Maharashtra Chief Minister Eknath Shinde on Wednesday said the all-party meeting held earlier in the day decided that reservation should be given to the Maratha community without tampering with the existing quotas of other communities in the state.
Speaking to reporters here, Shinde also appealed to activist Manoj Jarange, who is on hunger strike for the Maratha reservation since October 25, to call off his fast and give the government some time.
&ldquo;It was decided unanimously at the all-party meeting that the state should make efforts for securing Maratha reservation without touching the existing quotas of other communities. I appeal and request Manoj Jarange to withdraw his fast and cooperate with the government. The state needs some time to prepare for the curative petition filed in the Supreme Court,&rdquo; Shinde said.
The government is working on two fronts -- issuing Kunbi caste certificates to Marathas from Marathwada (so that they can avail of OBC reservation) and preparing an error-free submission as part of the curative petition filed in the apex court, he said.
&ldquo;The all-party meeting also expressed its disappointment over the violent incidents reported in the last few days. Such violent acts would be a blot on the Maratha community's agitation for reservation. The state government needs some time to prepare a submission that will pass the legal test,&rdquo; he said.
&ldquo;The state government is making honest efforts so that the Maratha community gets reservation benefits. The backward class commission is working on a war footing. The reservation given by the government when Devendra Fadnavis was chief minister was upheld by the Bombay High Court but struck down by the Supreme Court on the grounds of some errors. We want to avoid a repetition of this situation,&rdquo; Shinde added.
Making an appeal to Jarange, the chief minister said he should trust the government's efforts. "Because of some violent incidents, the common man should not have any safety concerns. The entire Maratha community should support the state government,&rdquo; he said.&nbsp;

The police, meanwhile, have beefed up security outside the houses and offices of politicians belonging to the Maratha community in Pune.

Pro-Maratha quota protesters on Tuesday blocked the Mumbai-Bengaluru Highway in Pune city of Maharashtra and burnt tyres to press for the demand for reservation, police said.
Members of the Maratha community have been staging protests in different parts of the state seeking reservation in government jobs and education under the Other Backward Classes (OBC) category.
"A group of protesters blocked the road at Navale bridge on the Mumbai-Bengaluru Highway this afternoon, shouted slogans and set seven to eight tyres on fire," an official from Sinhgad Road police station said.
The movement of vehicles was initially stopped in both lanes and was partially restored later, he said.
"We have increased security outside the houses and offices of political leaders belonging to the Maratha community," Deputy Commissioner of Police (Special Branch) Raja Ramaswami said.
Several organisations held agitations in support of the Maratha quota in different parts of the city.
The Maratha quota agitation has turned violent at several places in the state with protesters vandalising the houses of politicians from the ruling parties in different parts of the state. A curfew has been imposed in Dharashiv district and parts of Beed district after large-scale violence and arson.
Maratha quota activist Manoj Jarange has been continuing his indefinite fast in support of the reservation demand at Antarwali Sarati village in Jalna district since October 25.

A protest for the Maratha reservation in the Jalna district of central Maharashtra turned violent on Friday leading to several persons including at least 12 police personnel getting injured, officials said.
Police used baton-charge and fired teargas shells to disperse a violent mob at Antarwali Sarathi village on Dhule-Solapur road in Ambad tehsil. Villagers also claimed that police fired some rounds in the air, but officials did not confirm it.
The protesters, led by Manoj Jarange, had been staging a hunger strike demanding reservation for the Maratha community at the village since Tuesday.
While Chief Minister Eknath Shinde made an appeal for peace and announced that a committee will be set up for a high-level probe into the violence, deputy Chief Minister and Home Minister Devendra Fadnavis claimed that the police were forced to use baton-charge due to stone pelting.
The reservation provided by the state government for the politically dominant Maratha community was quashed by the Supreme Court earlier.
The agitation turned violent on Friday as some persons targeted state transport buses and private vehicles, police said.
At least 12 police personnel and officials including deputy superintendent of police Sachin Sangle were injured in stone pelting while 20 protesters were injured in baton-charge at Antarwali Sarathi, police sources said.
The chief minister had spoken to the protesters on Wednesday, urging them to end the hunger strike, but they refused to relent, officials said.
On Thursday, shops and other commercial establishments at Wadigodri village in Ambad tehsil had remained closed, while there was a massive protest gathering at Shahgadh earlier in the week.
Additional police forces have been sent to Jalna, officials said.
Speaking to a regional news channel, Chief Minister Shinde said the state government was committed to provide reservation to the Maratha community, and nobody should resort to violence.
&ldquo;The state government is taking some steps to give reservation to the community. During Devendra Fadnavis's tenure as chief minister, the state government had given reservation to the Maratha community but the Supreme Court quashed it,&rdquo; he said.
&ldquo;I do not want to go into the politics of it because it was not properly followed up. However, the state government is taking this issue seriously and we will welcome it if there are any suggestions. I appeal to the protesters to maintain peace so that the common people do not suffer,&rdquo; he said.
A committee will be set up for a high-level probe into the violence, Shinde announced.
Congress leader Ashok Chavan demanded that the state government make clear its stand on Maratha reservation.
The baton-charge by police at Antarwali Sarathi village was unacceptable, the former chief minister added.
The Shiv Sena-BJP government must state what steps it is going to take to provide reservation to the community, Chavan said.
Shiv Sena (UBT) leader Ambadas Danve too condemned the use of force by police and demanded that Home Minister Devendra Fadnavis state on whose orders police resorted to baton-charge.
Speaking to a news channel, Fadnavis said that some of the protesters surrounded the police who had gone to talk to them.
They encircled the person who was sitting on hunger strike and obstructed the police from shifting him to hospital, he said, adding, &ldquo;the government cannot allow a person's life to be put in peril.&rdquo; As many as 12 policemen got injured in stone pelting, he said.
&ldquo;The police then resorted to baton-charge in such a way that nobody would get seriously injured. The situation would have worsened had the police not used tear gas and baton-charge,&rdquo; the home minister claimed.
&ldquo;The state government is sensitive towards the demands of the Maratha community. We all know why reservations could not stand the Supreme Court's scrutiny and what happened during the previous government's tenure. I appeal to the protesters not to take law in their hands,&rdquo; he added.&nbsp;

