Amid demands by the Opposition for an immediate discussion on the special intensive revision of electoral rolls, Parliamentary Affairs Minister Kiren Rijiju on Tuesday said the government is ready to discuss anything but the Opposition should not fix timelines.
After Leader of Opposition Mallikarjun Kharge demanded that a discussion on the crucial issue of SIR should begin in the House immediately, Rijiju said he will hold consultations with leaders of various parties on Tuesday and chalk out a solution.
Leader of the House in Rajya Sabha J P Nadda said the Parliamentary Affairs Minister has already said that "we will come back." "I am told that very soon a meeting is going to take place with Opposition leaders and very soon we will decide," Nadda said.
Responding to Kharge's demand for an immediate discussion on SIR, Rijiju said "please don't put timeline condition on anything." "I am going to engage with leaders of various political parties, it may be formally or informally. Ultimately, it will come to you when we start the consultations. The problem begins when you start questioning the time. Everything cannot be mechanical. In Parliamentary democracy, we have to engage in dialogue, we have to engage in discussion," Rijiju said.
He said there are many issues in the country, but they should not undermine one issue and take up another issue as all the issues are important. "You are unable to win elections and people do not believe in you and you vent out your anger in Parliament. This is not right. In a democracy, there is a platform of elections with the people. We said yesterday too that we are ready to discuss and you should at least hold consultations. But, they try to fix the time, saying government should tell now. This is not right," Rijiju said while taking a swipe at the Opposition.
Earlier, Kharge said notices were given by them on Tuesday under Rule 267, which the chairman has rejected without listing the subject and the reasons, which has not been the tradition. He said suddenly it has happened that for the members who give notices, neither their name nor the subject of the notice is read out.
"Our appeal is that there should be an immediate discussion on SIR. This is a very serious issue, because the lives of BLOs are at stake in the country. Discussion on SIR is in the interest of the country, citizens, and democracy. We are all ready to discuss this issue with the government," he said.
The Opposition leader said these are urgent matters as more than 28 people have died due to the SIR work pressure. "I want the discussion to take place now, only in the interest of democracy, citizens and our country. I request that you allow the discussion. We will cooperate with you if you allow," he asserted.

AIMIM president Asaduddin Owaisi and Union Minister Kiren Rijiju on Monday engaged in a war of words on social media, with the former slamming the BJP leader over his statement that India is the only country where the minorities get more benefits and protections than the majority community, saying minority rights are fundamental rights, not charity.
The Hyderabad MP, in a post on 'X', said, "You are a Minister of the Indian Republic, not a monarch. @KirenRijiju You hold a constitutional post, not a throne. Minority rights are fundamental rights, not charity." "India&rsquo;s minorities are not even second-class citizens anymore. We are hostages," Owaisi alleged.
The AIMIM chief attacked Rijiju on the Waqf (Amendment) Act, and asked can Muslims be members of Hindu Endowment Boards? "No. But your Waqf Amendment Act forces non-Muslims onto Waqf Boards &mdash; and allows them to form a majority." He further said the BJP-led central government "discontinued" the Maulana Azad National Fellowship, "defunded" the pre-matric scholarship and limited the post-matric and merit-cum-means scholarships. "All because they benefited Muslim students," he said.
Owaisi said Muslims are now the only group whose numbers have fallen in higher education and their presence in the informal economy has gone up. "They have been among the worst-hit by your government's economic policies," he alleged.
Muslim-concentrated areas are the ones most starved of public infrastructure and basic services, he claimed.
"We are not asking to be compared with other minorities of other countries. We are not asking for more than what the majority community gets. We are demanding what the Constitution promises: social, economic, and political justice," Owaisi said.
Replying to the AIMIM president, Union Minister for Parliamentary Affairs and Minority Affairs Rijiju in a post on 'X' said, "Ok... How come Minorities from our neighbouring countries prefer to come to India &amp; our Minorities don't migrate? Prime Minister @narendramodi ji&rsquo;s welfare schemes are for all. The schemes of the Ministry of Minority Affairs provide additional benefits to the Minorities." Hitting back, Owaisi in a social media post said, "If we don&rsquo;t migrate it means we are happy. Actually, we are not in the habit of fleeing: we did not run away from the British, we did not run away during partition, and we did not run away because of Jammu, Nellie, Gujarat, Moradabad, Delhi etc massacres. Our history is proof that we neither collaborate with our oppressors nor do we hide from them.

