Tamil Nadu Chief Minister and DMK President M K Stalin on Friday asserted that "there will be no rest" until amending the Constitution to fix timelines for Governors to clear Bills.&nbsp;
In his first reaction to the Supreme Court's advisory opinion on the Presidential Reference, he said, "Our fight for State rights and true federalism will continue."
In a statement, Stalin said that the Supreme Court&rsquo;s opinion in its answer to the Presidential Reference will have no impact on the April 8, 2025 judgment in the case of State of Tamil Nadu vs Governor of Tamil Nadu.
In fact, the chief minister said that the Bench tendering the advisory opinion has reaffirmed several key principles. It includes an assertion that the elected government should be in the driver&rsquo;s seat, and there cannot be two executive power centres in the State. Constitutional functionaries must act within the constitutional framework &mdash; never above it, the Governor has no fourth option to kill the Bill or exercise a pocket veto (as was done by the TN Governor) and he has no option to withhold the Bill simpliciter, were among the reaffirmed principles, the CM asserted.
The top court also affirmed again that Governor cannot indefinitely delay acting on Bills. In cases of prolonged, unexplained, and indefinite delay by the Governor in considering a Bill, States can approach the Constitutional Courts and hold Governors accountable for their deliberate inactions.
The 9-Judge Bench in Ahmedabad St. Xavier&rsquo;s College Society v. State of Gujarat (1974) 1 SCC 717 (Para 109) clearly held: "Advisory opinion of the Court would have no more effect than the opinion of the law officers."
The Supreme Court&rsquo;s opinion delivered on November 20 has again rejected the Tamil Nadu Governor&rsquo;s theory of pocket veto and assertion that Bills can be killed or buried by the Raj Bhavan. The CM said, "Through our legal battle, we have now compelled Governors, including the Tamil Nadu Governor, who are at odds with the elected government across the country, to work in line with the elected government and be accountable for their deliberate inaction in response to the people&rsquo;s will through legislation."
It has also empowered Constitutional Courts to review their actions if they obstruct the passage of Bills indefinitely, and they cannot hide behind Article 361.
The CM, furthermore, said: "I believe that no constitutional authority can claim to be above the Constitution. When even a high Constitutional Authority breaches the Constitution, the Constitutional Courts are the only remedy, and the doors of the Court must not be closed. This would undermine the rule of law in our constitutional democracy and encourage breaches of the Constitution by Governors acting with political intent."
The DMK president dramatically added, "I have promises to keep, and until our people&rsquo;s will in Tamil Nadu is fulfilled through legislation, we will ensure that every constitutional apparatus functions in this country in accordance with the Constitution."
DMK MP and senior advocate P Wilson said on Thursday that the Supreme Court's "no timelines for Governors" was only an opinion and not a judgment. Hence, Wilson said such an opinion was not binding. It will also not have any impact on adjudication in the courts, the MP had told reporters.
It may be recalled that the Tamil Nadu government notified on April 12, 2025 as many as 10 Acts after the apex court judgment that said the bills adopted again by the Assembly and sent to the President by the Governor were deemed to have received assent.
The 10 bills cover state-run varsities, and a key aspect is the transfer of the powers to appoint VCs from the Governor-chancellor to the state government. It includes those to amend the Tamil Nadu Fisheries University Act, and the Tamil Nadu Veterinary and Animal Sciences University Act. A bill to amend the Universities laws, the Tamil Nadu Dr. Ambedkar Law University Act, was among the other bills.
The Madras HC had granted interim stay on the operation of these amendment Acts and the government later preferred an appeal against it in the apex court. Days ago, the Raj Bhavan denied that Tamil Nadu Governor R N Ravi caused a delay in giving his assent to the bills passed by the State Assembly and it said, "81 per cent of the Bills" have been assented to by the Governor.
Taking exception to certain "unfounded and factually incorrect allegations" made in public domain that the Governor was delaying assent to the bills passed by the Tamil Nadu Legislative Assembly, and that his "actions were against the interests of the people," the Raj Bhavan said the official records of Raj Bhavan showed of the total bills received as on October 31, 2025 as much as 81 per cent were assented.
TN Governor RN Ravi and the DMK regime led by Stalin are at loggerheads over several policy issues, and the Dravidian model government has often accused the Governor of being "biased, acting politically at the behest of the BJP government at the Centre" and deliberately delaying Bills passed by the Assembly.

