There is no immediate need for imposing lockdown or additional restrictions in Mumbai as the bed occupancy rate, oxygen requirement and number of COVID-19 deaths are low, municipal commissioner Iqbal Chahal said on Friday.
During the first and second wave the decision to impose lockdown was taken on the basis of case positivity rate, but this criterion cannot be applied for the third wave which started from December 21, 2021, Chahal told a Marathi news channel.
No further restrictions were needed to be imposed on travel by local trains as only fully vaccinated people are being allowed to board the trains, he said.
“The criterion in the first and second wave was the positivity rate. But in this wave of Omicron variant of the virus, two new criteria should be occupancy of hospital beds and oxygen requirement,” Chahal said.
The administration has so far imposed only a few restrictions such as ban on assembly of five or more persons during night time and shutting of schools in the city, he said.
Of over 20,000 people who tested positive for coronavirus in Mumbai on Thursday, only 1,180 were hospitalised and 110 were on oxygen support, the BMC chief said.
As many as 5,900 out of 35,000 hospital beds are occupied at present, he said.
“At least 83 per cent beds are currently vacant and oxygen requirement is not even 10 per cent. During the second wave, we used 235 MT oxygen (per day). Considering these factors, there is no need for lockdown in the current situation,” Chahal said.
“Lockdown cannot be imposed only on the basis of numbers (COVID-19 cases). It depends on how many beds are vacant in our hospitals, how much oxygen is required and how many deaths are taking place. These are more important,” he added.
He conceded that since December 21 last year the positivity rate has gone up significantly.
But in the last 16 days, the city recorded only 17 deaths. Active cases have crossed one lakh, but the death rate is only one per day, he said.
“We are keeping a close eye on the situation. I personally review things three to four times a day,” the commissioner said.
Only unvaccinated Omicron patients are seen to be requiring oxygen support, he noted.
The civic body chief, however, warned against complacency.
Omicron infection is not like flu but it is a virus, he said, urging people to follow COVID-19 appropriate behaviour and use masks.
When a person tests positive using a self-testing kit, the information gets updated on the ICMR’s website and through it, the BMC gets information, Chahal said.
On Thursday, 3,800 people in Mumbai used self-testing kits and 288 of them came out positive. This number was included in the daily tally, he said, adding that the civic body too has ramped up testing from 40,000 to 70,000 samples per day.

A total of 2,176 blood samples were tested for this study conducted between April and June, it said.
The survey conducted by the civic-run BYL Nair Hospital and Kasturba Molecular Diagnostic Laboratory (KMDL) also revealed that the proportion of the pediatric population having antibodies has increased compared to the earlier sero-survey, the Brihanmumbai Municipal Corporation (BMC) said in a release.
A sero-survey involves testing of blood serum of a group of people and the findings are used to monitor trends in prevalence.
As a possible third wave of COVID-19 is anticipated to affect children disproportionately, the BMC had directed to conduct the sero-survey of the pediatric population during the second wave itself. The BMC said this was the third sero -survey conducted since the beginning of the pandemic. This survey was conducted between April 1 to June 15 in which 2,176 blood samples were collected from pathology laboratories including 1,283 samples from Aapli Chikitsa Network and the Nair Hospital of BMC, and 893 from a network of two private laboratories across 24 municipal wards.
The key findings of this study suggest that more than 50 per cent of the children have already been exposed to SARS-COV-2.
"The overall sero-positivity is 51.18 per cent including 54.36 per cent from the public sector and 47.03 per cent from the private sector," the release said, adding that sero-positivity is the highest in the age group 10-14 years at 53.43 per cent.
The sero-positivity rate in children of 1 to 4 years is 51.04 per cent, while it is 47.33 per cent in the age group of 5 to 9 years, 53.43 per cent in 10 to 14 years, and 51.39 per cent in 15 to 18 years. The overall sero-positivity rate of 1 to 18 years is 51.18 per cent, it said.
"There is a notable increase in sero-positivity in the pediatric population to SARS-CoV-2 in this study as compared to the sero survey-3 conducted in March 2021, which showed a sero-positivity of 39.4% in the age group of ?18 years, which indicates that a significant proportion of children accessing the healthcare services were exposed to the virus during the second wave of the COVID-19," the release said.&nbsp;

The city's death count stands at 13,372 with 78 new deaths being reported in 24 hours. Mumbai's total number of infections reached 6,58,621 on Monday.
Mumbai had reported 2,377 new coronavirus cases on March 17. After that, the daily figures spiralled to thousands of cases per day as the more dangerous second wave of the pandemic gripped Maharashtra and rest of the country.
Last month, Mumbai was among the worst-hit cities in the country.

Due to shortage of coronavirus vaccines, several centres in Mumbai witnessed long queues and mismanagement on Thursday. A long queue was seen at the BKC jumbo vaccination centre in Mumbai since morning. The BMC had released a list of vaccination centres that would be operational on April 29 and urged residents to not &lsquo;leave homes early since it will lead to unnecessary inconvenience and crowding&rsquo;.
Ignoring the civic body&rsquo;s message people queued up at the centres since early morning afraid that they might not receive the vaccine otherwise.&nbsp; Social distancing was not followed and Covid protocols were ignored.
Around 9 am on Thursday the vaccination center announced that they received five thousand doses of vaccines. Senior citizens were given priority and allowed to enter the facility.
