Delhi government will soon introduce special counters for women at its L-10 category alcohol shops. The dedicated counters will be brought up in malls and airports.

Following the liquor policy scam, all private vends which are generally spacious, were shut in the national capital. Only government shops have been operational which are too crowded for women to buy liquor.&nbsp;
A total of six L-10 vends have been reportedly opened in Delhi, all in malls. However, such vends are yet to be opened at the airports under the old excise regime.

The Enforcement Directorate (ED) on Friday raided at least 25 locations in the national capital as part of its ongoing money laundering investigation into the now-scrapped Delhi Excise policy, officials said.
The premises covered under the search operation belong to private entities linked to liquor dealership and distributorship, they said.
The federal agency has conducted multiple raids in this case till now and had also arrested Sameer Mahandru, a liquor businessman and managing director of liquor manufacturing company Indospirit, last month in the case. &nbsp; The money laundering case stems from a CBI FIR that had named Delhi Deputy Chief Minister Manish Sisodia as an accused among others.
The scheme came under the scanner after the Delhi LG recommended a CBI probe into the alleged irregularities in the implementation of Delhi's Excise Policy 2021-22. He had also suspended 11 excise officials in the matter.&nbsp;

The ED had arrested Satyendar Jain and two others in a money laundering case based on a CBI FIR in 2017 under the Prevention of Corruption Act. The minister has been accused of having laundered money through four companies allegedly linked to him.
The Delhi Minister is also being questioned by the probe agency in the alleged &nbsp;excise policy&nbsp; scam. Goel had recently allowed the ED to question him inside the jail on September 16 with regard to the case, which has become a flashpoint between the city's AAP government and the Centre.&nbsp;

The Delhi Excise department is devising ways to dispose 70 lakh bottles of liquor, including wine, and to roll them for resale under the new excise regime.
The stock, bought under the now now-scrapped liquor policy, is lying in godowns and warehouses. As per officials only 25 lakh liquor bottles of registered brands of spirits and beers, which are registered under the present excise policy, may be sold.
The government has not devised any plans for the remaining 45 lakh unregistered bottles of liquor.  As per official sources, government is thinking to registered the remaining brands under the new policy and selling them off. In case of the plan doesn’t work out, the department may have to destroy the remaining bottles of liquor.
The stock was bought under Delhi Excise policy 2021-22, which later got scrapped amid allegations of irregularities. Items bought in the stock includes beer and alcohol, like whiskey, rum, vodka, gin etc. However, in the new excise policy, many of the brands were not registered on the new policy.
Vendors who bought the stock under the previous policy couldn’t sell the stock as the CBI started investigating allegations of irregularities in the policy. During the investigation, CBI, even raided Delhi Deputy Chief Minister Manish Sisodia's house to investigate allegations so his involvement in the case.
An official told, “L-1 licensees holders have paid excise fee and if government doesn’t give them permission to sell the stock and decide to destroy it they will face losses.” He further added “The leftover beer may expire without proper refrigeration.
Vinod Giri, Director of the Confederation of Indian Alcoholic Beverage Companies (CIABC), in a statement said “The industry is concerned about the stock left at L1s during the two policy changeovers. However, under the excise policy in effect from November 16, 2021, until August 31, duty was embedded in the vend licence fee. The tax treatment of the two was different. A few months after November 2021, companies were allowed to transfer their leftover stock to new L1, but permission to sell was not given. That stock is still at L1 warehouses.”
He further added, “ Also, the Excise department has asked for full annual licence fees for brands this year despite only seven months being left and hence some companies may not renew their licence.”
CIABC has written a letter to the Excise commissioner and Finance department to find a solution for the leftover stock.

The Enforcement Directorate on Tuesday conducted searches at multiple locations spread across Delhi and five states as part of a money laundering investigation into alleged irregularities in the Delhi Excise Policy, officials said.
Delhi Deputy Chief Minister Manish Sisodia and some bureaucrats have been named as accused in the alleged scam related to the Delhi excise policy, which has now been rolled back.
Around 30 premises in Delhi, Telangana, Maharashtra, Haryana, Uttar Pradesh and Karnataka are being searched and private individuals named in the case are being raided, the officials said.
But these do not include premises linked to Sisodia or any other government servant, they said.
The federal agency initiated a probe in the case, under the criminal sections of the Prevention of Money Laundering Act (PMLA), after taking cognisance of a CBI FIR that has named Sisodia and 14 others. &nbsp;The CBI had conducted raids in the case on August 19, covering the Delhi residences of Sisodia (50), IAS officer and former Delhi excise commissioner Arava Gopi Krishna, and 19 other locations across seven states and Union Territories.
Sisodia holds multiple portfolios in the Chief Minister Arvind Kejriwal-led Delhi government including excise and education.
The ED is probing if alleged irregularities were done in the formulation and execution of the Delhi Excise Policy brought out in November last year.
The scheme came under the scanner after Delhi Lt Governor V K Saxena recently recommended a CBI probe into the alleged irregularities in the implementation of Delhi's Excise Policy 2021-22. He had also suspended 11 excise officials in the matter. Sisodia too demanded a CBI probe into the alleged irregularities in the policy. &nbsp;
The CBI inquiry was recommended on the findings of the Delhi chief secretary's report filed in July showing prima facie violations of the GNCTD Act 1991, Transaction of Business Rules (ToBR)-1993, Delhi Excise Act-2009 and Delhi Excise Rules-2010, officials said. &nbsp;
The ED, during its probe, will analyse if individuals and companies who were involved in the policy-making of this scheme and related entities generated any "proceeds of crime under the definition of PMLA" and if there was any possible creation of illegal or benami assets, sources had said. &nbsp;
The agency has powers to attach such assets and question, arrest and prosecute those who indulge in the offence of money laundering. &nbsp;According to officials, the chief secretary's report had shown prima facie violations, including "deliberate and gross procedural lapses", to provide post-tender "undue benefits to liquor licensees" through the policy. &nbsp;
It is alleged that undue financial favours were extended to liquor licensees after the tenders were awarded, causing loss to the exchequer.
The excise department gave a waiver of Rs 144.36 crore to the licensees on the tendered licence fee on the excuse of COVID-19, sources claimed. They added that it also refunded the earnest money of Rs 30 crore to the lowest bidder for the licence of the airport zone when it failed to obtain a no-objection certificate (NOC) from airport authorities. &nbsp;
"It was in gross violation of rule 48(11)(b) of the Delhi Excise Rules, 2010, which clearly stipulates that the successful bidder must complete all formalities for the grant of the licence, failing which all deposits made by him shall stand forfeited to the government," a source said. &nbsp;
The Excise Policy 2021-22, formulated on the basis of an expert committee report, was implemented on November 17 last year and retail licences were issued under it to private bidders for 849 vends across the city, divided into 32 zones.&nbsp;
