Twelve bills were passed by the Lok Sabha and 15 by the Rajya Sabha during the month-long Monsoon session of Parliament, which witnessed repeated disruptions, adjournments and walkouts.
Barring discussions on Operation Sindoor in both House, the session has seen little business ever since it began on July 21 due to repeated disruptions and adjournments initially due to opposition demand for discussion on Operation Sindoor and then over demands for a discussion on the Special Intensive Revision exercise in Bihar.
The Monsoon session came to an end on Thursday.
The bills passed by the Lok Sabha are The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025, The Merchant Shipping Bill, 2025, The Manipur Goods and Services Tax (Amendment) Bill, 2025, The Manipur Appropriation (No.2) Bill, 2025, The National Sports Governance Bill, 2025, and The National Anti-Doping (Amendment) Bill, 2025.
Other bills passed by the Lok Sabha are The Income-tax Bill, 2025, The Taxation Laws (Amendment) Bill, 2025, The Indian Ports Bill, 2025, The Mines and Minerals (Development and Regulation) Amendment Bill, 2025, The Indian Institutes of Management (Amendment) Bill, 2025 and The Promotion and Regulation of Online Gaming Bill, 2025.

"This time in Parliament, there was so much ruckus and opposition didn't cooperate. Due to this obstinate behaviour, opposition missed participating in discussions on several important bills which were passed," a government functionary said.
In the Rajya Sabha, except for The Bills of Lading Bill, 2025, which was passed without any disruption on the first day of the Monsoon session, the other bills were passed after some discussion amid din or only after the Opposition parties staged a walk out, the functionary said.

The Lok Sabha was adjourned sine die on Thursday, drawing curtains on the month-long Monsoon Session with Speaker Om Birla lamenting "planned disruptions" by the Opposition on a daily basis.
After an earlier adjournment at 11 am, the House met again at 12 noon, in which Birla lamented that in the entire session, efforts were made to disrupt the proceedings repeatedly. He said it was time for introspection for all as not much discussion could take place during the month-long session.
The session commenced on July 21, in which the entire Opposition disrupted proceedings daily, seeking a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar.
Birla noted that in the session, 419 starred questions were included in the agenda, but due to "continuous planned disruptions", only 55 questions could be taken up for oral answer.
"We all had decided at the beginning of the session that we would hold discussions for 120 hours in this session. The Business Advisory Committee also agreed to this. But due to continuous deadlock and planned disruptions, we could barely work for 37 hours in this session," he underlined.
Birla said the entire country watches the conduct and functioning of members of Parliament.
"The public has great expectations from us that we have serious and meaningful discussions on their problems and issues of wider public interest, on important bills, in accordance with the decorum of Parliament," he said.
In this session, 14 government Bills, including the ones for the removal of PM, CMs, ministers arrested on serious charges for 30 days, were introduced and 12 Bills were passed. One of the key Bills passed was to ban online money gaming.
Tempers flared, copies of Bills were torn and flung, and members of the ruling and opposition alliances came face-to-face when Home Minister Amit Shah moved to introduce the Bills on the removal of PM, CMs, ministers arrested on serious charges.
On July 28 and 29, a special discussion was held on Operation Sindoor, which concluded with the reply of Prime Minister Narendra Modi. On August 18, a special discussion began on the achievements of India's space programme but it remained inconclusive.
Birla lamented that sloganeering, displaying placards and "planned deadlock" in the Lok Sabha or Parliament premises hurts parliamentary decorum.
"The kind of language and conduct seen in this session is not in accordance with the dignity of Parliament. It is the responsibility of all of us to cooperate in building healthy traditions in the House. In this dignified House, we should avoid sloganeering and disruption and take forward serious and meaningful discussions," he said.
After his valedictory address, Birla adjourned the House sine die (for an indefinite period).