India should be clear of the anti-China separatist nature of the 14th Dalai Lama and honour its commitments on Xizang (Tibet) related issues, Chinese Foreign Ministry spokesperson Mao Ning told a media briefing here responding to a question on Rijiju&rsquo;s comments. China refers to Tibet as Xizang.
India should exercise caution in its words and actions, stop interfering in China&rsquo;s internal affairs with Xizang related issues and avoid impact on the improvement and development of the China-India relationship, Mao said.
Rijiju on Thursday asserted that the decision on the incarnation of the Dalai Lama would be taken by the established institution and the leader of Tibetan Buddhists himself and no one else.
It was the first reaction from a senior Indian government functionary on the comments of the Dalai Lama on his successor.
On Wednesday, the Tibetan spiritual leader said that the institution of the Dalai Lama will continue, and only the Gaden Phodrang Trust - founded by his office in 2015 - will have the authority to recognise his future reincarnation.
Rijiju's remarks came after China rejected the Nobel Peace laureate's succession plan, insisting that any future heir must receive its seal of approval.
Rijiju, a practising Buddhist, and Rajiv Ranjan Singh, a fellow Union minister, are representing the Government of India at the Dalai Lama's 90th birthday celebrations in Dharamshala on July 6.
The minister said that the birthday event is a religious function and has nothing to do with politics.
Mao reiterated China&rsquo;s stand that the reincarnation of the Dalai Lama and the Panchen Lama, the second-high priest of Tibetan Buddhism, has to comply with rigorous religious rituals and historical conventions in line with domestic search, lots drawn from a 'golden urn' and the central government's approval.
The present 14th Dalai Lama went through this procedure and was approved by the then-central government, she said.

Union minister Kiren Rijiju on Tuesday expressed concern over alleged attempts to delay the ambitious Frontier Highway project in Arunachal Pradesh, and claimed that the "disease of compensation" has afflicted a section of the state's people.
The Arunachal Frontier Highway is a 1,748 km long road that will stretch from Bomdila in the west to Vijaynagar in the east, running parallel to the Line of Actual Control (LAC). Considered a "game changer" for the border areas of the state, the project's estimated cost is Rs 42,000 crore.
Speaking at a function held here to mark the completion of 11 years of the Narendra Modi government, Rijiju said he was "saddened and equally happy" about the project: happy because it marks a long-cherished dream for the state, and sad because a few vested interests are trying to delay it in the name of compensation.
&ldquo;The Frontier Highway is the country&rsquo;s biggest road project with a total outlay of Rs 42,000 crore. It&rsquo;s our dream project to connect remote border areas that have been neglected for decades,&rdquo; the Minority Affairs and Parliamentary Affairs minister said.
The Arunachal West MP said that Prime Minister Narendra Modi has issued strict instructions for the highway's speedy completion, underscoring the project's national importance.
&ldquo;We never imagined that a highway would come up in places where only porter tracks existed. This is a game-changer,&rdquo; he added.
However, the minister did not mince words in highlighting the roadblocks.
&ldquo;The major disease in our society is compensation. After sanctioning the project, land officers, in connivance with local leaders, are trying to divert the alignment to claim hefty compensation. This is not acceptable,&rdquo; he said.
Terming it a "cancerous practice", Rijiju warned that the government would not tolerate such actions.
&ldquo;To earn easy money, a section of people is hell-bent on jeopardising this visionary project. We work hard to get schemes sanctioned, and some are trying to delay them for personal gains. If you really want to earn, do normal work,&rdquo; he said.
The Union minister said that compensation for genuinely affected landowners would be paid soon, but warned against any attempts to exploit the system.
Rijiju added that he has held separate meetings with the Union Cabinet Secretary, the State Chief Secretary, Chief Minister Pema Khandu, and the Secretary of the Ministry of Road Transport and Highways to ensure timely execution of the project.
