The opposition on Wednesday hit out at anti-graft ombudsman Lokpal after it floated a tender to procure seven luxurious BMW cars, saying the guardians of integrity are chasing luxury over legitimacy.&nbsp;
Senior Congress leader and former home minister P Chidambaram questioned as to when judges of the Supreme Court are provided modest sedans, why do the chairman and six members of the Lokpal require BMW cars.&nbsp;
"Why spend public money to acquire these cars? I hope that at least one or two members of the Lokpal have refused, or will refuse, to accept these cars," Chidambaram said on X.&nbsp;
Senior Congress leader Abhishek Manu Singhvi also criticised the move and took a swipe at Lokpal.&nbsp;
"I chaired the Parliamentary Committee on Lokpal. Dr. L.M. Singhvi first conceived idea of Lokpal in the early 1960s. To see this anti-corruption body now ordering BMWs for its members is tragic irony, the guardians of integrity chasing luxury over legitimacy," Singhvi said on X.&nbsp;
In another post, he said, "8,703 complaints. Only 24 probes. 6 prosecution sanctions. And now, BMWs worth Rs 70 lakh each. If this is our anti-corruption watchdog, it's more poodle than panther!" In a post on X, TMC MP Saket Gokhale said, "Lokpal's luxury. Annual budget of India's Lokpal is Rs 44.32 crore. Now, Lokpal is purchasing 7 luxury BMW cars at approx Rs 5 crores for all members. This equals 10% of the entire annual budget." "Lokpal is supposedly an anti-corruption body. So who will probe the corrupt Lokpal?" he said.&nbsp;
Shiv Sena (UBT) MP Priyanka Chaturvedi also lashed out at Lokpal for inviting tenders from reputed agencies for supply of seven BMW 3 Series Li Cars.&nbsp;
"Gazab ka Jokepal at Indian taxpayers expense. Oh between what happened to Swadesi call by GoI?" she said on X.&nbsp;
Anti-graft ombudsman Lokpal has floated a tender to procure seven luxurious BMW cars, collectively worth around Rs 5 crore.&nbsp;
According to the tender and the manufacturer's website, the long-wheelbase sedan, with an on-road price of approximately Rs 69.5 lakh per unit in Delhi, is described as the longest and most spacious car in the segment designed for outstanding comfort in an extremely luxurious cabin.&nbsp;
"The Lokpal of India invites open tenders from reputed agencies for supply of seven BMW 3 series 330Li cars to the Lokpal of India," read the tender floated on October 16 which specifically mentioned procurement of the 'M Sport' model with "long wheelbase" and in white colour.&nbsp;
The procurement aims to provide a vehicle for each of the institution's current members, including Chairman Justice A M Khanwilkar (retd) and six other members. The sanctioned strength of the Lokpal is eight.&nbsp;
The Lokpal's tender mandates that the selected vendor must conduct a comprehensive seven-day practical and theoretical training programme for the anti-graft ombudsman's drivers and designated staff for which the cost will be borne exclusively by the vendor.&nbsp;
This training, which must be completed within 15 days of the vehicles' delivery, is required to cover "familiarisation with all controls, features and safety systems", "emergency handling", and a minimum of 50 to 100 kilometres of on-road practice for each driver.&nbsp;
The last date for bid submission is November 6, with an earnest money deposit of Rs 10 lakh required from bidders. Delivery is sought "preferably two weeks but not later than 30 days" from the supply order date, according to the tender.

The Supreme Court will clarify Lokpal's authority over judicial complaints under the Lokpal Act. Emphasis is on jurisdiction, not allegations.

In a significant legal development, the Supreme Court has postponed until April 15 its examination of a suo motu case addressing the Lokpal's jurisdiction over allegations against a sitting high court judge. The case focuses on the scope of the Lokpal and Lokayuktas Act, 2013, rather than reviewing the specifics of the allegations.
A three-judge bench comprising Justices B R Gavai, Surya Kant, and A S Oka is tasked with clarifying whether the Lokpal has the authority to investigate such complaints. "Our concern is strictly with the jurisdiction under the Lokpal Act," Justice Gavai emphasized.
Previously, on February 27, the Supreme Court had expressed concern over the Lokpal's January 27 decision, which it described as "very disturbing." That order was in response to two complaints against a serving additional judge of a high court.
Recognizing the importance of all perspectives, the court appointed senior advocate Ranjit Kumar as amicus curiae to aid its deliberations. Despite being offered legal assistance, the complainant opted to represent himself.
Solicitor General Tushar Mehta, representing the Central government, highlighted that the core matter was a legal question regarding the Act's jurisdiction. "The analysis of a specific section of the Lokpal Act is required to ascertain the Lokpal's jurisdiction," he stated.
Justice Gavai pointed out that there are existing mechanisms for addressing complaints against judges.
Senior advocate Kapil Sibal challenged the Lokpal's decision, raising a broader constitutional query. "The fundamental issue is whether a complaint can bypass constitutional authority," he argued, while SG Mehta referenced existing judgments relevant to the case.
&ldquo;This is not about the ability to file an FIR against a constitutional court judge,&rdquo; Mehta clarified, emphasizing that procedural matters such as police considerations and sanctions are not under discussion.
In a protective measure, the court assured the complainant that his identity would remain confidential in the records. "We acknowledge the issue you're raising," Justice Gavai assured him.
The contested Lokpal order, led by former Supreme Court judge Justice A M Khanwilkar, argued that judges fall under the "any person" category in Section 14(1)(f) of the Lokpal Act. The order, however, did not address the merits of the allegations, underscoring its focus solely on jurisdictional interpretation.

In a significant development, the head of the government's prestigious bullet train project was sacked amid allegations of corruption. Satish Agnihotri was removed as the Managing Director of the National High Speed Rail Corporation Ltd (NHSRCL), as per news agency PTI.
The action came after a Lokpal court on 2 June 2022, ordered CBI to ascertain if charges of corruption are made out against Agnihotri. It has been claimed that when Agnihotri was CMD of Rail Vikas Nigam Ltd, he struck a quid pro quo deal with a private company.
Agnihotri has also been accused of taking up a job in a private company within one year of his retirement without the Central government's permission.
Agnihotri has challenged the allegations, claiming that he never favoured any companies, and his son did not work in any firm which secured contracts, the PTI report said. Agnihotri has also claimed that he had written to the Central government for waiver of the one year cooling-off period for private employment.
He is a 1982-batch IRSE officer who reportedly has over 20 years of experience in implementation of mega rail projects.
The NHSRCL, which is a joint venture between the Centre and states for bullet train and other high-speed projects, will now be headed by Director, Projects Rajendra Prasad for 3 months.