Ahead of the day's proceedings in Parliament, Sonia Gandhi, Priyanka Gandhi Vadra, Samajwadi Party chief Akhilesh Yadav, and other opposition MPs raised slogans and protested against the Special Intensive Revision (SIR) of electoral rolls in Bihar.
There was a huge banner in front of them which read 'SIR- Loktantra Pe Vaar' as they lined up near the steps of the Makar Dwar of Parliament and staged a protest for the eighth consecutive day.
With 'Stop SIR' placards along with posters, alleging collusion between EC and the government, in hand, several MPs of the opposition, including those of the Congress, DMK, TMC, Samajwadi Party, RJD and Left parties, participated in the protest and raised slogans.
The opposition has been protesting in both Houses of Parliament against the SIR, alleging the EC's exercise was aimed at "disenfranchising voters" in Bihar ahead of the Assembly elections. They have been demanding a discussion on the issue in both Houses.

He was citing Jammu and Kashmir Lt Governor Manoj Sinha's statement.
Speaking during the special discussion on 'Operation Sindoor' in response to the Pahalgam terror attack in the Upper House, the Congress leader attacked the government and took a jibe at PM Narendra Modi's unscheduled visit to Pakistan in 2015.
Kharge said the prime minister should have been present at all-party meet instead of campaigning in Bihar, and questioned Modi's sincerity towards national security.
Demanding accountability, the Leader of Opposition in the Rajya Sabha said the government should admit its 'lapses' and 'failure' in stopping terror attacks.
He asked if Jammu and Kashmir Lt Governor's statement on security lapses was aimed at "saving" the home minister.
"Jammu Kashmir LG Manoj Sinha himself admitted that Pahalgam was a security lapse and what happened in Pahalgam was unfortunate, innocent people were brutally killed. (Sinha said) I take all responsibility for the incident. However the home minister must take responsibility for security lapse not the LG," Kharge said.

Three of the terrorists who carried out the Pahalgam massacre have been eliminated by security forces in a joint operation by the Army, CRPF and Jammu and Kashmir Police near Srinagar, Union Home Minister Amit Shah announced in the Lok Sabha on Tuesday.
The terrorists were killed Monday in an operation dubbed Mahadev but officials had held back in identifying them conclusively as the Pahalgam attackers.
Participating in a special discussion on Operation Sindoor, Shah also attacked the opposition party for giving a "clean chit" to Pakistan for the April 22 Pahalgam attack. Had the Congress opposed Partition, the problem of terrorism in Jammu and Kashmir would never have occurred, he said.

