NDA legislature party leader Y Khemchand Singh on Wednesday staked a claim to form a government in Manipur, state BJP chief A Sharda Devi said.
Restive Manipur has been under the President's rule since February last year.
An NDA team led by Singh met Governor Ajay Kumar Bhalla at the Lok Bhavan in Imphal and staked the claim to form a popular government, she said.
Two MLAs from the Kuki-Zo majority districts of Churachandpur and Pherzawl were among the delegates who met Bhalla at the governor's house.
"We met the governor in the presence of our newly elected legislature party leader and BJP observer Tarun Chugh. The NDA staked a claim to form a popular government in the state," Devi told reporters.
Khemchand, in a post on social media, said, "Pleased to stake claim to form the new government before the Hon&rsquo;ble Governor, Shri Ajay Kumar Bhalla Ji, at Lok Bhavan today, following my arrival from New Delhi, in the august presence of BJP National General Secretary, Shri Tarun Chugh Ji, and BJP Northeast Coordinator, Shri Sambit Patra Ji."
The development comes a day after the BJP legislature party of Manipur elected 62-year-old Singh as its leader at a meeting held at the party headquarters in New Delhi.
The meeting was attended by 35 of the 37 BJP MLAs, besides the party's central observer Tarun Chugh, its northeast in-charge Sambit Patra, and BJP state president A Sharda Devi, among others.
Subsequently, another meeting was held at the Manipur Bhavan in the national capital, where MLAs of NDA constituents in Manipur -- six of the National People's Party (NPP), five of the Naga People's Front (NPF) and three Independents -- and BJP legislators were in attendance.
They endorsed Singh as the leader and Nemcha Kipgen, who belongs to the Kuki community, as the deputy leader of the NDA legislature party.
Singh said, "The oath-taking ceremony will follow shortly. I am confident that, with the formation of the new Council of Ministers, peace and development will serve as the guiding principles of the new government."
The Singjamei legislator also said, "The political journey towards the vision of #ViksitBharatViksit and Viksit Manipur is not without challenges, but our priorities will remain firmly aligned with achieving these ambitious goals. I extend my sincere gratitude to all for the trust, responsibility, and honour bestowed upon me."
Manipur has been witnessing ethnic violence since May 3, 2023, after a tribal solidarity march was taken out in the hill districts, in protest against the majority Meitei community's demand for Scheduled Tribe (ST) status.
Since then, at least 260 people, including members of both the Kuki and Meitei communities as well as security personnel, have been killed in the violence, while thousands become homeless.
The state has been under the President&rsquo;s Rule since February last year.

During a frisking and checking exercise at Ngaikhong Khunou check point in Bishnupur district, an active cadre of the proscribed Peoples' Liberation Army and his associate, who is not a member of the organisation, were apprehended for allegedly being involved in extortion activities, an officer said.
They were accused of demanding money from contractors, businessmen and the general public in Imphal and Bishnupur districts, he said.
One member of the banned Kangleipak Communist Party (PWG) was arrested from Heirol Part 2 in Thoubal district for his alleged role in extortion, threatening people and recruiting cadres for the outfit, the officer said.
One active cadre of the outlawed Prepak (Pro) was apprehended from his residential locality at Taothong Khunou in Imphal West district. He was also involved in "extortion" activities, the police said.
Another member of the banned KCP (PWG) was arrested from Kairang Chingya in Imphal East district, the officer said.
Meanwhile, security forces recovered 26 firearms, nine explosives and other ammunition during separate operations in Churachandpur and Thoubal districts on Wednesday, another police officer said.
Security forces have been conducting search operations in Manipur since ethnic violence broke out two years ago.
More than 260 people have been killed and thousands rendered homeless in ethnic violence between Meiteis and Kuki-Zo groups since May 2023.
The Centre had on February 13 imposed the President&rsquo;s rule in Manipur after Chief Minister N Biren Singh resigned.
The state assembly, which has a tenure till 2027, has been put under suspended animation.

"The Manipur Police has taken up the issue of illegal immigrants, including Bangladeshi/Rohingyas (Myanmar nationals)/Pakistani nationals with utmost seriousness in view of its growing importance." &ldquo;To strengthen enforcement, Special Task Forces (STFs) have been constituted in all districts to detect, identify, and take appropriate legal action against illegal immigrants residing in the state,&rdquo; a police statement said.
Senior officers are conducting regular review of the progress and effectiveness of the actions being taken in this regard, it said.
The development comes in the wake of eviction drives against illegal immigrants in neighbouring Assam and fears of the affected people entering Manipur, the officials said.

The items are believed to have been left behind by soldiers of Allied forces, fighting the Battle of Imphal in 1944. There was a camp of the Allied forces at Canchipur hills near the area, officials said.
Forces of Imperial Japan had surrounded the hills of Manipur but could not overrun the camps of the Allied military in the Imphal Valley.
The Battle of Imphal and the Battle of Kohima, involving Imperial Japan, Azad Hind Fauj and Allied forces, are considered one of the decisive engagements of the War.
The Battle of Imphal saw a significant victory for Allied troops that stopped the Japanese advance into the then British India.
More than 54,000 Japanese troops were killed or wounded, while more than 12,000 Allied soldiers died or injured in the Battle of Imphal.

