the next quarter, and grow more strongly in 2025.
The opposition Labour Party said the recession was of the finance minister's making.
"Nicola Willis' cuts and austerity has fed the recessionary fire," said Labour finance spokesperson Barbara Edmonds. "There's no creative accounting that Nicola can do to make these GDP figures better."

The US Geological Survey stated that the quake measured 5.7 on the moment magnitude scale while New Zealand's Civil Defence agency said that the temblor had a magnitude of 6.0.
The epicentre was 57 km deep in the Cook Strait between the country's two main islands.
"A big shake there! A magnitude 6.0, 57 km deep, 50 km north-west of Paraparaumu was widely felt in the North Island," said New Zealand's Civil Defence agency.
There were no immediate reports of damage, and no tsunami warning has been issued.
But residents reported feeling the ground shaking for 10-20 seconds, likening it to a convoy of giant trucks rolling by.
The quake came as the cleanup gets underway from a devastating cyclone, which killed four people and caused widespread damage across the North Island.

A state of emergency was declared in New Zealand on Tuesday as Cyclone Gabrielle battered the country's North Island.
Emergency Management Minister Kieran McAnulty said the cyclone "has had major impacts across most of the North Island".
McAnulty signed the declaration at first light as emergency services struggled to cope, the minister also added that the emergency will last for seven days.&nbsp;
"This is a significant disaster with a real threat to the lives of New Zealanders," he told reporters in Wellington.
The state of emergency will apply to Northland, Auckland, Tairawhiti, Bay of Plenty, Waikato and Hawke's Bay.
High winds and heavy rain lashed the country's North Island overnight in what officials called an "unprecedented weather event".

Daylight revealed the severity of the disaster: roads eaten away by landslips and collapsed homes buried in mud, silt and a slew of storm detritus.
Falling trees smashed houses and flood waters blocked several roads, leaving communities stranded.
Local media reported some traumatised residents were forced to swim from their homes to safety. Hundreds of homes and residents have been evacuated, as per local reports.
McAnulty said more rain and high winds were expected Tuesday, further hampering rescue efforts.
"The emergency services are working night and day, but the unstable ground, flood waters and closed roads are making things hard."
Hipkins has promised an aid package of 11.5 million New Zealand dollars ($7.25 million) to help recovery efforts, but McAnulty admitted the cost of the clean-up was set to spiral.
It's been just two weeks since a record-breaking storm swamped Auckland, which is New Zealand's largest city, and killed four people.
This is only the third time New Zealand has declared a state of emergency -- the other two were the 2019 Christchurch attacks and the Covid-19 pandemic.

Auckland residents hunkered down Monday as they braced for a deluge from Cyclone Gabrielle, two weeks after a record-breaking storm swamped New Zealand's largest city and killed four people.
Much of Auckland ground to a halt as train services were canceled, libraries and most schools were closed, and authorities asked people to make only essential trips.
New Zealand Prime Minister Chris Hipkins said the weather had made the start of the year "incredibly challenging&rdquo; for people in Auckland and other northern areas.
&ldquo;Extreme weather event has come on the back of extreme weather event,&rdquo; Hipkins said.
&ldquo;For families and businesses, I know that that has been just exhausting, and I want to acknowledge how hard many of them are doing it.&rdquo;
Air New Zealand canceled all domestic flights to and from Auckland through Tuesday morning, as well as many international flights.
Some international routes would continue operating, the airline said, although they might need to be diverted from Auckland.
The carrier also canceled domestic flights to and from the cities of Hamilton, Tauranga and Taupo.
In all, Air New Zealand canceled more than 500 flights.
More than 10,000 international customers had been affected, the airline said, with thousands still to be rebooked.
The cyclone, which was moving south, dumped more than 220 millimeters (9 inches) of rain in areas north of Auckland, cutting power to about 58,000 households and forcing many roads to close.

Gabrielle was expected to pass Auckland overnight Monday. Its windspeed was downgraded as gusts abated to about 130 kilometers per hour (80 miles per hour).
Weather forecaster MetService said there was a very high likelihood of &ldquo;extreme, impactful, and unprecedented weather" over many regions, with heavy rain, strong winds and large waves.
With Hipkins and some other lawmakers unable to immediately travel from Auckland to the capital, Wellington, some events scheduled for this year's opening session of Parliament were rescheduled, including Hipkins' statement outlining his priorities for the year, which has been moved from Tuesday to Wednesday.
Two weeks ago, Aucklanders experienced the wettest day ever recorded in the city, as the amount of rain that would typically fall over an entire summer hit in a single day.