Shah was referring to former Home Minister P Chidambaram's recent remarks that those behind the Pahalgam massacre could be "homegrown terrorists".
Giving details of 'Operation Mahadev', Shah said the slain terrorists have been identified as Suleman alias Faizal, Afghani and Jibran.
"While Suleman was an A-category commander of Lashkar-e-Taiba, Afghani was also an A-category LeT terrorist. Jibran too was a notorious and wanted terrorist. All these three involved in the killing of our citizens at Baisaran valley in Pahalgam have now been eliminated," he said.
Shah said the identity of the terrorists was confirmed by those detained for sheltering and providing them with food ahead of the Pahalgam attack.
The arms -- one M-9 and two AK-47 rifles -- recovered from the terrorists were flown to Chandigarh Monday night in a special flight for examination at the Central Forensic Science Laboratory.
The empty cartridges found at Pahalgam and those after test firing by the guns recovered from the terrorists were matched by the forensic lab, Shah said. The ballistic report is with him, he added.
"Six forensic experts have confirmed to me on a video call this morning that these are the same bullets used in the Pahalgam attack," he said.
Shah said security forces had recovered Pakistani voter IDs of two of the killed terrorists as well as chocolates made in Pakistan and the weapons.
"Prime Minister Narendra Modi, through Operation Sindoor, ensured that the masterminds of the Pahalgam attack were eliminated. And yesterday, in Operation Mahadev, those terrorists who were involved were eliminated," he said.
Describing the Pahalgam attack as barbaric, Shah said innocent civilians were brutally killed in front of their families after being asked about their religion.
Expressing condolences for those killed in Pahalgam and during Pakistani shelling on civilians, he said civilians were martyred and some gurdwaras and temples damaged due to Pakistani firing.
Terrorists are now being sent from Pakistan to Jammu and Kashmir as there are no local terrorists in Kashmir, Shah said.
He said after the elimination of the three terrorists, he thought this news would spark a wave of joy across treasury and opposition benches. "But opposition faces are gloomy," he said.
Describing Pakistan as the root of all terrorism, he said Pakistan was a mistake committed by the Congress. "Had they rejected Partition, there would have been no Pakistan," he added.
Referring to Chidambaram's statement, Shah said it was extremely unfortunate that a former home minister is saying what evidence was there.
"What are they trying to prove? Whom are they trying to protect? They say that the terrorists were not Pakistani, and in this way, a former home minister from Congress is trying to give Pakistan a clean chit. By saying this, Chidambaram wants to suggest that if the terrorists were not Pakistani, then why did we attack Pakistan," he said, adding this was a clear conspiracy to protect Pakistan.
Shah said under Operation Sindoor, Indian forces attacked targets 100 km inside Pakistan and India could exposed state sponsored terrorism in Pakistan.
He said India's armed forces crippled Pakistan's defence systems in such a manner that the neighbouring country had no choice but to request India to halt attacks.
"In 1948, Indian armed forces were in a decisive position to take back Pakistan occupied Kashmir but then PM Jawaharlal Nehru declared unilateral ceasefire," he said.
In 1971, Shah said, 93,000 Pakistani soldiers surrendered and India had 15,000 sq km Pakistan territory under control, but still PoK was not taken back.
During 1962 war with China, then PM Nehru bade goodbye to Assam in a speech on Akashvani, he said.
Shah said between 2005 and 2011, there were 27 terrorists attacks but what did the Congress government do, they just sent dossiers to Pakistan.
"Terrorists now sent from Pakistan to J-K as no local terrorists in Kashmir... Scrapping of Article 370 has destroyed terror ecosystem in Jammu and Kashmir," he said.
"From 2004 to 2014, there were 7,217 terrorist incidents in Kashmir. From 2014 to 2025, these reduced by 70 per cent to 2,150. From 2004 to 2014, 1,770 civilians died. This reduced by 80 per cent to 357 from 2014 to 2025. From 2004 to 2014, the number of deaths of security forces was 1,060. This decreased to 542 in our time. And there was a 123 per cent increase in the deaths of terrorists," he said.
Attacking Congress, Shah said underworld don Dawood Ibrahim fled in 1986 when Rajiv Gandhi's government was in power, terrorists Syed Salahuddin, Tiger Memon, Anis Ibrahim Kaskar fled in 1993 when Congress government was in power and when Riyaz Bhatkal fled in 2007 and Iqbal Bhatkal fled in 2010, then again it was a Congress government.
"The answer they demanded from me has already been given by our security forces. Now let Rahul Gandhi answer why these people fled," he said.
Shah said Prevention of Terrorism Act (POTA) was scrapped by the Manmohan Singh government in its first cabinet meeting after coming to power in 2004.
"The country deserves to know who benefitted from Congress repealing POTA? Those opposed to POTA will never appreciate Narendra Modi's anti-terror policies," he said.&nbsp;

Taking to X, Tewari shared the screenshot of a media report which was headlined -- "'Spoke in favour of govt': Why Congress benched Shashi Tharoor, Manish Tewari during Operation Sindoor debate." The report stated that none of the leaders picked by the Centre to represent India globally as part of delegations post Operation Sindoor found a place in the list of speakers from the Congress party.
Along with the screenshot of the report and a picture of him with the tricolour in the backdrop, Tewari posted, "Hai preet jahaan ki reet sada, main geet wahaan ke gaata hoon, Bharat ka rehne waala hoon, Bharat ki baat sunata hoon - Jai Hind." These are the lyrics from a song in the 1970 Manoj Kumar starrer "Purab Aur Paschim".
Tewari did not elaborate any further on his views about the whole issue.
Congress party sources on Monday said the party had asked Tharoor if he was interested in speaking during the Operation Sindoor debate in Parliament but he declined and instead expressed a desire to speak on 'The Indian Ports Bill, 2025'.
There has been intense speculation on whether Tharoor, who led the delegation to the US among other countries, will be picked as a speaker by the Congress given that his enthusiastic endorsement of the government's action following the terror attack has soured his ties with the party.
The BJP-led ruling National Democratic Alliance and opposition parties are fielding their top guns during the discussion in the Lok Sabha and the Rajya Sabha.
Opposition parties have framed their public criticism of the government around alleged intelligence lapses behind the April 22 Pahalgam terror attack, which left 26 civilians killed, and US President Donald Trump's claims of mediating a ceasefire between India and Pakistan.
Rahul Gandhi has repeatedly attacked the government's foreign policy, claiming that India did not receive international support on Operation Sindoor and has cited Trump's frequent mediation claims to target the ruling alliance. The government has rejected Trump's claims.&nbsp;