Urging Khandu to intervene, Rijiju called upon elected representatives to stop such malpractices and ensure that the project progresses without hindrance.
&ldquo;This project is not just about connectivity, it is about ensuring development reaches the last village. It is intended to reverse migration from border areas,&rdquo; he said.
The Frontier Highway will run along the India-Tibet-China-Myanmar border, passing through strategic regions as close as 20 km from the LAC and international borders.
The highway will start from Bomdila and traverse through Nafra, Huri, and Monigong before ending in Vijaynagar, near the India-Myanmar border.
Rijiju added that the highway is a key component of the Centre&rsquo;s Vibrant Villages Programme, which aims to boost infrastructure and development in India&rsquo;s border areas.
Highlighting the broader development under the BJP-led NDA government in the past 11 years, Rijiju said the northeast region has seen transformative changes, with Arunachal Pradesh now being placed at the center of India&rsquo;s border infrastructure push.
&ldquo;This project is about securing our borders, uplifting our people,&rdquo; he added.

BJP national spokesperson Shehzad Poonawalla alleged the Congress has deployed Udit Raj to attack Tharoor at the behest of Gandhi at a time when a multi-party Indian delegation, led by the Congress MP, is abroad to expose Pakistan at the international forum.
He said the Congress, "which is launching missiles at its own leader", won&rsquo;t say a word against Pakistan.

The Lok Sabha early Thursday passed the Waqf (Amendment) Bill, 2025, after over a 12-hour debate, which saw the ruling NDA strongly defending the legislation as beneficial for minorities, while the opposition described it as "anti-Muslim".
The Bill was passed after all amendments moved by the opposition members were rejected by voice votes.
It was passed after a division of votes -- 288 in favour and 232 against. In his reply to the debate, Union Minorities Affairs Minister Kiren Rijiju said there is no place in the world safer than India for minorities and they are safe because the majority is entirely secular.
He said even a minuscule minority community like the Parsis are safe in India and all minorities here live with pride. "Some members have said that minorities are not safe in India. This statement is completely false.
There is no place safer than India for minorities. I am also a minority and we all are living here without any fear and with pride," he said after the debate on the Bill. The minister said whenever a minority community faces persecution, it always comes to India to take refuge and cited the examples of the Dalai Lama and the Tibetan community, minorities of Pakistan, Bangladesh, Afghanistan, Myanmar and Sri Lanka. "Minorities of Bangladesh, Pakistan and Afghanistan came to India after facing religious persecution in their respective countries. How can you say that minorities are not safe in India. Very, very wrong to say this.
"The coming generation will never forgive you. Minorities in India are safe because the majorities of the country are fully secular. This is not the case in Pakistan, Bangladesh and Afghanistan. But still, you abuse us," he said. Rijiju said, through the Bill, the NDA government is going to unify all minorities in the country.
He also highlighted the "wholehearted" support of the Christian community for the Bill. He said a large number of disputes are pending with the Waqf tribunals and through the legislation, the government wants to expedite these cases.
"We want to expedite the resolution of the disputes in the tribunals. Justice delayed is justice denied. Widows, divorcees, and orphans will be given justice through the Bill," he said.
Earlier, making an intervention in the debate, Union Home Minister Amit Shah asserted that a vote bank was being created by intimidating minorities and confusion being spread in the country in the name of the Waqf bill.
"The Narendra Modi government runs on a very clear principle that we will not bring any law for vote bank because law is for justice and welfare of people," he said, adding, "Everyone has the right to follow their religion, but conversion cannot be done for greed, temptation and fear."
He stressed that it has become a fashion to create fear among the people of the minority community. "It is the resolve of the Modi government that no citizen of this country, irrespective of his religion, will be harmed," Shah said.
He said the non-Muslims in Waqf council and boards are meant purely to ensure the administration of properties in accordance with stated aims. Shah said if there had not been an amendment in the Wakf Act in 2013, there would have been no need to bring this legislation.
"Elections were due in 2014 and in 2013, the extreme Wakf law was made overnight for the purpose of appeasement. As a result, 123 properties in Delhi's Lutyen's Zone were handed over to the Wakf just 25 days before the elections," he said.
