Congress releases manifesto for Himachal Pradesh polls

The Congress on Saturday released its manifesto for the November 12 Himachal Pradesh Assembly elections in the presence of Chhattisgarh Chief Minister Bhupesh Baghel.
The party has promised to implement the old pension scheme, 300 units of free power and Rs 10 crore 'StartUp fund' in each constituency.
Others present at the party's poll manifesto release included AICC in-charge for Himachal Rajeev Shukla, former PCC chief Sukhwinder Singh Sukhu and AICC secretaries Tejinder Pal Bittu and Manish Chatrath.
Party's poll manifesto committee chairman Dhani Ram Shandil said the BJP has failed to live up to the expectations of people and not fulfilled the promises made five years ago.
"This is not just a poll manifesto but a document prepared for the development and welfare of the people of Himachal Pradesh," Shandil said.
The Congress is banking on anti-incumbency factor and urging voters not to reelect the BJP in the state.

The Supreme Court on Thursday ruled out the possibility of considering a plea for de-recognising parties for promising freebies. 
A bench comprising CJI NV Ramana and Justice Krishna Murari stated that the idea to de-recognise political parties for making promises to give irrational freebies during the polls was “undemocratic”. 
CJI Ramana said freebie culture is a serious issue, but he will not encroach into the legislative domain. However, he asserted that freebies and social welfare are two different things and a balance has to be maintained between the economy losing money and welfare measures.
The court said those who are getting (the freebies), they want it. People are paying taxes and they may seek its use for developmental processes. Both sides have to be heard by committee, it added
Adjourning the matter for August 17, the CJI sought suggestions from relevant stakeholders in the matter saying that there must be someone who can put their vision and thoughts before he August 26, when he demits the office.
The apex court was hearing a PIL by lawyer Ashwini Upadhyay, which opposes the practice of political parties promising freebies during elections, and seeks the Election Commission to invoke its powers to freeze their election symbols and cancel their registration.
Earlier, PM Modi in a dig at Opposition had used the term 'revdi' (freebie) culture for parties allegedly luring people in the garb of poll manifesto.
AAP national convenor Arvind Kerjiwal had hit back saying that it was sad to see his government's development schemes being labelled as 'revdis'.

Two days before Punjab votes to elect its next government, the ruling Congress party released its manifesto.&nbsp;With a 12-point agenda, the party claimed that its sole focus is "maximum development of Punjab".
The party said that if re-elected, the&nbsp;CM's first decision would be for creation of 1 lakh jobs every year. Congress also promised&nbsp;Rs 1,100 per month, and 8 cylinders per year for needy women.
Free health services for all in govt hospitals, and education aid up to Rs 20,000 &amp; computer for needy girls was part of the manifesto.&nbsp;Free education for needy students in govt institutes and the promise to continue SC scholarship while adding BC, General category were part of the document.
The manifesto mentioned ending inspector raj, and bringing 170 services online like birth, death certificates. For startups, the Congress promised a&nbsp;Rs 1,000-crore investment fund, and&nbsp;Rs 2 lakh interest-free loans.
Congress promised to increase wages and man-days under MGNREGA, and hike old-age pension to Rs 3,100. The party also promised conversion of 'kaccha' houses to 'pakka' houses in 6 months, and&nbsp;MSP procurement of pulses, oilseeds, corn to woo farmers.
The Congress also announced setting up of government corporations for liquor, sand mining, and better regulation of transport, and cable, which would "break monopolies", and end "mafia raj", as per the party.
Chief Minister Charanjit Singh Channi and state Congress president Navjot Singh Sidhu were present at the event.
The two were believed to be engaged in a tussle in the run-up to the polls, with both eyeing the CM's chair.&nbsp;However, Congress leader Rahul Gandhi eventually announced Channi as the party's CM face after a poll of party workers and leaders.
Punjab is voting on February 20 and results will be declared on March 10.