Opposition members were in the well of the Lok Sabha, raising slogans on the special intensive revision of electoral rolls in Bihar, when the House reconvened at noon for the discussion on Operation Sindoor.
"There is something called commitment. Leaders of all parties had sought a discussion on Operation Sindoor and now you are in the well of the House raising other issues," Speaker Om Birla said while addressing opposition members.
"If you want a discussion on Operation Sindoor, you will have to go back to your seats. You can't demand a discussion on any issue from the Well of the House. The House runs as per rules of procedure," Birla said.
Union ministers Rajnath Singh, Amit Shah and Nitin Gadkari among others were present in the House at the time.
Defence Minister Singh is scheduled to initiate the special discussion on India's strong, successful and decisive Operation Sindoor in response to the terror attack in Pahalgam.
As the opposition was unrelenting, Birla adjourned the proceedings till 1 pm.&nbsp;

During the morning session (Zero Hour), Deputy Chairman Harivansh said he has received 26 notices under Rule 267 demanding discussion on various issues including Special Intensive Revision (SIR) and alleged discrimination against Bengali migrant workers in other states.
He declined all the adjournment notices, and called Sudha Murty (nominated member) to make her Zero Hour mention.
However, Opposition members, including from TMC and Congress were on their feet protesting the Chair's decision.
They were raising slogans like 'Vote Ki Chori Band Karo' (stop stealing votes), and the Chair adjourned the proceedings till 12 noon.

The House could not function properly even for a single day last week, ever since the Monsoon session began on July 21, due to repeated adjournments following opposition protests over the demand for a discussion on Operation Sindoor and the Special Intensive Revision (SIR) in Bihar initiated by the Election Commission.
As soon as the House met at 11 am, opposition members were on their feet, and some of them even came to the Well of the House shouting slogans and showing placards.
Initially Speaker Om Birla ignored the protests and continued the business by allowing Union Tourism Minister Gajendra Singh Shekhawat to reply to a question during the designation time of Question Hour.
Since the protests continued and a member tore some papers, Birla warned the opposition members not to resort to such acts besides sloganeering and showing placards.
"Why are you disrupting the proceedings of the House in a systematic manner? Why don't you allow the House to function? You are not even ready for a discussion on Operation Sindoor," he said.
The Speaker asked Leader of the Opposition Rahul Gandhi to intervene and persuade the opposition members not to protests and take part in the proceedings.
"Please maintain the dignity of the House. Parliament is the representative House of 140 crore people, where important issues are supposed to be discussed. But you are disrupting the House functioning in a systematic matter," he said.
As the opposition members ignored his pleas, Birla adjourned the House till 12 noon.
The opposition has been demanding a discussion on Operation Sindoor, under which armed forces attacked Pakistani terror sites and defence installations for three days beginning May 7 following the Pahalgam terror attack on April 22 in which 26 people were killed.
It is also seeking a discussion on the SIR in Bihar.
On Friday, the Opposition and the government had agreed to a debate on Operation Sindoor on Monday.&nbsp;

As the din continued, Birla adjourned the proceedings in less than seven minutes.

"They will run away from discussing issues like Special Intensive Revision (SIR) and the targeting of Bengal. The government do not want Parliament to run," he said.
Parliamentary proceedings were virtually washed out for a third consecutive day on Wednesday as opposition members led vociferous protests in the Lok Sabha and the Rajya Sabha, demanding a discussion on the revision of the electoral rolls in Bihar ahead of the Assembly polls.
After 22 years, the EC is carrying out SIR in Bihar to weed out ineligible people from the electoral rolls and ensure that all eligible citizens are included in the list.
