Action in 'old cases': JNUSU calls for protest march against new protest manual

The Jawaharlal Nehru University Students' Union (JNUSU) on Saturday said it will take out a torch march on December 23 to protest against the proctorial inquries initiated against students organising demonstrations on the university campus.
The union would also start a signature campaign to spread awareness among students about the revised varsity manual that has restricted staging any form of protest in select areas on the campus, it added.
The JNUSU on Friday also announced its decision to start non-cooperation with the administration if their demands are not met before the commencement of the winter semester in 2024.
The students' union has claimed that the administration has initiated inquries against them in old cases dating back to five years and has demanded rescission of all disciplinary actions against students.
The revised Chief Proctor Office (CPO) manual released in November has received sharp criticism by students' organisations cutting across party lines for penalising protests in certain areas, among other stringent rules.
Putting up wall posters and staging dharnas within 100 metres of the academic buildings at the Jawaharlal Nehru University can lead to a fine of up to Rs 20,000 or expulsion while any "anti-national" act will attract a Rs 10,000 fine, according to the new manual.
Various student unions have demanded the withdrawal of the CPO manual calling it "dictatorial" and "anti-student" and have submitted a memorandum to the vice-chancellor seeking action.
"To resist this attack on the democratic functioning of the university, JNUSU along with other student outfits will hold a mashal juloos (torch march) on December 23 on the campus," JNUSU joint secretary Md Danish said while speaking to PTI.
"We will also start a door-to-door signature campaign to spread awareness about the CPO manual as many students are still unaware of the stringent curbs outlined in the manual," Danish added.
He alleged that the administration is trying to ''cover up" the controversy stirred around the protest ban by saying that protesting on campus is allowed but only in designated areas.
"Why is there a need to ban protest anywhere on the campus at all? It's the sole medium of students to let their voices be heard which is being strangled by the administration," he said.

A circular for a counselling session by Jawaharlal Nehru University on sexual harassment has drawn the ire of student outfits who said it reeks of victim shaming.
The circular has been panned for saying girls are "supposed to know how to draw a tangible line between them and their male friends".The internal complaints committee of the JNU has uploaded the circular on the varsity's website saying that it will organise a counselling session on sexual harassment on January 17. It also said that such sessions will be organised on a monthly basis.
Under the subhead "why is the counselling session required", the circular said that it will make students aware about what consists of sexual harassment.
The part that has raised the stink states:
"ICC come across a number of cases where sexual harassment takes place among close friends. Boys generally cross (sometimes advertently, sometimes inadvertently) the thin line between friendship's bantering and sexual harassment. Girls are supposed to know how to draw a tangible line (between them and their male friends) to avoid any such harassment (sic)".
Jawaharlal Nehru University Students' Union president Aishe Ghosh has dubbed it as "victim shaming".
Calling the remark "regressive" and "moral policing", Ghosh such a remark, "creates a space where harassment becomes rampant and make women unsafe".

Members of the Rashtriya Swayamsevak Sangh (RSS)-affiliated ABVP and the JNUSU allegedly got into an argument over organising a programme at the student union hall in Jawaharlal Nehru University campus in Delhi, police said on Monday.
The Akhil Bharatiya Vidyarthi Parishad (ABVP) and the Jawaharlal Nehru University Students' Union (JNUSU) accused each other of attacking their members and injuring other students on Sunday night.
An FIR has not been registered yet, police said.
According to a statement by the left student bodies, an organisation had booked the student union hall for November 14 -- the birth anniversary of the country's first prime minister Jawaharlal Nehru -- for a programme and had put up posters in this connection.
However, when the organisers reached the hall to begin their programme late in the evening, they found the place to be occupied by some 15 members of the ABVP.&nbsp; Organisers of the programme and members of the All India Students' Association (AISA), a unit of the JNUSU, tried convincing the ABVP activists and asked them to leave. However, the ABVP members began hurling abuses, the left-leaning students' organisation alleged.
Condemning the incident, the JNUSU has called for a march later on Monday.
The ABVP, on the other hand, claimed that the left parties assaulted students for holding a meeting at the student activities centre, also called Teflas.
"The JNUSU and the left parties have brought out the decree that only JNUSU president can give permissions for using the student activities centre. And, to impose this, they resorted to collective violence on ABVP activists having a peaceful gathering in the Teflas," the ABVP said in a statement.
Police said they acted as soon as they received information about slogans being raised.
"Police responded to the call swiftly. We did not find any quarrel taking place on the spot. On inquiry, it was learnt that heated arguments took place between two groups of students," said Gaurav Sharma, deputy commissioner of police, Southwest.
"Both sides are levelling allegations against each other of disrupting their meeting. Inquiry is on and action will be taken accordingly," Sharma said.