His response came following criticism from various quarters for not visiting Karur and meet the victims' families and the injured.
Vijay said the truth about the fatal incident will come out soon, and hinted he was ready to face action.
"You may do anything to me," he said, even as his party colleagues including senior leaders Bussy N Anand and CTR Nirmal Kumar are police facing case in connection with the September 27 stampede in Tamil Nadu's western Karur district, about 400 km from state capital Chennai.
Seeking to take on the ruling DMK over the matter, he said "CM sir, if you have a thought of seeking vengeance, you may do anything to me and not touch the party men." On the day of the incident, he had left Karur hastily, considering people's safety, he claimed.
Vijay insisted he did nothing wrong.
"I did not do any wrong; my political journey will continue with renewed vigour," the actor-politician added.&nbsp;

The DMK's official organ 'Murasoli,' in a write-up referred to claims and counter-claims and speculations in the media in respect of the Assembly election due by March-April next year. While this was the scenario in the media, the reality is that Chief Minister Stalin follows a people-centric approach, the daily said and referred to a five-fold approach.
Under the 'Oraniyil Tamil Nadu campaign,' the welfare schemes of the government are explained to the people and those desirous are being enrolled as DMK members.
As regards the 'Ungaludan Stalin' outreach programme, the Dravidian party daily said the scheme is aimed at taking government services to the people and redress grievances by organising special camps in their neighbourhoods.

Tamil Nadu Chief Minister M K Stalin on Wednesday alleged that the BJP-led union government paid mere lip service to Tamil language for the sake of votes and dubbed the ruling party at the Centre as Tamil's "enemy."
Writing to party workers as part of his series on the theme of "all-time opposition to Hindi imposition," Stalin recalled DMK founder leader C N Annadurai's views on the issue. Decades ago, Anna had said that the party's objective is not to oppose Hindi, but to get equal recognition to Indian languages including Tamil.
While the BJP claims that Prime Minister Narendra Modi held Tamil in high esteem and that the 3-language formula is for the growth of languages of the states, the difference in allocation of funds for Tamil and Sanskrit would make it pretty clear that they are "enemies" of Tamil, Stalin alleged.
As per the Union Education ministry's data, during the period between 2014 and 2023, the union government allotted Rs 2,435 crore to the Central Sanskrit University and the National Sanskrit University. During the same period, only Rs 167 crore was allotted to Central Institute of Classical Tamil. Fund allocation and expenditure has increased manifold for the promotion of Sanskrit and Hindi. "The union government, out-and-out, is functioning with a feeling of linguistic hegemony and pays mere lip service to Tamil for the sake of votes," the chief minister alleged.
The BJP-led Centre, which is betraying Tamil Nadu by not allotting funds due to the state, is also betraying by not allocating funds for Tamil language and it is trying to "destroy" Tamil and languages of other states through the "languages of dominance," Hindi and Sanskrit. Disapproving it, the DMK president said the consequences of imposing a language could be understood by perusing the history of world.
"All Indian languages including Tamil listed in the 8th schedule of the Constitution are India's national languages," he said.
However, if Hindi alone is claimed to be the national language, it is a manifestation of dominance.
Claiming that Sanskrit is India's root language is an "attempt to consign us to servitude." If Sanskrit is taken as the root language, it meant that all other languages originated only from it.
"That is, they are trying to establish that all the languages in India had their roots in Sanskrit. It was linguist Robert Caldwell who had, 175 years ago, by way of his studies had made it known to the world that Dravidian languages including Tamil had unique characteristics," Stalin said.
On March 4, Stalin wondered why the union government has not facilitated setting up of an institution to teach Tamil or other south Indian languages to people of states in north India.

The area supports a diminishing yet crucial population of dugongs, classified as 'vulnerable' by the International Union for Conservation of Nature due to threats like water pollution. Dugongs are especially susceptible to human disturbances because of their long lifespan and slow reproductive rate.
Stalin emphasized the potential adverse effects on the livelihoods of thousands of Tamil fishermen, indicating that the project generates "immense anxiety among coastal communities." He highlighted risks such as sediment plumes, toxic waste discharge, and habitat destruction.
Moreover, Stalin criticized the central government for not consulting the state prior to auctioning blocks in the Gulf of Mannar region, urging the PM's intervention to reverse this action. He called for the removal of all biospheres and biodiversity hotspots from the Petroleum Ministry's Open Acreage Licensing Programme (OALP).
The contentious notification, issued on February 11, encompasses nearly 10,000 sq km within the Gulf of Mannar Marine Biosphere Reserve, which includes a marine national park over 560 sq km. Additionally, the dugong reserve covers 448 sq km.