A day after COVID-19 cases in Maharashtra crossed the 10-lakh mark, Thackeray said his government has done effective work to tackle the pandemic.
Speaking in the backdrop of political criticism over demolition of actress Kangana Ranaut's bungalow in Mumbai and the way his government handled the Sushant Singh Rajput death case, Thackeray assured people that he would fight the political crisis too.
"I will have to remove the mask of Chief Minister to respond topolitics. I don't speak doesn't mean I don't have answers," Thackeray said.
Speaking on the state government's "Mission Begin Again" campaign during the pandemic, Thackeray said his administration effectively tackled the COVID-19 situation, cyclones and floods andwill also deal withthe political stormwith people's support.
Thackeray said the pandemic is showing no sign of a respite and the virus is spreading in rural Maharashtra as well. "But the number of patients recovering is also more.
Facts and figures show that if detected early, all patients recover fast," he said.
Asking people not to take the pandemic lightly, he said wearing masks, observing physical distancing, avoiding crowding and face-to-face contact with people is the only option as of now.
"We have slowly started to open up under Mission Begin Again. Some people think they can indulge in politics as part of Mission Begin Again. There is a conspiracy to defame and malign Maharashtra," he said.
He said the state government also reached out to the affected people during Nisarga cyclone and the floods in east Vidarbha and provided relief.
"Over 29 lakh farmers have benefited through the farm loan waiver scheme and Rs 700 crore have been disbursed towards relief and rehabilitation of those affected by the Nisarga cyclone," he said, adding Rs 18 crore have been given as immediate relief for floods in Vidarbha.
Thackeray said his government was doing its best to deal with all challenges.
"We should share our responsibilities to make the "my family, my responsibility" campaign (against coronavirus) which begins on September 15 a success. This war can be won only with people's wholehearted support," he said.
It is not feasible for the government to undertake checkup of each and every one of the 12 crore populace of the state, he said.
The Supreme Court's interim stay on implementation of the Maratha quota was unexpected, Thackeray said.
The Maratha quota bill was unanimously passed by the state legislature and the legal team hired by the previous BJP-led state government was arguing in the apexcourt, he said.
Thackeray appealed to Maratha organisations to refrain from holding protests and demonstrations during the pandemic.
"The government is firmly with the cause of justice to Maratha community and is working on how to proceed ahead. I have spoken to Leader of Opposition Devendra Fadnavis who is in Bihar now and he has assured the BJP's complete support," he said.
A decision on extension of the lockdown would depend on how the people follow the pandemic protocols, he said.
"While using public transport, don't speak, avoid face-to-face contact," he said.
On criticism that he doesn't venture out, Thackeray said , "I have been using technology to reach out to all parts of the state to review the pandemic situation and issue directives."&nbsp;

The top court order essentially means there will not be a quota for the Maratha community in state government jobs and educational institutions until the matter is decided by the larger bench. The Socially and Educationally Backward Classes or the SEBC Act provides for 12-13% quota to the Maratha community in jobs and education. One of the pleas filed in the apex court had claimed that the law breached the 50 per cent ceiling on reservation fixed by the top court in its landmark judgment in the Indira Sahwney case. A 11-judge bench will now take over the case.

Mumbai, PTI: The Supreme Court Wednesday stayed the implementation of 2018 Maharashtra law granting reservation to Marathas in education and jobs but made it clear that the status of those who have availed of the benefits will not be disturbed.
A three-judge bench headed by Justice L N Rao referred to a larger constitution bench, to be set up by Chief Justice of India S A Bobde, the batch of pleas challenging the validity of the law granting reservation to Marathas in education and jobs.
The Socially and Educationally Backward Classes (SEBC) Act, 2018 was enacted to grant reservation to people of Maratha community in Maharashtra in jobs and admissions.
The Bombay High Court, while upholding the law in June last year, had held that 16 per cent reservation was not justifiable and said that quota should not exceed 12 per cent in employment and 13 per cent in admissions.
The apex court passed the order on a batch of pleas challenging the high court order and the 2018 law.
One of the plea filed in the apex court had claimed that the SEBC Act breached the 50 per cent ceiling on reservation fixed by the top court in its landmark judgment in the Indira Sahwney case, also known as the 'Mandal verdict'.