He said a vote bank was being consolidated by intimidating minorities and confusion being spread to strike fear among minorities. Earlier, there was no provision to include any non-Muslim among those who run religious institutions and the NDA government is not going to do it either, he said.
Congress MP Gaurav Gogoi said the INDIA bloc will oppose the proposed changes to the Waqf law and called the Bill an attack on the basic structure of the Constitution. He accused the government of misleading Parliament, referencing past discussions on the matter.
"This Bill is an attack on the basic structure of our Constitution, an attack on our federal structure, and has four primary objectives: to dilute the Constitution, to defame minority communities, to divide Indian society, and to disenfranchise minorities," he alleged. Samajwadi Party chief Akhilesh Yadav claimed that the Bill was a BJP ploy for polarisation following its reverses in the 2024 Lok Sabha polls.
He claimed the Bill would send a wrong message to the world and dent the country's secular image. The Bill will prove to be a "Waterloo" for the BJP as some of its allies might be claiming to support the legislation but inside they are not happy about it, he said. Participating in the debate, AIMIM chief Asaduddin Owaisi staged a symbolic protest by tearing up a copy of the Bill.
Leader of Opposition in Lok Sabha Rahul Gandhi, in a post on X, called the Waqf Bill a weapon, aimed at marginalising Muslims and usurping their personal laws and property rights. "This attack on the Constitution by the RSS, BJP and their allies is aimed at Muslims today but sets a precedent to target other communities in the future," he said.
According to the Waqf (Amendment) Bill, Waqf tribunals will be strengthened, a structured selection process will be maintained, and a tenure will be fixed to ensure efficient dispute resolution.
As per the Bill, while Waqf institutions' mandatory contribution to Waqf boards is reduced from 7 per cent to 5 per cent, Waqf institutions earning over Rs 1 lakh will undergo audits by state-sponsored auditors. A centralised portal will automate Waqf property management, improving efficiency and transparency. The Bill proposes that practising Muslims (for at least five years) can dedicate their property to the Waqf, restoring pre-2013 rules. It stipulates that women must receive their inheritance before the Waqf declaration, with special provisions for widows, divorced women and orphans.
The Bill proposes that an officer above the rank of collector investigate government properties claimed as Waqf. It also proposes that non-Muslim members be included in the central and state Waqf boards for inclusivity.

Union Minister Kiren Rijiju on Thursday said the three-language formula in the New Education Policy (NEP) is good for the whole country.
Responding to a query regarding the ongoing serious debate on the three-language policy in the NEP, especially from the southern states, he said that there are some miscommunications or some people deliberately "trying to play politics".
"The three-language policy in the national education policy is good for the whole country," the Union Minister for Parliamentary Affairs and Minority Affairs told reporters here.
Rijiju was in Thiruvananthapuram to attend the regional review meeting and training workshop on the Pradhan Mantri Jan Vikas Karyakram (PMJVK) for the states and union territories of the Southern Region.
"Today, honourable Prime Minister Narendra Modi Ji is the Prime Minister of India, but Hindi is not his mother tongue; his mother tongue is Gujarati. Our Home Minister Amit Shah ji his mother tongue is Gujarati. The Education Minister, Dharmendra Pradhan, has Odia as his mother tongue and my mother tongue is Arunachali, but we are working as a team with the interest of our country foremost," Rijiju said.
So, let us not divide the country on the basis of religion or language, he added.
"We are all Indians; let us work together and Prime Minister Modi ji has continuously said that every region, every community, and everybody in India is equal, and everybody will be given equal treatment for protection and equal preference, so let us not divide the country on the basis of caste, creed, religion or community or state or region."
His statement came amidst strong opposition from the Tamil Nadu government against NEP 2020, which raised concerns over the "three-language formula" and accused the Centre of "attempting to impose Hindi".
Tamil Nadu Chief Minister M K Stalin reiterated his firm stance, stating that he would not agree to implement the NEP even if the Centre offered Rs 10,000 crore in funding.
In contrast, as per media reports, Andhra Pradesh Chief Minister Chandrababu Naidu voiced strong support for the Centre, advocating for the learning of not just three but multiple languages.