The DMK chief said Gandhiji believed that people of southern states learning Hindi and those in northern states learning one of the southern languages would pave the way for national unity and the Dakshina Bharat Hindi Prachar Sabha was founded to fulfil the wish of Father of the nation. "Gandhi himself had taken part in programmes in the sabha's headquarters in Chennai. Now, the sabha is operational across southern states with 6,000 centres," Stalin said.
Further, the chief minister, refraining from specifically naming anyone, posed whether an organisation like "Uttar Bharat Tamil Prachar Sabha or Dravida Basha Sabha" was established in north India to facilitate people of northern states to learn one of the languages of southern states.
Hitting out at BJP without naming it directly, the chief minister alleged that those who claimed to get installed a statue of saint poet Thiruvalluvar on the banks of River Ganga had it dumped on a garbage heap and wondered whether such people would set up an institution to propagate Tamil. "Those who follow the path of Godse will never fulfil the objectives of Gandhi." Even during the bygone times of Madras province, Gandhiji was instrumental in the christening of provincial Congress party unit as Tamil Nadu Congress. "Even for trains being operated in Tamil Nadu, the BJP-led union government gave Hindi-Sanskrit names. It is their secret plan to destroy Tamil and other languages. It is the Dravidian movement that has the strength to openly oppose it."
Dakshina Bharat Hindi Prachar Sabha, declared by Parliament as an institution of national importance in 1964, was established in 1918 by Mahatma Gandhi with the aim of propagating Hindi in southern states and the first Pracharak was his son Devadoss Gandhi.
According to the DBHPS website, Gandhiji desired that the 'Hindi Prachar' in the south should be carried on by involving the local people of the respective area. Till 1920, the sabha had its office at George Town in the then Madras and after some years it was shifted to Mylapore and from there to Triplicane where it functioned till 1936. Now, the DBHPS functions from downtown T Nagar in Chennai.

Dismissing Tamil Nadu Chief Minister MK Stalin's claim that the state was denied central funds, Shah countered, "There is no truth in MK Stalin's statement. The Modi government has given Rs 5 lakh crore to Tamil Nadu in the last five years."&nbsp;
He further said that a comparison between funds allocated under the UPA and NDA governments proves that Tamil Nadu faced actual injustice during the UPA regime.

Shah also declared that the BJP will form a government in Tamil Nadu in 2026 under the National Democratic Alliance (NDA). He pledged to end corruption, nepotism, and anti-India activities in the state.

India's first glass bridge, a stunning feat of modern engineering, has opened to the public in Kanyakumari, Tamil Nadu. Chief Minister M.K. Stalin inaugurated the landmark structure on December 30 by walking across the transparent bridge, which links two of the region&rsquo;s most iconic attractions &mdash; the Vivekananda Rock Memorial and the towering 133-foot Thiruvalluvar statue.
The bridge spans 77 metres in length and 10 metres in width, offering visitors an unparalleled experience. Its transparent surface provides breathtaking views of the sea below, while the bowstring arch design showcases a perfect balance of aesthetic appeal and structural strength. Designed to endure the challenging coastal conditions, the bridge is built with materials resistant to salt air and high humidity, ensuring durability and safety.
Constructed at a cost of Rs 37 crore by the Tamil Nadu government, the bridge was unveiled during the silver jubilee celebrations of the Thiruvalluvar statue&rsquo;s inauguration by former Chief Minister M. Karunanidhi. This new structure eliminates the need for ferry services between the two monuments, providing a more scenic and convenient option for tourists.
Previously, visitors relied on boats to travel between the Kanyakumari jetty, the Vivekananda Memorial, and the Thiruvalluvar statue. Now, they can leisurely stroll across the glass bridge, soaking in panoramic views of the ocean and the surrounding landscape. The experience seamlessly blends adventure with serenity, making it a unique draw for travelers.