Thirty-one relief camps have been opened mostly in Imphal East district to mitigate the hardships of the people who have been evacuated from their homes and localities.
Heingang, Wangkhei and Khurai assembly constituencies in Imphal East district are worst affected along with Senapati district.
Forty-seven landslides too have been reported in different parts of the state during the last four days.
Several localities in the state's capital Imphal, and many parts of Imphal East district have been inundated after a swollen river breached embankments and overflowed in Khurai, Heingang and Checkon areas, they said.
Waterlogging was reported on the premises of several offices, health facilities, and establishments, including All India Radio Imphal complex, and state-run Jawaharlal Nehru Institute of Medical Sciences, after the Imphal river overflowed in the Checkon area, one of the officials said.
Several patients, who have been undergoing treatment at Jawaharlal Nehru Institute of Medical Sciences at Porompat in Imphal East district, were shifted to other hospitals on Sunday evening as floodwaters entered the premises of the health facility, he said.
Local clubs, volunteers, SDRF and NDRF personnel joined hands to shift the patients after floodwaters entered the female orthopaedic and surgery wards, located on the ground floor, the official said.
Manipur Governor Ajay Kumar Bhalla visited several inundated areas of Imphal town even as the army and Assam Rifles personnel rescued nearly 800 people from submerged localities in Imphal East, the worst-affected district, they said.
Bhalla, accompanied by Chief Secretary PK Singh and other senior officials, visited Kangla Nongpok Thong, Lairikyengbam Leikai, and Singjamei Bridge in Imphal and assessed the overall situation, a Raj Bhavan statement said.
The water level of the Iril river in Imphal East district crossed the danger mark on Sunday but is yet to breach the embankments, he said.
In view of the incessant rain, the governor announced the extension of the summer vacation in schools in Imphal East and West districts and the Senapati sub-division of Senapati district until further orders.
Parts of the Senapati district have been affected after the Senapati river overflowed near Viewland colony, the officials said.
The Indian army and Assam Rifles rescued approximately 800 civilians on Saturday, a statement said.
Troops of Assam Rifles were deployed with quick reaction teams to the most affected locations in Porompat, Wankhei , Sanjenthong, Palace Compound, New Checkon, Khurai Heikrumakhong Heinang, Soibam Leikai, Wangkhei Angom Leikai, Nongmeibung Raj Bari in Imphal East district and adjoining areas.
"The total number of people rescued reached approximately 800 people, including 10 to 20 differently abled and aged individuals," the statement said.
The authorities are coordinating with all relevant departments and agencies to ensure timely relief and rehabilitation efforts, another statement said.
Meanwhile, Lok Sabha MP Angomcha Bimol Akoijam has urged the governor to declare the flood situation a "state calamity".
In a letter to Bhalla, Akoijam said the declaration would enable the activation of institutional measures to deal with the present situation.
Manipur Congress President Keisham Meghachandra Singh on Sunday alleged that the water resources department has failed to control floods in various vulnerable areas of the state.
He made the remarks during a visit to flood-affected areas of the Heingang constituency of former chief minister N Birren Singh.

Singh said that 5,457 illegal immigrants have been detected, mostly from Myanmar, after the formation of a three-member cabinet sub-committee in 2023.
"Unregulated influx of undocumented immigrants have led to unprecedented rise of new settlements and villages, especially in tribal and forested areas and encroachment in reserved forests lands, and rise in identity-based tensions and unrests as these illegal immigrants are well armed and funded by poppy/drugs cartel," the former CM said in the letter.
It has also put pressure on public services including education, housing and healthcare, he said.
"Historically, military coups in Myanmar have triggered significant cross-border movement into Indian territory, especially in Manipur, due to the porous border of 398 km," he said.
Singh said the presence of illegal immigrants from Myanmar and Bangladesh has led to large-scale poppy cultivation in the hill areas of the state.
Between 2017 and 2023, more than 15,715 acres of illegal poppy cultivation have been destroyed, he stated.
&ldquo;The significant increase in drug seizures and intensified crackdown on drug cartels have disrupted the operations of armed groups based in Myanmar and operating in Manipur, leading to a surge in riots and unrest within the state, as they seek to resist the stringent measures of the BJP-led government,&rdquo; Singh added.

