In an open letter published in the Washington Post, Hatice Cengiz has urged Bieber to cancel the performance and not sing for the "murderers of her beloved Jamal".
She also appealed to the Canadian singer to send a powerful message to the world that his name and talent will not be used to restore the reputation of a regime that kills its critics.
Meanwhile, several human rights groups have urged the performers including Bieber to speak out against human rights issues in the kingdom.
Khashoggi, a Saudi-born journalist who wrote opinion columns critical of the Saudi crown prince, was killed in Istanbul in 2018.

The lawsuit was filed Tuesday in Washington, D.C., on behalf of Khashoggi's fiancee Hatice Cengiz and the human rights organization Democracy for the Arab World Now that Khashoggi founded shortly before his death. It names Prince Mohammed and a host of Saudi officials, accusing them of a &ldquo;brutal and brazen crime&rdquo; that was the result of &ldquo;weeks of planning" and premeditation.

Saudi Arabia's state television aired few details about the final verdicts issued by the Riyadh Criminal Court against the eight Saudi nationals. Their names were not made public.
The court ordered a maximum sentence of 20 years in prison for five of the defendants.
Another received a 10-year sentence, and two others were ordered to serve seven years in prison.
The trial was widely criticized by rights groups and an independent U.N. investigator, who noted that no senior officials nor anyone suspected of ordering the killing was found guilty.
The independence of the court was also brought into question.