In another chance aerial encounter, Tamil Nadu Chief Minister M K Stalin met NDA ally Chandrababu Naidu at the New Delhi airport on Wednesday night, sparking buzz of possible defection.
This came hours after RJD's Tejashwi Yadav and JDU's Nitish Kumar were seen boarding the same aircraft from Patna airport for their respective meetings.
Stalin was in the national capital for the INDIA bloc meeting, while Naidu was returning from the NDA group meeting.
Taking to social media X, Stalin said that he hoped that the TDP supremo would play a crucial role in the union government and advocate for southern states' rights.
"Met Thiru @ncbn garu, a longtime friend of Thalaivar Kalaignar (Karunanidhi), at Delhi Airport. I conveyed my best wishes to him and expressed hope that we will collaborate to strengthen the ties between the brotherly states of Tamil Nadu and Andhra Pradesh." As several political dignitaries extended birthday wishes to Tamil Nadu Chief Minister MK Stalin, the one from the Bharatiya Janata Party's Tamil Nadu unit through its official handle X caught everyone's attention.
The saffron party wished Stalin in Mandarin language, in an apparent dig at the ruling DMK over an advertisement on ISRO that featured a Chinese flag.
"On behalf of Tamil Nadu BJP, here's wishing our Honourable CM Thiru MK Stalin a happy birthday in his favourite language! May he live a long and healthy life!" the post on X read.&nbsp;
The row erupted after the state government commissioned the ad showing the Chinese flag on Wednesday ahead of the foundation stone-laying event of the spaceport by Prime Minister Narendra Modi.
During a rally in Tirunelveli on Wednesday, PM Modi slammed the ruling DMK government, saying that the ad has insulted India's scientists.&nbsp;
"Now they have crossed the limit. They have pasted the sticker of China to take credit for the ISRO launchpad in Tamil Nadu. This is an insult to our space scientists, the space sector, your tax money, and you (the country)."
The DMK leader who issued the ad, R Radhakrishnan, clarified that it was a gaffe by the designer and the party had no other intentions.&nbsp;

Tamil Nadu Governor RN Ravi is once again in the spotlight. He has reportedly sent back 10 Assembly-approved bills in the last three years, increasing friction with Chief Minister MK Stalin and his party.
Media reports say these bills come back to the Assembly, which now plans to re-approve them without making any amendments.
An unnamed source has told the Deccan Herald that bills blocked by the CM were related to the establishment of a new institution called Siddha University. &ldquo;The government has decided to reenact these bills without any changes,&rdquo; the source told DH.
Tamil Nadu Assembly Speaker M Appavu also spoke on the matter. &ldquo;The special session has been convened to reenact the bills. The government wanted the session to be convened,&rdquo; he said.
The anti&ndash;NET bill has been a friction point between the DMK and Tamil Nadu governor. It was rejected by the governor and has now been handed to President Droupadi Murmu.

Spokesperson of BJP's Uttar Pradesh unit Prashant Umrao tweeted that "12 migrants from Bihar were hung to death in Tamil Nadu for speaking in Hindi". Umrao tagged Bihar chief minister Tejashwi Yadav and Tamil Nadu CM MK Stalin in the tweet.

The hashtag was trending on Twitter on Monday following Ravi's face-off with the state government in the Assembly where Stalin, also president of the ruling DMK piloted a resolution against the Governor's deviation from his customary address to the Legislature and retain the draft prepared by his government.
However, in Pudukottai, posters were put up by local BJP functionaries hailing Ravi. Many BJP Twitter handles backed him and slammed the ruling DMK over the matter.
Stalin's son and state Minister Udhayanidhi hailed what happened in the Assembly on Monday and said it was an "unprecedented event" in the history of the House.
"Normally our leader (Stalin) makes the opposition run with his replies (in the assembly) but this time he made the governor run," he quipped at an event.
Stalin will be the first CM to voice concern whenever "our rights" are affected, he added.
A senior TN BJP functionary filed a police complaint against some MLAs of the ruling DMK.
In a tweet, A Ashvathaman, State Secretary, said he has filed the complaint under Section 124 of the IPC, which deals with "assaulting President, Governor, etc., with intent to compel or restrain the exercise of any lawful power." Protests were held in Coimbatore against the Governor by the Thanthai Periyar Dravidar Kazhagam where the agitators attempted to burn an effigy of Ravi. Elsewhere, local BJP workers staged a demonstration condemning the incident. Police detained the respective activists seperately.
Meanwhile, another row erupted over the Raj Bhavan's Pongal celebrations invitation allegedly not containing the state government emblem. The invitation contained only the national emblem, many alleged.