Speaking on the sidelines of an event marking the 61st death anniversary of former prime minister Jawaharlal Nehru at Congress Bhavan, he said, "It is very unlikely that without orders from a competent authority, personnel of the Mahar regiment of the Indian Army would ask the staffers to cover the name of Manipur on a government bus." "That competent authority may be the governor, the DGP or the security advisor... whoever that is should politely admit the mistake to the people before any further damage is done," he added.
Manipur's name has been in existence for centuries before its merger with India in 1949. The respected governor and other competent authorities must understand this, he asserted.
"Who gave the order?" the former three-times chief minister questioned.
"The uniformed personnel have come to the state to aid the civil administration in law and order issues. But if the personnel of the Mahar regiment acted on their own, why no action has been taken against them?" the Thoubal MLA asked.
Protests erupted in Manipur after security personnel asked staffers of a government bus carrying journalists to attend Shirui Lily Festival in Ukhrul on May 20 to cover the state's name on the vehicle.
"Yesterday, the governor took a helicopter ride for just a few kilometres to reach Raj Bhavan from Imphal Airport... this is embarrassing. The road does not pass through jungles but through areas inhabited by ordinary civilians," the Congress leader added.
As Bhalla reached Imphal from Delhi on Monday afternoon, he took a helicopter from the airport to reach Kangla Fort, around 300 metres from Raj Bhavan as protesters had formed a human chain along the 6-km route from the airport to the governor&rsquo;s house demanding an apology for the May 20 incident.
Ibobi Singh also called the ruling party MLAs as being irresponsible for not forming the government despite having sufficient numbers.

The arrests were made on Monday and Tuesday, a police officer said.

The Rajya Sabha early Friday adopted a Statutory Resolution confirming the imposition of President's Rule in strife-torn Manipur with members across party lines supporting the decision.
Even though opposition members slammed the Centre for its failure to restore law and order in the state and control violence, the government said it was making all efforts to bring normalcy in the state, asserting that its policy was not to impose President's Rule in states.
Speaking at the end of the discussion on the resolution, Union Home Minister Amit Shah said a meeting between the two communities from Manipur is likely to take place in the national capital soon.
Shah informed the House that two meetings between the communities had already taken place in Manipur while the House was in session.
"...We are investing our efforts to bring peace back in Manipur. Thirteen meetings have happened. We brought up the subject late as meetings were going on. The next meeting is in the offing and the issue will see its resolution soon," the minister said.
"The path to communication is open... We don't use this for political mileage," Shah added.
He accused the Congress and other parties of trying to spread misinformation as there was "zero violence" in Manipur.
The minister claimed that on February 11, the Manipur chief minister had resigned and as the news broke, the Congress brought a no-confidence against him even though it did not have the numbers.
"I want to set the record straight. There was no no-confidence motion against the Manipur government. The Congress did not have the required numbers. They were not in a position to bring a no-confidence motion and the chief minister of Manipur had resigned," Shah said.
He said after the resignation of former chief minister N Biren Singh, no other party, including the Congress which has five MLAs, staked claim and President's Rule was imposed.
Though he admitted that 260 lives were lost in Manipur in the ethnic strife, he said the majority of people were killed in the first week of violence.
He said talks were on with both, Meitei and Kuki, communities for a peaceful solution.
Shah also attacked the opposition for "politicising" the violence and said similar incidents took place in the state during the Congress regime, when no prime minister visited the state Seven years ago, he said, a 225-day curfew was imposed in Manipur.
Even in those days of the Congress regime, no prime minister visited Manipur, he claimed.
Referring to his "Communist friends" objection to the prime minister not visiting the state, Shah said, "I don't understand what is the problem. Are they trying to safeguard Naxalism or violence in Manipur." Shah said they should be competent enough to differentiate between ethnic strife in Manipur and the problem of Naxalism.
These problems are not the same, they are different, he asserted.
The home minister accused the TMC of following "dual standards," claiming that 250 lives were lost in the post-poll violence in West Bengal alone and the state took no action in the Sandeshkhali and RG Kar Hospital incidents.
"We are not supporting any gender crime happening in Manipur. We will deal with that. You could not deal with what was happening in West Bengal," he said.
Shah said the northeast has a history of ethnic struggle, but the BJP never "politicised" it.
In 1993, he said, the Naga-Kuki strife broke out and continued till 1998, claiming 750 lives.
But, the then PM did not visit the region, he claimed.
Shah said such struggles take time to cool off and many a time five years have taken for normalcy to return.
Earlier, initiating the discussion on a statutory resolution on the imposition of President's Rule in Manipur, Leader of Opposition Mallikarjun Kharge asked Prime Minister Narendra Modi to visit strife-torn Manipur at the earliest to restore order.
Kharge said the Modi government failed to govern the northeastern state despite having a majority there. "For nearly two years, Manipur has been burning and the government has totally failed in stopping the violence," he said.
He alleged that the BJP's "double-engine" government promised stability, but instead, delivered "bloodshed, division, and economic collapse" to the state.
"I would urge the prime minister to visit Manipur, meet the affected people resolve their issues and set right the law and order situation there," he said.
The Congress leader also demanded a thorough inquiry into the violence in Manipur and also a white paper tabled in the Parliament on the matter.&nbsp;

Hmar Inpui demanded that those responsible for the assault present themselves at their office by 10 a.m. on Monday.

&ldquo;The arrested person was involved in extortion activities,&rdquo; police said.
