Manipur Chief Minister N. Biren Singh resigned on Sunday, ending his tenure amid nearly 21 months of ethnic turmoil between the Meitei and Kuki communities. His departure comes as the state continues to struggle with deep-seated communal tensions and security challenges.
The crisis began on May 3, 2023, when a rally organized by the All Tribal Students Union of Manipur (ATSUM) sparked violence following a Manipur High Court order to consider granting Scheduled Tribe status to the Meitei community. The ensuing conflict led to prolonged unrest across the state.
Accompanied by BJP president A. Sharda, BJP North East in-charge Sambit Patra, and at least 19 MLAs, Singh formally submitted his resignation to Governor Ajay Kumar Bhalla.

Since May of last year, ethnic violence in Manipur has claimed over 180 lives, sparked by tensions between the Meitei community&rsquo;s demand for Scheduled Tribe (ST) status and the opposition from the tribal Kukis.

Manipur Chief Minister N Biren Singh on Tuesday apologised for the ethnic conflict in the state which claimed over 250 lives and rendered thousands homeless, and appealed to all communities to forget and forgive past mistakes and live together in a peaceful and prosperous state.
Addressing reporters in Imphal, Singh said that there has been relative peace in the state in the last three-four months, which gives him hope that normalcy will be restored in the new year.

"I want to say sorry for what happened in the state. Many people lost their loved ones and many had to leave their homes. I regret and want to apologise. But after seeing relative peace in the last three-four months, I hope that normalcy will be restored in the coming year.
"Whatever happened has happened... I want to appeal to all communities to forgive and forget our past mistakes and start life afresh by living together in a peaceful and prosperous Manipur," he said.
Singh said firing incidents have declined in the state over the last 20 months since the ethnic conflict began in May 2023.
"From May to October, 2023, 408 firing incidents were reported. From November 2023 to April 2024, there were 345 firing incidents, whereas from May this year till now, 112 firing incidents were reported," he said.
He said that of all the looted weapons, 3,112 have been recovered and 2,511 explosives have been seized during the period.
The chief minister further said that 625 people have been arrested and 12,047 FIRs registered so far.
More than 250 people have been killed and thousands rendered homeless in ethnic violence between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May last year.

Singh said many of the police personnel will undergo refresher courses, and arrangements for procuring new gear for mob control have been made.

Manipur Chief Minister N Biren Singh on Thursday said the newly recruited personnel of the 10th and 11th India Reserve Battalion (IRB), who recently concluded training in Assam, would undergo specialised exercise so that they can be deployed for highway protection and handling the law and order situation.
During a visit to the Manipur Police Training Centre at Pangei in Imphal East district, the CM said the recruits would undergo specialised training at this centre before being deployed across the state.
"They will undergo specialised training at Pangei where they will be taught how to handle law and order situations. If the personnel are deployed in various police stations now, their morale may be down. So, we decided to keep them in one place and use their services wherever and whenever needed," the CM said.
"Some of them will be used for highway protection, while others will be used to tackle law and order situations," Singh added.
Singh also said many of the police personnel will undergo refresher courses, and arrangements for procuring new gear for mob control have been made.
The CM said construction and maintenance work at the battalion headquarters of 10th and 11th IRB at Nungba and Saivom are also going on currently, he said.
"Police are the backbone of society and cannot be demoralised. Many of them will undergo refresher courses to improve their physical fitness and mob control with full gear. Their identity needs to be protected also," Singh added.
Singh also requested recruits' parents not to approach ministers and MLAs for transfers and allow them to serve the state and nation.
"Today, I visited the Manipur Police Training Centre at Pangei to inspect the newly constructed barracks, which will soon be utilised for training purposes. Given the current law and order situation in the state, the newly recruited constables will undergo specialised training. This step is essential to enhance the strength and readiness of our police force to ensure safety and security across Manipur," he posted on X.
"We are committed to equipping our police personnel with the best facilities and training to meet any challenges," Singh said.
He also said houses are being made for internally displaced persons (IDPs) who are staying in schools and colleges.

Three persons were allegedly shot dead and five others injured in Manipur's Thoubal district on Monday evening, following which curfew was reimposed in the five valley districts of the state, officials said.
Gunmen, who are yet to be identified, arrived in camouflage dresses in the Lilong Chingjao area, and opened fire targeting locals, they said.
While three people died on the spot, five others were injured. Those injured were admitted to a hospital, officials said.
After the attack, the enraged locals set three four-wheelers on fire. It was not immediately clear to whom these cars belonged.
Following the fresh violence, curfew was reimposed in Thoubal, Imphal East and Imphal West, Kakching and Bishnupur districts, officials said.
In a video message, Chief Minister N Biren Singh condemned the violence, and appealed to the people, particularly the residents of Lilong, for maintaining peace.
"Police are working to arrest those behind the attack. They will be arrested soon and punished as per the law," he said.
More than 180 people have been killed and several hundred injured since ethnic violence broke out in Manipur on May 3 when a 'Tribal Solidarity March' was organised in the hill districts to protest against the majority Meitei community's demand for Scheduled Tribe status.
Meiteis account for about 53 per cent of Manipur's population and live mostly in the Imphal Valley. Tribals &mdash; Nagas and Kukis &mdash; constitute little over 40 per cent and reside in the hill districts.

The BJP leader added that strict action will be taken against the perpetrators, and the possibility of death penalty will be considered.
